Climate change and biodiversity loss are intricately linked,and as the severity of these challenges intensifies,the need for a cohesive international response has become increasingly evident.Since 1992,South Korea has...Climate change and biodiversity loss are intricately linked,and as the severity of these challenges intensifies,the need for a cohesive international response has become increasingly evident.Since 1992,South Korea has developed relevant legal and institutional frameworks;however,its initiatives addressing biodiversity loss have received less recognition and prioritization compared to its efforts concerning climate change.In this context,this study aims to analyze the disparities in South Korea’s policy responses to the United Nations Framework Convention on Climate Change(UNFCCC)and the Convention on Biological Diversity(CBD),while proposing an integrated policy direction.To achieve this,the study compares key policies related to both conventions by utilizing the OECD’s Policy Coherence for Sustainable Development(PCSD)indicators and evaluation criteria derived from previous research.Furthermore,the analysis incorporates variables identified in earlier studies,including legal enforceability,economic incentives,financial support,and industry participation,to enhance the depth of the analysis.Additionally,a review of international best practices was conducted to extract actionable insights for policy enhancement.The analysis reveals several challenges in biodiversity policies,including fragmented governance systems,low policy prioritization,weakened policy momentum,imbalanced financial support,and limited corporate awareness.Moreover,difficulties in quantitative evaluation hinder the verification of policy effectiveness due to the complex nature of biodiversity goals.This research aims to assess South Korea’s responsiveness in accordance with the integrated approach promoted by the international community.展开更多

Wetlands are important natural resources for humans and play an irreplaceable ecological function in the terrestrial ecosystem.To curb the continued loss of wetlands globally,international organizations and many count...Wetlands are important natural resources for humans and play an irreplaceable ecological function in the terrestrial ecosystem.To curb the continued loss of wetlands globally,international organizations and many countries have taken a series of major conservation and restoration measures.This work reviews these wetland conservation and restoration measures,interprets China’s wetland conservation and restoration management policies,and proposes that future research on wetland resources in China should be conducted from the aspects of international frontiers and national strategic plans,socioeconomics,and smart services.The results show that the 27 International Wetlands Days from 1997 to 2023 provided new goals and tasks for the protection and management of wetlands.The important topics and outcomes of the 14 Conferences of the Contracting Parties to the Convention on Wetlands from 1980 to 2022 provided new directions and new challenges for wetland development.In the future,we should enhance wetland ecological functions,promote sustainable wetland development,and overcome the technical bottleneck of fragile wetland ecosystem restoration.From 1992 to 2022,China embarked on a new phase of wetland protection and restoration.The overall experience of wetland protection and restoration in China has been formed through national strategic deployment,legal policy establishment,and project planning and implementation.The needs to provide for and plan the long-term protection of wetlands at the national level,to innovate restoration and management techniques and application systems,and to effectively address the complex issues of wetland protection and restoration through collaborative division of labor among multiple departments were emphasized.Research on the future trends of wetlands should be directed towards the exploration and practice of the United Nations Sustainable Development Goals and several international conventions in support of sustainable wetland development.Wetland protection,restoration,and management services should be promoted for national strategic needs and local,high-quality social and economic development.In addition,research on cross-integration and academic innovation should be enhanced for disciplinary development,global supervision,comprehensive assessment,and smart decision making.展开更多

