Although progress has been made nationally in terms of drinking water coverage,access remains a significant challenge in Togo’s secondary cities,particularly in Noèpéand Kovié.These areas are experienc...Although progress has been made nationally in terms of drinking water coverage,access remains a significant challenge in Togo’s secondary cities,particularly in Noèpéand Kovié.These areas are experiencing rapid urbanization and sustained population growth,which is putting increasing pressure on often dilapidated infrastructure.This study aims to examine the institutional,regulatory and organizational mechanisms that shape water governance in Noèpéand Kovié,to identify the main obstacles and potential pathways towards equitable and sustainable access to drinking water.The research combined a literature review with qualitative fieldwork,including 67 semi-structured interviews and focus groups with institutional actors,municipal authorities and community association.Thematic analysis was used to triangulate institutional discourse,policy documents and community perspectives.The findings reveal that governance is hindered by institutional fragmentation,weak inter-institutional coordination,compounded by centralized governance.Community-based models,although widespread,suffer from lack of professionalization,financial fragility,weak community participation and conflicts interest.Infrastructure deficits,dependence on ad hoc external funding,and limited regulation exacerbate service inequalities.To address these challenges,this study concludes that water governance in secondary cities must be adapted to institutional and regulatory frameworks while taking local specifics into account.Strengthening institutional and community capacities,updating stakeholder mapping,developing participatory governance mechanisms and establishing shared governance mechanisms are essential.Local master plan aligned with urban planning strategies are recommended to anticipate demographic pressures and climate variability.Such reforms would help to ensure sustainable access to drinking water.展开更多
In the evolving global economy,China’s Outward Foreign Direct Investment(OFDI)holds increasing significance,specially within the context of the Belt and Road Initiative(BRI).Despite earlier studies have acknowledged ...In the evolving global economy,China’s Outward Foreign Direct Investment(OFDI)holds increasing significance,specially within the context of the Belt and Road Initiative(BRI).Despite earlier studies have acknowledged the role of governance quality in at-tracting Chinese OFDI,their explanatory capacity regarding human development has not received sufficient attention.This study ad-dresses this gap,investigating the relationship between Chinese OFDI and human development,emphasizing the governance quality’s moderating role.Using data from 122 BRI countries from 2004 to 2021,we employed the Panel Corrected Standard Error model through Prais-Winsten regression,complimented by robustness check via the Spatial Durbin Model.Our analysis revealed a significant positive relationship between Chinese OFDI and human development in BRI countries,indicating that Chinese investments act as cata-lysts for improved well-being.More importantly,governance quality plays a vital role in shaping this relationship,revealing that effect-ive governance enhanced the human development outcomes of OFDI.Post-hoc analysis of governance indicators,both as a composite index and individual dimensions,supported this finding.Regional heterogeneity analysis further showed that Chinese OFDI has stronger effects on Human Development Index(HDI)in Asia and Africa compared to Europe,Latin America,and Oceania.However,the moder-ating effect of governance quality seemed more prominent in Oceania and Latin America,indicating its role in fostering the benefits of Chinese investments in these regions.These findings hold implications for academia and policy,emphasizing the need for transparent,accountable,and effective governance to drive sustainable and inclusive human development within the BRI framework.展开更多

Community-pioneered Nature-based Solutions(NbS)have become the main strategies in climate adaptation,although the evidence of their effectiveness and the governing conditions is still fragmented across hazards,ecosyst...Community-pioneered Nature-based Solutions(NbS)have become the main strategies in climate adaptation,although the evidence of their effectiveness and the governing conditions is still fragmented across hazards,ecosystems,and disciplines.The current review is a synthesis of the worldwide empirical research based on the concept of community-led NbS,meaning those interventions where communities have significant decision-making power and responsibility concerning the design,stewardship,sharing of benefits,and learning.On a taxonomy that differentiates between proximal ecosystem functionality and hazard modulation and distal human vulnerability reduction,and procedural,distributional,and recognition justice,we systematize the evidence-based findings according to hazardecosystem-intervention type(coastal storms and sea-level rise,flooding,drought and water insecurity,urban heat,and emerging compound risks)and we compare the outcomes.The results are reported to have the co-benefits of biodiversity gain,livelihood diversification,and better well-being,though they can be neutralized by elite capture,exclusion,tenure insecurity,as well as,in cities,green gentrification and displacement.The analysis of governance indicates repeating bundles related to longer-lasting and fairer results:hedge rights and tenure,community-enforceable and legitimizing representation institutions,financing institutions with longer horizons of maintenance and active adaptation,protection,and grievance,ethical supervision,and data governance.Our findings conclude that to scale community-led NbS,we need to switch the targets of areas to the target of governance quality and design of evaluation that would connect a change in the ecosystem to lived risk reduction and distributional change.展开更多

