The article presents the phenomenon of the Chinese companies' expansion in Europe as a result of the implementation of the government's strategy "Go Global", including the nature of this expansion, the scale, prem...The article presents the phenomenon of the Chinese companies' expansion in Europe as a result of the implementation of the government's strategy "Go Global", including the nature of this expansion, the scale, premises, as well as the possible consequences. The first part of the article is devoted to the analysis of assumptions and instruments of"Go Global" strategy used to strengthen the government's initiatives aimed at encouraging the national entrepreneurs to open up and conduct business internationally. Further in the article the dominant forms and directions of Chinese companies' expansion on the European market have been presented, followed by the analysis of the impact of Chinese economy on its major foreign investment partners during the current economic slowdown. The basis of the analysis made by the author was data obtained from the statistical bases (Eurostat) and reports of the Research Institutes for China Studies (Rhodium Group, Thomson Reuters). This is allowed to illustrate the development of Chinese expansion on the European market during the years 1999-2015. A significant increase in the activity of the Chinese capital in Europe could be seen in recent years. The development of relations between European countries and China is taking place not only in economic, but also in political and cultural dimension. This was reflected, among others, in activating of the trade activities between EU and China, the level of which increased greatly in years 1990-1999 from EUR 15,9 bn to EUR 72,2 bn, to reach a value of EUR 428,3 bn in 2011, making EU the most important trading partner of China. It should be emphasized that the European market has become the largest after Asian market, in terms of industry diversification of Chinese investment, where Chinese companies are investing in industries such as: raw materials, infrastructure automotive, chemicals and renewable energy.展开更多

Invasive alien species(IAS)significantly threaten global biodiversity and ecosystem stability.Despite increasing management efforts,a critical knowledge gap existed in understanding commonalities and disparities among...Invasive alien species(IAS)significantly threaten global biodiversity and ecosystem stability.Despite increasing management efforts,a critical knowledge gap existed in understanding commonalities and disparities among national strategies.We analyzed several IAS management lists from 23 countries and the European Union,focusing specifically on vascular plant species within these lists.List composition,characteristics,and associated management measures were analyzed.Key patterns in species prioritization across national lists and intercontinental exchange of invasive alien plants(IAPs)were identified.Pistia stratiotes,Pontederia crassipes,Salvinia molesta,Cabomba caroliniana,Ulex europaeus were identified as globally recognized threats,being listed by at least 33.3%of analyzed countries and invading five or more continents.Aquatic plants were found to be more frequently included in management lists.A significant directional invasion pattern between the Eastern and Western Hemispheres was identified.Species native to Asia were observed to dominate as significant donors of IAPs across continents.The analysis of list management strategies highlighted substantial gaps in achieving Target 6 of the Kunming-Montreal Global Biodiversity Framework,particularly in species prioritization and inclusion of potential IAPs.In response to these challenges,a tiered classification system for invasive alien species list was proposed,encompassing High-Priority,Watchlist,Potential,and Priority Site categories,which aimed at enhancing management effectiveness by tailoring strategies to different invasion stages and ecological contexts.This study could contribute to understanding global IAPs management strategies and serve as a reference for policymakers and conservation managers to identify priority IAPs and refine management approaches.展开更多
The goal of street-to-aerial cross-view image geo-localization is to determine the location of the query street-view image by retrieving the aerial-view image from the same place.The drastic viewpoint and appearance g...The goal of street-to-aerial cross-view image geo-localization is to determine the location of the query street-view image by retrieving the aerial-view image from the same place.The drastic viewpoint and appearance gap between the aerial-view and the street-view images brings a huge challenge against this task.In this paper,we propose a novel multiscale attention encoder to capture the multiscale contextual information of the aerial/street-view images.To bridge the domain gap between these two view images,we first use an inverse polar transform to make the street-view images approximately aligned with the aerial-view images.Then,the explored multiscale attention encoder is applied to convert the image into feature representation with the guidance of the learnt multiscale information.Finally,we propose a novel global mining strategy to enable the network to pay more attention to hard negative exemplars.Experiments on standard benchmark datasets show that our approach obtains 81.39%top-1 recall rate on the CVUSA dataset and 71.52%on the CVACT dataset,achieving the state-of-the-art performance and outperforming most of the existing methods significantly.展开更多

