中国农业文明历史悠久,留存了丰富的农业文化遗产。它们不仅体现了中国的传统哲学思想,同时也对全球可持续农业产生积极影响,并成为现代生态农业发展的基础。2002年,联合国粮农组织(FAO)发起了全球重要农业文化遗产(GIAHS)保护项目,旨... 中国农业文明历史悠久,留存了丰富的农业文化遗产。它们不仅体现了中国的传统哲学思想,同时也对全球可持续农业产生积极影响,并成为现代生态农业发展的基础。2002年,联合国粮农组织(FAO)发起了全球重要农业文化遗产(GIAHS)保护项目,旨在对全球重要的、受到威胁的传统农业文化与技术遗产进行保护。目前我国已有4个GIAHS保护试点,即浙江青田稻鱼共生系统、云南哈尼稻作梯田系统、江西万年稻作文化系统和贵州从江县侗乡稻鱼鸭系统,2个候选试点,即云南普洱古茶园和茶文化及内蒙古敖汉旱作农业系统。本文基于FAO对GIAHS项目价值标准的解释,系统梳理了这6个试点的概况、价值、面临的威胁以及保护建议等,以期为我国农业文化遗产的保护提供指导依据。GIAHS的价值主要包括生态价值、经济价值、社会和文化价值、科研与示范价值等。目前农业文化遗产面临的主要威胁包括比较效益降低、适龄劳动力大量外流、现代观念的冲击和多重价值认识不足等。文章还提出了对GIAHS试点保护的建议,主要为引入动态保护途径,增加农民收入;加强宣传力度,建立科学的保护理念;完善制度建设,形成可持续的保护机制;调动农民的积极性,建立多方尤其是社区参与机制以及建立农业文化品牌,形成动态的保护机制等。 展开更多

"全球重要农业文化遗产(GIAHS)的动态保护与适应性管理项目"是保护具有全球重要意义的农业系统项目。目前,已在全球11个国家评选出具有典型性和代表性的16个传统农业系统作为保护试点。这些GIAHS试点地是传统农业文明的缩影与代表,也是农业文明传承的重要载体。它们具有悠久的历史、多样的景观、丰富的生物与文化多样性和不同自然地理条件与社会发展条件下的较强适应性,在全球农业正面临来自气候变化、人口快速增长、生态破坏与环境污染带来的多重威胁的今天,这些传统的农业生产系统仍然较为健康地持续运作,为人类应对发展中的困境提供了可供参考的范本,从而成为现代农业发展的重要基础。通过在试点地进行的"多方参与的动态保护与可持续管理"的探索和努力,一些基本的保护理念和可操作的方法正在实践中逐步清晰。 展开更多

基于SEPLS模型的GIAHS恢复力评估框架及其在保护成效评估中的应用 被引量:6

由联合国粮农组织认定的全球重要农业文化遗产(GIAHS)是一类典型的社会生态生产景观(SEPLS),在传统知识传承保护、粮食与食物安全保障、农业生物多样性保护、气候变化应对等诸多方面具有重要意义。为了更好、更有效地开展GIAHS保护及管... 由联合国粮农组织认定的全球重要农业文化遗产(GIAHS)是一类典型的社会生态生产景观(SEPLS),在传统知识传承保护、粮食与食物安全保障、农业生物多样性保护、气候变化应对等诸多方面具有重要意义。为了更好、更有效地开展GIAHS保护及管理工作,本文在分析GIAHS评估重要性和恢复力概念的基础上,以联合国大学(UNU)等团队开发的社会生态生产景观恢复力评估框架(SEPLS模型)为基础,构建了GIAHS恢复力评估框架(GIAHS-RAF),明确了其评估及计算过程。并以中国第1个GIAHS项目——浙江青田稻鱼共生系统(Qingtian Rice-Fish Culture System in Zhejiang Province,RFC)为例,通过对核心保护区——龙现村在2004年(GIAHS项目授牌前)和2016年(GIAHS授牌11年)的恢复力状况进行评估,探讨模型在GIAHS保护成效评估中的适用性。研究结果显示:1)2016年龙现村恢复力整体状况相对较弱,各项资本评估得分为:物质资本(0.75)>经济资本(0.63)>人类资本(0.61)>社会资本(0.57)>自然资本(0.38);2)虽然农户收入来源多样且社会经济基础设施能较好地满足社区需求,但是遗产地内部农业物种较少,农户对于系统提供的粮食多样性尚不是非常满意;3)相较于2004年,经过11年的保护工作,研究区恢复力有所提高,说明GIAHS项目的实施对该遗产的恢复力有积极影响,尤其是物质资本和经济资本两方面。评估结果与该区域相关研究结果及实地调查情况一致,说明所构建的GIAHS恢复力评估框架可以很好地应用于对GIAHS项目及其他相关农业文化遗产的保护成效评估工作。 展开更多