Background Clinical brain-computer interface(BCI)for mental disorders is an emerging interdisciplinary research field,posing new ethical concerns and challenges,yet lacking practical ethical governance guidelines for ...Background Clinical brain-computer interface(BCI)for mental disorders is an emerging interdisciplinary research field,posing new ethical concerns and challenges,yet lacking practical ethical governance guidelines for stakeholders and the entire community.Aims This study aims to establish a multidisciplinary consensus of principles for ethical governance of clinical BCI research for mental disorders and offer practical ethical guidance to stakeholders involved.Methods A systematic literature review,symposium and roundtable discussions,and a pre-Delphi(round 0)survey were conducted to form the questionnaire for the three-round modified Delphi study.Two rounds of surveys,followed by a third round of independent interviews of 25 experts from BCI-related research domains,were involved.We conducted quantitative analysis of responses and agreements among experts to reveal the consensus and differences regarding the ethical governance of mental BCI research from a multidisciplinary perspective.Results The Delphi panel emphasised important concerns of ethical review practices and ethical principles within the BCI context,identified qualified and highly influential institutions and personnel in conducting and advancing clinical BCI research,and recognised prioritised aspects in the risk-benefit evaluation.Experts expressed diverse opinions on specific ethical concerns,including concerns about invasive technology,its impact on humanity and potential social consequences.Agreement was reached that the practices of ethical governance of clinical BCI for mental disorders should focus on patient voluntariness,autonomy,long-term effects and related assessments of BCI interventions,as well as privacy protection,transparent reporting and ensuring that the research is conducted in qualified institutions with strong data security.Conclusions Ethical governance of clinical research on BCI for mental disorders should include interdisciplinary experts to balance various needs and incorporate the expertise of different stakeholders to avoid serious ethical issues.It requires scientifically grounded approaches,continuous monitoring and interdisciplinary collaboration to ensure evidence-based policies,comprehensive risk assessments and transparency,thereby promoting responsible innovations and protecting patient rights and well-being.展开更多

文摘In the evolving global economy,China’s Outward Foreign Direct Investment(OFDI)holds increasing significance,specially within the context of the Belt and Road Initiative(BRI).Despite earlier studies have acknowledged the role of governance quality in at-tracting Chinese OFDI,their explanatory capacity regarding human development has not received sufficient attention.This study ad-dresses this gap,investigating the relationship between Chinese OFDI and human development,emphasizing the governance quality’s moderating role.Using data from 122 BRI countries from 2004 to 2021,we employed the Panel Corrected Standard Error model through Prais-Winsten regression,complimented by robustness check via the Spatial Durbin Model.Our analysis revealed a significant positive relationship between Chinese OFDI and human development in BRI countries,indicating that Chinese investments act as cata-lysts for improved well-being.More importantly,governance quality plays a vital role in shaping this relationship,revealing that effect-ive governance enhanced the human development outcomes of OFDI.Post-hoc analysis of governance indicators,both as a composite index and individual dimensions,supported this finding.Regional heterogeneity analysis further showed that Chinese OFDI has stronger effects on Human Development Index(HDI)in Asia and Africa compared to Europe,Latin America,and Oceania.However,the moder-ating effect of governance quality seemed more prominent in Oceania and Latin America,indicating its role in fostering the benefits of Chinese investments in these regions.These findings hold implications for academia and policy,emphasizing the need for transparent,accountable,and effective governance to drive sustainable and inclusive human development within the BRI framework.

