Space Production of B&Bs and Its Role in Regenerating Historic Blocks from a Multi-Actor Perspective:A Case Study of Pingjiang Historic Block,Suzhou

In China,historic blocks1 are undergoing extensive regeneration and facing challenges of touristification and commercialization,with regard to which the impacts of B&Bs are not yet thoroughly discussed.Based on a field survey conducted in the Pingjiang Historic Block in Suzhou,this study examines the participation of the local government,residents,B&B operators,and tourists in shaping B&B spaces.The results show that B&B operators take a dominant position in this process,while the local government acts as both regulator and developer.In contrast,local residents remain largely passive with limited participation.While leading to the touristification of the historic block,the development of B&Bs has contributed to the conservation and adaptive reuse of historic and cultural resources.Finally,the study concludes that ensuring the sustainable development of B&Bs in historic blocks requires both more effective regulation of the local government and more active participation of native residents. 展开更多

The Local Process of Governance in Integrated Water Resource Management: An Example of the Wadi El K^bir Watershed (Northeast of Algeria)

Alternatives to the sectoral and public policies and regulations of environmental and water resources' protection, and the experiments of integrated management have been rapidly multiplied since the year 1990. Water constitutes a principal stake of these environmental policies in the majority of the countries and especially in the countries of North Africa as Algeria, where this resource is threatened by repeated dryness and by the impact of the climate change. The integrated water resource management reflects today the world tendency of the governments to exploit and preserve this resource by a way based on a process of governance, which passes by the dialog of diversified actors (various sectors). According to this policy and to the promulgation of the Algerian National Report on State effective implementation and coordination mechanisms are required. How this principle of integrated water management will be executed with various scenarios in Algeria and what are the main difficulties that can be met? Or, more exactly, what are the variables that can influence the operation of the local water process governorship? This analysis will be carried out through the example of the Wadi El K6bir watershed located in the northeast of Algeria, which is real natural area of water supply that feeds the communities, the natural and artificial basins, and preserves the perenniality of the existing natural ecosystems especially the one of the natural park classified by the United Nations Educational Scientific and Cultural Organization (U.N.E.S.C.O) in 1989 as the inheritance of humanity and six other sites classified according to the Ramsar convention as wetlands of international importance to be preserved. 展开更多

To prevent flood disasters, policymakers call for resilient cities which are better able to cope with flood hazards. However, actual adoption of resilience measures in urban planning is still limited, partly because it is not sufficiently clear how and to what extent resilience should and can be enhanced. To develop resilience strategies, information on the current resilience and on the effects of measures should be available. Since cities are complex systems, an assessment of resilience requires the input of different actors. To obtain and combine this input, a comprehensive approach which brings together many actors is required. Furthermore, resilience must be integrated in planning frameworks in order to enhance adoption by city policy makers. Tools which support and structure the contribution of different disciplines and actors will help to obtain information on the current resilience and to develop a shared vision on measures to enhance urban resilience. We illustrate our view with an example on Cork, Ireland. 展开更多

Finding equitable policy solutions is critical for developing sustainable energy use. This paper presents a system-of-systems (SOS) formalism for addressing the equity issue in multi-actor policymaking. In a SoS, the control of the overall system performance is shared among a network of actors. In contrast to a single optimal solution that aggregates objectives of actors, the solution conCept of iso-performance is formulated and employed to illuminate multiple solutions and hence the 'space' for actors to compromise. By specifically accounting for the equity issue, the level of sacrifice each actor makes for each iso-performance solution is computed. To demonstrate the approach, a case study is presented about policymaking to reduce fuel life cycle aviation emissions in the United States based on the year 2020 reduction target, involving government, airlines, jet fuel refinery companies, and aircraft and engine manufacturers. A resource allocation mixed integer programming model is employed to calculate carbon emissions resulting from airlines' deployment of aircraft fleet to meet changing air transport demand. The paper discusses three iso-performance solutions; each of them requires a different level of sacrifice from each actor. Such an insight can inform policymaking in determining the magnitude of compensation required when a particular solution is pursued. 展开更多

Data sharing and innovative utilization in an ethical and responsible manner is a focus of the current studies on smart city construction. Taking Shenzhen as an example, this paper analyzes the three typical cases of data legislation, data sharing and utilization,and data-based anti-epidemic action in its smart city construction and explores the respective role of the four actors of the government, enterprises,research institutes, and the public in innovating data utilization to serve the public interests through data sharing. By studying Shenzhen’s multi-actor interaction mechanism of smart city construction, the paper tries to provide a useful experience for the construction of smart cities in China from the perspectives of data management, data sharing, and innovative data utilization. 展开更多
