This paper develops an economic growth model incorporating China’s Environmental Target Responsibility System(ETRS)to analyze its impact on both economic growth and social welfare.We find that the ETRS’s effect on e...This paper develops an economic growth model incorporating China’s Environmental Target Responsibility System(ETRS)to analyze its impact on both economic growth and social welfare.We find that the ETRS’s effect on economic growth is complex,resulting from the interplay of three key factors:its potential to improve environmental quality,its potential dampening effect on total factor productivity(TFP),and its influence on local government spending on environmental governance.A balanced ETRS can improve environmental quality,promote technological innovation,and enhance social welfare.However,excessively stringent targets and overly emphasized responsibility may lead to declines in both economic growth and social welfare.From the perspective of balancing economic growth and social welfare,we find that the ETRS that maximizes economic growth is less stringent than the ETRS that maximizes social welfare.Crucially,the economic growth cost of shifting from a growth-maximizing to a welfare-maximizing ETRS is minimal.In other words,significant improvements in environmental quality and public well-being can be achieved without substantially sacrificing economic dynamism.This paper attempts to model China’s unique environmental target assessment system within the framework of endogenous growth theory,offering a new perspective for understanding the dynamic relationship between economic growth and environmental quality in China.展开更多

Current frameworks lack specific requirements for the defence industry. The model uses Key Performance Indicators (KPIs) to enhance data governance procedures. Design Science Research guided the study, using qualitative and quantitative methods to gather data from MoD personnel. Major deficiencies were found in data integration, quality control, and adherence to data security regulations. The DGMM helps the MOD improve personnel, procedures, technology, and organizational elements related to data management. The model was tested against ISO/IEC 38500 and recommended for use in other government sectors with similar data governance issues. The DGMM has the potential to enhance data management efficiency, security, and compliance in the MOD and guide further research in military data governance.展开更多

Ecological governance satisfaction is one of the important indicators to measure the ecological revitalization.The paper studies the satisfaction of rural households with ecological governance and its influencing fact...Ecological governance satisfaction is one of the important indicators to measure the ecological revitalization.The paper studies the satisfaction of rural households with ecological governance and its influencing factors in depth through questionnaire survey and other research methods.The empirical analysis conclusions are as follows:(1)at the level of personal influence factors,the satisfaction of rural households with ecological governance is significantly affected by the education level,age and family health status of rural households.However,factors such as gender,occupation,residence time and the number of family members have no significant effect on the behavior of rural households'ecological governance satisfaction.(2)At the level of economic development factors,the total annual family income,the total annual consumption and other dimensions have a significantly positive impact on the satisfaction of rural households with ecological governance.This shows that economic development is a key factor for environmental protection,and the behavior characteristics of the family could seriously affect the effectiveness of rural households'ecological governance satisfaction.(3)At the level of living environment factors,the situation of rural environmental pollution governance,infrastructure and medical conditions have a significant and positive impact on the behavior of rural households'ecological governance satisfaction.This shows that the living environment is also one of the important factors affecting the satisfaction of rural households with ecological governance.(4)At the level of ecological system factors,the three factors of government environmental protection investment,government management measures and government propaganda policies have a significantly positive impact on the behavior of rural households'ecological governance satisfaction.(5)At the level of ecological environment factors,the degree of awareness of ecological environment protection and the situation of environmental treatment have a significant correlation with the behavior of rural households'ecological governance satisfaction.(6)At the level of ecological culture factors,environmental protection education,ecological culture propaganda and rural civilization construction all have a significant and positive impact on the satisfaction of rural households with ecological governance.And relevant policy measures are put forward to improve the effectiveness of ecological governance.展开更多

文摘This study examines the role of village regulations within China’s Litigation Source Governance(LSG)framework,specifically analyzing Tianjin Municipality’s 2023 Model Village Regulations.Employing legal analysis and Natural Language Processing(NLP)techniques,the research evaluates the effectiveness,enforceability,and thematic orientation of these regulations in grassroots dispute resolution.Findings reveal a pronounced reliance on moral governance provisions,limited judicial recognition,and significant implementation challenges due to the predominance of non-binding(soft)clauses.The study recommends enhancing judicial recognition through formal confirmation mechanisms,increasing legally binding clauses,and integrating village-level governance more closely with formal judicial processes.This approach not only strengthens local governance but also provides valuable insights for nationwide replication,supporting broader goals of rural stability and governance modernization.