In 2016, World Health Assembly adopted the Global Health Sector Strategy on viral hepatitis to elimina...Globally, over 300 million people are living with viral he-patitis with approximately 1.3 million deaths per year. In 2016, World Health Assembly adopted the Global Health Sector Strategy on viral hepatitis to eliminate hepatitis by 2030. Different World Health Organization member countries are working on hepatitis control strategies to achieve hepatitis elimination. So far, only 12 countries are on track to achieve hepatitis elimination targets. The aim of the study was to give an update about the progress and challenges to achieving hepatitis elimination by 2030. According to the latest data, 87% of infants had received the three doses of hepatitis B virus (HBV) vaccination in the frst year of their life and 46% of infants had received a timely birth dose of HBV vaccination.There is a strong need to improve blood and injection safety. Rates of hepatitis B and C diagnosis are very low and only 11% of hepatitis B and C cases are diagnosed. There is a dire need to speed up hepatitis diagnosis and find the missing millions of people living with viral hepatitis. Up to 2016, only 3 million hepatitis C cases have been treated. Pricing of hepatitis C virus drugs is also reduced in many countries. The major hurdle to ach-ieve hepatitis elimination is lack of finances to support hepatitis programs. None of the major global donors are committed to invest in the fght against hepatitis. It will be very diffcult for the low and middle-income countries to fund their hepatitis control program. Hepatitis elimination needs strong fnancial and political commitment, support from civil societies, and support from pharmaceutical and medical companies around the globe.展开更多

To overcome such ...The deficiencies of basic particle swarm optimization (bPSO) are its ubiquitous prematurity and its inability to seek the global optimal solution when optimizing complex high-dimensional functions. To overcome such deficiencies, the chaos-PSO (COSPSO) algorithm was established by introducing the chaos optimization mechanism and a global particle stagnation-disturbance strategy into bPSO. In the improved algorithm, chaotic movement was adopted for the particles' initial movement trajectories to replace the former stochastic movement, and the chaos factor was used to guide the particles' path. When the global particles were stagnant, the disturbance strategy was used to keep the particles in motion. Five benchmark optimizations were introduced to test COSPSO, and they proved that COSPSO can remarkably improve efficiency in optimizing complex functions. Finally, a case study of COSPSO in calculating design flood hydrographs demonstrated the applicability of the improved algorithm.展开更多

The research qu...The aim of this paper is to study and analyse the intemationalisation strategies chosen by the main luxury-goods players in the Chinese market, demonstrating the business intemationalisation processes. The research questions are: ttow luxury companies have developed distribution strategies in the Chinese markets? What are the main formats of distribution for the Chinese markets? Are there any differences in the internationalization process between the main players of the luxury markets and the smaller ones? The methodology is based on the analysis on multiple-case ~.nalysis on a sample of luxury-goods companies and identifies and compares the different strategies used by the players analysed. The research process starts from identifying and selecting the most well-known companies operating in the luxury branded sector, which have established a presence in the Chinese market with their own brand, collecting secondary data for the selected companies (website, corporate profile, articles on websites and in trade magazines and interviews with the management), analysing the data collected and interpreting the main results to have emerged from the research. The main findings and conclusions are that the route to development in the Chinese market taken by the players in the luxury-goods sector, historically undertaken by delocalising production operations, has in recent years begun to accelerate with new forms in play, principally linked to distribution. The Chinese market tbr luxury brands is ever more an outlet market rather than a production hub. The ability to create brand awareness will become a key factor for successful consolidation of the competitive position in this market, an operation that can only be performed through distribution. Moreover, Chinese high-end consumers are becoming ever more demanding, seeking out an ever more sophisticated shopping experience. Just as happening in other markets, opening directly operated stores is a strategic choice for reaching and convincing end-consumers, since these stores become their point of contact with the brand. Creating a shopping experience plays a central role in communicating the values, heritage and spirit of the brand to consumers. Global luxury-goods enterprises are multiplying their investment in opening new sales outlets, using different formats to create distribution system that is predominantly selective but that ensures adequate distribution coverage. 文摘Invasive alien species(IAS)significantly threaten global biodiversity and ecosystem stability.Despite increasing management efforts,a critical knowledge gap existed in understanding commonalities and disparities among national strategies.We analyzed several IAS management lists from 23 countries and the European Union,focusing specifically on vascular plant species within these lists.List composition,characteristics,and associated management measures were analyzed.Key patterns in species prioritization across national lists and intercontinental exchange of invasive alien plants(IAPs)were identified.Pistia stratiotes,Pontederia crassipes,Salvinia molesta,Cabomba caroliniana,Ulex europaeus were identified as globally recognized threats,being listed by at least 33.3%of analyzed countries and invading five or more continents.Aquatic plants were found to be more frequently included in management lists.A significant directional invasion pattern between the Eastern and Western Hemispheres was identified.Species native to Asia were observed to dominate as significant donors of IAPs across continents.The analysis of list management strategies highlighted substantial gaps in achieving Target 6 of the Kunming-Montreal Global Biodiversity Framework,particularly in species prioritization and inclusion of potential IAPs.In response to these challenges,a tiered classification system for invasive alien species list was proposed,encompassing High-Priority,Watchlist,Potential,and Priority Site categories,which aimed at enhancing management effectiveness by tailoring strategies to different invasion stages and ecological contexts.This study could contribute to understanding global IAPs management strategies and serve as a reference for policymakers and conservation managers to identify priority IAPs and refine management approaches.

