Two types of stress relaxation tests were carried out to investigate the incubation time for incipient precipi-tation of Ti（C,N） in deformed austenite and （Ti,Mo）C in ferrite of ferritic Ti-Mo microalloyed steel T...Two types of stress relaxation tests were carried out to investigate the incubation time for incipient precipi-tation of Ti（C,N） in deformed austenite and （Ti,Mo）C in ferrite of ferritic Ti-Mo microalloyed steel The size dis-tribution, amount and chemical composition of precipitates were obtained by using physicochemical phase analysis, and calculated according to thermodynamics and kinetics. The experimental results demonstrated that the incubation time was reduced with increasing Ti content, and prolonged with the addition of Mo. After 30 % deformation at 850 ℃, the nucleation of strain-induced Ti（C,N） was a relatively slow process. On the other hand, the temperature where the nucleation rate of （Ti, Mo）C in ferrite was the highest descended first and then ascended with increasing Ti content, and so did the temperature where the incubation time was the shortest. The key point is that the tempera-ture of steel containing about 0.09 % Ti is the lowest. The mass fraction of MC-type particles with size smaller than 10 nm in steel containing 0.09% Ti and 0.2% Mo reached 73.7%. The size distributions of precipitates in steel containing 0.09% Ti were relatively concentrated compared with that in steel containing 0.07% Ti.展开更多

The main idea of the article is that far-right parties are flexible enough in their political rhetoric and instruments to gain electoral support. In our protocol, TP is allowed to misbehave on its own but can not conspire with either of two parties. Compared with most two-user QPCE protocols, our protocol not only can compare two groups of private information(each group has two users) in one execution, but also compare just two private information. Compared with the multi-user QPCE protocol proposed, our protocol is safer with more reasonable assumptions of TP. The qubit efficiency is computed and analyzed. Our protocol can also be generalized to the case of 2N participants with one TP. The 2N-participant protocol can compare two groups(each group has N private information)in one execution or just N private information.展开更多

The legacies of these two political and historical landscapes have had a hand in shaping and disfigur...Since the demise of colonialism as well as the cold war, Africa has battled to put democratic governments in place. The legacies of these two political and historical landscapes have had a hand in shaping and disfiguring the nascent governments that would be born in Africa with vanguard parties not tolerating opposition. In a bid to stay in leading positions, as founding fathers of revolution, incumbent governments have used different tools, some very unorthodox, from brute force, genocides, governments of national unity and violent elections to stay in power and destroy opposition. This paper seeks to trace how Zimbabwe has fared in establishing a democratic government from Lancaster to the 2013 March referendum. Zimbabwe, following a Lancaster House Agreement C1979）, like Kenya （1960）, held elections in 1980, making R. G. Mugabe the first black Prime Minister and C. Banana the President. Some scholars have argued that the 1980 elections have been the only free and fair elections in Zimbabwe＇s history of elections. To measure the level of democracy in Zimbabwe, the paper shall highlight the euphoria at 1980, read through gukurahundi of 1983, the unity accord of 1987, select parliamentary and presidential elections, the fast track land reform of 2002, the 2009 Government of National Unity as well as the 2013 constitution amendment. The study shall largely make use of desktop and interviews of ordinary Zimbabweans, politicians, and students in universities with regards to matters of governance. The paper concludes that post communist governments have struggled to establish democracy.展开更多
