This study investigates the relationships between knowledge modeling, institutional memory, leadership styles, technology, and administrative efficiency at the University of Cape Coast (UCC). The study sought to identify the challenges and opportunities in integrating digital tools into administrative processes and to provide actionable recommendations for improvement. A mixed-methods research design was employed, combining quantitative analysis using Partial Least Squares Structural Equation Modeling (PLS-SEM) with qualitative thematic analysis of interviews. The findings revealed key challenges, including resistance to change, fragmented knowledge repositories, and inadequate funding, alongside opportunities such as centralized knowledge systems, cost-effective open-source tools, and capacity-building initiatives. The study highlights the importance of strategic leadership, robust policies, and investments in digital infrastructure to enhance administrative practices. Policy implications include the need for clear digital transformation guidelines and leadership training to foster innovation and collaboration. Recommendations include investing in scalable digital tools, implementing comprehensive capacity-building programs, and promoting stakeholder engagement to drive successful digital integration. Remote driving,an emergent technology enabling remote operations of vehicles,presents a significant challenge in transmitting large volumes of image data to a central server.This requirement outpaces the capacity of t...Remote driving,an emergent technology enabling remote operations of vehicles,presents a significant challenge in transmitting large volumes of image data to a central server.This requirement outpaces the capacity of traditional communication methods.To tackle this,we propose a novel framework using semantic communications,through a region of interest semantic segmentation method,to reduce the communication costs by transmitting meaningful semantic information rather than bit-wise data.To solve the knowledge base inconsistencies inherent in semantic communications,we introduce a blockchain-based edge-assisted system for managing diverse and geographically varied semantic segmentation knowledge bases.This system not only ensures the security of data through the tamper-resistant nature of blockchain but also leverages edge computing for efficient management.Additionally,the implementation of blockchain sharding handles differentiated knowledge bases for various tasks,thus boosting overall blockchain efficiency.Experimental results show a great reduction in latency by sharding and an increase in model accuracy,confirming our framework's effectiveness.展开更多

The implementation of knowledge management (KM) in hospitals affects efficiency and outcomes of hospitals. However, few studies explored the implementation of KM in China. Twenty-two questions were designed concerni...The implementation of knowledge management (KM) in hospitals affects efficiency and outcomes of hospitals. However, few studies explored the implementation of KM in China. Twenty-two questions were designed concerning KM implementation status in over 50 hospitals. In order to understand the KM level and attitude to KM of the hospital's managers, a random sampling survey was conducted among 138 managers from 50 different scales of hospitals in 15 provinces of China. The survey showed that overall level of KM implementation in Chinese hospitals was still low and differed among different scales of hospitals (P〈0.05, or P〈0.01). In all the hospitals investigated, 63.8% did not implement KM yet, among which 46% even had not planned for that. 49.8% of the hospitals investigated had no training program about KM ever and the main source of hospital staff to get knowledge was internet. It suggested that hospital managers should make much more efforts to get to know and understand theories on KM, so that hospital KM could be promoted more rapidly.展开更多

However, little has been discussed about specific strategies of meta-synthetic support for digital recordkeeping, and in turn, organizational knowledge. The purpose of this paper is to propose the adoption and adaptation of the ISO/TC 46/SC 11 series of standards and the integrated use of ISO management systems standards (MSSs) as enablers of meta-synthetic strategies to enhance organizational performance and accountability through sustainable digital recordkeeping. The integrated use of ISO MSSs provides ever increasing opportunities for integrated product, process, service, and compliance control. The mechanisms of the above meta-synthetic strategies are collaboration, optimization, innovation, and compliance. Knowledge Management(KM)has become a dynamic concept for inquiry in research.The management of knowledge from multiple sources requires a systematic approach that can facilitate capturing all important aspects related...Knowledge Management(KM)has become a dynamic concept for inquiry in research.The management of knowledge from multiple sources requires a systematic approach that can facilitate capturing all important aspects related to a particular discipline,several KM frameworks have been designed to serve this purpose.This research aims to propose a Collaborative Knowledge Management(CKM)Framework that bridges gaps and overcomes weaknesses in existing frameworks.The paper also validates the framework by evaluating its effectiveness for the agriculture sector of Pakistan.A software LCWU aKMS was developed which serves as a practical implementation of the concepts behind the proposed CKMF framework.LCWU aKMS served as an effective system for rice leaf disease detection and identification.It aimed to enhance CKM through knowledge sharing,lessons learned,feedback on problem resolutions,help from co-workers,collaboration,and helping communities.Data were collected from 300 rice crop farmers by questionnaires based on hypotheses.Jennex Olfman model was used to estimate the effectiveness of CKMF.Various tests were performed including frequency measures of variables,Cronbach’s alpha reliability,and Pearson’s correlation.The research provided a KMS depicting KM and collaborative features.The disease detection module was evaluated using the precision and recall method and found to be 94.16%accurate.The system could replace the work of extension agents,making it a cost and time-effective initiative for farmer betterment.展开更多

