Indeed, the whole process of its consideration, promulgation, implementation and amend...Since its very release in March 2006, the opinion-soliciting draft of the Labor Contract Law has sparked considerable controversy. Indeed, the whole process of its consideration, promulgation, implementation and amendment has been accompanied by complex questioning and a diversity of views. This has to some extent reduced appreciation of the value of the Labor Contract Law itself. In the economy and society, rational legal construction can minimize the damage done by the failure of private negotiations. The Labor Contract Law is dedicated to changing the action space of workers and enterprises in order to promote efficiency in production and equity in distribution. With the aim of constructing and developing harmonious and stable labor relations, the law seeks to encourage workers and enterprises to forge communities of shared interests, shared undertakings, a common destiny and a joint mission; it is here that the true value of the law lies. In terms of institutional design, in building a system that categorizes workplace employment, the Labor Contract Law makes a breakthrough in workplace labor relations management and sets up an innovative labor relations management system with Chinese characteristics. Faced with the new normal in labor relations, we should make further progress in strengthening democraticenterprise management, optimizing the developmental environment of business, etc.展开更多
Aiming at the target of enhancing agricultural competitive power and maintaining the sustainable countryside development, ＂the three dimensional innovation＂, namely the system innovation, the organization innovation...Aiming at the target of enhancing agricultural competitive power and maintaining the sustainable countryside development, ＂the three dimensional innovation＂, namely the system innovation, the organization innovation, and the service innovation, is the basic way to raise the efficiency of productive factors, optimize the organizational structure and enhance the farmers＇ own organizational ability, thus it becomes an important proposition in the fundamental research and practice of China new countryside construction. Through the reorganization and analyses of the domestic academic achievements, this article chose ＂the county innovation in China new countryside construction＂ as the first level index, and ＂the three dimensional innovation＂ as the second level index. Totally four levels of indices, namely the strategy level, the mechanism level, the carrier level and the comment level, were introduced to construct the county innovation appraisal system. The further adjustment and supplement of the indices and the choices of computational method must be completed through spot investigation and case study.展开更多
This study aims to show how activity theory in the socio-technical systems paradigm can assist in understanding and managing system innovation.We conceptualize sociotechnical systems to address societal needs as activ...This study aims to show how activity theory in the socio-technical systems paradigm can assist in understanding and managing system innovation.We conceptualize sociotechnical systems to address societal needs as activity systems and system innovations as transformations of such systems.Transformations result from resolving contradictions that develop due to technical and social change within and between the activities carried out by various agencies to fulfll societal needs.Along this line,the explanation of system innovations focuses on identifying emerging contradictions,resolution initiatives,and their outcomes,whereas the governance of system innovations can be carried out by interactively developing policies through successive interventions to resolve contradictions.We demonstrate the employment of activity theory to understand the transformation of the recorded music socio-technical system towards streaming,as well as to facilitate the management of the transition of the olive oil-producing sector at the regional level towards a circular economy through the adoption of innovative waste-processing technology.展开更多

In 2011, three new studies were commissioned by the government to address ...In 2008, two governmental committees presented their conclusions on strengthening the role of the private building sector in building control. In 2011, three new studies were commissioned by the government to address perceived problems. One of them was an integral study, executed by ERB （Foundation Expertcentre Regulations in Building）, RIGO （Research Institute for Real Estate） and TNO （Research Institute for Applied Technologies）, to innovate the whole building regulations system. It led to proposals to redefine responsibility and liability for all parties. This study states that by an effort of yearly ￡100 million, unnecessary costs up to ￡l billion can be avoided and a real quality push will take place in the building and real estate markets. The goals to reach are to minimize the administrative burden for the building owner and to enforce the construction industry to build conforming to the regulations. This paper discusses the ERB study and the given proposals. The ERB study demonstrated that a quality push is needed which potential will lead to less costs for building owners. It also shows that proven solutions, part of the regulations, might be of help for all parties involved.展开更多