由FAO、UNDP和GEF等推动的GIAHS项目,是为了对全球重要的、受到威胁的传统农业文化与技术遗产进行保护,建立一个全球达成共识的、持续发展的动态保护系统。系统的保护与可持续发展能力建设是其保护的一个重要内容,但是,对GIAHS的保护还... 由FAO、UNDP和GEF等推动的GIAHS项目,是为了对全球重要的、受到威胁的传统农业文化与技术遗产进行保护,建立一个全球达成共识的、持续发展的动态保护系统。系统的保护与可持续发展能力建设是其保护的一个重要内容,但是,对GIAHS的保护还没有经验可循。浙江省青田县方山乡龙现村的"传统稻鱼共生农业系统"是其中一个被确立为GIAHS的古老而濒危的农业系统,探索了参与式管理中在全球、国家、地方和社区水平上的利益相关方的组成和作用,这些利益相关方包括:参与并提供支持的国际机构、参与并提供支持的国内机构、青田县政府及其领导的各个相关部门、企业和私人团体、社区以及参与式管理的重要一环——社区参与式管理在GIAHS保护中的应用。在分析目前保护区管理机制的基础上,主要采用半结构访谈法和利益相关方分析法,重点对社区参与式管理在青田保护区中的应用进行了探讨,并提出三项建议:(1)组织有关人员参加社区参与理论与方法培训;(2)利益相关方信息交流平台建设;(3)社区参与相关规章制度建立。 展开更多

GIAHS诞生和成长于人类农业文明社会的历史土壤之中,是农业文明的智慧精髓,为全人类共同所有。在世界农业生态危机愈加深重、全球外部风险挑战日益增多的背景下,应对“前所未有之大变局”,仅仅依靠单一文明体内部自发抵御工具理性对农业文化遗产系统所造成的非可逆侵袭是远远不够的,而应破除“疆界”,推动农业文化遗产要素良性互动及保护和发展经验互鉴。这一设想的实现有赖于在GIAHS领域开展农业文明互鉴,基于遗产系统要素差异和人类生存与发展的共同需要所构成的实践逻辑、外部全球性风险与遗产系统内部危机所构成的现实逻辑二者的有机统一则构成这一行为产生的背后动因。落实到具体实践,推动GIAHS农业文明互鉴,需秉持文化融合理念,提升跨区域合作机制水平,重视传承东方农耕智慧,并积极探索以现代科技解释传统农业的“自然解决方案”。 展开更多

