Background:With the rapid development of modern emerging technologies,the ethical dilemmas and social controversies triggered by scientific and technological activities have become increasingly prominent.How to guide ... Background:With the rapid development of modern emerging technologies,the ethical dilemmas and social controversies triggered by scientific and technological activities have become increasingly prominent.How to guide technology for good and prevent and control technological risks has become an important issue of global concern.Research on science and technology ethics is dedicated to integrating ethical theories into governance practices and constructing ethical models that adapt to the development of the times.Methods:This article systematically reviews the six core approaches of scientific and technological ethics thought,including technological autonomy and political philosophy criticism,responsibility ethics and intergenerational obligations,technological intermediation and the integration of life and the world,ethical principles and normative frameworks,participatory governance and ethical practice innovation,as well as domain-specific ethical norms,thereby constructing an ethical analysis framework applicable to medical technology risks.And cross-analysis was conducted by taking medical events such as gene editing and xenotransplantation as examples.Results:Research shows that a single ethical approach has limitations in addressing complex medical ethical challenges,while the six approaches are complementary and synergistic.By criticizing technological autonomy,establishing a responsibility ethics orientation,setting the bottom line of ethical principles,promoting participatory governance,formulating domain norms,and continuously reflecting on the intermediary nature of technology,a multi-level and dynamically adaptive governance system for scientific and technological ethics can be constructed.Conclusion:The key to addressing contemporary medical ethics challenges lies in the comprehensive application of science and technology ethics theories and the integration of ethical considerations throughout the entire process of scientific and technological research and development.In the future,a governance framework that adapts to the development of new technologies should be established to promote cross-cultural and cross-disciplinary ethical dialogue and public participation,ensuring that scientific and technological innovation always serves the dignity of human life and overall well-being. 展开更多

Purpose–This study summarizes the overall situation of the resources of the national science and technology innovation platform in the railway industry,including the distribution of platform types,supporting institutions,construction sites,professional fields,etc.,to provide a reference for the further improvement and optimization of the national science and technology innovation platform system in the railway industry.Design/methodology/approach–Through literature review,field investigation,expert consultation and other methods,this paper systematically investigates and analyzes the development status of the national science and technology innovation platform in the railway industry.Findings–Taking the national science and technology innovation platform of the railway industry as the research object,this paper investigates and analyzes the construction,development and distribution of the national science and technology innovation platform of railway industry over the years.And the National Engineering Research Center of High-speed Railway and Urban Rail Transit System Technology was taken as an example to introduce its operation effect.Originality/value–China Railway has made great development achievements,with the construction and development of national science and technology innovation platform in the railway industry.In recent years,a large number of national science and technology innovation platforms have been built in the railway industry,which play an important role in railway technological innovation,standard setting and commodification,and Railway Sciences provide strong support for railway technology development. 展开更多

Background:The advent of the self-media age,digital humanities,and artificial intelligence(AI)technologies is gradually reshaping the narrative frameworks of the history of science and technology in general and the history of medicine in particular,as it transforms the specific shape of contemporary medical science and health communication practice with the help of interactive,scenario-based communication ecosystems.Methods:This paper focuses on the interactive relationship between the history of science and science communication,employing historical tracing and case study comparison as research methods to explore the pathways and innovative models for reintegrating the history of science and technology including the history of medicine into contemporary scientific discourse.Results:The study finds that in the Chinese context,three key pathways facilitate the engagement of the history of science and technology including the history of medicine in science communication:administrative intervention,value reconstruction,and personalized adaptation.Specifically,administrative intervention promotes the integration of the history of science education into talent development through policy design;value reconstruction,centered on the scientific spirit,enhances societal cultural recognition of technological progress;and personalized adaptation leverages big data and social media technologies to enable precise and tailored knowledge dissemination.Conclusion:The rise of the“web-based knowledge brokering model”in the era of social media has introduced professional knowledge brokers,ensuring the accuracy and accessibility of science communication.These innovations not only serve as decision-making simulation tools for medical science and health communication,linking historical insights with contemporary practice,but also provide theoretical foundations and practical paradigms for realizing the value of the history of science and technology in the digital era. 展开更多

This paper takes the green innovation in 15 science and technology parks in the Pearl River Delta region as a sample,uses the AHP-Fuzzy evaluation method to construct an index evaluation model with 5 first-level indicators and 9 secondlevel indicators,and analyzes the essential connotation and key influencing factors of green innovation ability in science and technology park.The research found that among the first-level indicators,“industrial innovation”,“incubator innovation”and“policy innovation”ranked among the top three key factors.Among the second-level indicators,the three factors of“enterprise incubator innovation”,“government policies and fiscal and financial policies”and“the development of new industries and emerging industries”have a significant impact on the innovation capabilities of science and technology parks.Accordingly,some suggested measures are put forward to provide theoretical and practical guidance for improving their green innovation ability.The main innovation of this paper is to construct an evaluation model of science and technology park suitable for the green innovation ability of science and technology park according to the social and economic development of the Pearl River Delta city belt and to test its effectiveness.In view of the technology,complexity,ambiguity and pluralism of the evaluation index construction of green innovation ability in science and technology parks in practice,the index evaluation model and application strategy in this paper hope to provide a theoretical reference for the park operators to improve their benefits and promote the development of regional industrial clusters. 展开更多

Constructing an assessment index system for strategic risk management in coal science and technology enterprises

