提升新疆棉花种植的生态效率,有利于保障棉花安全和农业的绿色低碳发展。基于2012―2021年新疆棉花种植的相关数据,构建非期望产出数据包络分析模型(undesirable slacks-based measurement in data envelopment analysis,undesirable SB... 提升新疆棉花种植的生态效率,有利于保障棉花安全和农业的绿色低碳发展。基于2012―2021年新疆棉花种植的相关数据,构建非期望产出数据包络分析模型(undesirable slacks-based measurement in data envelopment analysis,undesirable SBM-DEA)探讨新疆棉花种植的生态效率,并通过Tobit回归模型进一步分析了新疆棉花种植生态效率的影响因素。研究表明,新疆棉花产量高,但种植的生态效率整体呈“W”型变动趋势,DEA非有效期间投入要素存在冗余。制约新疆棉花种植生态效率的主要因素为农业机械的大量投入、农村居民可支配收入和财政支农水平提高后过度的要素投入造成的污染。研究结果可为科学引导棉农在棉花种植过程中合理投入要素提供科学依据。 展开更多

This paper adopts the non-expected output-super-efficiency SBM(Slacks-Based Model)model and principal component analysis to calculate the green economy efficiency and the digital economy level of 27 prefecture-level cities in China’s Yangtze River Delta urban agglomeration between 2011 and 2019,respectively,and examines the impact of the digital economy on the green economy efficiency by using benchmark regression and mechanism analysis.The findings show that,first,the digital economy has a significant contribution to the green economic efficiency of cities,and this conclusion still holds after robustness tests such as replacing explanatory and interpreted variables and introducing province-fixed effects.Second,through the mechanism test,it is found that the digital economy can indirectly promote urban green economic efficiency through the positive mechanism effect of promoting industrial structure upgrading. 展开更多

粤闽浙沿海城市群绿色创新发展效率多维度评价

本文基于区域绿色创新多维度评价视角,选用粤闽浙沿海城市群13个城市2013年-2019年数据,分别运用基于规模效益分析需求的BCC模型、K均值聚类分析法、基于双边比较分析需求的Bilateral SBM模型和考虑了工业排放非期望产出约束的Undesired... 本文基于区域绿色创新多维度评价视角,选用粤闽浙沿海城市群13个城市2013年-2019年数据,分别运用基于规模效益分析需求的BCC模型、K均值聚类分析法、基于双边比较分析需求的Bilateral SBM模型和考虑了工业排放非期望产出约束的Undesired SBM模型,测度了粤闽浙沿海城市群在不同约束下的绿色创新效率,并进行了不同维度效率的可视化构图。结果表明,粤闽浙沿海城市群存在一定程度的绿色创新发展不均衡现象,群内城市出现了显著的发展层次差异,部分沿海工贸城市的绿色效率达到了较高发展水平,为群内城市树立了发展标杆。根据研究结果,从增加区域创新要素投入统筹力度、加大区域内城市协作发展规划力度和执行效度以及完善和规范绿色创新产出要素的分配和交易机制等角度提出了促进粤闽浙沿海城市群协调、均衡和可持续绿色创新发展建议。 展开更多

基于中国经济发展过程中资源环境约束的日趋强化,本文在构建基于产出角度的SBM-Undesirable模型基础上,从效率视角对节能减排约束下中国绿色经济绩效进行研究。主要结论有:考察期内节能减排约束下中国经济增长平均效率不容乐观,仍有17.8... 基于中国经济发展过程中资源环境约束的日趋强化,本文在构建基于产出角度的SBM-Undesirable模型基础上,从效率视角对节能减排约束下中国绿色经济绩效进行研究。主要结论有:考察期内节能减排约束下中国经济增长平均效率不容乐观,仍有17.8%的提升空间;效率较低的省份全部为西部省份,但效率较高的省份未必全部为东部省份,个别西部省份在一些年份均处于生产前沿;中国经济增长效率区域差异明显;优化产业结构、提高能源效率、增强环境治理强度及能力对经济增长效率具有显著促进作用;现行能源结构对经济增长效率具有显著抑制作用;各因素对不同区域经济增长效率的影响有所不同。在经济发展过程中应优化产业结构、提高能源效率、改善能源结构、加强环境治理,促进经济增长效率改善,同时,减排约束指标不能实行"一刀切"。 展开更多

