Plant melatonin is typically synthesized in organelles termed chloroplasts, and the mechanisms of its synthesis and metabolic pathways have been extensively studied. Melatonin serves a significant regulatory function in plant growth and development, influencing the morphological and physiological characteristics of plants by modulating biological processes. While studies on plant melatonin receptors are in their early stages compared to studies in animal receptors, the binding mechanism with melatonin is now recognized as the key initiating step that triggers a series of downstream protective effects. This suggests that melatonin in plants may exert its effects through two main modes of target binding. The CAND2/PMTR1 protein binds to melatonin with a high degree of affinity. This binding activates downstream heterotrimeric G proteins, which trigger rapid intracellular signaling cascades. These cascades include activating the MAPK pathway and modulating ion channel activity. This action swiftly regulates stomatal closure in response to physiological processes such as drought stress. Additionally, melatonin has been demonstrated to regulate the plant stress response through two main mechanisms. First, it directly inhibits the accumulation of reactive oxygen species. Second, it indirectly influences the stress response pathways. This paper examines plant melatonin from three perspectives: the synthesis pathways of melatonin, its effects on plant growth, and its applications in plants under stress. Under the“dual carbon”goal,local governments in China have strategically focused on enhancing capital utilization efficiency and enforcing environmental regulations to improve carbon emission performance.This dual a...Under the“dual carbon”goal,local governments in China have strategically focused on enhancing capital utilization efficiency and enforcing environmental regulations to improve carbon emission performance.This dual approach targets the intertwined challenges of economic development and environmental protection.Utilizing data from 266 prefecture-level cities in China from 2007 to 2019,this study systematically investigates the effects of capital matching and environmental regulation on carbon emission performance through the spatial Durbin model and the instrumental variable method.The results indicate that both capital matching and environmental regulation significantly enhance carbon emission performance.Capital matching demonstrates positive spatial spillover effects,whereas environmental regulation exhibits negative spatial spillover effects.Furthermore,there are synergistic effects between capital matching and environmental regulation that jointly enhance carbon emission performance.To address potential biases caused by endogenous environmental regulation,the study uses the proportion of environment-related words in provincial government work reports as an instrumental variable for environmental regulation.Additionally,to capture the heterogeneity in the environmental governance willingness and intensity of prefecture-level municipal governments,the study constructs heterogeneous instrumental variables.These variables are derived by multiplying the proportion of a prefecture-level city’s total industrial output value to the province’s total industrial output value with the proportion of environment-related words in the provincial government work reports.Analyses based on these instrumental variables reveal that endogenous issues in environmental regulation lead to an overestimation of its positive impact on carbon emission performance.展开更多

The effects of environmental regulation on industrial competitiveness are largely subject to the institutional design of environmental regulation. Despite numerous studies on the relationship between environmental regulation and industrial competitiveness, a consensus has yet to be reached. Aside from differences in research methodology, these studies failed to give sufficient consideration to the impact of environmental regulation on industrial competitiveness. Such effects can be negative or positive depending on the design of environmental regulatory policy. This paper has investigated the relationship between environmental regulation and the competitiveness of China's iron and steel industry and discovered that tighter environmental regulation does not diminish the competitiveness of the iron and steel industry since the policy design of environmental regulation accommodates the tolerance of advanced production capacity and includes a reasonable cost sharing mechanism. This discovery is of important reference for China to develop rational policy design to balance the relationship between environmental regulation and industrial competitiveness.展开更多

By estimating China's pollution treatment productivity between 2001 and 2008 and analyzing environmental regulation intensity and the effects of the relevant factors and pollution treatment productivity using panel data, this paper discovers that (1) pollution treatment productivity contributed a significant share of about 40% to industrial environmental TFP during the investigation period; (2) environmental regulation may not necessarily cause adverse impacts on pollution treatment efficiency and productivity but demonstrates a U-shaped relationship: when the share of pollution treatment cost in industrial value-added is above the range of 3.8%-5.1%, environmental regulation is likely to promote pollution treatment productivity and thus environmental TFP Judging by the estimation result, enhancing environmental protection and expediting the development of ecological civilization are conducive to China "s economic transition towards an intensive, efficient, circular, and sustainable development pattern. China's current industrial development has the capacity to tolerate a rather demanding level of pollution treatment and management and China needs to further rely on energy conservation and the environmental production industries to promote the progress of pollution treatment technologies.展开更多