Despite their strategic hydrological importance for neighbouring areas,the Polish Carpathians are experiencing spatial chaos,which may weaken their adaptability to the progressive climate change.The article attempts t...Despite their strategic hydrological importance for neighbouring areas,the Polish Carpathians are experiencing spatial chaos,which may weaken their adaptability to the progressive climate change.The article attempts to answer the question of whether spatial planning,which is supposed to guarantee spatial order,fulfils its role and whether the knowledge of the natural conditions of spatial development is respected in the spatial planning process.Using GIS techniques,up to 238 communes were analysed in terms of their spatial coverage,the degree of scattered settlement,and the violation of natural barriers by location of buildings in areas that are threatened with mass movements or floods;by settlement on excessively inclined slopes and in areas with adverse climatic conditions.Spearman non-parametric rank correlation analysis and the multidimensional Principal Component Analysis(PCA)technique were performed to investigate relations between spatial chaos indicators and the planning situation.The analysis of the data has revealed that spatial planning does not fulfil its role.Serious errors in location of buildings have been noted even though the communes are covered by local spatial development plans.Scientific knowledge is not sufficiently transferred into planning documents,and bottom-up initiatives cannot replace systemic solutions.There is a need for strengthening the role of environmental studies documents in the spatial planning system.This would facilitate the transfer of scientific knowledge into the planning process and help to protect mountain areas.The development of a special spatial strategy for the Polish Carpathians in compliance with the Carpathian Convention is also recommended.展开更多
The Stockholm Convention on Persistent Organic Pollutants(POPs)is a legally binding instrument for 186 Parties(status:April 2023).Accordingly,among other responsibilities,countries are obliged to report the production...The Stockholm Convention on Persistent Organic Pollutants(POPs)is a legally binding instrument for 186 Parties(status:April 2023).Accordingly,among other responsibilities,countries are obliged to report the production,import,or export of the POPs listed in Annexes A,B,or C;provide information to registers;maintain inventories;and monitor the presence of POPs in the environment.In the broader context of international chemicals and waste management,producer responsibilities,harmonized reporting,and compliance with national and international regulations,Ecuador has addressed the newly listed group of perfluorinated alkyl substances(PFAS)in its national implementation plan and sent selected products from its national market for PFAS analysis.The products analyzed came from the initially listed fields of specific exemptions and acceptable purposes,including:fire-fighting foams;photographic aids;greasers/degreasers;various kinds of paper/packaging;textiles;and leather,coatings,cleaners,metal plating,and pesticides.Our results showed that the three PFAS presently listed in the Stockholm Convention could be quantified in only a few samples;additional PFAS,not yet listed in the Convention also had low detection frequencies.Although the number of samples was limited,the samples covered a large spectrum of sample matrices,making it possible to conclude that—once these products become waste and are regulated under the Basel Convention—they would not constitute a disposal problem.Nevertheless,verification of the presence of PFAS in products on the market is expected to pose an analytical challenge for both,developed and developing countries.展开更多

文摘As a key document in the international human rights legal system,the Convention on the Rights of Persons with Disabilities establishes the principles of non-discrimination and equal protection in the guarantee of the rights and interests of persons with disabilities and sets a standardized framework for the global construction of barrier-free environments.China’s first special legislation focusing on the field of barrier-free construction—the Law of the People’s Republic of China on the Construction of a Barrier-free Environment,emphasizes in its legislative purpose the elimination of social participation barriers for persons with disabilities.Through systematic institutional design,it incorporates the construction of barrier-free environments into the track of rule of law,marking an important transition in China from policy guidance to legal regulation in the field of protecting the rights and interests of special groups.It further reflects respect and protection for the rights of special groups and demonstrates China’s practice and promotion of the spirit of international human rights protection in the construction of barrier-free environments.The enactment of the Law of the People’s Republic of China on the Construction of a Barrier-free Environment is of great significance for studying how China implements the guiding principles of international treaties through domestic legislation and practice,enriches the theory of international law,and promotes the development of human rights protection practices.Under the joint action of these two laws,related policies,and international cooperation,China will continue improving the level of human rights protection and provide more Chinese wisdom and approach for the global human rights cause.

文摘Wetlands are important natural resources for humans and play an irreplaceable ecological function in the terrestrial ecosystem.To curb the continued loss of wetlands globally,international organizations and many countries have taken a series of major conservation and restoration measures.This work reviews these wetland conservation and restoration measures,interprets China’s wetland conservation and restoration management policies,and proposes that future research on wetland resources in China should be conducted from the aspects of international frontiers and national strategic plans,socioeconomics,and smart services.The results show that the 27 International Wetlands Days from 1997 to 2023 provided new goals and tasks for the protection and management of wetlands.The important topics and outcomes of the 14 Conferences of the Contracting Parties to the Convention on Wetlands from 1980 to 2022 provided new directions and new challenges for wetland development.In the future,we should enhance wetland ecological functions,promote sustainable wetland development,and overcome the technical bottleneck of fragile wetland ecosystem restoration.From 1992 to 2022,China embarked on a new phase of wetland protection and restoration.The overall experience of wetland protection and restoration in China has been formed through national strategic deployment,legal policy establishment,and project planning and implementation.The needs to provide for and plan the long-term protection of wetlands at the national level,to innovate restoration and management techniques and application systems,and to effectively address the complex issues of wetland protection and restoration through collaborative division of labor among multiple departments were emphasized.Research on the future trends of wetlands should be directed towards the exploration and practice of the United Nations Sustainable Development Goals and several international conventions in support of sustainable wetland development.Wetland protection,restoration,and management services should be promoted for national strategic needs and local,high-quality social and economic development.In addition,research on cross-integration and academic innovation should be enhanced for disciplinary development,global supervision,comprehensive assessment,and smart decision making.