Coal occupies a dominant position in China's national economy and is an essential energy source for future industrial development. To inform the efficient and sustainable development of the coal industry, this paper analyzes the sources of strategic risk for coal science and technology enterprises using 3 first-class indicators, 10 second-level indicators, and 37 observation points established through the existing research literature and experience. Moreover, in accordance to the obtained initial index data, the selected indicators have been tested and screened using reliability and membership degree analyses to remove redundant variables, avoid juxtaposition of risk factors at different levels, and reduce the influ- ence of some tiny risk factors for enterprise strategic risk. Then, factor analysis of external environment factor sub-scale was carried out. Factors are extracted according to a standard characteristic value greater than 1. Variables with high coefficients are classified into one factor category; and finally, 3 first-class indicators. 8 second-level indicators, and 37 observation noints are reconstructed. 展开更多

According to the connotation and structure of science and technology resources and some relevant data of more than 286 cities at prefecture level and above during 2001-2010, using modified method--Data Envelopment Analysis (DEA), science and tech- nology (S&T) resource allocation efficiency of different cities in different periods has been figured out, which, uncovers the distributional difference and change law of S&T resource allocation efficiency from the time-space dimension. Based on that, this paper has analyzed and discussed the spatial distribution pattern and evolution trend of S&T resource allocation efficiency in different cities by virtue of the Exploratory Spatial Data Analysis (ESDA). It turned out that: (1) the average of S&T resource allocation efficiency in cities at prefecture level and above has always stayed at low levels, moreover, with repeated fluctuations between high and low, which shows a decreasing trend year by year. Besides, the gap between the East and the West is widening. (2) The asymmetrical distribution of S&T resource allocation effi- ciency presents a spatial pattern of successively decreasing from Eastern China, Central China to Western China. The cities whose S&T resource allocation efficiency are at higher level and high level take on a cluster distribution, which fits well with the 23 forming urban agglomerations in China. (3) The coupling degree between S&T resource allocation efficiency and economic environment assumes a certain positive correlation, but not completely the same. The differentiation of S&T resource allocation efficiency is common in regional devel- opment, whose existence and evolution are directly or indirectly influenced by and regarded as the reflection of many elements, such as geographical location, the natural endowment and environment of S&T resources and so on. (4) In the perspective of the evolution of spatial structure, S&T resource allocation efficiency of the cities at prefecture level and above shows a notable spatial autocorrelation, which in every period presents a positive correlation. The spatial distribution of S&T resource allocation efficiency in neighboring cities seems to be similar in group, which tends to escalate stepwise. Meanwhile, the whole differentiation of geographical space has a diminishing tendency. (5) Viewed from LISA agglomeration map of S&T resource allocation efficiency in different periods, four agglomeration types have changed differently in spatial location and the range of spatial agglomeration. And the conti- nuity of S&T resource allocation efficiency in geographical space is gradually increasing. 展开更多

Recently we are witnessing the boom of high-pressure science and technology from a small niche field to becoming a major dimension in physical sciences.One of the most important technological advances is the integration of synchrotron nanotechnology with the minute samples at ultrahigh pressures.Applications of high pressure have greatly enhanced our understanding of the electronic,phonon,and doping effects on the newly emerged graphene and related 2D layered materials.High pressure has created exotic stoichiometry even in common Group 17,15,and 14 compounds and drastically altered the basic σ and π bonding of organic compounds.Differential pressure measurements enable us to study the rheology and flow of mantle minerals in solid state,thus quantitatively constraining the geodynamics.They also introduce a new approach to understand defect and plastic deformations of nano particles.These examples open new frontiers of high-pressure research. 展开更多

Agricultural science and technology parks(ASTPs) represent an important growth pole in China’s agricultural modernization.Clarifying their diffusion laws can optimize the technological diffusion process and improve its efficiency. Our study uses disaggregated spatial information in its model to analyze ASTP technology diffusion in a heterogeneous space. We constructed a comprehensive index system to evaluate the diffusion environmental quality and introduced the heterogeneous diffusion equation to calculate the technological diffusion probability. We applied this framework to a real-world scenario: the apple planting technology diffusion of the Yangling ASTP in the Loess Plateau, China. The results indicated: (1)the technological diffusion environment of the Loess Plateau advantageous apple producing area showed strong spatial heterogeneity caused by climate, topography, and external transportation links.(2) Under the combined effects of distance and spatial heterogeneity, the spatial diffusion pattern of the Yangling ASTP apple technology was expansion diffusion supplemented by hierarchical diffusion and banded diffusion, and (3) ASTP technology diffusion showed a strong distance attenuation effect, and the frictional effect of distance can be decreased by improving the diffusion environmental quality. In the knowledge economy era,science and technology(S&T) resources are getting more and more important in shaping regional competiveness and building regional innovation capacity.As such,the spatial distribution of S&T resources is a key to understanding regional development and disparities.By designing an input-output indicator system,this paper develops an evaluation model to examine the spatial distribution of S&T resources in China and assess their spatial efficiency.Moreover,the paper tries to explain spatial differences in the efficiency of S&T resources in China.Major findings are:1) the input and output of S&T resources in China shows a clear T-shaped spatial structure,i.e.,concentrated mainly in the coastal region and along the Changjiang(Yangtze) River;2) the efficiency of S&T resources in China displays strong spatial disparities,with the level of efficiency descending from the east to the west while high efficiency appearing in only several clusters;3) the utilization rates of S&T resources in most provinces are quite low,resulting in low efficiency of S&T resources allocation.The paper suggests that the utilization rate of S&T resources should be raised and the commercialization of S&T outputs should be enhanced to improve the efficiency of S&T resources in China. 展开更多