在世界各地,世代居住的农牧民以多样化的自然资源为基础,通过因地制宜的生产实践活动,创造、发展、管理着许多独具特色的农业系统和景观。这些在本土知识和传统经验基础上所建立起来的农业文化遗产巧夺天工,充分反映了人类及其文化多样... 在世界各地,世代居住的农牧民以多样化的自然资源为基础,通过因地制宜的生产实践活动,创造、发展、管理着许多独具特色的农业系统和景观。这些在本土知识和传统经验基础上所建立起来的农业文化遗产巧夺天工,充分反映了人类及其文化多样性和与自然环境之间深刻关系的演进历程。这些系统不仅产生了独特的农业文化景观,维持并适应了具有全球重要意义的农业生物多样性,形成了丰富的本土知识体系,而且更为重要的是,还为人类持续提供了多样化的产品和服务,保障了食物安全和生计安全,提高了人们的生活质量。但是,许多这样的农业生产系统正面临着包括全球化在内的多种影响因素的威胁。为了保护这些农业文化遗产,联合国粮农组织(FAO)于2002年启动了"全球重要农业文化遗产(GIAHS)保护和适应性管理"项目,旨在为这些全球重要农业文化遗产及其农业生物多样性、知识体系、食物和生计安全以及文化的国际认定、动态保护和适应性管理提供基础。全球重要农业文化遗产被定义为:"农村与其所处环境长期协同进化和动态适应下所形成的独特的土地利用系统和农业景观,这些系统与景观具有丰富的生物多样性,而且可以满足当地社会经济与文化发展的需要,有利于促进区域可持续发展"。按照这一定义及粮农组织所制定的标准,典型的GIAHS包括:①以水稻为基础的农业系统;工以玉米/块根作物为基础的农业系统;③以芋头为基础的农业系统;④游牧与半游牧系统;⑤独特的灌溉和水土资源管理系统;⑥复杂的多层庭园系统;⑦狩猎-采集系统。在项目准备阶段,选择了6个国家的5种类型的传统农业系统作为首批全球重要农业文化遗产保护试点,后又在德国政府的支持下,增加了另外两个国家的传统农业系统。这7个试点包括:秘鲁的高原农业系统,智利的岛屿农业系统,菲律宾的稻作梯田系统,阿尔及利亚和突尼斯的绿洲农业系统,中国的稻鱼共生系统,肯尼亚的草原游牧系统,坦桑尼亚的农林复合系统。在未来5年左右的时间里,将利用这些GIAHS试点开发出一种基于适应性管理的保护计划,并探索该系统的经济可行性;确定日益显著的气候变化背景下的经济与环境可持续的发展战略;保护小型农户/传统的家庭为单位的生产结构和本土社区适当的权益。该项目所推动的动态保护途径将:①允许农民进一步改进这些在保障食物安全和人类福祉过程中所发展起来的农业系统和生物多样性;②支持政府在对生物多样性和传统知识进行现地保护过程中所制定的保护政策和激励机制;③承认当地社区和居民享有食物、文化多样性和传统成就的权益;④明确对于遗传资源的现地保护与相关的传统知识和地方自然资源管理体制相结合的途径的需要,通过强化社会-环境系统的恢复能力和农业系统的动态平衡,以确保不断适应自然与社会经济条件的变化。 展开更多

Agri-cultural Heritage Systems(AHS) have not only various values but also important enlightening roles for modern agriculture.With agro-scientific and technological progress,the traditional agriculture that has lasted for thousands of years is declining gradually,thus is attached the importance of exploring and protecting our AHS.As a traditional agricultural system for 1300 years,the Honghe Hani Rice Terraces System(HHRTS) has many significant characteristics such as beautiful landscapes,distinctive rice varieties,ecologically clean agricultural production systems,systematic methods of managing water and soil and special ethnic culture.It was designated successively as a Globally Important Agricultural Heritage System(GIAHS) in 2010 and as a World Heritage(WH) in 2013.In this paper,taking HHRTS as an example,we analyzed the economic,ecological,aesthetic,cultural,and social values,as well as the research values,of the GIAHS.We conclude that the restrictions on increasing peasant earnings and improving their living standards are difficult with the low efficiency of traditional planting patterns and the single-industry structure of farming in rugged terrain.However,these restrictive factors are beneficial for developing some industries like green agriculture,organic agriculture or ecological food production because of the clean farmland environment.In the end,we propose the basic approaches to protect the Hani terraces agriculture system should include the local governments to encourage the development of ecotourism,organic agriculture and featuring agriculture by multi-mode economic compensation.It is very important for protecting terraces to coordinate benefits among corporations,governments and villagers by making reasonable policies of compensation. 展开更多

Xinghua Duotian Agrosystem is a raised ifeld agriculture system with typical water-land utilization. It was identiifed as a Globally Important Agricultural Heritage Systems (GIAHS) site by FAO in April 2014. Based on a literature review and ifeld investigations, we analyzed the history and development, structure and characteristics, functions and values of the Xinghua Duotian Agrosystem in this research. The system has a long history, rich biodiversity, important ecosystem services, traditional adapted agricultural technologies and a folk culture. Altogether, these features form an attractive landscape created by its special water-land utilization. It also has great importance for the livelihood maintenance of the local people. However, the inheritance and conservation effort of Xinghua Duotian Agrosystem is facing great threats from modern agriculture, urbanization and labor loss. This paper wil provide insight into the Xinghua Duotian Agrosystem, and provide scientiifc support for the conservation and development of this special system. Population growth,loss of biodiversity,and climate change necessitate a new vision for the future of both agriculture and biodiversity.In order to safeguard and support the world's agricultural heritage systems,in 2002 the FAO started an initiative for the conservation and adaptive management called Globally Important Agricultural Heritage Systems (GIAHS).Tourism is suggested as part of the future as it is considered to be an alternative income source that will not only promote local economic development,but also provide the opportunity for tourists to learn about agriculture and ecology.However,inappropriate tourism in GIAHS sites will bring impacts on local culture and living styles,which not only threatens tourism's sustainable development,but also has the potential to damage these unique agricultural systems.This paper proposes that agriculture-based tourism is suitable for GIAHS and that Multi-functionality of Agriculture (MFA) can be the link between agriculture and tourism.This study constructs the framework for tourism development in GIAHS through MFA and applies it to the four GIAHS sites in China.Referring to the quantitative assessment for MFA and a qualitative analysis of the relationship between agriculture and tourism,we can give advice on agricultural tourism development in GIAHS sites.This framework also offers a universal methodology that allows stakeholders to communicate about the multiple functions of GIAHS across scales. 展开更多

