The first issue is when management accounting system was formed; the second is how to evaluate its development in subsequent decades; the third is how to evaluate the development of practice and research of management accounting in almost twenty years after Relevance Lost was published. The role of Relevance Lost in practice and theoretical research of management accounting is widely recognized, and the disagreement with it in this paper is in the specific area of the development history of management accounting. The authors of this paper believe that the development, through having its ups and downs over time, is generally speaking a continuous process, not separated by disconnected phases, leaping from one to another. In the field of oil andnatural gas exploration and development, there are 13 upstream subsidiaries in SINOPEC. By the endof 2003, the proven reserves of crude oil were 3,257 mmbbls, and natural gas reserves totaled2,887.6 bcf. The oil and gas production in 2003 included 270.96 mmbbls of oil and 187.7 bcf ofnatural gas. In the area of middle-stream operation, SINOPEC has 33 refineries. The total capacityof crude distillation is 153.9 million tons/year, about 51% of the total distillation capacity inChina. An algorithm for constructing directed task graph is given and is used in the management of tasks. The basic characteristics of the sustainable manufacturing are introduced, and that quality management is important contents of sustainable development is indicated. Based on circular economy and sustainable manufacture theories, the drawbacks in the existing quality management models are analyzed. The requests that satisfy the big system ＂environment- society - economy＂ are summarized to build up a model. A Chinese traditional cultural principle is applied and the relevant contents are sublimated as the platform to set up the model. The new quality management concept models are put forward ＂T- D- R＂ three-dimensional structures and ＂ecological quality loop＂ model, from which the new quality concepts are formed The paper elaborates the contents and the process of setting up the models.
