Current research on transnational talent flow mainly focuses on the destination countries, ...Globalization has resulted in a notable rise in the flow of high-skilled talent from emerging countries to developed nations. Current research on transnational talent flow mainly focuses on the destination countries, with less attention given to the perspective of the sending countries, particularly lacking a dynamic discussion on its impact on technological evolution in the origin countries. Based on the OECD REGPAT database, this paper aims to explore how talent groups migrating to developed countries facilitate the return of knowledge and technology to emerging countries and achieve breakthroughs in their technological evolution paths, while further discussing the potential mechanisms involved. The findings of this paper are as follows:(1) The technological development of emerging countries is a path-dependent process, where countries often branch into new technologies related to their preexisting knowledge base. Consequently, knowledge feedback from high-skilled talents increases the likelihood of sending countries developing unrelated technologies.(2) The mobility of talents across borders fosters more international collaborations and citations for patents that are unrelated to the local knowledge base, thus enriching the technological paths of sending countries.(3) The mobility of high-skilled talents primarily affects complex technologies, which have significant economic effects that encourage imitation by other countries.However, the effect on novel technologies is less significant due to their strong geographical stickiness. In general, this paper addresses the gaps in existing research on talent outflow and the technological evolution of origin countries, providing empirical evidence for the positive role of transnational talent mobility in the technological catch-up of emerging nations.Besides, it offers recommendations for talent export, import, and innovation policy formulation in these countries.展开更多

文摘Innovation and entrepreneurship education is an important part of higher education.It adapts to the current era background of mass innovation and entrepreneurship,and is also an effective way for higher education to cultivate all-round developing talents.From the perspective of current higher education,many colleges and universities attach importance to basic education,but their cultivation of students’innovation and entrepreneurship abilities is relatively insufficient;some colleges and universities have a relatively superficial understanding of innovation and entrepreneurship,showing the characteristics of emphasizing theory over practice,and the teaching reform is indeed ineffective.The teaching concept of integration of industry and education emphasizes that enterprises are an important subject in talent cultivation,injecting new vitality into the development of the innovation and entrepreneurship curriculum system for water conservancy majors in colleges and universities.Against this background,guided by the teaching concept of integration of industry and education,this paper explores the important role of strengthening innovation and entrepreneurship education for water conservancy majors,and then deeply explores corresponding teaching strategies,aiming to improve the quality of innovation education for water conservancy students,cultivate their good innovation awareness and entrepreneurship ability,enhance their comprehensive quality,and deliver all-round developing water conservancy talents.

文摘In the era of generative AI(GAI),translation is undergoing unprecedented transformations.GAI enhances translation quality and efficiency,inaugurating a new chapter in translation.However,due to its limitations,the complexity of translation,and the uniqueness of Zhuang medicine,cultivating the critical thinking ability among talents in English translation of Zhuang medicine has become critically important.This study reforms the teaching content,instructional design,and evaluation of the course Computer-Aided Translation Technology,and constructs a teaching model to enhance the critical thinking abilities among talents in English translation of Zhuang medicine.The result shows that this model establishes a critically thinking-oriented teaching system,promotes interaction between humans and machines,teachers and students,and among peers,and improves students’capabilities in translation,critical thinking,and social communication.

文摘Primary healthcare service is the first line of defense to guard the health of the nation,and traditional Chinese medicine(TCM),with its characteristics of“simplicity,testing and inexpensiveness,”holistic outlook,and the concept of treating the disease before it occurs,has a unique advantage in primary healthcare and a great demand for it.This paper analyzes the core challenges facing the cultivation of general medicine talents in TCM colleges and universities,such as the disconnection between cultivation goals and grassroots,the misalignment between practical ability and grassroots demand,and the lack of career attraction.On this basis,it puts forward a systematic reform path with the core concept of“rooting at the grassroots,highlighting characteristics,and strengthening competence”to cultivate talents that meet grassroots needs,aiming to provide theoretical references for TCM colleges and universities to cultivate excellent TCM talents who are“able to go down to the grassroots,be useful,stay in the field,and have development”,and to provide theoretical reference for the training of excellent TCM talents.The aim is to provide a theoretical reference for Chinese medicine colleges to cultivate excellent Chinese medicine talents who can“get down,use,stay and develop,”and to help the construction of a healthy China.

