According to Rural Poverty Al eviation Development Outline in China (2011-2020) and new impoverished population standards, key poverty-stricken coun-ties increase from 51 to 58 in Gansu, and the impoverished population from 3.00 mil ion to 13.00 mil ion, and poverty-stricken area from 16% to 80%. Meanwhile, Rural Poverty Al eviation Development Outline in China (2011-2020) describes that poverty al eviation work in China has turned from resolving subsistence issue to consolidating present achievements, speeding up casting off poverty to get rich, im-proving eco-environment and development capacity, and reducing development gap. Confronted by new tasks in the new age, it is necessary to adjust work principles, make summary and develop innovation modes, to explore development mode of poverty al eviation in rural areas in Gansu in new age. 展开更多

Optimum Approximate Solution of Herschel-Bulkley Fluid Formula

During calculating the fluid resistence with Herschel-Bulkley formula, the deviation is very large in some regions. In order to decrease the deviation, the optimized parameters of approximate solution are obtained through mathematic analysis and 3-D optimization calculation. In the close region of relative radius of the core flow, the continuity of deviation is determined with the limit methods. By analysis, the results indicate that the deviation in the area around the discontinuous nodes is very large; the deviation is the function of fluid parameters, approximate solution parameters and the relative radius of the core flow. While the fluid parameters keep certain, the 3-D figures of the deviation are drawn. The slice plane is used to seek the extremums of multi-peaks surface; The optimized parameters of approximate formula make the approximate formula in the regions of the certain deviation. The available area of relative radius of the core flow increases by 43.2%. It is more valuable for the calculation of flow resistance in pipe transportation. 展开更多

Road pricing is an urban traffic management mechanism to reduce traffic congestion.Currently,most of the road pricing systems based on predefined charging tolls fail to consider the dynamics of urban traffic flows and travelers’demands on the arrival time.In this paper,we propose a method to dynamically adjust online road toll based on traffic conditions and travelers’demands to resolve the above-mentioned problems.The method,based on deep reinforcement learning,automatically allocates the optimal toll for each road during peak hours and guides vehicles to roads with lower toll charges.Moreover,it further considers travelers’demands to ensure that more vehicles arrive at their destinations before their estimated arrival time.Our method can increase the traffic volume effectively,as compared to the existing static mechanisms. 展开更多