文摘The development of the humanization of international law has driven innovations in consular law.Consular treaties traditionally governing consular relations among states have begun to incorporate provisions for the protection of individual rights.Article 36(1)of the Vienna Convention on Consular Relations is seen as a“rights-empowering”clause,endowing consular notification with dual rights attributes and obligations and triggering consular assistance and protection mechanisms.Bilateral consular practices of states have also led to the customary implementation of mandatory notification duties,with consular notification evolving into a widespread state practice.Human rights documents,represented by the core United Nations human rights treaties,have gradually incorporated consular notification provisions,further reinforcing its procedural value in the human rights law implementation mechanism.In death penalty cases,international human rights bodies have promoted the human rights enhancement of“consular access”through consular notification,with specific recommendations and information-sharing mechanisms that will significantly advance the human rights enhancement process of consular notification.

文摘Despite their strategic hydrological importance for neighbouring areas,the Polish Carpathians are experiencing spatial chaos,which may weaken their adaptability to the progressive climate change.The article attempts to answer the question of whether spatial planning,which is supposed to guarantee spatial order,fulfils its role and whether the knowledge of the natural conditions of spatial development is respected in the spatial planning process.Using GIS techniques,up to 238 communes were analysed in terms of their spatial coverage,the degree of scattered settlement,and the violation of natural barriers by location of buildings in areas that are threatened with mass movements or floods;by settlement on excessively inclined slopes and in areas with adverse climatic conditions.Spearman non-parametric rank correlation analysis and the multidimensional Principal Component Analysis(PCA)technique were performed to investigate relations between spatial chaos indicators and the planning situation.The analysis of the data has revealed that spatial planning does not fulfil its role.Serious errors in location of buildings have been noted even though the communes are covered by local spatial development plans.Scientific knowledge is not sufficiently transferred into planning documents,and bottom-up initiatives cannot replace systemic solutions.There is a need for strengthening the role of environmental studies documents in the spatial planning system.This would facilitate the transfer of scientific knowledge into the planning process and help to protect mountain areas.The development of a special spatial strategy for the Polish Carpathians in compliance with the Carpathian Convention is also recommended.

文摘The Stockholm Convention on Persistent Organic Pollutants(POPs)is a legally binding instrument for 186 Parties(status:April 2023).Accordingly,among other responsibilities,countries are obliged to report the production,import,or export of the POPs listed in Annexes A,B,or C;provide information to registers;maintain inventories;and monitor the presence of POPs in the environment.In the broader context of international chemicals and waste management,producer responsibilities,harmonized reporting,and compliance with national and international regulations,Ecuador has addressed the newly listed group of perfluorinated alkyl substances(PFAS)in its national implementation plan and sent selected products from its national market for PFAS analysis.The products analyzed came from the initially listed fields of specific exemptions and acceptable purposes,including:fire-fighting foams;photographic aids;greasers/degreasers;various kinds of paper/packaging;textiles;and leather,coatings,cleaners,metal plating,and pesticides.Our results showed that the three PFAS presently listed in the Stockholm Convention could be quantified in only a few samples;additional PFAS,not yet listed in the Convention also had low detection frequencies.Although the number of samples was limited,the samples covered a large spectrum of sample matrices,making it possible to conclude that—once these products become waste and are regulated under the Basel Convention—they would not constitute a disposal problem.Nevertheless,verification of the presence of PFAS in products on the market is expected to pose an analytical challenge for both,developed and developing countries.

文摘The archaic functional vocabulary is highly with the legal features of formality and conservativeness and still holding a place in legal English.The Berne Convention is a good example to study the use and translation of the archaic functional vocabulary.By studying what archaic functional words or phrases are used in the Berne Convention,their meanings and the different use frequencies of them between the Berne Convention and the Copy Right Law of PRC,it has been found that arhcaic adverbs are used of low frequency,while some adjectives or adjectival groups as well as some prepositions or prepositional phrases are used of high frequencies.The use frequencies of the archaic functional vocabulary is higher in the Berne Convention than those in the Copy Right law of PRC.Some suggestions can be put forward to help improve translating Chinese legal documents into English or writing English legal documents.
文摘N,N-dialkylaminoethane-2-sulfonic acids are environmental marker compounds of V type nerve agents,hence analysis of them is very important for verification of the chemical weapons convention(CWC).In this article,liquid chromatography-high resolution time of flight mass spectrometry coupled with accurate mass measurement were used to discriminate N,N-disopropyl aminoethane-2-sulfonic acid and a CWC non-related compound 3-(N-Morpholino)propanesulfonic acid in Water.The method was fast,simple and accurate,proving that high resolution mass spectrometry is a good technique for the analysis of unknown toxicant.