From the perspective of technological innovation, on the basis of the data of time series from 1985 to 2014 in Beijing, China,this article empirically analyzed the relationship between environmental regulation and carbon emissions through VAR model, impulse response function, and variance decomposition. It is concluded that in a short term, environmental regulation has an inhibitory effect on carbon emissions and technological innovation and has a positive effect on industrial structure. In a long term,environmental regulation can enhance the technological innovation and reduce the effect of carbon emissions, which may even eliminate it. Generally, environmental regulation and technological innovation have a greater impact on carbon dioxide emissions, while the industrial structure has a relatively small effect. Given the vital importance of global value chains(GVCs)position for a country's international competitiveness,this paper tries to investigate the impacts of environmental regulation on the GVCs position of China...Given the vital importance of global value chains(GVCs)position for a country's international competitiveness,this paper tries to investigate the impacts of environmental regulation on the GVCs position of China's industrial sector.Using the latest value-added decomposition method,we first measure the GVCs position of China's industrial sector from 2003 to 2014.Subsequently,both two-stage least squares(2 SLS)method with panel data and mediating effect model are employed to empirically examine the effects of environmental regulation on China's position in GVCs.The results indicate that environmental regulation has significantly upgraded the GVCs position of China's industrial sector,and the effect is more evident for the sub-sectors with originally lower GVCs position.The mediation effect test shows that increasing R&D investment is an important channel through which environmental regulation affects the GVCs position of China's industrial sector,which verifies the existence of the Porter hypothesis.Further analysis finds that the enhancement of GVCs position of China's industrial sector caused by environmental regulation is mainly achieved through reducing the backward GVCs position.展开更多
Since the 2010 s, the authorities of Guangdong province and local governments have enhanced law enforcement and environmental regulations to abolish open burning, acid washing, and other uncontrolled e-waste recycling...Since the 2010 s, the authorities of Guangdong province and local governments have enhanced law enforcement and environmental regulations to abolish open burning, acid washing, and other uncontrolled e-waste recycling activities. In this study, ambient air and indoor dust near different kinds of e-waste recycling processes were collected in Guiyu and Qingyuan to investigate the pollution status of particles and polychlorinated dibenzo-pdioxins and furans(PCDD/Fs) after stricter environmental regulations. PM_(2.5) and PCDD/Fs both showed significantly reduced levels in the two regions compared with the documented data. The congener distribution and principal component analysis results also confirmed the significant differences between the current PCDD/Fs pollution characterizations and the historical ones. The estimated total intake doses via air inhalation and dust ingestion of children in the recycling region of Guiyu ranged from 10 to 32 pg TEQ/(kg·day), which far exceeded the tolerable daily intake(TDI) limit(1–4 pg TEQ/(kg·day). Although the measurements showed a significant reduction of the release of PCDD/Fs, the pollution status was still considered severe in Guiyu town after stricter regulations were implemented.展开更多

Besides,spatial lag model and spatial error model are built to empirically test the marginal effect of environmental regulation on carbon emissions and its spatial effect. The result shows that the influence trajectory of environmental regulation on carbon emissions performances inverted " U" type. It is " green paradox effect" before the inflection point and " reversed transmission reduction effect" after the inflection point. Moreover,the carbon emissions show significant spatial spillover effect. In order to achieve the desired effect of environmental regulation and promote carbon reduction,we should increase the environmental regulation intensity reasonably,select rational environmental regulation policy tools,and sufficiently consider the spatial spillover effect of carbon emissions.展开更多