文摘To improve the efficiency and accuracy of carbonate reservoir research,a unified reservoir knowledge base linking geological knowledge management with reservoir research is proposed.The reservoir knowledge base serves high-quality analysis,evaluation,description and geological modeling of reservoirs.The knowledge framework is divided into three categories:technical service standard,technical research method and professional knowledge and cases related to geological objects.In order to build a knowledge base,first of all,it is necessary to form a knowledge classification system and knowledge description standards;secondly,to sort out theoretical understandings and various technical methods for different geologic objects and work out a technical service standard package according to the technical standard;thirdly,to collect typical outcrop and reservoir cases,constantly expand the content of the knowledge base through systematic extraction,sorting and saving,and construct professional knowledge about geological objects.Through the use of encyclopedia based collaborative editing architecture,knowledge construction and sharing can be realized.Geological objects and related attribute parameters can be automatically extracted by using natural language processing(NLP)technology,and outcrop data can be collected by using modern fine measurement technology,to enhance the efficiency of knowledge acquisition,extraction and sorting.In this paper,the geological modeling of fracture-cavity reservoir in the Tarim Basin is taken as an example to illustrate the construction of knowledge base of carbonate reservoir and its application in geological modeling of fracture-cavity carbonate reservoir.

Using ontology database, this architecture can realize intelligent knowledge retrieval and automatic accomplishment of DM tasks by means of ontology services. Its key features include:①Describing DM ontology and meta-data using ontology based on Web ontology language (OWL).② Ontology reasoning function. Based on the existing concepts and relations, the hidden knowledge in ontology can be obtained using the reasoning engine. This paper mainly focuses on the construction of DM ontology and the reasoning of DM ontology based on OWL DL(s).

文摘The growing demand for health management puts forward high requirements for the quality of health knowledge.A content-based method is proposed to address the current demand for high-quality health knowledge,which evaluates the quality including the certainty,accuracy,and operability of different types of knowledge from the perspectives of authority,precision,and information entropy.Herein,the health knowledge of myocardial infarction is used as an example,and knowledge is first classified into different types and then evaluated.This method is applied to knowledge in the existing health management system and it can support knowledge screening and comparison under the cold start condition.Compared with the current evaluation methods based on knowledge use behavior and utility,the new evaluation method provides a reference for evaluation when the knowledge is first used.The screening of high quality knowledge can help the subsequent application of knowledge and improve user’s compliance.Concurrently,the arrangement of myocardial infarction knowledge can also provide a knowledge reference for patients’daily health management.
文摘The implementation of knowledge management (KM) in hospitals affects efficiency and outcomes of hospitals. However, few studies explored the implementation of KM in China. Twenty-two questions were designed concerning KM implementation status in over 50 hospitals. In order to understand the KM level and attitude to KM of the hospital's managers, a random sampling survey was conducted among 138 managers from 50 different scales of hospitals in 15 provinces of China. The survey showed that overall level of KM implementation in Chinese hospitals was still low and differed among different scales of hospitals (P〈0.05, or P〈0.01). In all the hospitals investigated, 63.8% did not implement KM yet, among which 46% even had not planned for that. 49.8% of the hospitals investigated had no training program about KM ever and the main source of hospital staff to get knowledge was internet. It suggested that hospital managers should make much more efforts to get to know and understand theories on KM, so that hospital KM could be promoted more rapidly.

文摘OBJECTIVE:To design a model to capture information on the state and trends of knowledge creation,at both an individual and an organizational level,in order to enhance knowledge management.METHODS:We designed a graph-theoretic knowledge model,the expert knowledge map(EKM),based on literature-based annotation.A case study in the domain of Traditional Chinese Medicine research was used to illustrate the usefulness of the model.RESULTS:The EKM successfully captured various aspects of knowledge and enhanced knowledge management within the case-study organization through the provision of knowledge graphs,expert graphs,and expert-knowledge biography.CONCLUSION:Our model could help to reveal thehot topics,trends,and products of the research done by an organization.It can potentially be used to facilitate knowledge learning,sharing and decision-making among researchers,academicians,students,and administrators of organizations.

