Smoking is a worldwide problem. Research in recent years has shown us that smoking and second hand smoking can cause many diseases1. As a result of the understanding of the results of smoking, the house of legislator ...Smoking is a worldwide problem. Research in recent years has shown us that smoking and second hand smoking can cause many diseases1. As a result of the understanding of the results of smoking, the house of legislator in Israel decided to legislate a law that people under the age of 18 cannot smoke and, a couple of years later, it decided to ban smoking in public places. The problem begins when the law is affecting the person＇s autonomy and the person＇s culture. More than four decades ago when the smoking habit began in Israel, no one knew what the influence would be. Now, although that information is available, the orthodox community in Israel is not exposed to the knowledge. Smoking in this community begins from Purima or from the Bar-Mitzvah3 and from the will of the young orthodox to rebel. This law raises a question： Is it ethical to deprive the young orthodox of the right to smoke？ Alternatively, is there a better way to stop the orthodox from smoking than only the regulation？ In this paper, the author will try to show that regulation alone will not help in the orthodox community, and we need to think on more options to make the orthodox more informed to smoking problems. It contains simple database of the people＇s behavioral reaction and structure characteristic parameters of tunnel...The simulation model Tunev（tunnel evacuation） was developed for people＇s evacuation in tunnel fire. It contains simple database of the people＇s behavioral reaction and structure characteristic parameters of tunnel fireproofing. The model can be used to calculate the total evacuation time in various scenes when fire occurs in the different locations of the tunnel. Combined with fire simulation soft ware CFD- POENICS3.5, Tunev model can be used to calculate the fire danger coming time; by comparing with these two kinds of time, it can be used to assess the safety of the evacuation, and the evacuation process also have a dynamic demo. The simulation results show that the Tunev model can be used to predict the reliability of safe evacuation for people in tunnel fire and provide references for people＇s safe escape scheme. Some relevant concepts of the model were described and an evacuation simulation of a typical tunnel case, i.e. Xuefeng Mountain Tunnel was performed by using this model. However, mountain regions worldwide are impacted by climate change and at the same time represent distinctive area for the assessment of climate related impacts. Climate change impacts in Himalayan region have its implications on food production, natural ecosystems,retreat of glacier, water supply, human and animal health and overall human well being. The livelihood and food security of the people inhabited in region largely depend on climate sensitive sectors i.e.agriculture, livestock, forestry and their interlinkages with each other, and has the potential to break down food and nutritional security as well as livelihood support systems. People's perception and understanding of climate can be an important asset when it comes to adaptation to climate change impact;however it is not taken into consideration for the development of policy design and implementation of modern mitigation and adaptation strategies by governments and other civil society organizations.The knowledge of local people and farming communities for rural landscape management and sustainable use of bioresources is gaining credence as a key strategy to cope up with the climate change.Therefore, the present study analyzes the indigenous knowledge of local people and their perceptions on climate change, and also documented adaptation approaches at local level in mountain ecosystem of western Himalaya. In the present paper, we model the policy stance of the People＇s Bank of China （PBC） as a latent variable, and the discrete changes in the reserve requirement ratio, policy interest rates, and the scale of open mar...In the present paper, we model the policy stance of the People＇s Bank of China （PBC） as a latent variable, and the discrete changes in the reserve requirement ratio, policy interest rates, and the scale of open market operations are taken as signals of movement of this latent variable. We run a discrete choice regression that relates these observed indicators of policy stance to major trends of macroeconomic and financial developments, which are represented by common factors extracted from a large number of variables. The predicted value of the estimated model can then be interpreted as the implicit policy stance of the PBC. In a second step, we estimate how much of the variation in the PBC＇ s implicit stance can be explained by measures of its policy objectives on inflation, growth and financial stability. We find that deviations of CPI inflation from an implicit target and deviations of broad money growth from the announced targets, but not output gaps, figure significantly in the PBC＇s policy changes.展开更多

Budgetary supervision by the People＇s Congress comprises three elements： information, dialogue and enforcement. A national questionnaire survey based on these three elements shows that with the deepening of budgetary reform, the budgetary supervision of the People＇s Congress has undergone a shift from procedural to substantive oversight. Nevertheless, it still faces a number of challenges at local level. In the forthcoming reforms, budgetary supervision by the People＇s Congress should be strengthened to make local governments more accountable to the people.展开更多

And it gave the responses to questions in the beginning of the article and explained the reasons in details. At the last, some notes on the construction of democracy in China＇ s journey toward rule of law were written in this article.
文摘In the present paper, we model the policy stance of the People＇s Bank of China （PBC） as a latent variable, and the discrete changes in the reserve requirement ratio, policy interest rates, and the scale of open market operations are taken as signals of movement of this latent variable. We run a discrete choice regression that relates these observed indicators of policy stance to major trends of macroeconomic and financial developments, which are represented by common factors extracted from a large number of variables. The predicted value of the estimated model can then be interpreted as the implicit policy stance of the PBC. In a second step, we estimate how much of the variation in the PBC＇ s implicit stance can be explained by measures of its policy objectives on inflation, growth and financial stability. We find that deviations of CPI inflation from an implicit target and deviations of broad money growth from the announced targets, but not output gaps, figure significantly in the PBC＇s policy changes.

文摘Strengthening the budgetary supervision of the local People＇s Congress is essential not merely to the deepening of budgetary reform but also to the improvement of the People＇s Congress system and socialist democracy. Budgetary supervision by the People＇s Congress comprises three elements： information, dialogue and enforcement. A national questionnaire survey based on these three elements shows that with the deepening of budgetary reform, the budgetary supervision of the People＇s Congress has undergone a shift from procedural to substantive oversight. Nevertheless, it still faces a number of challenges at local level. In the forthcoming reforms, budgetary supervision by the People＇s Congress should be strengthened to make local governments more accountable to the people.
