The 2030 Agenda for Sustainable Development provides a new global policy to guide the way countries collectively manage and transform the social,economic,and environmental dimensions of people and the planet over the ...The 2030 Agenda for Sustainable Development provides a new global policy to guide the way countries collectively manage and transform the social,economic,and environmental dimensions of people and the planet over the next 15 years.Achieving sustainable development presents all countries and the global policy community with a set of significant development challenges that are almost entirely geographic in nature.Many of the issues impacting sustainable development can be analyzed,modeled,and mapped within a geographic context,which in turn can provide the integrative framework necessary for global collaboration,consensus and evidence-based decision-making.However,and despite significant advances in geospatial information technologies,there is a lack of awareness,understanding and uptake,particular at the policy and decision-making level,of the vital and integrative role of geospatial information and related enabling architectures such as National Spatial Data Infrastructures.This paper reasons that the role of geospatial information in contributing to sustainable development has not adequately been described by either the sustainable development policy practice or by the geospatial professional community.This lack of policy and guidance,with commensurate critical gaps and connection points with national geospatial frameworks,is a visible impediment to developing countries and those most affected by the challenges and need to achieve sustainable development.The global geospatial community now has a unique opportunity to integrate and connect geospatial information into the global development agenda in a more holistic and sustainable manner,specifically in contributing their data resources toward measuring and monitoring the 17 Sustainable Development Goals,and their 169 associated targets,through the global indicator framework that anchors the 2030 Agenda for Sustainable Development.This paper introduces and discusses a new strategic framework for linking a global policy to national geospatial capabilities.展开更多
The Global Energy Interconnection is an important strategic approach used to achieve efficient worldwide energy allocation.The idea of developing integrated power,information,and transportation networks provides incre...The Global Energy Interconnection is an important strategic approach used to achieve efficient worldwide energy allocation.The idea of developing integrated power,information,and transportation networks provides increased power interconnection functionality and meaning,helps condense forces,and accelerates the integration of global infrastructure.Correspondingly,it is envisaged that it will become the trend of industrial technological development in the future.In consideration of the current trend of integrated development,this study evaluates a possible plan of coordinated development of fiber-optic and power networks in the Pan-Arctic region.Firstly,the backbone network architecture of Global Energy Interconnection is introduced and the importance of the Arctic energy backbone network is confirmed.The energy consumption and developmental trend of global data centers are then analyzed.Subsequently,the global network traffic is predicted and analyzed by means of a polynomial regression model.Finally,in combination with the current construction of fiber-optic networks in the Pan-Arctic region,the advantages of the integration of the fiber-optic and power networks in this region are clarified in justification of the decision for the development of a Global Energy Interconnection scheme.展开更多

Purpose:The main objective of this work is to show the potentialities of recently developed approaches for automatic knowledge extraction directly from the universities’websites.The information automatically extracte...Purpose:The main objective of this work is to show the potentialities of recently developed approaches for automatic knowledge extraction directly from the universities’websites.The information automatically extracted can be potentially updated with a frequency higher than once per year,and be safe from manipulations or misinterpretations.Moreover,this approach allows us flexibility in collecting indicators about the efficiency of universities’websites and their effectiveness in disseminating key contents.These new indicators can complement traditional indicators of scientific research(e.g.number of articles and number of citations)and teaching(e.g.number of students and graduates)by introducing further dimensions to allow new insights for“profiling”the analyzed universities.Design/methodology/approach:Webometrics relies on web mining methods and techniques to perform quantitative analyses of the web.This study implements an advanced application of the webometric approach,exploiting all the three categories of web mining:web content mining;web structure mining;web usage mining.The information to compute our indicators has been extracted from the universities’websites by using web scraping and text mining techniques.The scraped information has been stored in a NoSQL DB according to a semistructured form to allow for retrieving information efficiently by text mining techniques.This provides increased flexibility in the design of new indicators,opening the door to new types of analyses.Some data have also been collected by means of batch interrogations of search engines(Bing,www.bing.com)or from a leading provider of Web analytics(SimilarWeb,http://www.similarweb.com).The information extracted from the Web has been combined with the University structural information taken from the European Tertiary Education Register(https://eter.joanneum.at/#/home),a database collecting information on Higher Education Institutions(HEIs)at European level.All the above was used to perform a clusterization of 79 Italian universities based on structural and digital indicators.Findings:The main findings of this study concern the evaluation of the potential in digitalization of universities,in particular by presenting techniques for the automatic extraction of information from the web to build indicators of quality and impact of universities’websites.These indicators can complement traditional indicators and can be used to identify groups of universities with common features using clustering techniques working with the above indicators.Research limitations:The results reported in this study refers to Italian universities only,but the approach could be extended to other university systems abroad.Practical implications:The approach proposed in this study and its illustration on Italian universities show the usefulness of recently introduced automatic data extraction and web scraping approaches and its practical relevance for characterizing and profiling the activities of universities on the basis of their websites.The approach could be applied to other university systems.Originality/value:This work applies for the first time to university websites some recently introduced techniques for automatic knowledge extraction based on web scraping,optical character recognition and nontrivial text mining operations(Bruni&Bianchi,2020).展开更多

Cross-region innovation is widely recognized as an important source of the long-term regional innovation capacity.In the recent past,a growing number of studies has investigated the network structure and mechanisms of...Cross-region innovation is widely recognized as an important source of the long-term regional innovation capacity.In the recent past,a growing number of studies has investigated the network structure and mechanisms of cross-region innovation collaboration in various contexts.However,existing research mainly focuses on physical effects,such as geographical distance and high-speed railway connections.These studies ignore the intangible drivers in a changing environment,the more digitalized economy and the increasingly solidified innovation network structure.Thus,the focus of this study is on estimating determinants of innovation networks,especially on intangible drivers,which have been largely neglected so far.Using city-level data of Chinese patents(excluding Hong Kong,Macao,and Taiwan Province of China),we trace innovation networks across Chinese cities over a long period of time.By integrating a measure on Information and Communications Technology(ICT)development gap and network structural effects into the general proximity framework,this paper explores the changing mechanisms of Chinese innovation networks from a new perspective.The results show that the structure of cross-region innovation networks has changed in China.As mechanisms behind this development,the results confirm the increasingly important role of intangible drivers in Chinese inter-city innovation collaboration when controlling for effects of physical proximity,such as geographical distance.Since digitalization and coordinated development are the mainstream trends in China and other developing countries,these countries'inter-city innovation collaboration patterns will witness dramatic changes under the influence of intangible drivers.展开更多