The contamination of soil and groundwater with metals can mainly be attributed to human activities; therefore, risk assessments to characterize the nature and magnitude of risks to humans and ecological receptors from contaminants are important. Risk assessments are often iterative processes, which involve identification and filling data gap. Experimental samplings, geostatistical and multivariate statistical methods as well as multimedia risk assessment modeling are the three major methodologies used in the assessment of metal contamination in soil and groundwater.This review highlights a number of measurements for improving risk calculation methods and expounds scientific approaches that involve the identification of the major source of contamination, exposure pathways and bioavailability of metals. In general, risk assessments of metals in soil and groundwater worldwide are mainly focused on the levels of contamination, identification of exposure pathways, and prediction of the probability of contamination. To date, very limited studies have reported the development of relevant environmental laws and policies in the regulation of soil and groundwater contamination in Asia. The development, variations and limitations in the regulations of soil and groundwater contamination among developed countries may provide helpful guidance for the developing countries in Asia.展开更多
The continuous progress of industrialization is a fundamental cause of China’s increasingly severe environmental pollution problem.Improving the efficiency of industrial pollution control is an inevitable choice to e...The continuous progress of industrialization is a fundamental cause of China’s increasingly severe environmental pollution problem.Improving the efficiency of industrial pollution control is an inevitable choice to effectively decrease pollution emissions,thus winning the battle of pollution prevention and control.In this paper,we used the stochastic frontier analysis(SFA)model to measure the provincial efficiency of industrial pollution control based on the input and output data of industrial pollution control of 29 administrative provinces in China from 2000 to 2017.On this basis,a spatial econometric model was used to explore the influence of environmental regulation intensity on the efficiency of industrial pollution control.In addition,the spatial spillover effect of pollution reduction was thoroughly examined.The results show that:(1)The efficiency of industrial pollution control in China has improved year by year,but the overall efficiency is still low,with the average value increasing from 0.165 in 2000 to 0.309 in 2017.Furthermore,there is significant regional heterogeneity with the highest efficiency level in the east and lowest efficiency level in the west.(2)By increasing the financial and material input,the efficiency of industrial pollution control has increased.However,the increase of human input has not been so helpful.(3)The global Moran’s I index is significantly greater than zero,indicating a strong spatial correlation and agglomeration in the efficiency of industrial pollution control,which is reflected in high-high agglomeration in the eastern region and low-low agglomeration in the western region.(4)Stringent environmental regulation has a positive effect on improving the efficiency of industrial pollution control.It also imposes a positive spatial spillover effect,indicating a strategic interaction and coordination of regional pollution control.In line with this,related proposals have been made to optimize the investment structure for environmental pollution control,establish a flow mechanism for the factor market,and strengthen the environmental responsibility awareness of state-owned enterprises.On this basis,we expect to provide a policy for improving the efficiency of industrial pollution control and promoting regional joint pollution control in China.展开更多
In discussing the policy effects of environmental regulation,we should focus not only on whether environmental regulation helps improve the environmental and economic performance of firms,but also on how such improvem...In discussing the policy effects of environmental regulation,we should focus not only on whether environmental regulation helps improve the environmental and economic performance of firms,but also on how such improvement is materialized,i.e.whether the obsolete mode of production is reversed.After matching the database of China’s industrial enterprises with that of pollution emissions from these industrial enterprises,this paper identifies the asymmetric scope of clean production standards to test the effect of environmental regulation on the total factor productivity(TFP)of the industrial enterprises.Our empirical research finds that the implementation of clean production standards may induce TFP improvement.However,such improvement only occurs for polluters who cannot or who barely meet clean production standards and does little to improve the production standards of polluters with low pollution emission,reflecting the yardstick phenomenon of the asymmetric environmental regulation policy effect:While polluters are forced to improve,clean enterprises that pollute less are more likely to take no action.Further research finds that such TFP improvement is materialized primarily by means of overall firm optimization;the compensation effect is insignificant and does not reverse the backward mode of production.Polluters cope with the implementation of clean production standards by purchasing more equipment and expanding capacity,which adds to the tension between the expansion of capacity and the abatement of pollution emission.展开更多
As a unique environmental regulation in China,the official accountability audit was piloted in 2014.With a focus on prioritizing the ecological environment,officials in pilot districts have implemented economic constr...As a unique environmental regulation in China,the official accountability audit was piloted in 2014.With a focus on prioritizing the ecological environment,officials in pilot districts have implemented economic construction,adjusted industrial structures,and promoted coordinated development between the economy and environment.The effects of implementation have garnered widespread attention from society.However,there is limited research on the impact of an accountability audit on industrial structure adjustments.Using the“Accountability Audit of Officials for Natural Resource Assets(Trial)”released in 2015 as a quasi-natural experiment,this study collected panel data from 279 cities between 2013 and 2017.It then empirically analyzed the impact mechanism and effects of the accountability audit on industrial structure adjustment using the Propensity Score Matching and Difference-in-Differences model.The research findings indicate that the accountability audit directly impacted industrial structure adjustment,promoting the upgrading of the primary industry to the secondary industry and restricting the development of the tertiary industry.In addition,the audit is beneficial for enterprise entry,but not conducive to technological innovation,and has no significant impact on foreign direct investment.This conclusion fills a gap in the existing research and provides valuable insights for policymakers.展开更多