The environmental ecology of the Yangtze River Economic Zone(YREZ)faces ecological function decline,deterioration and degradation under intense human activities,long-term development and utilization and its economy has developed rapidly over recent decades.Eco-efficiency is considered as a measure of coordinated development of economy,resources,environment and ecology,and is currently considered a very important issue.In this paper,based on the slack-based measure and data envelope analysis model,we take 129 prefecture-level cities of the YREZ as the study unit and measure the eco-efficiency of the YREZ in 2000,2005,2010 and 2015,which considers undesired output.The evaluation of the status quo of the regional eco-efficiency development was carried out at provincial,prefectural and city scales.The spatial autocorrelation test model and standard deviation ellipse were used to analyze the spatially distributed characteristics and the evolutionary regularity of eco-efficiency.Our study suggested that the eco-efficiency value varied significantly at different spatiotemporal scales and the overall distribution presented an"N-shaped"pattern,the value is the largest downstream and the smallest upstream.Regional eco-efficiency presented certain volatility in growth and a clear spatial positive agglomeration trend from 2000 to 2015.The spatial distribution of each agglomeration area was also significantly different,forming some high-high agglomeration areas at the center of the shaft with Shanghai and surrounding cities,and some low-low agglomeration areas at the center with middle reaches and upstream cities.The low-high over-aggregation and high-low polarization clusters were fewer.At the same time,with the change of the research period,the degree of positive agglomeration became increasingly pronounced and the eco-efficiency gap of the neighborhoodunit reduced.The regional eco-efficiency value of the YREZ presented a spatial distribution pattern in the northeast-southwest axis and the evolutionary pattern of the regional eco-efficiency similarly showed a northeast-southwest orientation. 展开更多

Analysis of Decoupling of Economic Growth and Resource Consumption in China’s Marine Fishery 被引量:1

The marine fishery resources are declining with the increase of fishing intensity, and the sustainable development of marine fishery economy has become the focus of attention. In this paper, the economic loss of marine natural fishery resources is taken as the undesired output. The SBM model is used to evaluate the economic efficiency of marine fisheries in 11 provinces and cities in China’s coastal areas from 2004 to 2015. Based on this, decoupling theory is adopted to analyze the spatial and temporal evolution pattern of marine fishery economic efficiency and resource consumption in various provinces and cities. The results show that: 1) Based on the perspective of time and space, the economic efficiency of marine fisheries in 11 provinces and cities along the coast of China is polarized and has not been effectively improved, indicating that the level of fishery economic development in China’s coastal areas is unbalanced;2) Based on the overall perspective, the overall economic efficiency of China’s marine fisheries is low, indicating that China’s marine fishery economy is developing at a slower rate;3) Based on the perspective of decoupling theory, the economic efficiency of marine fisheries in China and the consumption of fishery resources have shown a trend in the research period. The structure of China’s marine fishery industry, which is dominated by traditional fisheries, needs to be adjusted. 展开更多

环境管制是政府环境保护的一种有力工具,企业是否选择更优的环境效率生产方式不仅仅取决于企业内部的环境管理能力,更取决于政府环境管制力度的大小。本文在采用SBM-Undesirable模型测度了中国30个省(市)2000—2010年的工业环境效率后,... 环境管制是政府环境保护的一种有力工具,企业是否选择更优的环境效率生产方式不仅仅取决于企业内部的环境管理能力,更取决于政府环境管制力度的大小。本文在采用SBM-Undesirable模型测度了中国30个省(市)2000—2010年的工业环境效率后,借用空间面板回归模型发现,政府环境管制具有明显的空间溢出效应,工业环境效率也呈现一定程度上的空间集聚现象,传统的面板回归模型因没有考虑空间相关性而低估了这一作用。由于排污费征收制度不尽合理以及"污染避难所效应"的存在,目前排污费收入一定程度上降低了工业环境效率。因此,中国应根据区域间的空间差异性有针对性地制定区域协调发展政策,应充分考虑相关产业对环境效率的影响,科学地制定产业规划和优化产业布局,推进形成跨区域间良好的环境合作机制,促进区域经济协调发展。 展开更多

A Linear Array Antenna of Microstrip Patch Antennas Fed by the Open-End of Coplanar Waveguides

