'Agreement on Cooperation for Sustainable Development of Mekong Basin' signed by the four riparian countries along the lower Mekong River on April 5, 1995 provides a new opportunity for sustainable development of the Basin. According to preliminary analysis, if the multipurpose utilization of the water resources is the target for carrying out integrated planning and management, and the efforts are made 1) to focus on energy exploitation on the Lancang River Mainstream and the tributaries of the lower Mekong River; 2) to build gated weirs at Tonle Sam; 3) to construct spillways at the Mekong Delta; 4) to facilitate flood dykes in big cities and on both banks of the mainstream which are concentrated with population and farmland and liable to be flooded, and 5) to strengthen networks for forecasting hydrological and meteorological conditions, then all problems such as power demand, irrigation, flood, salt water intrusion as well as acid water erosion to soil could be solved without constructing large cascaded stations and dams on the lower Mekong Mainstream. This will not only avoid input of great number of fund, large scale resettlement and land inundation, but also prevent aquatic organisms living in Mekong River from being injured due to dam construction, and promote the sustainable development of the Basin.展开更多

The influence of multi-hole arrangement on effusion film cooling is analyzed and a preliminary relationship evaluating the film development from developing state to developed state is brought forward. Results show that the coolant jets from front rows of multi-holes merge rapidly and the strength of the kidney vortices due to mainstream-coolant jet interaction in the downstream region are mitigated under super-long-diamond arrangement where the streamwise hole-to-hole pitch is bigger than spanwise hole-to-hole pitch. The holes array arranged in super-long-diamond mode is not only in favor of obtaining developed film layer, but also improving averaged adiabatic film cooling effectiveness.展开更多

To decrease the influence of technical/data interactions on project progresses, the information flow scheduling models based on the extended DSM is presented. Firstly, infor- mation dependencies are divided into four types: series, parallel, coupling and similar. Secondly, different types of dependencies are expressed as DSM units, and the exten- ded DSM model is brought forward, described as a block matrix. Furthermore, the information flow scheduling methods is proposed, which involves four types of opera- tions, where partitioning and clustering algorithm are modified from DSM for ensuring progress of high-priority project, merging and converting is the specific computation of the extended DSM. Finally, the information flow scheduling of two machine tools development is analyzed with example, and different project priorities correspond to different task sequences and total coordination cost. The proposed methodology provides a detailed instruction for information flow scheduling in multi-product development, with specially concerning technical/data interactions.展开更多

The new KD *P controller permits a very short switching time as well as a stable of electric power supply, making it possible to obtain multiple frames in a single phase of high voltage. Here we have used a 80C196KC microprocessor and three high voltage modules. The rising and falling time of output pulses generated from the new controller is found to be less than 10 -3 sec and the power supply stability is maintained within accuracy of less than 0 1%. The period of a single phase voltage is controlled by user in the range of 0 03sec to 3 seconds. The number of integrated image frames is also set by user up to 256 frames. The present system can be readily utilized to control a wider range of high voltage power by simply modifying software.展开更多

The epsilon-Non-Dominated Sorting Genetic Algorithm II (ε-NSGAII) has been coupled with the US Environmental Protection Agency’s Stormwater Management Model (SWMM) to balance the costs and the hydrologic benefits of candidate LID solutions. Our objective in this study is to identify the near-optimal tradeoff between the total LID costs and the total watershed runoff volume constrained by pre-development peak flow rates. This study contributes a detailed analysis of the costs and benefits associated with the use of green roofs, porous pavement, and bioretention basins within a small urbanizing watershed inState College,Pennsylvania. Beyond multi-objective analysis, this paper also contributes improved SWMM representations of LID alternatives and demonstrates their usefulness for screening alternative site layouts for LID technologies.展开更多

Current approaches from different disciplines can be grouped into at least three levels: micro-scale, meso-scale and macro-scale. At the micro-scale, green chemistry carries out chemical activities such as chemical design and synthesis so that environmentally benign chemicals can be synthesized without using and generating hazardous substances. Green engineering, at the meso-scale, develops green industrial processes or clean technologies via pollution prevention and cleaner production, which will cause minimal damages or dangers to the environment and ecosystems when the product is manufactured and used. Industrial ecology at the industrial complex or community level seeks to optimize energy and materials use and minimize waste generation in industrial systems or communities by promoting planned materials and energy exchanges. Incorporation of ecological principles with the life cycle thinking in the chemical pathway synthesis, product design, process development, and industrial system and community planning appears to be the most promising engineering approach in achieving sustainable industrial development.展开更多

Due to numerous pressures from high population growth and intensive hydropower development, the LMB has been facing significant challenges concerning its biodiversity and ecosystem. In 2017, Mekong River Commission (MRC), an intergovernmental organisation founded in 1995 among LMB countries, established the Council Study, which analysed the impacts of water development scenarios concerning the environmental, socioeconomic aspects of the LMB. This paper explores the nature of risks to the LMB water development and subsequently evaluates LMB’s water development scenarios described in the Council Study by using a multi-criteria decision analysis (MCDA) method. MCDA method has been widely applied in the field of water resource management in order to assist the decision-making process by systematically evaluating a certain number of alternatives against well-selected criteria through a preference rating scheme. By implementing a risk-based comprehensive assessment of the LMB transboundary water, this study provides insights into the impacts of the increasing risks to the ecosystem and human beings on the water development of the basin over time, which assists to change the awareness and the perspective toward humans’ risks and transboundary river ecosystem of decision-makers. This paper provides valuable recommendations for MRC to improve their policy concerning benefit-sharing scheme, water planning and risk mitigation strategies.展开更多

The aquifers receive recharge from precipitation, canal and reservoir infiltration, and discharge through subterranean drainage into the sea and through artificial pumping. A quasi three dimensional finite element model has been used to simulate the spatial and temporal distribution of groundwater levels in the aquifers. Various input parameters were considered in the simulation model. A linear optimization model has been developed for groundwater development within the coastal aquifers. The objective function of the model is to maximize the total groundwater pumpage from the confined aquifer. The control of sea water intrusion is examined by the restriction of the water levels at points along the coast and of the pumping rates in coastal management cells. The response matrix used in the optimization model was generated from the simulation model by forecasting drawdown produced by pumping at a unit impulse discharge. Groundwater development can be primarily optimized by the alteration of the pumping rates of the existing wells.展开更多

To speed up the development of modern agriculture in CEDAs, this paper takes Suzhou City as an example from theories supporting modern agricultural development. It demonstrates agriculture in CEDAs plays an important role in adjusting supply of agricultural and sideline products, reserving rural labor employment, protecting ecological environment, increasing farmers income, and passing on agricultural culture. It contends that CEDAs should take reserving basic farmland as prerequisite; take adequate supply of primary agricultural products, protection of living environment, maintenance of agricultural landscape, and inheritance of farming culture as objectives; establish perfect modern agricultural system through firmly setting up modern agricultural value concept; increase local public finance input; increase agricultural functional value from technical and management levels, to realize increase of farmers income, promote sustainable development of agriculture, promote integrated urban and rural development, as well as harmonious development of human and nature.展开更多