文摘Globalization has resulted in a notable rise in the flow of high-skilled talent from emerging countries to developed nations. Current research on transnational talent flow mainly focuses on the destination countries, with less attention given to the perspective of the sending countries, particularly lacking a dynamic discussion on its impact on technological evolution in the origin countries. Based on the OECD REGPAT database, this paper aims to explore how talent groups migrating to developed countries facilitate the return of knowledge and technology to emerging countries and achieve breakthroughs in their technological evolution paths, while further discussing the potential mechanisms involved. The findings of this paper are as follows:(1) The technological development of emerging countries is a path-dependent process, where countries often branch into new technologies related to their preexisting knowledge base. Consequently, knowledge feedback from high-skilled talents increases the likelihood of sending countries developing unrelated technologies.(2) The mobility of talents across borders fosters more international collaborations and citations for patents that are unrelated to the local knowledge base, thus enriching the technological paths of sending countries.(3) The mobility of high-skilled talents primarily affects complex technologies, which have significant economic effects that encourage imitation by other countries.However, the effect on novel technologies is less significant due to their strong geographical stickiness. In general, this paper addresses the gaps in existing research on talent outflow and the technological evolution of origin countries, providing empirical evidence for the positive role of transnational talent mobility in the technological catch-up of emerging nations.Besides, it offers recommendations for talent export, import, and innovation policy formulation in these countries.

文摘Against the backdrop of the national innovation strategy and the digital transformation of education,the traditional“extensive”training model for innovation and entrepreneurship talents struggles to meet the personalized development needs of students,making an urgent shift toward precision and intelligence necessary.This study constructs a four-dimensional integrated framework centered on data,“Goal-Data-Intervention-Evaluation”,and proposes a data-driven training model for innovation and entrepreneurship talents in universities.By collecting multi-source data such as learning behaviors,competency assessments,and practical projects,the model conducts in-depth analysis of students’individual characteristics and development potential,enabling precise decision-making in goal setting,teaching intervention,and practical guidance.Based on data analysis,a supportive system for personalized teaching and practical activities is established.Combined with process-oriented and summative evaluations,a closed-loop feedback mechanism is formed to improve training effectiveness.This model provides a theoretical framework and practical path for the scientific,personalized,and intelligent development of innovation and entrepreneurship education in universities.
文摘Digital economy has become a new driving force for China’s economic growth,continuously boosting economic development and rapidly integrating into various fields of China’s economy and society.The advent of the digital economy era has reshaped the development pattern of the financial industry.The rapid development of financial technology has promoted the transformation of financial formats and put forward higher requirements for financial talent training in the new era.Digital finance is not only a key part of the transformation and upgrading of China’s financial industry but also an integral component of China’s modern financial ecosystem.Against the backdrop of the digital economy,cultivating digital finance talents in vocational colleges is of great significance to China’s economic development.This paper analyzes the predicaments faced in digital finance talent training,explores in depth the reform of digital finance talent training modes,and proposes policy suggestions for the digital finance talent training system based on the development characteristics of digital finance.
文摘The global manufacturing industry is accelerating its digital transformation,while China’s intelligent manufacturing faces structural reshaping of high-skilled talents and innovation challenges.Through extensive research,this study analyzes and summarizes specific directions for talent demand and development pathways under intelligent manufacturing,while profoundly revealing the practical dilemmas encountered by China’s skilled workforce in innovation practices.The research indicates that digital transformation essentially constitutes knowledge system reconstruction,requiring the establishment of collaborative mechanisms integrating technological convergence,institutional innovation,and cultural incentives to promote systematic industrial upgrading in manufacturing.
