[Method] Taking environmental planning during '11th Five-year Plan' in a certain province fo...[Objective] The aim was to conduct post-evaluation on environmental planning by means of logical framework approach. [Method] Taking environmental planning during '11th Five-year Plan' in a certain province for example, by means of logical framework approach (LFA), the post-evaluation on environmental planning was carried out from the aspects of evaluation content, index system, implementation steps, evaluation feedback and input-output analysis of environmental planning. [Result] The post-evaluation on environmental planning by means of LFA achieved expected purpose and various indexes at different stages of environmental planning was assessed, and then corresponding countermeasures were put forward according to the problems which were found by problem tree of environmental planning project. [Conclusion] The study could provide theoretical references for the post-evaluation on environmental planning in future.展开更多
New type professional farmers are farmers who possess certain resources and capitals,have certain extent of spirit of entrepreneurship,and are fully capable of obtaining and allocating resources related to agricultura...New type professional farmers are farmers who possess certain resources and capitals,have certain extent of spirit of entrepreneurship,and are fully capable of obtaining and allocating resources related to agricultural production and management,and engaged in agricultural production and management for obtaining average profit.Cultivation of new type professional farmers should be promoted in the process and at the background of"coordinated development of industrialization,informationization,urbanization and agricultural modernization".It should establish a proper cultivation subject system consisting of government,enterprises,rural communities and nonprofit organizations.Relying on multiple motive forces,efforts should be concentrated on cultivating those farmers with enterprising,highly innovative and learning ability,to guide traditional farmers to change into learning,enterprising and innovative ones.In addition,cultivation of new type professional farmers must rely on farmer education and training,modern agricultural development,increase in agricultural comparative advantage,innovation of rural management system and mechanism,multiple types of agricultural operation on a fairly large scale,as well as construction and regulation of new rural communities.Finally,it is recommended to provide system guarantee from long-term input mechanism of new type professional farmer education and training,incentive and restrictive mechanism of new type professional farmer cultivation,and construction of favorable environment for agricultural entrepreneurship.展开更多

The emergence of demand for this information makes the d...Where sustainable development is concerned, there is an urgent need to establish new information systems that integrate economic, social and ecological factors. The emergence of demand for this information makes the development of ecological accounting possible. Yet, most current research on ecological accounting focuses on two aspects: (1) the theoretical aspect, including background, concepts and models and (2) specific research on ecological accounting. Some scholars have proposed a conceptual framework, but this is not systematic or thorough enough. Seizing the opportunity of sustainable development in a key strategic location of the world, this paper begins by analyzing the logical evolution of ecological accounting, summarizes the existing ecological accounting theory, and combines the mature theoretical study of resources accounting with environmental accounting. All of these efforts result in this paper forwarding a framework of ecological accounting that aims to provide a guideline for future development.展开更多
