Sponge city(SPC)is proposed to solve the issues such as the degradation of urban water ecosystem environment,imbalanced water resource allocation,urban water logging,and water contamination.The PPP(Public Private Part...Sponge city(SPC)is proposed to solve the issues such as the degradation of urban water ecosystem environment,imbalanced water resource allocation,urban water logging,and water contamination.The PPP(Public Private Partnership)model is combined to release the government pressure of SPC project construction.The development of the SPC-PPP model makes significant contributions to the sustainable development and the enhancement of urban resilience against water-related disasters.However,there is no scientific performance evaluation system on its operation period has been conducted.Therefore,the SPC-PPP Evaluation model aims to objectively and reasonably assess project effectiveness,promote its development and refine the evaluation framework.This paper has set up the MEE model for performance evaluation,with improved Matter-Element Extension method to assign values to the evaluation indices.The research results show that:(1)The MEE model is more accurate in the performance evaluation and its effectiveness is reflected in its ability to capture the correlation among different indices in the same membership,rather than merely focusing on individual indices.(2)The proposed approach provided a new aspect for performance evaluation,improving the accuracy of evaluation and promoting the development of SPC-PPP project.展开更多

Building a cloud geodatabase for a sponge city is crucial to integrate the geospatial information dispersed in various departments for multi-user high concurrent access and retrieval,high scalability and availability,...Building a cloud geodatabase for a sponge city is crucial to integrate the geospatial information dispersed in various departments for multi-user high concurrent access and retrieval,high scalability and availability,efficient storage and management.In this study,Hadoop distributed computing framework,including Hadoop distributed file system and MapReduce(mapper and reducer),is firstly designed with a parallel computing framework to process massive spatial data.Then,access control with a series of standard application programming interfaces for different functions is designed,including spatial data storage layer,cloud geodatabase access layer,spatial data access layer and spatial data analysis layer.Subsequently,a retrieval model is designed,including direct addressing via file name,three-level concurrent retrieval and block data retrieval strategies.Main functions are realised,including real-time concurrent access,high-performance computing,communication,massive data storage,efficient retrieval and scheduling decisions on the multi-scale,multi-source and massive spatial data.Finally,the performance of Hadoop cloud geodatabases is validated and compared with that of the Oracle database.The cloud geodatabase for the sponge city can avoid redundant configuration of personnel,hardware and software,support the data transfer,model debugging and application development,and provide accurate,real-time,virtual,intelligent,reliable,elastically scalable,dynamic and on-demand cloud services of the basic and thematic geographic information for the construction and management of the sponge city.展开更多

It is found that since the concept of " sponge city" was firstly proposed in 2012,development research of sponge city involves 40 subject fields and is mainly published in 32 kinds of journals,which is dominated by natural science research( 1427 literatures). Researchers are mainly from each college and university,some design institutes and Chinese Academy of Sciences. Based on the background that wetland resources in China are under threat and urgently need to be protected,a series of rainwater and flood problems caused by urban construction is analyzed comprehensively,and the desi...Based on the background that wetland resources in China are under threat and urgently need to be protected,a series of rainwater and flood problems caused by urban construction is analyzed comprehensively,and the design and planning methods of wetland parks in response to rainwater and flood disasters caused by floods and heavy rainfall are explored.Southern Anhui with complex and variable terrain and frequent rainfall and flood disasters is selected as the research area,with Xuanzhou District of Xuancheng City as the main research object.The relationship between municipal drainage of urban park and water conservancy drainage is investigated from different sample selection,design samples,and design flow rates.Based on literature review and model building methods,an urban storm flood model suitable for typical wetland parks in southern Anhui is constructed after processing the survey data using Arc GIS,SWMM(storm water management model).On this basis,a methodology and principles for designing a sponge system of wetland park based on rainwater and flood control are proposed,including technical measures such as rainwater collection,retention,and purification.This paper provides certain research results in design schemes,effect evaluations,ecological and social benefits,and useful suggestions and solutions for urban stormwater management and resilience development.展开更多

