Data regarding characteristics of staff were derived through a questionnaire distri...The aim was to explore the implementation of individual care plans in municipal elderly care in relation to characteristics of staff. Data regarding characteristics of staff were derived through a questionnaire distributed to all staff working in the care for older people, (N = 908, n = 245) in four municipalities in Sweden. The number of care plans established during a one-year period was collected through a contact person in each municipality. In total 47 individual care plans were established during the study year. Significantly more staff in the municipality that had the most number of established individual care plans agreed that there had been sufficient education (p = 0.017), sufficient time (p = 0.002) and routines established regarding individual care plans (p = 0.014) and had a significantly better job satisfaction (p = 0.001), compared to staff in the other municipalities. Implementation leaders may need to take the working conditions and the perception of available resources among staff into consideration in the on-going process of implementing individual care plans.展开更多
Urban planning in Greece is identified by two characteristics:the domination of the legislative/legal level on the policy-making one,and the“implementation gap”between laws and plans,and related implementations.In f...Urban planning in Greece is identified by two characteristics:the domination of the legislative/legal level on the policy-making one,and the“implementation gap”between laws and plans,and related implementations.In fact,the most frequent reason for the implementation gap is the inability of local administration to compensate landowners.An additional reason for the non-implementation of Urban Plans is that if the expropriation/compensation is delayed for more than a legally specified period,the landowner can ask the lifting of the expropriation.Larissa faces such difficulties.Due to lack of money for expropriations,its¾years-old Urban Plan has been implemented only by 77%.In the city,there are nearly 120 of cases to be expropriated/compensated,and the total amount needed is estimated to 150 million Euros.Obviously,the municipality is impossible to afford this amount,and the Urban Plan is in serious risk of not being implemented.In that context,the paper suggests a re-examination and a re-classification of the prescribed spaces based on three critical factors:the“urban importance”of each“prescribed space”,the economic affordability of financing its expropriation,and the legal characteristics of property rights.展开更多

The Sendai Framework f...The third UN World Congress on Disaster Risk Reduction, held in Sendai, Japan in March 2015, agreed on a new framework to guide disaster risk reduction policy and practice for the next 15 years. The Sendai Framework for Disaster Risk Reduction 2015–2030(SFDRR) leaves important implementation issues unspecified and potentially creates both problems and opportunities for complex,multilevel governance systems in coping with hazards and disastrous events. Early warning systems(EWS), if built into the mainstream of planning for development and disaster relief and recovery, could present a significant opportunity to realize many SFDRR goals. We explore the complexities of using hydrometeorological EWS to prepare for drought and flood disasters in the densely populated communities of Pakistan’s Indus River Basin in contrast to the African Sahel’s less densely settled grasslands. Multilevel governance systems are often dominated by a topdown, technocentric, centralized management bias and have great difficulty responding to the needs of peripheral and vulnerable populations. People-centered, bottom-up approaches that incorporate disaggregated communities with local knowledge into a balanced, multilevel disaster risk management and governance structure have adramatically better chance of realizing the SFDRR goals for disaster risk reduction.展开更多

People-centered, bottom-up approaches that incorporate disaggregated communities with local knowledge into a balanced, multilevel disaster risk management and governance structure have adramatically better chance of realizing the SFDRR goals for disaster risk reduction.
文摘From the two perspectives of urban development and industrial development, this paper presents and explains the stage characteristics of the evolution process of Shenzhen to build a national innovative city, on which both the urban and the industrial policies produce remarkable influences. By analyzing three cases of industry layout planning of Shenzhen, in particular the evolution of planning thoughts and the implementation effect of the plans, this paper argues that an effective industry layout planning should focus on studying the spatial requirements of industries and creating the suitable physical environment for industrial development instead of directly arranging the layout of various industries. Moreover, the implementation of the latest planning policy in Shenzhen proves that the industry space policies issued by the local government should be problem-oriented and be aimed to solve the practical difficulties in the innovative development.

文摘Based on related theories on the evaluation of city plan implementation and the empirical study on Caoyang-Xincun, a residential quarter in Shanghai, the paper explores the community plan implementation from the perspective of public space. And with the differences and conformities between the plan's blueprint and the reality as the breakthrough point, the paper points out that in terms of differences, the implementation of the Caoyang-Xincun plan has neglected the construction of public space, which influenced the general quality of public life of the residents, while in terms of conformities, the implementation of the plan has produced a positive impact on current public life in the community.
