The rapid development of information technology in the digital era has led the development and reform in the field of education.Both the transformation and high-quality development of open universities have put forward higher requirements for open education governance.Focusing on the important field of open education governance,this study,from the perspective of university governance,deeply explores the practical dilemmas faced by open education governance,such as unclear development positioning,difficulties in transformation and development,inadequate learning support services,insufficient depth of teaching reform,and weak professional development of teachers.In the lifelong learning education ecology of universal education,open education governance should focus on“useful and easy learning”,focus on industry-education integration,take serving society as its purpose,and promote the transformation and development of open education.Under the concept of collaboration and co-governance,a multi-subject collaborative governance mechanism should be built,and governance thinking should be actively implemented in open education and teaching affairs to accelerate the modernization of open education governance.This aims to realize the sustainable development of open education governance and provide strong theoretical support and practical guidance for building a more fair,high-quality,and flexible open education governance system. 展开更多

The proliferation of smart communities in Foshan has led to increasingly diverse and prevalent cybersecurity risks for residents.This trend has rendered traditional cybersecurity education models inadequate in addressing the challenges of the digital era.Guided by the theory of collaborative governance and the framework of digital transformation,this paper examines the multi-stakeholder collaborative mechanism involving the government,businesses,community organizations,universities,and residents.It subsequently proposes a series of implementation strategies such as digitizing educational content,intellectualizing platforms,contextualizing delivery methods,and refining management precision.Studies demonstrate that this model enables effective resource integration,improves educational precision,and boosts resident engagement.It represents a fundamental shift from unilateral dissemination to multi-party interaction and from decentralized management to collaborative synergy,offering a replicable“Foshan Model”for digital governance at the community level. 展开更多

The Impact of Rural Migrant Urbanization on Local Government Fiscal Allocation and Spending in Science and Technology and Education:Evidence from City Panel Data

This paper leverages the Opinions of the State Council on Further Promoting the Reform of the Household Registration System as a quasi-natural experiment to examine the impact of rural migrant urbanization on local government expenditures in science and technology(S&T)and education.Employing a generalized difference-in-differences(generalized-DID)approach and panel data from 271 Chinese prefecture-level and above-level cities spanning 2003–2019,we find that household registration reform driven by this urbanization process significantly increased the absolute level as well as the fiscal share of S&T and education spending.Mechanism analyses indicate that rural migrant urbanization promotes these expenditures through two channels:increasing the overall local fiscal revenue and encouraging a greater proportion of the fiscal resources to be allocated to these sectors.The findings uncover the current evolving trends in fiscal resource allocation due to rural migrant urbanization and provide empirical evidence for optimizing the provision of public services and enhancing the potential of long-term economic development. 展开更多

At present, enhancing the digital literacy of village cadres faces practical constraints such as governance capability gaps induced by the second-level digital divide, the absence of a systematic cultivation system, incomplete last-kilometer implementation for translating skills into practice, and inadequate incentive mechanisms. As a novel educational form deeply integrating digital information technology with teaching and learning, distance open education provides multi-directional empowerment for enhancing village cadres digital literacy. This is achieved through open learning methods, the application of modern digital technologies, tailored learning programs, and the establishment of "overpass bridges" for translating learning outcomes into practice. Based on this, it is essential to further streamline the pathways for educating and cultivating village cadres, vigorously promote the digitalization of teaching, practice, and support services, develop systematic and localized digital education resources, and actively explore and establish a complementary credit bank system for their digital literacy cultivation. 展开更多

Based on the educational evaluation reform,this study explores the construction of an evidence-based value-added evaluation system based on data-driven,aiming to solve the limitations of traditional evaluation methods.The research adopts the method of combining theoretical analysis and practical application,and designs the evidence-based value-added evaluation framework,which includes the core elements of a multi-source heterogeneous data acquisition and processing system,a value-added evaluation agent based on a large model,and an evaluation implementation and application mechanism.Through empirical research verification,the evaluation system has remarkable effects in improving learning participation,promoting ability development,and supporting teaching decision-making,and provides a theoretical reference and practical path for educational evaluation reform in the new era.The research shows that the evidence-based value-added evaluation system based on data-driven can reflect students’actual progress more fairly and objectively by accurately measuring the difference in starting point and development range of students,and provide strong support for the realization of high-quality education development. 展开更多

生成式人工智能(GenAI)的迅猛发展,推动职业教育从“技术赋能”走向“系统重构”。然而,当前“AI+职业教育”实践仍多停留在“技术工具论”阶段,人工智能常被机械嵌入既有教学流程,尚未引发教育理念、模式与制度的深层变革。教师面临“... 生成式人工智能(GenAI)的迅猛发展,推动职业教育从“技术赋能”走向“系统重构”。然而,当前“AI+职业教育”实践仍多停留在“技术工具论”阶段,人工智能常被机械嵌入既有教学流程,尚未引发教育理念、模式与制度的深层变革。教师面临“技能替代焦虑”,学生易陷入“AI依赖”与认知浅表化;算法偏见、生成“幻觉”、数据安全等伦理风险日益凸显;适配人智协同的课程标准、评价体系及教师发展机制仍显缺失。立足国家“人工智能+”行动与职业教育数字化转型战略,以人智协同理论为核心,构建“技术—教学—治理”三维分析框架,系统阐释GenAI赋能职业教育的内在机理与实现路径。研究发现,当前GenAI在课程开发、虚拟实训、个性化学习与智能评价等环节的应用不断深化,但仍面临技术伦理风险、教师角色转型滞后、产教协同机制不畅等系统性挑战。为此,文章提出以“教师—AI—学生”三元协同为核心的人智协同职业教育新范式,并从目标、角色、流程、资源、评价五个维度构建可操作的实践框架。在此基础上,从治理体系、师资发展、校企协同、质量监测四个层面提出推动职业教育人智协同高质量发展的系统路径,为建构适应新质生产力要求的现代职业教育体系提供理论参照与实践指引。 展开更多

教育数字化转型正面临全球性治理困境:过度管控会抑制创新活力,放任自由则容易导致无序发展,是谓“一管就死、一放就乱”。其本质是技术工具理性对教育价值理性的僭越。该文基于“价值应然性”视角,植根于中国“道以御器,器以载道”的... 教育数字化转型正面临全球性治理困境:过度管控会抑制创新活力,放任自由则容易导致无序发展,是谓“一管就死、一放就乱”。其本质是技术工具理性对教育价值理性的僭越。该文基于“价值应然性”视角,植根于中国“道以御器,器以载道”的哲学智慧,构建了一个包含“价值罗盘”导航系统、“刚柔并济”治理框架和“主体间性”协同系统的教育技术治理理论体系。研究提出以“六问决策链”为核心操作工具,将价值审问嵌入技术应用全生命周期,实现从“技术可为”到“价值应然”的范式转变。通过对智能终端、AI大模型、区块链和数智化教(学)材四类核心数字资产的治理边界进行深入辨析,揭示了“赋能”与“规制”的平衡艺术。该文创新性地提出了“治理之器”的概念体系,构建了包含政策机制、标准规范、成熟度模型和评估工具的完整治理工具箱,为治理实践提供了系统化抓手。最终,研究提出了构筑“终端、教材、平台、应用”四位一体、服务终身学习战略的教育新基座系统方案,为教育数字化从“实然”现状向“应然”理想的“善治”之路,提供了兼具理论深度、文化自信与实践操作性的中国方案。 展开更多