Catchment floods are more challenging due to intensive urbanization and climate change.Enlightened by the Low Impact Development(LID),China initiated the Sponge City Program(SCP)to transform Urban Flood Management(UFM...Catchment floods are more challenging due to intensive urbanization and climate change.Enlightened by the Low Impact Development(LID),China initiated the Sponge City Program(SCP)to transform Urban Flood Management(UFM)to be more environmentally friendly in 2013.The China National Government(CNG)has subsidized municipal SCP facilities to enhance urban flood resilience while delivering multiple co‐benefits for urban ecosystems and social well‐being.Recent floods at Schleiden(Germany),Arizona State(USA),and Zhengzhou(China)in 2021 reflected the necessity of Catchment Flood Management(CFM)to cover the whole catchment scale.The SCP,designed to handle small‐scale urban pluvial floods,has brought concerns when facing larger‐scale fluvial floods after the Zhengzhou 2021 flood.Indeed,catchment‐scale Natural Flood Management(NFM)can manage fluvial floods while improving flood adaptations sustainably from upstream to downstream reaches.This research develops a new framework named the Sponge Catchment Management Plan(SCMP),including structural and Nonstructural elements.On the structural side,the SCMP framework integrates NFM with the SCP and Grey Engineering(GE)for reducing the fluvial flood discharge peaks in the whole‐catchment scale.On the nonstructural side,the SCMP encourages collaborative governance,revising technical standards,and improving“bottom‐up”participation.This research used Semi‐Structured Interviews(SSIs)and a Focus Group Approach(FGA)to explore 62 professional and Nonprofessional stakeholders’perspectives on the SCMP framework.Some professional respondents did not know much about the NFM and were worried about the effectiveness of this practice.But most interviewees supported the SCMP pilot work and shared the co‐benefits from the NFM.This case study at the SW China,Guiyang,could be a lesson to encourage other Chinese cities further implement SCP to improve catchment‐scale flood resilience.展开更多

文摘Based on the background that wetland resources in China are under threat and urgently need to be protected,a series of rainwater and flood problems caused by urban construction is analyzed comprehensively,and the design and planning methods of wetland parks in response to rainwater and flood disasters caused by floods and heavy rainfall are explored.Southern Anhui with complex and variable terrain and frequent rainfall and flood disasters is selected as the research area,with Xuanzhou District of Xuancheng City as the main research object.The relationship between municipal drainage of urban park and water conservancy drainage is investigated from different sample selection,design samples,and design flow rates.Based on literature review and model building methods,an urban storm flood model suitable for typical wetland parks in southern Anhui is constructed after processing the survey data using Arc GIS,SWMM(storm water management model).On this basis,a methodology and principles for designing a sponge system of wetland park based on rainwater and flood control are proposed,including technical measures such as rainwater collection,retention,and purification.This paper provides certain research results in design schemes,effect evaluations,ecological and social benefits,and useful suggestions and solutions for urban stormwater management and resilience development.
文摘Construction of the sponge city by small catchment is going to be the fundamental approach to contiguously promote the development of sponge city during the next phase in China.An effective guiding scheme to guarantee the contiguous promotion of sponge city is the systematic scheme of sponge city.An area in Shenzhen is taken as an example,and the compiling method and challenges of systematic scheme of sponge city are explored,principally including the targets setting under small catchment,the structure of overall thinking,compiling the scheme of runoff emission reduction from the source,perfecting aquatic environment,promoting water safety by the orientation of objective and issue,as well as the integration of each scheme and arrangement of construction mission.

文摘The construction of sponge city, should effectively alleviate our country city water, strengthen the rainwater collection and utilization and transform urban development mode to the low impact development mode. In 2015, the pilot city of sponge city's construction has begun to take shape with the push of the Ministry of Housing and Urban-Rural Development of the Peoples' Republic of China, the Ministry of Finance and the Ministry of Water Resources. For the pilot cities, they should strengthen the performance evaluation process and play the leading role of the nation demonstration. Taking the aspects of sponge city project's management, runoff volume control into consideration, sponge city initially formed a set of scientific and objective evaluation index which is in order to reflect the effectiveness of Gui-An New Area's construction.What's more, through analyzing the sponge city's deficiency of the performance evaluation, I also carry out the work that need to put forward suggestions.
文摘With the continuous development of society, the traditional construction mode has been unable to meet peoples needs. Nowadays, "Sponge City" has become the focus of the planning and design of urban residential areas. Through the investigation and evaluation of several residential sponge projects, it is found that the landscape effect of sponge facilities cant meet the aesthetic needs of residents, besides its own function of regulating and storing rainwater. Therefore, improving the landscape effect of sponge cities in residential areas is the main direction of later sponge city construction. This paper summarizes the obstacles encountered in the application of sponge city concept in civil architecture design, and finally puts forward relevant measures, hoping to provide valuable reference for relevant designers.

