Based on the regional water resources carrying capacity(WRCC)evaluation principles and evaluation index system in the National Technical Outline of Water Resources Carrying Capacity Monitoring and Early Warning(hereafter referred to as the Technical Outline),this paper elaborates on the collection and sorting of the basic data of water resources conditions,water resources development and utilization status,social and economic development in basins,analysis and examination of integrity,consistency,normativeness,and rationality of the basic data,and the necessity of WRCC evaluation.This paper also describes the technique of evaluating the WRCC in prefecture-level cities and city-level administrative divisions in the District of the Taihu Lake Basin,which is composed of the Taihu Lake Basin and the Southeastern River Basin.The evaluation process combines the binary index evaluation method and reduction index evaluation method.The former,recommended by the Technical Outline,uses the total water use and the amount of exploited groundwater as evaluation indices,showing stronger operability,while the latter is developed by simplifying and optimizing the comprehensive index system with greater systematicness and completeness.The mutual validation and adjustment of the results of the above-mentioned two evaluation methods indicate that the WRCC of the District of the Taihu Lake Basin is overloaded in general because some prefecture-level cities and city-level administrative divisions in the Taihu Lake Basin and the Southeastern River Basin are in a severely overloaded state.In order to explain this conclusion,this paper analyzes the causes of WRCC overloading from the aspects of basin water environment,water resources development and utilization,water resources regulation and control ability,water resources utilization efficiency,and water resources management. 展开更多

Human error(HE) is the most important factor influencing on structural safety because its effect often exceeds the random deviation.Large numbers of facts have shown that structural failures may be caused by the gross error due to HE.So it is essential to analyze HE in construction.The crucial work of human error analysis(HEA) is the estimation of human error probability(HEP) in construction.The method for estimating HEP,analytic hierarchy process and failure likelihood index method(AHP-FLIM),is introduced in this paper.The method also uses the process of expert judgment within the failure likelihood index method(FLIM).A numerical example shows the effectiveness of the methods proposed. 展开更多

Based on the ETM remote sensing images of Guangzhou City in 2014, the spatial distribution results o f three environmental factors including vegetation coverage(NDVI), soil index(vegetation index of bare soil) and sl ope were obtained. By using comprehensive index method, the normalized environmental factors were weighted and superimposed, and the fi nal evaluation results of ecological environment in Guangzhou City were obtained. The results showed that overall situation of natural ecological environment in Guangzhou was not optimistic, that is, the area of land with bad, moderate, good and superior environment accounted for 59.70%, 35.79%, 4.50% and around 0.01% of total area of land in Guangzhou City respectively. Ecological environment was generally poor in the central urban districts in the south of Guangzhou City, while it was relatively better in the north and northeast. Attaching importance to the constr uction of greenbelts and greenways is an effective way to improve regional environmental quality and natural ecological e nvironment level. 展开更多

A double index (DI), which is made up of two sub-indices, is proposed to describe the spatial patterns of the Kuroshio intrusion and mesoscale eddies west to the Luzon Strait, based on satellite altimeter data. The area-integrated negative and positive geostrophic vorticities are defined as the Kuroshio warm eddy index (KWI) and the Kuroshio cold eddy index (KCI), respectively. Three typical spatial patterns are identified by the DI: the Kuroshio warm eddy path (KWEP), the Kuroshio cold eddy path (KCEP), and the leaking path. The primary features of the DI and three patterns are further investigated and compared with previous indices. The effects of the integrated area and the algorithm of the integration are investigated in detail. In general, the DI can overcome the problem of previously used indices in which the positive and negative geostrophic vorticities cancel each other out. Thus, the proportions of missing and misjudged events are greatly reduced using the DI. The DI, as compared with previously used indices, can better distinguish the paths of the Kuroshio intrusion and can be used for further research. 展开更多

Using effective index method and considering a raised step refractive index difference between the index of the core and the effective index of the cladding, we improve the characteristic parameters such as numerical aperture and V-parameter, and reduce its bending loss to about one tenth of a conventional PCF. Implementing such a structure in PCFs may be one step forward to achieve low loss PCFs for communication applications. 展开更多