文摘This paper develops an economic growth model incorporating China’s Environmental Target Responsibility System(ETRS)to analyze its impact on both economic growth and social welfare.We find that the ETRS’s effect on economic growth is complex,resulting from the interplay of three key factors:its potential to improve environmental quality,its potential dampening effect on total factor productivity(TFP),and its influence on local government spending on environmental governance.A balanced ETRS can improve environmental quality,promote technological innovation,and enhance social welfare.However,excessively stringent targets and overly emphasized responsibility may lead to declines in both economic growth and social welfare.From the perspective of balancing economic growth and social welfare,we find that the ETRS that maximizes economic growth is less stringent than the ETRS that maximizes social welfare.Crucially,the economic growth cost of shifting from a growth-maximizing to a welfare-maximizing ETRS is minimal.In other words,significant improvements in environmental quality and public well-being can be achieved without substantially sacrificing economic dynamism.This paper attempts to model China’s unique environmental target assessment system within the framework of endogenous growth theory,offering a new perspective for understanding the dynamic relationship between economic growth and environmental quality in China.

文摘Based on questionnaire surveys and field interviews conducted with various types of agricultural production organizations across five districts and four counties in Daqing City,this study combines relevant theoretical frameworks to systematically examine the evolution,performance,and influencing factors of governance mechanisms within these organizations.Using both quantitative and inductive analytical methods,the paper proposes innovative designs and supporting measures for improving governance mechanisms.The findings reveal that,amid large-scale farmland circulation,the governance mechanisms of agricultural production organizations in Daqing City are evolving from traditional to modern structures.However,challenges remain in areas such as decision-making efficiency,benefit distribution,and supervision mechanisms.In response,this study proposes innovative governance designs focusing on decision-making processes,profit-sharing mechanisms,and risk prevention.Corresponding policy recommendations are also provided to support the sustainable development of agricultural modernization in China.
文摘The study aimed to develop a customized Data Governance Maturity Model (DGMM) for the Ministry of Defence (MoD) in Kenya to address data governance challenges in military settings. Current frameworks lack specific requirements for the defence industry. The model uses Key Performance Indicators (KPIs) to enhance data governance procedures. Design Science Research guided the study, using qualitative and quantitative methods to gather data from MoD personnel. Major deficiencies were found in data integration, quality control, and adherence to data security regulations. The DGMM helps the MOD improve personnel, procedures, technology, and organizational elements related to data management. The model was tested against ISO/IEC 38500 and recommended for use in other government sectors with similar data governance issues. The DGMM has the potential to enhance data management efficiency, security, and compliance in the MOD and guide further research in military data governance.

文摘Ecological governance satisfaction is one of the important indicators to measure the ecological revitalization.The paper studies the satisfaction of rural households with ecological governance and its influencing factors in depth through questionnaire survey and other research methods.The empirical analysis conclusions are as follows:(1)at the level of personal influence factors,the satisfaction of rural households with ecological governance is significantly affected by the education level,age and family health status of rural households.However,factors such as gender,occupation,residence time and the number of family members have no significant effect on the behavior of rural households'ecological governance satisfaction.(2)At the level of economic development factors,the total annual family income,the total annual consumption and other dimensions have a significantly positive impact on the satisfaction of rural households with ecological governance.This shows that economic development is a key factor for environmental protection,and the behavior characteristics of the family could seriously affect the effectiveness of rural households'ecological governance satisfaction.(3)At the level of living environment factors,the situation of rural environmental pollution governance,infrastructure and medical conditions have a significant and positive impact on the behavior of rural households'ecological governance satisfaction.This shows that the living environment is also one of the important factors affecting the satisfaction of rural households with ecological governance.(4)At the level of ecological system factors,the three factors of government environmental protection investment,government management measures and government propaganda policies have a significantly positive impact on the behavior of rural households'ecological governance satisfaction.(5)At the level of ecological environment factors,the degree of awareness of ecological environment protection and the situation of environmental treatment have a significant correlation with the behavior of rural households'ecological governance satisfaction.(6)At the level of ecological culture factors,environmental protection education,ecological culture propaganda and rural civilization construction all have a significant and positive impact on the satisfaction of rural households with ecological governance.And relevant policy measures are put forward to improve the effectiveness of ecological governance.
