The emergence of the SARS-CoV-2 virus resulted in a health and economic crisis worldwide. Although everyone is susceptible to COVID-19, the elderly have compromised immune systems and often suffer from chronic underlying diseases, which makes them more vulnerable. This study aims to assess variation in COVID-19 vaccine distribution patterns across different age groups in European countries and to understand the extent to which European countries have prioritized vulnerable age groups (age > 70) in their vaccination programs. The study utilized open data from the European Center for Disease Prevention and Control (ECDC) and employed an observational, retrospective study design to examine the distribution of the COVID-19 vaccine among various age groups in several European countries from September 2021 to September 2023. Results reveal that vaccination rates increase with age, peaking at the 25 - 49 age group (1.34 × 10−4), after which there was a decline in vaccination rate. Analysis of variance (ANOVA) was used to investigate the equality of vaccination rates across the 29 countries in Europe, which resulted in a p-value of 70) during the study period as no country achieved the 70% coverage aimed by WHO. Continuous efforts must be made to ensure larger coverage of COVID-19 vaccination among this vulnerable population in order to protect them from severe outcomes in this region. 展开更多

Cultural rights are important human rights established by the Universal Declaration of Human Rights(UDHR)and the International Covenant on Economic,Social and Cultural Rights(ICESCR).However,they have not received due attention within the United Nations human rights system and related academic research.As a specialized agency within the United Nations system primarily responsible for cultural affairs,United Nations Educational,Scientific and Cultural Organization(UNESCO)has played a significant role in promoting the recognition and advocacy of cultural rights in the international community,mainly by expanding and deepening the normative connotations of cultural rights,strengthening the integration of culture and cultural rights with the United Nations’development agenda,and creating cultural heritage rights and other specific examples of protection practices.Under its leadership,the United Nations system is exploring a new agenda of collective actions to promote cultural rights,which shows a trend of emphasizing cross-sectoral collaboration between culture and science,as well as culture and education.Guided by Xi Jinping Thought on Culture,China should further leverage the advantages of UNESCO as a global cultural governance platform to share its concepts and experience in protecting and realizing cultural rights with the international community.Through the Global Civilization Initiative,China can lead and shape the emerging international agenda on cultural rights and promote the progress of international human rights and the building of a community with a shared future for mankind. 展开更多

Human rights education in primary and secondary schools is the initial and crucial phase of human rights education.Based on the normative documents formulated by the United Nations for human rights education during this phase,this paper constructs the United Nations standards for human rights education in primary and secondary schools,which include four major aspects:educational content,educational methods,reference mechanisms,and human rights concepts.They correspond respectively to the core connotations,practical pathways,institutional protections,and spiritual pursuits of human rights education in primary and secondary schools.On the basis of critically reflecting on these standards,and in reference to the United Nations standards and in accordance with China’s actual conditions,this paper proposes the“Chinese Approach”for human rights education in primary and secondary schools:first,in terms of legislation,clear legal basis should be provided;second,in terms of administration,clear goals and action guidelines should be provided;third,in terms of resource guarantee,sufficient resource support should be provided;fourth,in terms of curriculum design,it should be suitable for Chinese primary and secondary school students;fifth,in terms of evaluation mechanism,a variety of evaluation mechanisms should be constructed. 展开更多

The United Nations(UN)has always been a proactive promoter of mainstreaming human rights,while the Charter of the United Nations is the cornerstone and starting point for this endeavor.The mainstreaming of human rights is a principle and direction of UN reform,as the UN has promoted it through human rights institutions reform and institutional building.Reviewing the UN’s many years of practice in promoting the mainstreaming of human rights,it is evident that its various departments and agencies have formed a united front already,which is specifically manifested in the following ways:The UN Secretary-General puts forward reform plans to promote the mainstreaming of human rights and issues relevant initiatives and calls to action;the mechanism of mainstreaming of human rights provides institutional and financial support;the UN Development Group(later renamed the UN Sustainable Development Group)is the main platform for the UN to promote the mainstreaming of human rights;the Office of the High Commissioner for Human Rights and the Human Rights Council are the main implementing bodies for the UN to promote the mainstreaming of human rights;and other UN agencies actively respond to and implement the requirements of the mainstreaming of human rights in their respective areas of work. 展开更多

The Paris Agreement proposed to keep the increase in global average temperature to well below 2 ℃ abovepre-industrial levels and to pursue efforts to limit the temperature increase to 1.5 ℃ above pre-industriallevels. It was thus the first international treaty to endow the 2 ℃ global temperature target with legal effect.The qualitative expression of the ultimate objective in Article 2 of the United Nations Framework Conventionon Climate Change (UNFCCC) has now evolved into the numerical temperature rise target in Article 2 of theParis Agreement. Starting with the Second Assessment Report (SAR) of the Intergovernmental Panel on Cli-mate Change (IPCC), an important task for subsequent assessments has been to provide scientific informa-tion to help determine the quantified long-term goal for UNFCCC negotiation. However, due to involvementin the value judgment within the scope of non-scientific assessment, the IPCC has never scientifically af-firmed the unacceptable extent of global temperature rise. The setting of the long-term goal for addressingclimate change has been a long process, and the 2 ℃ global temperature target is the political consensuson the basis of scientific assessment. This article analyzes the evolution of the long-term global goal foraddressing climate change and its impact on scientific assessment, negotiation processes, and global low-carbon development, from aspects of the origin of the target, the series of assessments carried out by the 1PCCfocusing on Article 2 of the UNFCCC, and the promotion of the global temperature goal at the political level. 展开更多

This article will briefly outline the origins,structure and functions of United Nations Environment Program and the Commission on Sustainable Development in the context of the goals of ecologically sustainable development(ESD).Economic development,social development and environmental protection form the three interconnected parts of ESD.The achievements of the key UN environmental institutions and programs in opening up the global system to civil society,the private sector and a diversity of actors and interests,promoting the role of poverty alleviation as part of ESD through the Millennium Development Goals,and facilitating important Multilateral Environmental Agreements should be recognized.However,with these notable exceptions,organizations such as United Nations Environment Program and the Commission on Sustainable Development have become weak in scientific and technical leadership,global policy,co-ordination(inside and outside the UN) and has few achievements in the international and national implementation of obligations and standards in Global Environmental Governance-including enforcement,compliance and effectiveness.This article will outline the key reasons for this inadequacy.Attention will also be focused on the way forward through of a new United Nations Environment Organization.This will require a clarification of purpose and function(within the UN system and as part of global governance structures) as well as consideration of whether it depends on system-wide UN reform.It is recommended that medium and long term strategies for reform are necessary. 展开更多

One of the ongoing challenges is to articulate and operationalize the principles for CBPR with these communities. This paper reflects on the nine principles articulated by LaVeaux and Christopher in the context of a long term community-academic research partnership at Standing Buffalo First Nations, Saskatchewan, Canada.