In this study, fructose and glucose contents in honey were determined by liquid chromatography-refractive index detection method and alkaline copper tartrate solution-direct titration method. According to the results, there were great differences between determination results of reducing sugar contents by liquid chromatography-refractive index detection method and alkaline copper tartrate solution-direct titration method. Specifically, average determination results of reducing sugar contents by liquid chromatography-refractive index detection method were reduced by about 9.5% compared with alkaline copper tartrate solution-direct titra- tion method. Subsequently, determination results of reducing sugar contents by two methods were compared and analyzed. Liquid chromatography-refractive index detection method was used to determine fructose and glucose monomers in honey, but alkaline copper tartrate solution-direct titration method was used to determine reducing sugar composition in honey, which might lead to significantly different results. Due to small sample size and limited conditions, the determination results were not necessarily representative. Bee product acquisition and processing enterprises and relevant departments should pay much attention on these issues and fully consider the current situation of grass-roots units to develop scientific, rigorous, simple, universal, convenient, low-cost and practicable standards, thus ensuring the safety and reliability of food quality. 展开更多

Objective: To establish an evaluation index system for the first-time certification of diabetes specialist nurses in line with the clinical nursing practice in China, and to provide a reference basis for government administrations and hospitals to formulate unified standards. Methods: After the research team has determined the theme, it will consult the development of A) specialist nursing through the library, Internet and electronic literature database;B) the history of the development of specialist nurses in diabetes and other fields;C) the selection criteria of specialist nurses;D) the training of specialist nurses system, assessment method;E) Specialist nurse certification body, evaluation standards and certification standards and other related documents, literature, books and report materials. The author established the preliminary index system through literature review, specialist interview and group discussion and used Delphi method to organize three rounds of 30 experts’ consultations. Results: A first certification evaluation index system including 8 fundamental indicators, 5 first-level indicators, 19 second-level indicators and 99 third-level indicators was constructed for diabetes nurses. Conclusion: The results of three rounds of expert consultation and demonstration are reliable, and the constructed index system is suitable for comprehensive evaluation of diabetes specialist nurses, which provides a basis for the effective management of nursing resources. 展开更多

The delay compensation method plays an essential role in maintaining the stability and achieving accurate real-time hybrid simulation results. The effectiveness of various compensation methods in different test scenarios, however, needs to be quantitatively evaluated. In this study, four compensation methods (i.e., the polynomial extrapolation, the linear acceleration extrapolation, the inverse compensation and the adaptive inverse compensation) are selected and compared experimentally using a frequency evaluation index (FEI) method. The effectiveness of the FEI method is first verified through comparison with the discrete transfer fimction approach for compensation methods assuming constant delay. Incomparable advantage is further demonstrated for the FEI method when applied to adaptive compensation methods, where the discrete transfer function approach is difficult to implement. Both numerical simulation and laboratory tests with predefined displacements are conducted using sinusoidal signals and random signals as inputs. Findings from numerical simulation and experimental results demonstrate that the FEI method is an efficient and effective approach to compare the performance of different compensation methods, especially for those requiring adaptation of compensation parameters. 展开更多

淮南光伏沉陷塘底泥中微量元素变化特征及环境风险研究

研究旨在探讨漂浮型与立柱型光伏沉陷塘、有光伏与无光伏沉陷塘以及沉陷塘与自然塘底泥中微量元素的变化特征和环境风险差异(环境工程学)。采用相关性分析和聚类分析方法,并结合地累积指数法、潜在生态风险指数法以及健康风险(United St... 研究旨在探讨漂浮型与立柱型光伏沉陷塘、有光伏与无光伏沉陷塘以及沉陷塘与自然塘底泥中微量元素的变化特征和环境风险差异(环境工程学)。采用相关性分析和聚类分析方法,并结合地累积指数法、潜在生态风险指数法以及健康风险(United States Environmental Protection Agency,USEPA)模型,对Cr、Ni、Cd、Pb、Cu和Zn 6种微量元素进行了系统的测试分析与风险评价。检测结果显示:淮南矿区自然塘及沉陷塘底泥中Cr、Ni、Cd、Pb、Cu和Zn 6种微量元素含量均在GB 15618—2018标准允许范围内,其中Cr富集程度较高,质量比最高达132.59 mg/kg,各研究区域Cr含量按无光伏沉陷塘、漂浮光伏沉陷塘、立柱光伏沉陷塘的次序依次递增。通过相关性和聚类分析发现,漂浮光伏沉陷塘的环境风险来源于煤矿开采、道路交通、燃煤以及农业肥料;而立柱光伏沉陷塘的环境风险则来源于冶炼化工、垃圾堆肥和扬尘。采用地累积指数法和潜在生态风险指数法对沉陷塘的环境风险水平进行评估,风险水平从小到大依次为:漂浮光伏沉陷塘、无光伏沉陷塘、立柱光伏沉陷塘。健康风险评估结果显示:沉陷塘中的微量元素对成人和儿童在手口摄入和皮肤接触暴露途径下,均未产生非致癌风险和致癌风险。 展开更多