The study analyses the theoretical mechanism through which environmental regulation affects the dairy industry’s technological progress,with a particular focus on how the effect is conditional on farm size.Using the ...The study analyses the theoretical mechanism through which environmental regulation affects the dairy industry’s technological progress,with a particular focus on how the effect is conditional on farm size.Using the input–output data of dairy farms of different sizes from 2009 to 2019 in 10 Chinese provinces/autonomous regions in China and the quantitative measurement index of environmental regulation,the study estimates environmental regulation’s heterogeneous influences on the dairy industry’s technological progress by dynamic panel data models.The empirical results suggest that,first,environmental regulation has a U-type influence on the technological progress of dairy farming.The U-type influence means moving from pollution control’s high cost and low technology progress to the high profit and high innovation input generated by optimizing the breeding structure.Second,the promotion of dairy farming technology depends on farm size.The effect of environmental regulation on technological progress in moderately large-farms showed a U-type relationship.In contrast,the effect in free-range and large-size dairy farms showed a linear and positive relationship.The government should further strengthen environmental regulation based on advancing moderately large-farms in compliance with market mechanisms in the long run.Particular attention should be paid to the forms of environmental regulation so that dairy cattle breeding technology can break through the inflection point of the“U”curve as soon as possible and ensure the significance of the rising stage.Along the way,technical support should be provided for realizing environmental protection and economic growth.展开更多

Based on "Porter Hypothesis", it empirically examines the relationship between environmental regulation intensity and regional technology innovation using the eastern and mid-China region's provincial panel data from 2005 to 2013 and panel data method. The results show that:(1) In the eastern and central regions, the relationship between the intensity of environmental regulation and technological innovation presents a "U" shape, and "Porter Hypothesis" can be verifi ed;(2) The eastern region can break "U" infl ection point earlier than the central region. Therefore, the government should not only strengthen the intensity of environmental regulation, but also pay attention to environmental regulation form, formulate reasonable environmental regulation policy, actively guide the enterprises to seek out technology innovation in order to realize win-win situation of environmental protection and economic development.展开更多