文摘Catchment floods are more challenging due to intensive urbanization and climate change.Enlightened by the Low Impact Development(LID),China initiated the Sponge City Program(SCP)to transform Urban Flood Management(UFM)to be more environmentally friendly in 2013.The China National Government(CNG)has subsidized municipal SCP facilities to enhance urban flood resilience while delivering multiple co‐benefits for urban ecosystems and social well‐being.Recent floods at Schleiden(Germany),Arizona State(USA),and Zhengzhou(China)in 2021 reflected the necessity of Catchment Flood Management(CFM)to cover the whole catchment scale.The SCP,designed to handle small‐scale urban pluvial floods,has brought concerns when facing larger‐scale fluvial floods after the Zhengzhou 2021 flood.Indeed,catchment‐scale Natural Flood Management(NFM)can manage fluvial floods while improving flood adaptations sustainably from upstream to downstream reaches.This research develops a new framework named the Sponge Catchment Management Plan(SCMP),including structural and Nonstructural elements.On the structural side,the SCMP framework integrates NFM with the SCP and Grey Engineering(GE)for reducing the fluvial flood discharge peaks in the whole‐catchment scale.On the nonstructural side,the SCMP encourages collaborative governance,revising technical standards,and improving“bottom‐up”participation.This research used Semi‐Structured Interviews(SSIs)and a Focus Group Approach(FGA)to explore 62 professional and Nonprofessional stakeholders’perspectives on the SCMP framework.Some professional respondents did not know much about the NFM and were worried about the effectiveness of this practice.But most interviewees supported the SCMP pilot work and shared the co‐benefits from the NFM.This case study at the SW China,Guiyang,could be a lesson to encourage other Chinese cities further implement SCP to improve catchment‐scale flood resilience.
文摘In the traditional sense, the main function of urban road green space landscape is to decorate roads and optimize the environment. Combining with the concept of sponge city design, urban road green space landscape also has the functions of water storage, water saving, water purification and drainage. The green plants themselves need water resources for irrigation. Through the construction of sponge citys technical facilities, more abundant water supply can be provided for the green landscape plants. At the same time, it can absorb and store the accumulated water on the city roads, thus improving the effect of water resources utilization. In the landscape design of urban road greenbelt, the effect of water recycling can be improved through the design of sinking greenbelt and the design of overflow rain gate trash basket. Based on this, the article discusses the green street landscape design based on the background of sponge city.

文摘With the acceleration of China's urbanization process, rational planning of urban roads and bridges is especially important for normal production and life. Especially in the rainy season in July and August, the flooding problem in the city has been highlighted, which has brought potential safety hazards, not only threatening the safety of residents' lives, but also damaging the ranks of roads and bridges and reducing the service life of roads and bridges. In order to adapt to the construction concept of "Sponge City" and improve the design and construction level of local roads and bridges, relevant design knowledge must be used in the design and research of urban roads and bridges. The roads and bridges in the city have a lot of urban space. By doing a good job in the construction and design of roads and bridges, urban environmental problems can be effectively improved. In order to carry out the construction and design of roads and bridges, the concept of sponge city can be used to improve the urban environment and meet the need of optimal allocation of water resources. Therefore, in order to meet the needs of urban ecosystem construction, the systematic design of roads and bridges should be strengthened.
文摘The core concept of "sponge city" is introduced around the urban development and construction projects. During the planning, design and construction period, all aspects should be considered as a whole, and the water resource utilization rate of roof rainwater and floor rainwater should be considered comprehensively to effectively reduce rainwater runoff, municipal rainwater drainage system, urban flood control pressure and waterlogging risk. The concept of "Sponge City" is applied to the design of building water supply and drainage. In the process of urban development and construction, public buildings and residential buildings are "constructed with low impact development rainwater system". Combining with the improvement of urban flood control, drainage and drainage systems, the goal of building an economical and environment-friendly city is achieved, the distance between the masses and nature is narrowed, and the stable development trend of the city is ensured. In this regard, the article takes the concept of "Sponge City" as an example, and elaborates the key points of its application in building water supply and drainage design, hoping to provide some reference.
