Current research on transnational talent flow mainly focuses on the destination countries, with less attention given to the perspective of the sending countries, particularly lacking a dynamic discussion on its impact on technological evolution in the origin countries. Based on the OECD REGPAT database, this paper aims to explore how talent groups migrating to developed countries facilitate the return of knowledge and technology to emerging countries and achieve breakthroughs in their technological evolution paths, while further discussing the potential mechanisms involved. The findings of this paper are as follows:(1) The technological development of emerging countries is a path-dependent process, where countries often branch into new technologies related to their preexisting knowledge base. Consequently, knowledge feedback from high-skilled talents increases the likelihood of sending countries developing unrelated technologies.(2) The mobility of talents across borders fosters more international collaborations and citations for patents that are unrelated to the local knowledge base, thus enriching the technological paths of sending countries.(3) The mobility of high-skilled talents primarily affects complex technologies, which have significant economic effects that encourage imitation by other countries.However, the effect on novel technologies is less significant due to their strong geographical stickiness. In general, this paper addresses the gaps in existing research on talent outflow and the technological evolution of origin countries, providing empirical evidence for the positive role of transnational talent mobility in the technological catch-up of emerging nations.Besides, it offers recommendations for talent export, import, and innovation policy formulation in these countries.展开更多

To better clarify the impact of the integration of education,science and technology,and talent on the cultivation of top-notch innovative talents in universities,this study adopts the fuzzy-set Qualitative Comparative...To better clarify the impact of the integration of education,science and technology,and talent on the cultivation of top-notch innovative talents in universities,this study adopts the fuzzy-set Qualitative Comparative Analysis(fsQCA)method.Using 23 universities in China as the research sample,the findings reveal that:(1)none of the three individual factors,education,science and technology,or talent can independently constitute either a necessary or sufficient condition for high-quality cultivation of top-notch innovative talents;(2)the sufficient condition for achieving high-quality cultivation lies in specific configurations of multiple condition variables;(3)five configurations were identified,from which three distinct paths toward achieving high-quality cultivation were derived.Accordingly,different universities can,based on their own resource endowments and local contexts,select appropriate cultivation paths to effectively enhance the quality of top-notch innovative talent training.展开更多

The findings of this paper are as follows:(1) The technological development of emerging countries is a path-dependent process, where countries often branch into new technologies related to their preexisting knowledge base. Consequently, knowledge feedback from high-skilled talents increases the likelihood of sending countries developing unrelated technologies.(2) The mobility of talents across borders fosters more international collaborations and citations for patents that are unrelated to the local knowledge base, thus enriching the technological paths of sending countries.(3) The mobility of high-skilled talents primarily affects complex technologies, which have significant economic effects that encourage imitation by other countries.However, the effect on novel technologies is less significant due to their strong geographical stickiness. In general, this paper addresses the gaps in existing research on talent outflow and the technological evolution of origin countries, providing empirical evidence for the positive role of transnational talent mobility in the technological catch-up of emerging nations.Besides, it offers recommendations for talent export, import, and innovation policy formulation in these countries.

文摘The construction of new medicine is a strategic plan proposed by the Party and the state for the development of medical education in the new era,which brings new opportunities and challenges to the cultivation of general medical talents.Based on the connotation of the new medical construction,we will promote the construction of a comprehensive medical talent training system.By creating a characteristic general education curriculum system,building a high-level clinical practice teaching base,creating an innovation and entrepreneurship education platform for the First Affiliated Hospital of Xi’an Medical University,and reforming and improving the internal incentive mechanism for teachers,we aim to cultivate comprehensive medical talents who are“useful,competent,capable,and able to stay,”and contribute to the construction of a healthy China.

文摘With the rapid growth of the cosmetics industry,the demand for diversified and interdisciplinary talent is increasing.However,a structural mismatch persists between current educational approaches and industry needs,particularly in aligning with the holistic education model,which emphasizes moral,intellectual,physical,aesthetic,and labor development.To bridge this gap,Guangdong Pharmaceutical University has implemented a comprehensive reform of its holistic education system,aiming to cultivate well-rounded cosmetics professionals.Key initiatives include integrating professional ethics into moral education,strengthening the integration of theory and practice in intellectual training,emphasizing skin health management in physical education,enhancing aesthetic appreciation and creative thinking,and promoting labor spirit and practical skills through hands-on experiences.These reform efforts have yielded significant results,contributing high-quality talent to the cosmetics industry and offering a valuable model for other institutions seeking to align education with industry demands.

文摘To better clarify the impact of the integration of education,science and technology,and talent on the cultivation of top-notch innovative talents in universities,this study adopts the fuzzy-set Qualitative Comparative Analysis(fsQCA)method.Using 23 universities in China as the research sample,the findings reveal that:(1)none of the three individual factors,education,science and technology,or talent can independently constitute either a necessary or sufficient condition for high-quality cultivation of top-notch innovative talents;(2)the sufficient condition for achieving high-quality cultivation lies in specific configurations of multiple condition variables;(3)five configurations were identified,from which three distinct paths toward achieving high-quality cultivation were derived.Accordingly,different universities can,based on their own resource endowments and local contexts,select appropriate cultivation paths to effectively enhance the quality of top-notch innovative talent training.

文摘Against the backdrop of new quality productivity driving high-quality economic development,this paper examines how technological innovation,digital transformation,and green development reshape the competencies and training models of highly skilled talent.It analyzes multidimensional characteristics,including knowledge structure,innovation awareness,digital literacy,and cross-boundary collaboration,revealing a shift towards“innovative,composite,and intelligent”profiles.The study identifies misalignments in current vocational education,such as outdated curricula and insufficient industry-education integration.It proposes innovative training paths,including deep industry-education collaboration,digital-intelligent teaching,and lifelong learning ecosystems.Case studies validate the feasibility of aligning talent development with new quality productivity demands.