The Globally Important Agricultural Heritage Systems (GIAHS) initiative was launched by the Food and Agriculture Organization (FAO) of the United Nations in 2002 with the aim of establishing the basis for the global recognition,dynamic conservation and adaptive management of outstanding traditional agricultural systems and their associated landscapes,biodiversity,knowledge systems and cultures.There is anecdotal evidence that designated GIAHS are economically better than non-GIAHS sites.However,there have not been done an economic analysis to prove this.Nor are any sophisticated economic performance criteria for GIAHS in place for a continuously monitoring of the functioning.Therefore,the main objective of this study is to conduct an economic valuation for a GIAHS system versus a similar non designated GIAHS system.For this,a Cost-Benefit Analysis (CBA) is chosen.The major constraint is the data availability.Therefore,a framework for economic analysis shall be developed with the intention to provide directions,assumptions,and data requirement to carry out an economic analysis and so give guidance on future inclusion of economic valuations of GIAHS.Theconceptual framework for economic assessment will use the Rice-Fish pilot site in China as a case study.The example calculations on the rice-fish co-culture (RFC) have to be taken cautiously due to data availability on different activities (tourism,marketed products on local and international markets) as well as comparison to similar systems. 展开更多

Worldwide specific agricultural systems and landscapes have been created, shaped and maintained by generations of farmers and herders based on diverse natural resources using locally adapted management practices. Building on local knowledge and experience these ingenious agricultural systems reflect the evolution of humankind, the diversity of its knowledge and its profound relationship with nature. These systems have resulted not only in outstanding landscapes maintenance and adaptation of globally significant agricultural biodiversity indigenous knowledge systems and resilient ecosystems, but above all, in the sustained provision of multiple goods and services, food and livelihood security and quality of life. However, many of these systems are facing severe threats from various sources including globalization. In 2002 FAO initiated an international partnership initiative: "conservation and adaptive management of Globally Important Agricultural Heritage Systems (GIAHS)". The global GIAHS initiative aims to establish the basis for the international recognition, dynamic conservation and sustainable management of such systems, agricultural biodiversity and their associated biodiversity knowledge systems, food and livelihood security, landscapes and cultures. 展开更多

Agricultural biodiversity has a high importance in social-cultural,economic,and environmental aspects,and can help in adapting to and withstanding climate change.Conserving the GIAHS sites and the important components within them can help conserve the agricultural biodiversity and traditional agricultural culture of the whole country.This study considered Ifugao Rice Terraces,Dong’s Rice-Fish-Duck System,and Hani Rice Terraces System as three examples which show that traditional culture can be used to protect agricultural biodiversity,while as a carrier of traditional culture,agricultural biodiversity also conveys and protects the traditional culture of the nation.According to the analyses,through several years of efforts,the status of agricultural biodiversity and traditional culture in them has improved.Then,to further promote agricultural biodiversity conservation and traditional culture protection,several suggestions are made,such as establishing community seed banks;documenting and preserving traditional farming methods,techniques,and tools and developing participatory activities which encourage more farmers to participate in the protection work. 展开更多

Approximately ten years have passed since Globally Important Agricultural Heritage Systems(GIAHS)was introduced to Japan in 2011,with 11 GIAHS sites designated so far.The Japan Nationally Important Agricultural Heritage Systems(J-NIAHS),which considers resilience,multi-stakeholder participation and sixth industrialization,was subsequently established in 2016,and has designated 15 J-NIAHS sites.GIAHS sites can be classified into three major types:Landscape,farming method,and genetic resource conservation types,and most Japanese GIAHS sites are of the landscape type.Since there is almost no national subsidy for GIAHS or J-NIAHS,designated sites are expected to secure funding for conservation from their own efforts.For this reason,a voluntary network of the Japanese GIAHS sites has been active in promoting cooperation on GIAHS conservation.The priorities of the Japanese GIAHS have focused on raising public awareness about GIAHS and J-NIAHS,improving livelihoods,as well as fostering the international exchange of experience and knowledge regarding Agricultural Heritage Systems,especially among Japan,China and Korea. 展开更多