文摘Under the“dual carbon”goal,local governments in China have strategically focused on enhancing capital utilization efficiency and enforcing environmental regulations to improve carbon emission performance.This dual approach targets the intertwined challenges of economic development and environmental protection.Utilizing data from 266 prefecture-level cities in China from 2007 to 2019,this study systematically investigates the effects of capital matching and environmental regulation on carbon emission performance through the spatial Durbin model and the instrumental variable method.The results indicate that both capital matching and environmental regulation significantly enhance carbon emission performance.Capital matching demonstrates positive spatial spillover effects,whereas environmental regulation exhibits negative spatial spillover effects.Furthermore,there are synergistic effects between capital matching and environmental regulation that jointly enhance carbon emission performance.To address potential biases caused by endogenous environmental regulation,the study uses the proportion of environment-related words in provincial government work reports as an instrumental variable for environmental regulation.Additionally,to capture the heterogeneity in the environmental governance willingness and intensity of prefecture-level municipal governments,the study constructs heterogeneous instrumental variables.These variables are derived by multiplying the proportion of a prefecture-level city’s total industrial output value to the province’s total industrial output value with the proportion of environment-related words in the provincial government work reports.Analyses based on these instrumental variables reveal that endogenous issues in environmental regulation lead to an overestimation of its positive impact on carbon emission performance.
文摘China's economic growth is heavily influenced by exports, while reconciling environmental regulation and economic growth requires handling the relationship between environmental regulation and industrial competitiveness well. The effects of environmental regulation on industrial competitiveness are largely subject to the institutional design of environmental regulation. Despite numerous studies on the relationship between environmental regulation and industrial competitiveness, a consensus has yet to be reached. Aside from differences in research methodology, these studies failed to give sufficient consideration to the impact of environmental regulation on industrial competitiveness. Such effects can be negative or positive depending on the design of environmental regulatory policy. This paper has investigated the relationship between environmental regulation and the competitiveness of China's iron and steel industry and discovered that tighter environmental regulation does not diminish the competitiveness of the iron and steel industry since the policy design of environmental regulation accommodates the tolerance of advanced production capacity and includes a reasonable cost sharing mechanism. This discovery is of important reference for China to develop rational policy design to balance the relationship between environmental regulation and industrial competitiveness.
文摘Amidst growing environmental protection intensity by the Chinese government, this paper investigates the effects of environmental regulation on China's industrial pollution treatment productivity and environmental TFP. By estimating China's pollution treatment productivity between 2001 and 2008 and analyzing environmental regulation intensity and the effects of the relevant factors and pollution treatment productivity using panel data, this paper discovers that (1) pollution treatment productivity contributed a significant share of about 40% to industrial environmental TFP during the investigation period; (2) environmental regulation may not necessarily cause adverse impacts on pollution treatment efficiency and productivity but demonstrates a U-shaped relationship: when the share of pollution treatment cost in industrial value-added is above the range of 3.8%-5.1%, environmental regulation is likely to promote pollution treatment productivity and thus environmental TFP Judging by the estimation result, enhancing environmental protection and expediting the development of ecological civilization are conducive to China "s economic transition towards an intensive, efficient, circular, and sustainable development pattern. China's current industrial development has the capacity to tolerate a rather demanding level of pollution treatment and management and China needs to further rely on energy conservation and the environmental production industries to promote the progress of pollution treatment technologies.

文摘This research analyzes the effects of various environmental regulatory strategies on ecological technology diffusion efficiency(ETDE)across 30 Chinese provinces.It explores the roles of market type(MER),command control type(CER),and environmental protection type(EER)environmental regulations,alongside the moderating influences of industrial agglomeration(Agg),low-carbon pilot policy(Lcp),fiscal decentralization(FD),and official corruption(Cor)on ETDE.Results show that EER positively affects ETDE,whereas MER and CER tend to inhibit its improvement.The study underscores the complex interplay between these regulations and the significant impact of Agg and Lcp in enhancing ER's effectiveness.Additionally,it highlights the critical mediating roles of FD and Cor,suggesting that the quality of government operations profoundly influences the success of environmental regulations in promoting ecological technology diffusion.These findings emphasize the necessity for tailored environmental regulation strategies that take into account regional economic,population,and digital economy differences,to effectively foster ecological technology diffusion and support China's green development goals.The study also proposes actionable insights for policymakers.