In this study, we constructed a 4-element linear array antenna using four 20 GHz band microstrip patch antennas with a structure such that the signal is fed to the patch antennas from open-end coplanar waveguides without contact. We investigated factors related to the design of linear array patch antennas. To adjust the maximum radiation direction and reduce return loss, we optimized the spacing between the elements and their shape. With an element spacing of 11.50 mm, patch width of 3.90 mm, and patch length of 4.15 mm, we obtained a resonance frequency of 20.05 GHz and a return loss of -29.59 dB at the resonance frequency. However, in the case of a 4-element linear array antenna structure, undesired resonances occurred in frequency bands other than the design resonance frequency band of 20 GHz. To suppress these undesired resonances and obtaining stable operation at the design frequency, we propose a new structure in which the feed line is loaded with a short stub, and show through computer simulations that the occurrence of undesired resonances can be sufficiently suppressed. Furthermore, we demonstrate the problem of radiation gain reduction caused by introducing a short stub, propose a design method for a new structure in which the feed line has slits between the stubs, and show improvement of the antenna gain by 0.5 dBi. 展开更多

Water resource utilization efficiency and spatial spillover effects in China 被引量:32

Based on provincial panel data of water footprint and grey water footprint, and with the help of data envelopment analysis model considering and without considering the unde- sirable output, this paper estimates the water resources utilization efficiency in China from 1997 to 2011. The spatial weighting matrix based on economy-spatial distance function is established to discuss spatial autocorrelation of water resources utilization efficiency. With the help of absolute/3-convergence model, this paper concludes that there exists/%convergence in the water resources utilization efficiency. Under the conditions of considering and without considering the undesirable output, it takes about 52.6 and 5.6 years respectively to achieve the extent of half of convergence. By mean of the spatial Durbin econometric model, this paper studies spatial spillover effects of the provincial water resources utilization efficiency in China. The results are as follows. 1) With considering and without considering the undesir- able output, there is significant spatial correlation in provincial water resource efficiency in China. 2) Under the two cases, the spatial autoregressive coefficients (p) are 0.278 and 0.507 respectively, at 1% significance level. There exist the spatial spillover effects of provin- cial water resources utilization efficiency. 3) With considering the undesirable output, these factors of the education funds, the transportation infrastructure, and the industrial and agri- cultural water consumption proportion have positive impacts. These factors of foreign direct investment, the industry value-added water consumption per ten thousand yuan, per capita water consumption, and the total precipitation have negative impacts. 4) Without considering the undesirable output, the factor of GDP per laborer has a greater positive significant influ- ence on the water resources utilization efficiency. However the facts of industry value-added water consumption in ten thousand yuan and the transportation infrastructure have no sig- nificant influence. 5) Regardless of undesirable output of water resources utilization efficiency the assessment of the present real water resources utilization in China will be distorted and policy-making will be misled. Urban agglomerations in China have become the strategic core of national economic development and the main component of the new type of urbanization. However, they are threatened by a series of eco-environmental problems and challenges, including the severe overexploitation of natural resources. Eco-efficiency, which is defined as accomplishing the greatest possible economic benefit with the least possible resource input and damage to the environment, is used as an indicator to quantify the sustainability of urban agglomerations. In this work, a traditional data envelopment analysis(DEA) model with a slack-based measurement(SBM) model of undesirable outputs, was used to assess and compare the economic efficiency and eco-efficiency of four major urban agglomerations in eastern China(UAECs) in 2005, 2011, and 2014. The spatio-temporal characteristics of the evolution of urban agglomerations were analyzed. Based on the results of a slack analysis, suggestions for improving the eco-efficiency of the four UAECs are provided. The overall economic efficiency of urban agglomerations located in the Shandong Peninsula, Yangtze River Delta, and Pearl River Delta displayed a V-shaped pattern(decreased and then increased). In contrast, the overall economic efficiency of the Beijing-Tianjin-Hebei urban agglomeration declined during the study period. The Beijing-Tianjin-Hebei urban agglomeration had a considerable loss of economic efficiency due to pollution, whereas the Shandong Peninsula urban agglomeration was less impacted. Overall, the eco-environmental efficiency of the four UAECs declined from 2005 to 2011 and then increased from 2011 to 2014. In addition, the urban eco-efficiency in the four coastal UAECs was characterized by different evolution patterns. The eco-efficiency was higher in the peri-urban areas of the core cities, riverside areas, and seaside areas and lower in the inland cities. The core cities of the Beijing-Tianjin-Hebei, Yangtze River Delta, and Pearl River Delta urban agglomerations were characterized by high resource consumption, economic benefit output, and eco-efficiency. In most of cities in the urban agglomerations, the emission of pollutants declined, leading to a reduction of pollutants and mitigation of environmental problems. In addition, a differential analysis, from the perspective of urban agglomeration, was performed, and concrete suggestions for improvement are proposed. 展开更多

