Research on evaluation of basic railway safety management capability based on combination weighting–TOPSIS

Purpose–To systematically characterize and objectively evaluate basic railway safety management capability,creating a closed-loop management approach which allows continuous improvement and optimization.Design/methodology/approach–A basic railway safety management capability evaluation index system based on a comprehensive analysis of national safety management standards,railway safety rules and regulations and existing safety data from railway transport enterprises is presented.The system comprises a guideline layer including safety committee formation,work safety responsibility,safety management organization and safety rules and regulations as its components,along with an index layer consisting of 12 quantifiable indexes.Game theory combination weighting is utilized to integrate subjective and objective weight values derived using AHP and CRITIC methods and further combined using the TOPSIS method in order to construct a comprehensive basic railway safety management capability evaluation model.Findings–The case study presented demonstrates that this evaluation index system and comprehensive evaluation model are capable of effectively characterizing and evaluating basic railway safety management capability and providing directional guidance for its sustained improvement.Originality/value–Construction of an evaluation index system that is quantifiable,generalizable and accessible,accurately reflects the main aspects of railway transportation enterprises’basic safety management capability and provides interoperability across various railway transportation enterprises.The application of the game theoretic combination weighting method to derive composite weights which combine experts’subjective evaluations with the objectivity of data. 展开更多

Aiming at the deficiency of exterminating measures of Chinese firm safety management, a simulation model of Chinese firm's safety management capability based on the organizational learning theory, in which the simulation method of system dynamics is utilized. The level variable and rate variable are designed based on the practical situation and change situation of corresponding variables of firm's safety management ca- pability. Simulation firms are built with accident case groups of the oil industry, chemical industry, machine industry, coal mining industry, and weapon industry. Through analyzing the simulation result, the growth law of Chinese firm's safety management capability is obtained as follows: the accumulating and the coupling of safety knowledge should be emphasized at the same time; the balance of learning behavior of individual, group and organization should be considered together; different types of Chinese firm should take different safety policies according to their practical situations. 展开更多

Recent advancements in thermal conductivity modulating strategies have shown promising enhancements to the thermal management capabilities of two-dimensional materials.In this article,both the iterative Boltzmann transport equation solution and the two-temperature model were employed to investigate the efficacy of targeted phonon excitation applied to hexagonal boron nitride(hBN).The results indicate significant modifications to hBN's thermal conductivity,achieving increases of up to 30.1%as well as decreases of up to 59.8%.These findings validate the reliability of the strategy,expand its scope of applicability,and establish it as a powerful tool for tailoring thermal properties across a wider range of fields. 展开更多

Design of an Index System for Deep Groundwater Management Efficiency Evaluation: A Case Study in Tianjin City, China 被引量:1

In this study, an evaluation index s... An effective evaluation system can provide specific and practical suggestions to the deep groundwater management. But such kind of evaluation system has not been proposed in China. In this study, an evaluation index system is specifically developed to evaluate deep groundwater management efficiency. It is composed of three first-level indicators(law enforcement capability, management ability, and management effectiveness) and eleven second-level indicators. The second-level indicators include seven mandatory indicators and four optional indicators. Piecewise linear function is used to normalize the quantitative indicators, and expert scoring method and questionnaire survey method are used to normalize the qualitative indicators. Then a comprehensive indicator weighting evaluation method is used to evaluate the first-level indicators and the target topic. A case study is carried out to evaluate deep groundwater management efficiency in Tianjin City. According to the evaluation score in each period, the management efficiency of every district in Tianjin City gradually improved. The overall evaluation score in the early deep groundwater extraction period is 0.12. After a series of deep groundwater protection efforts, this score reached to 0.61 in 2007, and met the regulation criteria. The evaluation results also showed that the further groundwater management efforts in Tianjin City should be focused on building a dynamic database to collect comprehensive deep well-log data; and on a reasonable design and distribution of the groundwater monitoring network. It demonstrated that the index system is suitable to locate the deficiencies of current groundwater management systems and to guide further improvements. In order to improve the emergency management capability of urban rail transit system and reduce accidents during metro operation,an emergency management capability evaluation method combining analytic hierarchy process(AHP)and technique for order preference by similarity to ideal solution(TOPSIS)is proposed.Based on the Prevention Preparation Response Recovery(PPRR)model,factors influencing the emergency management capability of the urban rail transit system are summarized from the perspective of‘human,machine,environment and management’.Then,an emergency management capability evaluation index system containing of 20 secondary indicators is constructed in four stages:emergency prevention,emergency preparation,emergency response and emergency recovery.The weights of indicators are calculated using the AHP method,and the closeness of each indicator to the optimal solution is analysed with the TOPSIS method.Finally,take the Beijing Metro Line 13 as an example to investigate the level of emergency management capability of urban rail transit.The results show that the emergency management capability of Beijing’s urban rail transit system is‘well’,among which hazard prevention measures(0.31)and emergency response team(0.34)have a greater weight on the emergency management capability of rail transit.The model can more accurately assess the emergency management capability of urban rail transit and provide a basis for emergency management. 展开更多