文摘The goal of street-to-aerial cross-view image geo-localization is to determine the location of the query street-view image by retrieving the aerial-view image from the same place.The drastic viewpoint and appearance gap between the aerial-view and the street-view images brings a huge challenge against this task.In this paper,we propose a novel multiscale attention encoder to capture the multiscale contextual information of the aerial/street-view images.To bridge the domain gap between these two view images,we first use an inverse polar transform to make the street-view images approximately aligned with the aerial-view images.Then,the explored multiscale attention encoder is applied to convert the image into feature representation with the guidance of the learnt multiscale information.Finally,we propose a novel global mining strategy to enable the network to pay more attention to hard negative exemplars.Experiments on standard benchmark datasets show that our approach obtains 81.39%top-1 recall rate on the CVUSA dataset and 71.52%on the CVACT dataset,achieving the state-of-the-art performance and outperforming most of the existing methods significantly.
文摘Globally, over 300 million people are living with viral he-patitis with approximately 1.3 million deaths per year. In 2016, World Health Assembly adopted the Global Health Sector Strategy on viral hepatitis to eliminate hepatitis by 2030. Different World Health Organization member countries are working on hepatitis control strategies to achieve hepatitis elimination. So far, only 12 countries are on track to achieve hepatitis elimination targets. The aim of the study was to give an update about the progress and challenges to achieving hepatitis elimination by 2030. According to the latest data, 87% of infants had received the three doses of hepatitis B virus (HBV) vaccination in the frst year of their life and 46% of infants had received a timely birth dose of HBV vaccination.There is a strong need to improve blood and injection safety. Rates of hepatitis B and C diagnosis are very low and only 11% of hepatitis B and C cases are diagnosed. There is a dire need to speed up hepatitis diagnosis and find the missing millions of people living with viral hepatitis. Up to 2016, only 3 million hepatitis C cases have been treated. Pricing of hepatitis C virus drugs is also reduced in many countries. The major hurdle to ach-ieve hepatitis elimination is lack of finances to support hepatitis programs. None of the major global donors are committed to invest in the fght against hepatitis. It will be very diffcult for the low and middle-income countries to fund their hepatitis control program. Hepatitis elimination needs strong fnancial and political commitment, support from civil societies, and support from pharmaceutical and medical companies around the globe.