Under increas ingly competitive pressure, many enterprises are examining how they can better m anage their knowledge. During the last years, another concept has gained increas ing interest: knowledge management. The emerging field of knowledge management a ddresses the broad processes of locating, organizing, transferring and more effi ciently using knowledge and expertise within an enterprise. An enterprise’s and its employees’ knowledge is regarded as the most important corporate capital in the arising global information society. Knowledge management therefore aims towa rds improving an enterprise’s ability to acquire, develop, preserve, distribute and use knowledge. This paper describes a conceptual model of knowledge manageme nt and innovation, focusing on analyzing the knowledge management and innovation process, trying to make knowledge more productive and create knowledge more eff iciently. In this paper, an integral and conceptual model of knowledge management and inno vation is presented first; then, the knowledge work process is analyzed, which i s conceptualized as a knowledge spiral; subsequently, knowledge management proce ss is conceptualized into knowledge development, knowledge acquisition, knowledg e transfer, knowledge sharing, knowledge utilization and knowledge evaluatio n, all of which can be conceptualized as a knowledge cycle; furthermore, the fac ilitating conditions for implementing knowledge management are analyzed; in the end, the input-output model of knowledge innovation is given as well as the mai n tools for assisting knowledge management are summarized.
文摘With the development of knowledge economy, the competition between high teehnology enterprises has gradually evolved into the competition of core competence based on knowledge, because high technology enterprises are typical knowledge-based enterprises. Few enterprises, especially for high technology firms, have all of the knowledge they need to compete effectively in the marketplace both at home and abroad, so more and more high technology companies are taking the advantage of strategic alliances to get their complementary knowledge. Since knowledge is the source of an enterprise' s competitiveness, knowledge management has become the most important means for enterprises to gain competitive advantage. There has been an increased growth in the literature on strategic alliances in recent decades. But what is less discussed in the existing literature on strategic alliances is the issue of knowledge management of strategic alliances in high technology enterprises. Based on the characteristics of strategic alliances in high technology enterprises, and in line with the implication and the goal of knowledge management, this study tries to delve into this issue. The paper analyzes the key factors relevant to the knowledge management of strategic alliances in high technology enterprises and proposes guidelines on the process and measures that should be taken in the knowledge management of strategic alliances in high technology enterprises.

The casebased design (CBD) is a methodology to followmankind's problem solving strategy, one of its aims isto realize the design knowledge reuse. This methodhas been used in many fields, but there are still somedifficulties that hindered its application. The first isabout the difficulty in the formalization of a designcase, especially representation of some experiencesthat was the weakness in former researches. The second is about the bottleneck of knowledge-acqulsition that results in lacking enough knowledge in the modification process.which may lead to unreliable results when automatic inference is applied.We proposed that modification should be done not by machines but by designers while the inference results can be used as a suggestion to designers.In this manner we integrated both case.based and rule-based methodologies together.The third difficulty relates to case evolution and customization.former CBD systems suffered from this problem.We proposed an agile case-template technique that overcomes the problem perfectly.To make users be able to define their own similarity rules we allow users to choose different parameter weights and fuzzy subjection functions of numeric parameters.The approach of this paper has been applied to an enterprise and the system is built on the Web.

文摘With the increasing number of applications and services online, more and more business processes are carried out in a fully integrated digital working environment. To ensure the success of a business and the smart capture and reuse of organizational knowledge, adequate recordkeeping is essential. A review of the related literature indicates that international trends and future directions of recordkeeping awareness, recordkeeping processes and regimes, recordkeeping systems and technologies are moving towards meta-synthetic support in a digital environment at strategic level. However, little has been discussed about specific strategies of meta-synthetic support for digital recordkeeping, and in turn, organizational knowledge. The purpose of this paper is to propose the adoption and adaptation of the ISO/TC 46/SC 11 series of standards and the integrated use of ISO management systems standards (MSSs) as enablers of meta-synthetic strategies to enhance organizational performance and accountability through sustainable digital recordkeeping. The integrated use of ISO MSSs provides ever increasing opportunities for integrated product, process, service, and compliance control. The mechanisms of the above meta-synthetic strategies are collaboration, optimization, innovation, and compliance. The theoretical foundations are the integrated use of life-cycle, continuum and ecosystem theories with multidisciplinary perspectives. The practical outcomes are the support of varied evidence-based collaborations at multiple levels, such as national strategies and plans for digital continuity, knowledge sharing and reuse, open government initiatives, e-government information architecture and services competence building, and enterprise information governance.
文摘This paper examines the role of transformational leadership in transforming an organization into a knowledge based, then into learning organization so that it becomes an innovative company. Important features of the leader such and ability to assist in developing and accommodating the implementation of knowledge management programs, learning organization concepts and innovation protocols are discussed in this paper. This paper demonstrates that shifting the organization to become a knowledge based and then to be learning organization and finally to become innovative company could involve some unique attributes of a transformation leadership. In that regards, the paper also demonstrates that organizations need first to create, capture, transfer, and mobilize knowledge before it can be used for learning and then for innovation. The paper will present a method of a studying how successful innovation leaders of companies could found themselves acting in three roles namely: knowledge leader, learning leader and then innovation leader.