文摘The disordered emission of carbon dioxide is an important sign of market failure, making it a must to "unlock" the high emission effect of carbon dioxide by effective means. From the perspective of technological innovation, on the basis of the data of time series from 1985 to 2014 in Beijing, China,this article empirically analyzed the relationship between environmental regulation and carbon emissions through VAR model, impulse response function, and variance decomposition. It is concluded that in a short term, environmental regulation has an inhibitory effect on carbon emissions and technological innovation and has a positive effect on industrial structure. In a long term,environmental regulation can enhance the technological innovation and reduce the effect of carbon emissions, which may even eliminate it. Generally, environmental regulation and technological innovation have a greater impact on carbon dioxide emissions, while the industrial structure has a relatively small effect. Finally, the targeted countermeasures and suggestions are put forward.

文摘This paper uses the gravity model to examine the effect of environmental regulations on pork trade flows between different regions within China.We apply a linear programming tool to estimate pork trade flows from 2000 to 2008,and discuss the environmental acts on livestock pollution and income level to proxy environmental regulations.We use OLS regression and panel data with dummy variable in the cross-sectional GLS estimation.Our results indicate that the gap of environmental regulations between trade partners has a positive relationship with pork trade flows,and the difference in environmental regulations changes the traditional comparative advantage pattern to some extent.This paper provides convincing evidence for the pollution haven effect on livestock in China.

文摘Given the vital importance of global value chains(GVCs)position for a country's international competitiveness,this paper tries to investigate the impacts of environmental regulation on the GVCs position of China's industrial sector.Using the latest value-added decomposition method,we first measure the GVCs position of China's industrial sector from 2003 to 2014.Subsequently,both two-stage least squares(2 SLS)method with panel data and mediating effect model are employed to empirically examine the effects of environmental regulation on China's position in GVCs.The results indicate that environmental regulation has significantly upgraded the GVCs position of China's industrial sector,and the effect is more evident for the sub-sectors with originally lower GVCs position.The mediation effect test shows that increasing R&D investment is an important channel through which environmental regulation affects the GVCs position of China's industrial sector,which verifies the existence of the Porter hypothesis.Further analysis finds that the enhancement of GVCs position of China's industrial sector caused by environmental regulation is mainly achieved through reducing the backward GVCs position.

文摘Since the 2010 s, the authorities of Guangdong province and local governments have enhanced law enforcement and environmental regulations to abolish open burning, acid washing, and other uncontrolled e-waste recycling activities. In this study, ambient air and indoor dust near different kinds of e-waste recycling processes were collected in Guiyu and Qingyuan to investigate the pollution status of particles and polychlorinated dibenzo-pdioxins and furans(PCDD/Fs) after stricter environmental regulations. PM_(2.5) and PCDD/Fs both showed significantly reduced levels in the two regions compared with the documented data. The congener distribution and principal component analysis results also confirmed the significant differences between the current PCDD/Fs pollution characterizations and the historical ones. The estimated total intake doses via air inhalation and dust ingestion of children in the recycling region of Guiyu ranged from 10 to 32 pg TEQ/(kg·day), which far exceeded the tolerable daily intake(TDI) limit(1–4 pg TEQ/(kg·day). Although the measurements showed a significant reduction of the release of PCDD/Fs, the pollution status was still considered severe in Guiyu town after stricter regulations were implemented.

文摘Based on Chinese provincial panel data from 2003 to 2014,the spatial dependence between the environment regulation and carbon emissions is tested by spatial autocorrelation analysis. Besides,spatial lag model and spatial error model are built to empirically test the marginal effect of environmental regulation on carbon emissions and its spatial effect. The result shows that the influence trajectory of environmental regulation on carbon emissions performances inverted " U" type. It is " green paradox effect" before the inflection point and " reversed transmission reduction effect" after the inflection point. Moreover,the carbon emissions show significant spatial spillover effect. In order to achieve the desired effect of environmental regulation and promote carbon reduction,we should increase the environmental regulation intensity reasonably,select rational environmental regulation policy tools,and sufficiently consider the spatial spillover effect of carbon emissions.
文摘Asia is experiencing a more rapid economic growth compared to any other regions. The contamination of soil and groundwater with metals can mainly be attributed to human activities; therefore, risk assessments to characterize the nature and magnitude of risks to humans and ecological receptors from contaminants are important. Risk assessments are often iterative processes, which involve identification and filling data gap. Experimental samplings, geostatistical and multivariate statistical methods as well as multimedia risk assessment modeling are the three major methodologies used in the assessment of metal contamination in soil and groundwater.This review highlights a number of measurements for improving risk calculation methods and expounds scientific approaches that involve the identification of the major source of contamination, exposure pathways and bioavailability of metals. In general, risk assessments of metals in soil and groundwater worldwide are mainly focused on the levels of contamination, identification of exposure pathways, and prediction of the probability of contamination. To date, very limited studies have reported the development of relevant environmental laws and policies in the regulation of soil and groundwater contamination in Asia. The development, variations and limitations in the regulations of soil and groundwater contamination among developed countries may provide helpful guidance for the developing countries in Asia.