上海市徐汇区流感季节性特征分析

目的了解2010—2023年上海市徐汇区流行性感冒(简称流感)发病的季节性特征,为流感疫情防控提供参考依据。方法从中国流感监测信息系统中导出上海市徐汇区2010—2023年的流感核酸检测数据,采用集中度法、季节指数法和圆形分布法分析流感... 目的了解2010—2023年上海市徐汇区流行性感冒(简称流感)发病的季节性特征,为流感疫情防控提供参考依据。方法从中国流感监测信息系统中导出上海市徐汇区2010—2023年的流感核酸检测数据,采用集中度法、季节指数法和圆形分布法分析流感发病的季节性特征和发病高峰。结果2010—2023年上海市徐汇区共有3110份流感病毒阳性标本检出,分别为H3N2型流感病毒1504份(48.36%),B型流感病毒820份(26.37%),H1N1型流感病毒786份(25.27%);流感发病集中度为0.303;季节指数大于100%的有1月(232.67%)、2月(129.26%)、3月(178.65%)、8月(108.04%)和12月(161.29%),其阳性标本占总阳性标本的67.49%;圆形分布提示流感发病为双峰态势,高峰日分别为1月31日和8月14日,不同年份发病高峰差异有统计学意义(冬春季F=1303.30,夏秋季F=290.46,P<0.05);H1N1型流感发病高峰日为2月17日,B型流感发病高峰日为2月1日,H3N2型流感发病高峰日分别为1月6日和8月11日。结论上海市徐汇区流感发病有一定的季节性,呈现双峰流行态势,应利用流感发病的季节性特征,采取针对性的防控措施。 展开更多

针对现有水电机组健康状态评估中存在的模糊性和随机性问题,考虑到水电机组工况的多变性和复杂性,基于改进G1-CRITIC法和高斯区间隶属度提出了一种水电机组状态评价模型。首先,根据水电机组的结构特征和运行规律,建立了健康状态综合评... 针对现有水电机组健康状态评估中存在的模糊性和随机性问题,考虑到水电机组工况的多变性和复杂性,基于改进G1-CRITIC法和高斯区间隶属度提出了一种水电机组状态评价模型。首先,根据水电机组的结构特征和运行规律,建立了健康状态综合评价指标体系。结合改进的G1-CRITIC法构建了组合权重计算模型,综合考虑指标之间的相关性以及专家的理性判断,对主观和客观权重的组合进行优化;利用高斯阈值方法对设备检修效果评价指标进行量化,计算指标的劣化度;将水电机组健康状态量化指标的劣化度应用于改进的模糊隶属度模型中,求解各指标的模糊评价矩阵,推导出目标水电机组的模糊状态评价矩阵,给出检修前后的隶属度函数和综合得分。实际水电站中不同工况下的应用实例,验证了该方法在不同工况下对水电机组健康状态的准确评估能力。 展开更多

医疗机构科室备用中药规范化管理指标体系的构建与应用

目的构建医疗机构科室备用中药全流程质量管理的指标体系,为科室备用中药的规范化管理提供参考。方法通过搜集、整理中药管理的相关法律法规、政策文件、团体标准、文献等资料,确定初始指标框架。采用德尔菲法对20位专家进行两轮函询,... 目的构建医疗机构科室备用中药全流程质量管理的指标体系,为科室备用中药的规范化管理提供参考。方法通过搜集、整理中药管理的相关法律法规、政策文件、团体标准、文献等资料,确定初始指标框架。采用德尔菲法对20位专家进行两轮函询,完善与优化指标体系。通过层次分析法构建判断矩阵获得指标权重,并将指标综合权重换算成百分制,对河北省中医药学专业质量管理与控制中心挂靠单位中有备用中药的14个科室进行评估。结果两轮函询的问卷回收率均为100%,专家权威系数为0.89。最终构建的科室备用中药的质量管理体系,涵盖管理方面(综合权重0.3663)、加工环节(综合权重0.1197)、储存环节(综合权重0.2917)、使用环节(综合权重0.2223)4项一级指标以及建立医院药品质量管理的组织机构、有专门针对临床科室备用药品的管理制度等24项二级指标,各级指标的肯德尔协调系数均通过一致性检验。应用该指标体系进行质控3个月后,医疗机构科室备用中药管理规范性平均得分由质控前的67.01分提升至质控后的85.15分。结论构建的指标体系可满足备用中药的规范化管理要求,覆盖了管理、加工、储存、使用全流程的闭环管理,可为医疗机构保证备用中药的精细化与规范化管理提供参考。 展开更多