The “Noto’sSatoyama andSatoumi” in Noto Peninsula of Ishikawa Prefecture, Japan is a system of Socio-Ecological Production Landscapes and Seascapes (SEPLS) mosaics interconnected with highly productive coastal areas that have been formed and maintained through long-term human inlfuence, which supports not only its diverse and traditional agriculture, forestry and ifsheries, but also sustains local livelihoods and conserves its lfourishing biodiversity. Since the designation of Noto as Globaly Important Agricultural Heritage Systems (GIAHS) in 2011, there have been active developments of conservation and revitalization efforts amongst the local gov-ernments, and communities, as well as pouring interest from the academia, international community and private sector. The paper wil discuss the developments of Noto’s GIAHS through examining several case studies of recent conservation and revitalization efforts of new initiatives and those building on existing schemes. The report wil be based on literature reviews, interviews with and information provided by Ishikawa Prefectural Government and ifeld surveys conducted. It is found that modest but steady steps are being taken in conservation of GIAHS and Noto is taking an active role contributing to the GIAHS initiative. 展开更多

Scientific and effective heritage monitoring can not only realize the conservation of the heritage itself and the maintenance of its values,but it can also realize the sustainable development of the heritage site.In order to promote the conservation and management of Globally Important Agricultural Heritage Systems(GIAHS),this study proposed a design for the annual report of GIAHS monitoring under the overall framework of the GIAHS monitoring system,and explored the application of the annual report in the first GIAHS site in China:the Qingtian Rice-Fish Culture System.In the design scheme of this study,the GIAHS annual monitoring report is composed of 24 monitoring items,with each of them logically related.It is to be filled in by the bureaus of the heritage site and reported through the GIAHS dynamic monitoring system.The results of an analysis of the annual reports of Qingtian Rice-Fish Culture System for four years showed that Qingtian County has taken a series of conservation and development measures which have reduced the area of abandoned paddy,enhanced the unit benefit of agri-products,and increased the farmers’income.At the same time,the heritage site is faced with various challenges and threats,such as the weakening of the tourism attraction,the aging of the heritage practitioners,and the limitation of the heritage-themed agri-products and tourism income,which need to be addressed with proper measures.The results can also provide guidance for other GIAHS based on indications that heritage sites should improve the development of cultural products,the construction of social organization and the cultivation of spontaneous publicity,and an exchange and learning mechanism should be established among them in the future.The design and application of the GIAHS annual monitoring reports can not only provide specific guidance for conducting the GIAHS monitoring,but also lay the foundation for evaluating the effectiveness of GIAHS conservation and management.This study is expected to help enrich the theory of GIAHS monitoring,further promote China’s GIAHS monitoring work,and also provide China’s experience for the benefit of international GIAHS monitoring efforts. 展开更多

The traditional tea-grass integrated system in Shizuoka is the first example of a Globally Important Agriculture Heritage Systems(GIAHS)site in Japan that was proposed by a local government.In this paper,we report the background and circumstances leading to the recognition of this system,its registration as a GIAHS,and its current use after registration.Although semi-natural grasslands have decreased considerably in Japan,we found unique semi-natural grasslands with no pest insects and a rich biodiversity around the tea fields.These grasslands and the farming method employed are known as'Chagusaba',which was registered as a GIAHS in 2013.However,the registration process for GIAHS was not easy,as many local farmers do not understand the value of their traditional farming methods or the GIAHS honor.After registering Chagusaba as a GIAHS,our main agenda was branding.Traditional farming,with time and effort,produces high-quality tea.As labor saving technologies in agriculture have progressed in Japan,the price of high-quality tea has declined,and consequently,the numbers of farmers performing the inefficient traditional farming methods are decreasing.It is necessary to correctly brand the Chagusaba-grown tea and reflect the value of the traditional farming method in the price.The local government of the Shizuoka Prefecture is currently working on implementing a certification system,which includes scientific evaluation using GPS,and the introduction of biodiversity indicators. 展开更多
