This study examines the methods to plan the development of offshore oilfields over the years,which are used to support the decision-making on the development of offshore oilfields.About 100 papers are analysed and cat...This study examines the methods to plan the development of offshore oilfields over the years,which are used to support the decision-making on the development of offshore oilfields.About 100 papers are analysed and categorised into different groups of main early-stage decisions.The present study stands in contrast to the contributions of the operations research and system engineering review articles,on the one hand,and the petroleum engineering review articles,on the other.This is because it does not focus on one methodological approach,nor does it limit the literature analysis by offshore oilfield characteristics.Consequently,the present analysis may offer valuable insights,for instance,by identifying environmental planning decisions as a recent yet highly significant concern that is currently being imposed on decision-making process.Thus,it is evident that the incorporation of safety criteria within the technical-economic decision-making process for the design of production systems would be a crucial requirement at development phase.展开更多

The factors, such as external interference, result in satellite information interaction delay...Multiple earth observing satellites need to communicate with each other to observe plenty of targets on the Earth together. The factors, such as external interference, result in satellite information interaction delays, which is unable to ensure the integrity and timeliness of the information on decision making for satellites. And the optimization of the planning result is affected. Therefore, the effect of communication delay is considered during the multi-satel ite coordinating process. For this problem, firstly, a distributed cooperative optimization problem for multiple satellites in the delayed communication environment is formulized. Secondly, based on both the analysis of the temporal sequence of tasks in a single satellite and the dynamically decoupled characteristics of the multi-satellite system, the environment information of multi-satellite distributed cooperative optimization is constructed on the basis of the directed acyclic graph(DAG). Then, both a cooperative optimization decision making framework and a model are built according to the decentralized partial observable Markov decision process(DEC-POMDP). After that, a satellite coordinating strategy aimed at different conditions of communication delay is mainly analyzed, and a unified processing strategy on communication delay is designed. An approximate cooperative optimization algorithm based on simulated annealing is proposed. Finally, the effectiveness and robustness of the method presented in this paper are verified via the simulation.展开更多

Urban environmental quality research is crucial,as cities become competitive centers concentrating human talent,industrial activity,and financial resources,contributing significantly to national economies.Municipal an...Urban environmental quality research is crucial,as cities become competitive centers concentrating human talent,industrial activity,and financial resources,contributing significantly to national economies.Municipal and government priorities include retaining residents,preventing skilled worker outflow,and meeting the evolving needs of urban populations.The study presents the development and application of a scenario-based spatial analysis tool for assessing urban environmental quality at a detailed spatial scale within the city of Novosibirsk.Using advanced geoinformatics,GIS techniques,and an expert knowledge base,the tool integrates diverse thematic data layers with user-defined scenarios to compute and visualize the Scenario-based Urban Environment Quality Index across 87,905 standardized unit areas.The methodology incorporates comprehensive criteria aligned with existing urban planning frameworks and includes demographic targeting to address the city’s heterogeneous population.Validation against expert evaluations demonstrates high accuracy and consistency,while dynamicmodeling capabilities facilitate monitoring the effects of planned urban development initiatives.This approach bridges a critical gap in urban planning by providing granular,data-driven insights that reflect residents’real needs and spatial inequalities.The tool greatly benefits municipal authorities by enabling evidence-based prioritization of interventions,fostering inclusive and sustainable urban growth,and enhancing transparency and participatory governance.Its implementation as a no-code/low-code QGIS plugin ensures wide accessibility and practical application in strategic urban development,marking a significant advancement in urban environment quality assessment science and practice.展开更多
