The Global Governance Initiative(GGI)is another important public good that China has provided for the international community,following the Global Development Initiative,the Global Security Initiative,and the Global C...The Global Governance Initiative(GGI)is another important public good that China has provided for the international community,following the Global Development Initiative,the Global Security Initiative,and the Global Civilization Initiative.As a sub-field of global governance,global climate governance has hitherto progressed slowly,exhibiting growing deficits in discourse,institutions,and actions.The governance paradigm is in desperate need of revamping,especially under the guidance of an innovative initiative.At the conceptual level,the GGI has gone beyond the Western governance discourse by outlining the institutional starting point,foundations of legitimacy,action orientations,ultimate goals,and practical support for good global climate governance through its five core concepts.At the practical level,the spillover effects of China's achievements in climate governance and the collective rise of the Global South have created favorable conditions,domestically and internationally,for the GGI to lead the way forward toward good global climate governance.However,the fact that the international political and economic order remains unjust and inequitable indicates that this will inevitably be a long-term process replete with rivalries in the pursuit of breakthroughs.展开更多

In the evolving global economy,China’s Outward Foreign Direct Investment(OFDI)holds increasing significance,specially within the context of the Belt and Road Initiative(BRI).Despite earlier studies have acknowledged ...In the evolving global economy,China’s Outward Foreign Direct Investment(OFDI)holds increasing significance,specially within the context of the Belt and Road Initiative(BRI).Despite earlier studies have acknowledged the role of governance quality in at-tracting Chinese OFDI,their explanatory capacity regarding human development has not received sufficient attention.This study ad-dresses this gap,investigating the relationship between Chinese OFDI and human development,emphasizing the governance quality’s moderating role.Using data from 122 BRI countries from 2004 to 2021,we employed the Panel Corrected Standard Error model through Prais-Winsten regression,complimented by robustness check via the Spatial Durbin Model.Our analysis revealed a significant positive relationship between Chinese OFDI and human development in BRI countries,indicating that Chinese investments act as cata-lysts for improved well-being.More importantly,governance quality plays a vital role in shaping this relationship,revealing that effect-ive governance enhanced the human development outcomes of OFDI.Post-hoc analysis of governance indicators,both as a composite index and individual dimensions,supported this finding.Regional heterogeneity analysis further showed that Chinese OFDI has stronger effects on Human Development Index(HDI)in Asia and Africa compared to Europe,Latin America,and Oceania.However,the moder-ating effect of governance quality seemed more prominent in Oceania and Latin America,indicating its role in fostering the benefits of Chinese investments in these regions.These findings hold implications for academia and policy,emphasizing the need for transparent,accountable,and effective governance to drive sustainable and inclusive human development within the BRI framework.展开更多

Interprovincial counterpart support is a cooperative system used by local governments to achieve horizontal flow of resources based on cross-regional cooperation.Existing research has mainly focused on governance ef‐...Interprovincial counterpart support is a cooperative system used by local governments to achieve horizontal flow of resources based on cross-regional cooperation.Existing research has mainly focused on governance ef‐ficiency,institutional advantages,and ranking incentives while ignoring the scrambling behavior and opera‐tional mechanisms of local governments formed by ranking incentives and territorial responsibilities.This study selected the Wenchuan earthquake,Yushu earthquake,and COVID-19 as three typical cases.We con‐structed a theoretical framework for competition among provincial local governments and found that competi‐tion in interprovincial disaster counterpart support followed a dual behavioral logic of“striving to be first”and“fear of being last”.Specifically,local governments will choose striving to be first under the logic of time coercion,content games,and territorial responsibility;they will choose fear of being last under the logic of re‐sponsibility avoidance and moral pressure.This type of scrambling-based horizontal competition reflects the logic of local government competition tournaments.This study further revealed the specific processes,mecha‐nisms,and results of horizontal local government competition,which can provide inspiration for cross regional and provincial cooperation.展开更多

文摘Interprovincial counterpart support is a cooperative system used by local governments to achieve horizontal flow of resources based on cross-regional cooperation.Existing research has mainly focused on governance ef‐ficiency,institutional advantages,and ranking incentives while ignoring the scrambling behavior and opera‐tional mechanisms of local governments formed by ranking incentives and territorial responsibilities.This study selected the Wenchuan earthquake,Yushu earthquake,and COVID-19 as three typical cases.We con‐structed a theoretical framework for competition among provincial local governments and found that competi‐tion in interprovincial disaster counterpart support followed a dual behavioral logic of“striving to be first”and“fear of being last”.Specifically,local governments will choose striving to be first under the logic of time coercion,content games,and territorial responsibility;they will choose fear of being last under the logic of re‐sponsibility avoidance and moral pressure.This type of scrambling-based horizontal competition reflects the logic of local government competition tournaments.This study further revealed the specific processes,mecha‐nisms,and results of horizontal local government competition,which can provide inspiration for cross regional and provincial cooperation.
文摘The influence of the transfer payments from the central government to the local governments on the local governments' efforts on taxation must be taken into consideration by every country for the design of the transfer payments. Based on the theoretical analysis on the influence of the transfer payments from the central government to the local governments' on the local governments' payments', this paper indicates that the local governments' efforts on taxation depends on the demand elasticity of the district for public goods, It increases with the increase of the elasticity. Judge the degree of the local govet:nment's efforts on taxation by measure 2. After an empirical analysis on the transJer payments from the central government to the local governments'from 2000 to 2004, this paper gets the con- clusion that the local governments' effbrts on taxation ctbates with the increase of supporting payments or with the increase of the ratio of transfer payments to local wiliing public paymentS. Under speCific Circumstances, the higher the ratio of transfer payments to the local fiscal expenditure is. the smaller the local governments' efforts' on taxation is" under the central payments, whereas' the higher the local income is, the higher the efforts is under the central pav- ments. Based on this', this paper gives the meaning of its eOrresponding pofiCieS. "
文摘In order to improve the operational efficiency, the government can realize the streamlining policy through the mode of government information resource sharing. By building government information resources sharing, the government breaks the inter-departmental data island. The government realizes the development direction and trend of “Internet government”. This paper also takes the information resource sharing as the game process between the government management department and the information resource sharing body, and analyzes the policy and suggestion of the information resource sharing in the perspective of game theory by constructing the sharing model of the government information resource in the perspective of game theory.

文摘Based on the literature review of collaborative innovation of governments, enterprises, colleges, scientific institutions and users, the ap-plication situation of collaborative innovation of governments, enterprises, colleges, scientific institutions and users in the talent training of marine cultural industry in maritime universities was analyzed, and the problems existing in the talent training of marine cultural industry were explored. Finally, corresponding countermeasures and suggestions were put forward.