文摘Community-pioneered Nature-based Solutions(NbS)have become the main strategies in climate adaptation,although the evidence of their effectiveness and the governing conditions is still fragmented across hazards,ecosystems,and disciplines.The current review is a synthesis of the worldwide empirical research based on the concept of community-led NbS,meaning those interventions where communities have significant decision-making power and responsibility concerning the design,stewardship,sharing of benefits,and learning.On a taxonomy that differentiates between proximal ecosystem functionality and hazard modulation and distal human vulnerability reduction,and procedural,distributional,and recognition justice,we systematize the evidence-based findings according to hazardecosystem-intervention type(coastal storms and sea-level rise,flooding,drought and water insecurity,urban heat,and emerging compound risks)and we compare the outcomes.The results are reported to have the co-benefits of biodiversity gain,livelihood diversification,and better well-being,though they can be neutralized by elite capture,exclusion,tenure insecurity,as well as,in cities,green gentrification and displacement.The analysis of governance indicates repeating bundles related to longer-lasting and fairer results:hedge rights and tenure,community-enforceable and legitimizing representation institutions,financing institutions with longer horizons of maintenance and active adaptation,protection,and grievance,ethical supervision,and data governance.Our findings conclude that to scale community-led NbS,we need to switch the targets of areas to the target of governance quality and design of evaluation that would connect a change in the ecosystem to lived risk reduction and distributional change.

文摘Rapid urbanization and digital transformation are reshaping how cities address challenges related to security,governance,and sustainable development.Geospatial information technology(GIT)has become a base infrastructure for smart cities,where the gathering,synthesis,and examination of spatially explicit information are used to deliver data to make decisions in cities.Even after its increasing significance,the current body of research on geospatial innovation is still divided into the spheres of urban security,spatial governance,and smart city development.Such fragmentation restricts the integration of theoretical work,as well as limits the possibility of developing coherent policies and governance institutions.This article includes a systematic and integrative review of innovation in geospatial information technology to analyze the relationship between technological,data-driven,and institutional innovation and urban security practices,spatial governance processes,and smart city initiatives.Based on peer-reviewed sources on urban studies,geography,planning,and information science,the review generalizes the main trends in real-time spatial analytics,artificial intelligence,participatory geospatial platforms,and urban digital twins.The review shows that geospatial systems facilitate anticipatory governance,cross-sector coordination,and evidence-based urban management,and that it provides an integrative conceptual lens on the existing literature on smart cities and urban governance,as it positions geospatial information technology as a socio-technical infrastructure,as opposed to a technical tool.The paper recognizes the voids in critical research and the directions into the future on how to build ethical,inclusive,and context-sensitive geospatial systems that can allow the creation of secure,governable,and sustainable urban futures.

文摘China’s environmental governance strategy provides a distinctive pathway for integrating sustainable development into national policy.Understanding its policy trajectory is essential for assessing China’s contribution to global sustainable development and the United Nations Sustainable Development Goals(SDGs).This study constructs a comprehensive database of 425 national environmental governance policy documents issued between 1978 and 2022 and applies Latent Dirichlet Allocation(LDA)modeling to examine the evolution of policy themes and discourse.The results show that China’s environmental governance has undergone four stages-initial exploration,detailed development,transformative leap,and diverse prosperity-reflecting a progressive shift toward more integrated and coordinated governance.Policy priorities have evolved from a primary focus on pollution control and energy transition to an emphasis on institutional construction and organizational reform,thereby strengthening alignment with the SDGs.This transformation is characterized by recurring developmental themes and increasingly preventive,forward-looking,and system-oriented governance approaches.Moreover,the co-evolution of policy concepts and implementation has driven a transition from localized,end-of-pipe responses to comprehensive governance frameworks,alongside a shift from normative guidance towards effectiveness-oriented policy design.By employing a data-driven text analysis approach,this study offers a systematic framework for tracing long-term policy evolution and assessing its implications for sustainable development.