文摘The deficiencies of basic particle swarm optimization (bPSO) are its ubiquitous prematurity and its inability to seek the global optimal solution when optimizing complex high-dimensional functions. To overcome such deficiencies, the chaos-PSO (COSPSO) algorithm was established by introducing the chaos optimization mechanism and a global particle stagnation-disturbance strategy into bPSO. In the improved algorithm, chaotic movement was adopted for the particles' initial movement trajectories to replace the former stochastic movement, and the chaos factor was used to guide the particles' path. When the global particles were stagnant, the disturbance strategy was used to keep the particles in motion. Five benchmark optimizations were introduced to test COSPSO, and they proved that COSPSO can remarkably improve efficiency in optimizing complex functions. Finally, a case study of COSPSO in calculating design flood hydrographs demonstrated the applicability of the improved algorithm.
文摘The year 2014 was a tipping point for the Barack Obama Administration--that was the year when it strove to forge a legacy of the Obarna era but came up against challenges arising from major changes that were taking place internationally and domestically. The Administration was then focused on maintaining a fragile balance between creating this legacy and responding to these challenges. Obama stuck to his fundamental principles when dealing with overseas affairs, but he also came up with new responses. The dynamic balance struck between these two formed the basis of the global strategy of the late-term Obama Administration. The Administration's focus at this time highlights the dilemma it faced in forging a legacy. Further, the foreign policy of Obama and Trump are actually not so different; they both supported some degree of isolationism with a focus on domestic issues.

文摘With the profound changes taking place in the international power structure and the accelerated changes occurring in the world that have not been seen in a century,the discord between China and the United States(US)in the realm of global governance is becoming increasingly prominent.Moreover,the raging COVID-19 pandemic has aggravated the divergences between the two countries in terms of global governance strategy.Since the end of World War II,although the diplomatic strategies of the US and their implementation have varied from administration to administration,such strategies have generally been defined by the US desire for hegemony in global governance.China’s engagement in global governance,by contrast,has undergone twists and turns,and its strategies and policies have kept pace with the times,which has gradually led to a global governance strategy that highlights extensive consultation,joint contribution,and shared benefits.The divergences between China and the US in terms of global governance strategy are embodied in governance values,areas,and approaches,relations among governance entities,and balance between national and global governance,which have resulted mainly from the two countries’different cultural backgrounds,historical traditions,realistic goals,and national strength.In the context of intensifying competition among major countries today,these strategic divergences between China and the US have exerted a profound impact on global governance cooperation and the reform of the global governance system,and exacerbated the fragmentation of global governance and the competition over leadership.Therefore,a comparison of the global governance strategies pursued by China and the US will help enhance mutual understanding,avoid confrontation and conflict,properly manage disagreements,and promote a healthy and stable development of bilateral relations between China and the US.
文摘The aim of this paper is to study and analyse the intemationalisation strategies chosen by the main luxury-goods players in the Chinese market, demonstrating the business intemationalisation processes. The research questions are: ttow luxury companies have developed distribution strategies in the Chinese markets? What are the main formats of distribution for the Chinese markets? Are there any differences in the internationalization process between the main players of the luxury markets and the smaller ones? The methodology is based on the analysis on multiple-case ~.nalysis on a sample of luxury-goods companies and identifies and compares the different strategies used by the players analysed. The research process starts from identifying and selecting the most well-known companies operating in the luxury branded sector, which have established a presence in the Chinese market with their own brand, collecting secondary data for the selected companies (website, corporate profile, articles on websites and in trade magazines and interviews with the management), analysing the data collected and interpreting the main results to have emerged from the research. The main findings and conclusions are that the route to development in the Chinese market taken by the players in the luxury-goods sector, historically undertaken by delocalising production operations, has in recent years begun to accelerate with new forms in play, principally linked to distribution. The Chinese market tbr luxury brands is ever more an outlet market rather than a production hub. The ability to create brand awareness will become a key factor for successful consolidation of the competitive position in this market, an operation that can only be performed through distribution. Moreover, Chinese high-end consumers are becoming ever more demanding, seeking out an ever more sophisticated shopping experience. Just as happening in other markets, opening directly operated stores is a strategic choice for reaching and convincing end-consumers, since these stores become their point of contact with the brand. Creating a shopping experience plays a central role in communicating the values, heritage and spirit of the brand to consumers. Global luxury-goods enterprises are multiplying their investment in opening new sales outlets, using different formats to create distribution system that is predominantly selective but that ensures adequate distribution coverage. The development of direct distribution channels, alongside the more traditional forms of indirect presence, is accompanied by the more innovative players developing the digital channel to accompany and support their retailing activities.