The efficient use of water resources directly affects environmental, social, and economic development; therefore, it has a significant impact on urban populations. A slacks-based measure for data envelopment analysis (SBM-DEA) has been widely used in energy efficiency and environmental efficiency analyses in recent years. Based on this model, data from 316 cities were examined and a category method was employed involving three different sorting techniques to empirically evaluate the efficiency of urban water re- source utilization in China between 2000 and 2012. The overall efficiency (OE) of urban water resource utilization in China was initially low, but has improved over the past decade. The scale efficiency (SE) was higher than the pure technological efficiency (PTE); PTE is a major determining factor of OE, and has had an increasingly significant effect. The efficiency of water resource utilization varied ac- cording to the region, urban scale, and economic function. The OE score for the eastern China was higher than for the rest of the region, and the OE score for the western China was higher than for the central China. The OE score for urban water resource utilization has improved with urban expansion, except in the case of small cities. The SE showed an inverted U-shaped' trend with increasing urban expansion. The OE of urban water utilization in comprehensive functional cities was greater than in economic specialization cities, and was greater in heavy industry specialization cities than in other specialization cities. 生态文明先行示范区的设立是生态文明建设过程中的一项重要政策。利用考虑非期望产出的Undesirable Output模型测算了湖南省2007-2016年80个县市的农业绿色效率,采用倾向得分匹配法(PSM)和双重差分法(DID)检验了首批生态文明先行示范区... 生态文明先行示范区的设立是生态文明建设过程中的一项重要政策。利用考虑非期望产出的Undesirable Output模型测算了湖南省2007-2016年80个县市的农业绿色效率,采用倾向得分匹配法(PSM)和双重差分法(DID)检验了首批生态文明先行示范区的设立对于农业绿色效率的净效应,研究结果表明:生态文明先行示范区的设立对于农业绿色效率存在显著的正向影响,可以使农业绿色效率增长6.7%,多种稳健性检验均证明了这一提升作用是真实存在的。但是该政策效应存在一段滞后期,且具有一定的持续性,在短期内,作用强度随着时间的推后而不断增强。影响机制检验发现生态文明先行示范区政策主要依靠人力资本来推动农业绿色效率的增长。 展开更多

The purpose of this paper is to assess the operational efficiency of a public bus transportation via a case study from a company in a large city of China by using data envelopment analysis(DEA)model and Shannon’s entropy.This company operates 37 main routes on the backbone roads.Thus,it plays a significant role in public transportation in the city.According to bus industry norms,an efficiency evaluation index system is constructed from the perspective of both company operations and passenger demands.For passenger satisfaction,passenger waiting time and passenger-crowding degree are considered,and they are undesirable indicators.To describe such indicators,a superefficient DEA model is constructed.With this model,by using actual data,efficiency is evaluated for each bus route.Results show that the DEA model with Shannon’s entropy being combined achieves more reasonable results.Also,sensitivity analysis is presented.Therefore,the results are meaningful for the company to improve its operations and management. 展开更多

Measuring Chinese Marine Environmental Efficiency:A Spatiotemporal Pattern Analysis 被引量:3

Environmental efficiency standards are often used to evaluate the costs of oceanic economic development. A variety of statistical analyses were applied in this study to quantify the marine environmental efficiency of 11 Chinese coastal provinces and municipalities between 2000 and 2014. Results initially reveal that environmental efficiency measures that incorporate undesirable outputs are more consistent with real production conditions and thus the use of marine economic and environmental efficiencies supplement and complement one another. Second, overall marine environmental efficiency across China tends to be low and can be spatially characterized by a transformation such that the inefficiencies noted in 2000 have subsequently been transformed to comprise a three-tiered structure that encompasses northern, central, and southern cores. Third, variation in absolute and relative marine environmental efficiency differences for the coastal regions of China have been consistent over time; values initially decreased before increasing again in a fluctuating manner over the time period of this analysis. Fourth, data show that the Pearl River Delta area has experienced the highest rate of change in marine environmental efficiency over time when economic zones are used as basic research units, although values have nevertheless fluctuated significantly. Fifth, values for total factor productivity as well as technical efficiency and change across the Chinese marine economy all fluctuated over time but increased. Data show that changes in marine environmental efficiency across China can primarily be attributed to progress in marine science and technology. Finally, levels of capital investment and marine industrial pollution intensity are not significantly correlated with marine environmental efficiency. Indeed, both marine industrial structural levels and environmental protection technologies have had a positive effect on environmental efficiency while levels of investment in marine scientific research as well as the scale of economic development, the marine economy, and the degree of external openness have all exerted negative effects on this key variable. 展开更多