The key knowledge factors of creative design are analyzed and discussed, and knowledge extraction tools are utilized to distill the important knowledge to serve for knowledge resource of creative design. The implementation of creative design mode is described and executed, which can promote the intelligent asset of the enterprise and shorten the period of creative design. With this study, design afflatus and conceptual design can be achieved expediently and effectively.

文摘Due to the increasing amount and complexity of knowledge in product design, the know-ledge map based on design process is presented as a tool to reuse product design process, promote the product design knowledge sharing. The relationship between design task flow and knowledge flow is discussed; A knowledge organizing method based on design task decomposition and a visualization method to support the knowledge retrieving and sharing in product design are proposed. And a knowledge map system to manage the knowledge in product design process is built with Visual C++ and SVG. Finally, a brief case study is provided to illustrate the construction and application of knowledge map in fuel pump design.

文摘Promoting the co-constructing and sharing of organizational knowledge and improving organizational performance have always been the core research subject of knowledge management.Existing research focuses on the construction of knowledge management systems and knowledge sharing and transfer mechanisms.With the rapid development and application of cloud computing and big data technology,knowledge management is faced with many problems,such as how to combine with the new generation of information technology,how to achieve integration with organizational business processes,and so on.To solve such problems,this paper proposes a reciprocal collaborative knowledge management model(RCKMmodel)based on cloud computing technology,reciprocity theory,and collaboration technology.RCKM model includes project group management and cloud computing technology,which can realize management,finance,communication,and quality assurance of multiple projects and solve the problem of business integration with knowledge management.This paper designs evaluation methods of tacit knowledge and reciprocity preference based on the Bayesian formula and analyzes their effect with simulation data.The methods can provide quantitative support for the integration of knowledge management and business management to realize reciprocity and collaboration in the RCKM model.The research found that RCKM model can fully use cloud computing technology to promote the integration of knowledge management and organizational business,and the evaluation method based on the Bayesian formula can provide relatively accurate data support for the evaluation and selection of project team members.
文摘Knowledge Management(KM)has become a dynamic concept for inquiry in research.The management of knowledge from multiple sources requires a systematic approach that can facilitate capturing all important aspects related to a particular discipline,several KM frameworks have been designed to serve this purpose.This research aims to propose a Collaborative Knowledge Management(CKM)Framework that bridges gaps and overcomes weaknesses in existing frameworks.The paper also validates the framework by evaluating its effectiveness for the agriculture sector of Pakistan.A software LCWU aKMS was developed which serves as a practical implementation of the concepts behind the proposed CKMF framework.LCWU aKMS served as an effective system for rice leaf disease detection and identification.It aimed to enhance CKM through knowledge sharing,lessons learned,feedback on problem resolutions,help from co-workers,collaboration,and helping communities.Data were collected from 300 rice crop farmers by questionnaires based on hypotheses.Jennex Olfman model was used to estimate the effectiveness of CKMF.Various tests were performed including frequency measures of variables,Cronbach’s alpha reliability,and Pearson’s correlation.The research provided a KMS depicting KM and collaborative features.The disease detection module was evaluated using the precision and recall method and found to be 94.16%accurate.The system could replace the work of extension agents,making it a cost and time-effective initiative for farmer betterment.
文摘Knowledge transfer is widely emphasized as a strategic issue for firm competition. A model for intra-firm horizontal knowledge transfer is proposed to model horizontal knowledge transfer to solve some demerits in current knowledge transfer researches. The concept model of intra-firm horizontal knowledge transfer was described and a framework was provided to define the main components of the transfer process. Horizontal knowledge transfer is that knowledge is transferred from the source to the same hierarchical level recipients as the target. Horizontal knowledge transfer constitutes a strategic area of knowledge management research. However, little is known about the circumstances under which one particular mechanism is the most appropriate. To address these issues, some significant conclusions are drawn concerning knowledge transfer mechanisms in a real-world setting.
