We must allow farmers to gain their due share of value-added revenues from land, and share in the dividends of urbanization. Based on household operations, we should enhance the basic rural operation system, foster new agricultural operators, and develop modern agriculture as the foundation for revitalizing countryside industries. We must deepen agricultural supply-side structural reforms to ensure sufficient supply and security of main agricultural products. We must reform the rural collective ownership system to implement property rights to farmers and protect their interests in the context of urban and rural integration. Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a ba...Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a backward region by contrast with the coastal areas. This paper elaborates the evolutionary process of the old industrial base of Northeast China, analyses the main reasons for the decline, gives a preliminary evaluation on the revitalizing polices in recent years, and points out major long-term challenges for future revitalization. It concludes that for Northeast China, a relative declining area: 1) it is indispensable to get the long-term policy support from the central government; 2) system reform and structure adjustment are the crucial strategies, particularly the reform of the large and medium state-owned enterprises; and devel-oping new industries is as important as upgrading traditional advantaged industries; 3) the local governments should play an indirect role, avoiding from any unnecessary intervention on economic activity; and 4) social security and investment climate must be improved simultaneously. In addition, the author stresses that the lack of knowledge on the nature of old industrial base had led to failures of the past initiatives, and revitalizing the old industrial base should be treated as a holis-tic regional project including economy growth, society progress and environment improvement.展开更多
Semarang urban coastal areas are experiencing tidal flood. In addition, land subsidence of 5 to 10 centimetres per year is taking place. The climate change phenomenon provokes land areas that are lower than sea water ...Semarang urban coastal areas are experiencing tidal flood. In addition, land subsidence of 5 to 10 centimetres per year is taking place. The climate change phenomenon provokes land areas that are lower than sea water level from time to time. This makes the situation with respect to flooding increasingly risky. Semarang Old City （heritage） as part of principal Semarang area is suffering also from regular flooding and pollution that hamper the revitalisation of the old city. These areas used to be productive lands, but flooding make the existing public infrastructure does no longer function, and residential areas have changed into unhealthy slams. To overcome these problems, the Government of Semarang chooses a polder drainage system to address the flooding in Semarang. In the framework of the cooperation between Indonesia and the Netherlands, these activities consist of research and workshops on Urban Heritage. The scope consists basically of five components： experiences with urban drainage and flood protection in Semarang with a focus on Semarang Old City, field visit to relevant places with respect to urban drainage and flood protection of Semarang Old City, lectures on the relevant aspects of urban drainage and flood protection, exercises to get an insight in the processes that can take place under normal and extreme conditions, formulation of a preliminary plan to improve the situation with respect to urban drainage and flood protection of Semarang Old City. In this paper, the various relevant points are described, such as scenarios analysis as well as the findings and recommendations for improvement of the urban drainage system and flood protection of Semarang Heritage City.展开更多

This study aims to promote the optimization and upgrading of the economic structure in rural areas of China by focusing on the coupling coordination mechanism between digital economy–agriculture integration and rural...This study aims to promote the optimization and upgrading of the economic structure in rural areas of China by focusing on the coupling coordination mechanism between digital economy–agriculture integration and rural revitalization.By examining panel data from 30 Chinese provinces,autonomous regions,and municipalities between 2011 and 2022,the research constructs a weight-based evaluation system that integrates subjective and objective methods and a coupling coordination model to reveal its dynamic evolution patterns.Key findings indicate that digital economy–agriculture integration and rural revitalization achieve cross-coupling through critical activities.The impact of digital-agriculture integration on advancing rural revitalization lags by 2–3 years.Although the coupling development degree between the two systems continues to improve,it remains at the stage of primary coordination.Regional disparities are significant,showing a gradient pattern of“high degree of coupling development in the east and low degree of coupling development in the west.”展开更多