文摘The continuous progress of industrialization is a fundamental cause of China’s increasingly severe environmental pollution problem.Improving the efficiency of industrial pollution control is an inevitable choice to effectively decrease pollution emissions,thus winning the battle of pollution prevention and control.In this paper,we used the stochastic frontier analysis(SFA)model to measure the provincial efficiency of industrial pollution control based on the input and output data of industrial pollution control of 29 administrative provinces in China from 2000 to 2017.On this basis,a spatial econometric model was used to explore the influence of environmental regulation intensity on the efficiency of industrial pollution control.In addition,the spatial spillover effect of pollution reduction was thoroughly examined.The results show that:(1)The efficiency of industrial pollution control in China has improved year by year,but the overall efficiency is still low,with the average value increasing from 0.165 in 2000 to 0.309 in 2017.Furthermore,there is significant regional heterogeneity with the highest efficiency level in the east and lowest efficiency level in the west.(2)By increasing the financial and material input,the efficiency of industrial pollution control has increased.However,the increase of human input has not been so helpful.(3)The global Moran’s I index is significantly greater than zero,indicating a strong spatial correlation and agglomeration in the efficiency of industrial pollution control,which is reflected in high-high agglomeration in the eastern region and low-low agglomeration in the western region.(4)Stringent environmental regulation has a positive effect on improving the efficiency of industrial pollution control.It also imposes a positive spatial spillover effect,indicating a strategic interaction and coordination of regional pollution control.In line with this,related proposals have been made to optimize the investment structure for environmental pollution control,establish a flow mechanism for the factor market,and strengthen the environmental responsibility awareness of state-owned enterprises.On this basis,we expect to provide a policy for improving the efficiency of industrial pollution control and promoting regional joint pollution control in China.
文摘In discussing the policy effects of environmental regulation,we should focus not only on whether environmental regulation helps improve the environmental and economic performance of firms,but also on how such improvement is materialized,i.e.whether the obsolete mode of production is reversed.After matching the database of China’s industrial enterprises with that of pollution emissions from these industrial enterprises,this paper identifies the asymmetric scope of clean production standards to test the effect of environmental regulation on the total factor productivity(TFP)of the industrial enterprises.Our empirical research finds that the implementation of clean production standards may induce TFP improvement.However,such improvement only occurs for polluters who cannot or who barely meet clean production standards and does little to improve the production standards of polluters with low pollution emission,reflecting the yardstick phenomenon of the asymmetric environmental regulation policy effect:While polluters are forced to improve,clean enterprises that pollute less are more likely to take no action.Further research finds that such TFP improvement is materialized primarily by means of overall firm optimization;the compensation effect is insignificant and does not reverse the backward mode of production.Polluters cope with the implementation of clean production standards by purchasing more equipment and expanding capacity,which adds to the tension between the expansion of capacity and the abatement of pollution emission.
文摘As a unique environmental regulation in China,the official accountability audit was piloted in 2014.With a focus on prioritizing the ecological environment,officials in pilot districts have implemented economic construction,adjusted industrial structures,and promoted coordinated development between the economy and environment.The effects of implementation have garnered widespread attention from society.However,there is limited research on the impact of an accountability audit on industrial structure adjustments.Using the“Accountability Audit of Officials for Natural Resource Assets(Trial)”released in 2015 as a quasi-natural experiment,this study collected panel data from 279 cities between 2013 and 2017.It then empirically analyzed the impact mechanism and effects of the accountability audit on industrial structure adjustment using the Propensity Score Matching and Difference-in-Differences model.The research findings indicate that the accountability audit directly impacted industrial structure adjustment,promoting the upgrading of the primary industry to the secondary industry and restricting the development of the tertiary industry.In addition,the audit is beneficial for enterprise entry,but not conducive to technological innovation,and has no significant impact on foreign direct investment.This conclusion fills a gap in the existing research and provides valuable insights for policymakers.