文摘Two international conferences in November 2025 jointly outlined a profound transformation of climate governance.The Committee on Trade and Environment(CTE)of the World Trade Organization(WTO)held a conference in Geneva,Switzerland,on November 4,where the topic of cooperation on trade-related carbon standards aroused heated discussions.The Leaders'Summit of the 30th Conference of the Parties(COP)to the UN Framework Convention on Climate Change(UNFCCC)was held in Belém,Brazil,on November 7.At the meeting,the Open Coalition on Compliance Carbon Markets was officially launched with the initial membership of 11 economies including Brazil,China,and the EU.As the world's first transnational alliance on compliant carbon markets,the coalition aims to coordinate carbon pricing mechanisms,emission trading systems and related policies in various countries,and realize the interconnection of global compliance carbon market networks.
文摘There is a growing recognition of the critical role of security governance in advancing democratic transition in the post-conflict environment.Despite such a recognition,the security sector reform concept has overshadowed the importance of the overarching strategic role of security governance in transition to democracy,particularly in Africa.This paper assesses the status and challenges facing security governance and how they thwarted the efforts to furthering the democratic transition in South Sudan.The paper shows a deterioration in security,safety and security governance outcomes since the independence of South Sudan in 2011 with such a trend unlikely to be abated in the near future without strategic interventions.Some of the challenges facing security governance in South Sudan include the legacies of some historical events including the“Big Tent Policy”,absence of strategic leadership,lack of overarching policy framework,impractical and tenuous security arrangements in the 2018 peace agreement,persistent postponement of the first elections,and dysfunctional justice sector.The paper provides some strategic and operational recommendations to improve security governance and advance democratic transition in South Sudan.These recommendations include formulation of an inclusive and people-centered national security policy,rigorous judicial reform,and early political agreement on new political infrastructure if conditions for holding the first national elections are not met in 2026.

文摘River ethics,a significant advancement inspired by Chinese President XI Jinping's ecological civilization thought,embodies the philosophical essence of river governance and represents a legacy of innovation by generations of water resources professionals.Rooted in river ecology,it offers a framework for advancing modern water governance systems and capabilities.This paper examines eight dimensions of river ethics to provide actionable recommendations:enhancing knowledge systems on water,rivers,and lakes;addressing critical challenges in water governance to strengthen the foundational role of water authorities in ensuring water security,resource management,ecological sustainability and environmental protection;optimizing water project planning to mitigate ecological impacts;ensuring high standards in the lifecycle management of water projects;refining water diversion strategies for precise scheduling;utilizing ecosystem complexity for river and lake restoration;implementing tiered management of water-related disasters;and driving reforms to modernize water governance systems and mechanisms.

文摘Background Clinical brain-computer interface(BCI)for mental disorders is an emerging interdisciplinary research field,posing new ethical concerns and challenges,yet lacking practical ethical governance guidelines for stakeholders and the entire community.Aims This study aims to establish a multidisciplinary consensus of principles for ethical governance of clinical BCI research for mental disorders and offer practical ethical guidance to stakeholders involved.Methods A systematic literature review,symposium and roundtable discussions,and a pre-Delphi(round 0)survey were conducted to form the questionnaire for the three-round modified Delphi study.Two rounds of surveys,followed by a third round of independent interviews of 25 experts from BCI-related research domains,were involved.We conducted quantitative analysis of responses and agreements among experts to reveal the consensus and differences regarding the ethical governance of mental BCI research from a multidisciplinary perspective.Results The Delphi panel emphasised important concerns of ethical review practices and ethical principles within the BCI context,identified qualified and highly influential institutions and personnel in conducting and advancing clinical BCI research,and recognised prioritised aspects in the risk-benefit evaluation.Experts expressed diverse opinions on specific ethical concerns,including concerns about invasive technology,its impact on humanity and potential social consequences.Agreement was reached that the practices of ethical governance of clinical BCI for mental disorders should focus on patient voluntariness,autonomy,long-term effects and related assessments of BCI interventions,as well as privacy protection,transparent reporting and ensuring that the research is conducted in qualified institutions with strong data security.Conclusions Ethical governance of clinical research on BCI for mental disorders should include interdisciplinary experts to balance various needs and incorporate the expertise of different stakeholders to avoid serious ethical issues.It requires scientifically grounded approaches,continuous monitoring and interdisciplinary collaboration to ensure evidence-based policies,comprehensive risk assessments and transparency,thereby promoting responsible innovations and protecting patient rights and well-being.
