The structure obtains spatio-temporal-SNR fine granular scalability, and achieves high coding efficiency at the same time. Users can acquire their necessary scalability by choosing and combining them. Then, a high-powered codec solution based on this structure is presented. Subsequently, a focus issue on the right number of bit-planes should be used for motion compensation is discussed, and an algorithm is presented for this issue. The proposed codec saves a lot of hardware expense. Simulation results indicate that the performance of MC + FGSST structure is superior to that of FGSST structure.展开更多
The main purpose of this study is to investigate temporal and spatial distribution of thunderstorm frequency in Iran. In order to do study, observed statistical data of the present weather codes of thunderstorm (17, 2...The main purpose of this study is to investigate temporal and spatial distribution of thunderstorm frequency in Iran. In order to do study, observed statistical data of the present weather codes of thunderstorm (17, 29, 91 - 99) in 50 synoptic stations around the country were used in a 35 years statistic period (1979-2013). The results of the study showed that the phenomenon occurs mostly in southwest, west and northwest regions of Iran. Thunderstorm occurrence reduces when moving toward east. Maku station in northwest of Iran shows the maximum thunderstorm frequency during the statistical period (mean annual of 31). Jask station in southern Iran (mean annual of 2) has shown minimum thunderstorm occurrence during the statistical period. In the eastern regions of Iran, Torbat Heydarieh station revealed higher frequency than the other stations which was because of high mountains like Qaenat. In terms of temporal distribution, spring showed the highest frequency of the phenomenon. In monthly scale, the maximum frequency of hail downfall happens in April and May. In hourly scale, the maximum occurrence of thunderstorm observed at 12 - 18 p.m. for UTC time.展开更多

Furthermore, multiple description scalable coding (MDSC) is investigated, and novel MDSC schemes based on 3D wavelet coding are proposed, using the lifting imple- mentation of temporal filtering. The proposed MDSC schemes can avoid the mismatch problem in multiple description video coding, and have high scalability and robustness of video transmission. Experimental results showed that the proposed schemes are feasible and adequately effective.展开更多
A large number of automatic weather stations with different observation elements and gradient configurations are connected for operation,in order to meet the meteorological service needs of different scenes.The statio...A large number of automatic weather stations with different observation elements and gradient configurations are connected for operation,in order to meet the meteorological service needs of different scenes.The station density and observation frequency are encrypted to obtain observation data with higher spatial and temporal resolution.The original message with fixed element data location is the data combination of all observation elements and the maximum observation gradient of each element,which not only has higher invalid data redundancy,but also restricts the efficiency of data collection and processing,and also increases communication costs.An adaptive coding design method for the original message of automatic weather station is proposed.The embedded software coding algorithm of the weather station collector is optimized according to"plug and output"to realize intelligent networking,intelligent identification of observation elements and gradients,and dynamic flexible output of messages with variable length.The intelligent networking and business application of nearly 4000 automatic weather stations across the province show that the networking data acquisition and processing are efficient and stable.展开更多

A series of flexible three-band motion-compensated lifting steps are used to implement the temporal wavelet transform, which provide improved compression performance by selecting specific motion model according to real video sequences, and offer higher temporal scalability flexibility by using three-band lifting steps. The experimental results compared with motion picture expert group (MPEG)-4 codec concerning standard video sequences demonstrate the effectiveness of the method.展开更多