文摘The change in the quantity of cultivated land influences the structure,function and evolvement of ecosystem.The rational change in the quantity of cultivated land will be propitious to ecological security and sustainable development,and irrational change will deteriorate ecological environment.The concept of cultivated land quantity niche regulation was firstly put forward based on niche theory and the action-feedback mechanism between cultivated land quantity niche and cultivated land benefit niche.Then,the regulation measures of cultivated land quantity niche were brought forward in rural-urban area,agro-forest area and consolidation-reclamation-exploitation area.Finally,the ecological environmental effect after regulation was analyzed.The results show that different measures should be taken to regulate cultivated land quantity niche in different areas.The economic and social benefit niche of cultivated land should be promoted to regulate cultivated land quantity niche in rural-urban area and consolidation-reclamation-exploitation area.The social benefit niche of cultivated land should be reduced in agro-forest area.The regulation goal of cultivated land quantity niche will be attained by different measures.

文摘The study analyses the theoretical mechanism through which environmental regulation affects the dairy industry’s technological progress,with a particular focus on how the effect is conditional on farm size.Using the input–output data of dairy farms of different sizes from 2009 to 2019 in 10 Chinese provinces/autonomous regions in China and the quantitative measurement index of environmental regulation,the study estimates environmental regulation’s heterogeneous influences on the dairy industry’s technological progress by dynamic panel data models.The empirical results suggest that,first,environmental regulation has a U-type influence on the technological progress of dairy farming.The U-type influence means moving from pollution control’s high cost and low technology progress to the high profit and high innovation input generated by optimizing the breeding structure.Second,the promotion of dairy farming technology depends on farm size.The effect of environmental regulation on technological progress in moderately large-farms showed a U-type relationship.In contrast,the effect in free-range and large-size dairy farms showed a linear and positive relationship.The government should further strengthen environmental regulation based on advancing moderately large-farms in compliance with market mechanisms in the long run.Particular attention should be paid to the forms of environmental regulation so that dairy cattle breeding technology can break through the inflection point of the“U”curve as soon as possible and ensure the significance of the rising stage.Along the way,technical support should be provided for realizing environmental protection and economic growth.
文摘To achieve sustainable and healthy economic development,it is necessary for Chinese government to regulate the environment.Therefore,it has important significance to study the relationship between environmental regulation and economic growth.This paper deals with the method of measuring the Chinese provincial panel data from 2010 to 2018 to carry on the empirical analysis.The results show that environmental regulation in the eastern region has no significant negative effect for economic growth,to the central and western regions is a significant role in promoting economic growth.Finally,this article puts forward targeted policy suggestions based on the research results.
文摘This paper adopts the comprehensive index method to build environmental regulation intensity index. Based on "Porter Hypothesis", it empirically examines the relationship between environmental regulation intensity and regional technology innovation using the eastern and mid-China region's provincial panel data from 2005 to 2013 and panel data method. The results show that:(1) In the eastern and central regions, the relationship between the intensity of environmental regulation and technological innovation presents a "U" shape, and "Porter Hypothesis" can be verifi ed;(2) The eastern region can break "U" infl ection point earlier than the central region. Therefore, the government should not only strengthen the intensity of environmental regulation, but also pay attention to environmental regulation form, formulate reasonable environmental regulation policy, actively guide the enterprises to seek out technology innovation in order to realize win-win situation of environmental protection and economic development.
