The increase of carbon emissions induced by human economic activi- ties has become a major driving force behind global climate change. Thus, as a matter of social responsibility, reasonable carbon con- straints should be implemented to ensure environmental security and sustainable development for every country. Based on a summary of studies that examined the relationship between carbon emissions and regional development, this paper shows that human activity-led carbon emission is caused by the combination of several influencing factors, including population size, income level, and technical pro- gress. Thus, a quantitative model derived from IPAT-ImPACT-Kaya series and STIRPAT models was established. Empirical analysis using multivariate nonlinear regression demonstrated that the origins of growing global carbon emission included the increasing influ- encing elasticity of the population size and the declining negative effect of technical progress. Meanwhile, in context of classification of country groups at different income levels, according to the comparison of fluctuating patterns of the influencing elasticity, technical progress was found as the main factor influencing carbon emission levels in high-income countries, and population size might he the controlling factor in middle-income countries. However, for low-income countries, the nonlinear relationship between carbon emission and its influencing factors was not significant, whereas population growth was identified as an important potential driving force in future carbon emissions. This study can therefore provide a reference for the formulation of policies on carbon constraints, especially to de- velop more efficient carbon mitigating policies for countries at different income levels.展开更多

We selected 12 indicators from six dimensions for analysis in this study, including income, consumption, education, population urbanization, traffic, and indoor living facilities. We then proposed the polyhedron method to comprehensively measure levels of regional multidimensional development. We also enhanced the polygon and vector sum methods to render them more suitable for studying the status of regional multidimensional development. Finally, we measured levels of regional multidimensional development at county, city, and provincial scales across China and analyzed spatial differences using the three methods above and the weighted sum method applied widely. The results of this study reveal the presence of remarkable regional differences at the county scale across China in terms of single and multidimensional levels of regional development. Analyses show that values of the regional multidimensional development index (RMDI) are high in eastern coastal areas, intermediate in the midlands and in northern border regions, and low in the southwest and in western border regions. Districts characterized by enhanced and the highest levels of this index are distributed in eastern coastal areas, including cities in central and western regions, as well as areas characterized by the development of energy and mineral resources. The regional distribution of reduced and the lowest levels of this index is consistent with concentrations of areas that have always been impoverished. Correlation analyses of the results generated by the four methods at provincial, city, and county scales show that all are equivalent in practical application and can be used to generate satisfactory measures for regional multidimensional development. Additiona~ correlation analyses between RMDI values calculated using the polyhedron method and per capita gross domestic product (GDP) demonstrate that the latter is not a meaningful proxy for the level of regional multidimensional development.展开更多

The commercial and operational freedoms have led most of the larger carriers to develop hub-and-spoke networks, within which certain cities or metropolitan areas emerge as key nodes possessing tremendous advantages over other locations in the air transport system. This paper examines the nature of hub-and-spoke operations in air transportation services, and the benefits that accrue to a city or geographical region that is host to an airline hub. In particular, it looks into linkages between the air service hub and local economic development. Four potential types of impact of airports on the regional economy are defined and discussed. As an example, the assessment of the economic impacts of Cincinnati-Northern Kentucky International Airport (CVG), a major Delta Airlines hub, is introduced.展开更多

Based on the evaluation index system and models of EGE and RD, Quadrant Analysis Method (QAM) and the Coordination Degree and Coordinated Development Degree Model (CDCDDM) were applied to studying the relationship between EGE and RD in Xinjiang in this paper. The results show that Xinjiang can be divided into four type regions according to the relationship between EGE and RD, namely high coordination region (HCR), overloading development region (ODR), low coordination region (LCR) and potential development region (PDR). Most areas of Xinjiang belong to LCR which can not bear a larger population and support large-scale economic development. HCR, ODR and PDR, which are mainly distributed in piedmont oases and take basin as unit, should be focused on in the development of Xinjiang. The EGE has great influence on RE), and there is serious contradiction between them. Relevant suggestions on development strategies were put forward according to the character of different type regions, and the key regions of macro-layout of RD in Xinjiang were pointed out.展开更多

The three shifts of China’s principal social contradiction have responded to evolving needs of its regional development. Throughout various stages, the strategy of coordinated regional development has promoted the building of a moderately prosperous society in all respects in its concept formation, implementation and upcoming completion, which has reinforced regional coordination in return. In striving to achieve the goal of building a moderately prosperous society, China has increased its economic base, balanced its regional development, narrowed regional disparities, and increased equal access to essential public services.展开更多

Recent developments in spatial statistics and Geographic Information Systems (GIS) have led to an increasing interest in quantitative analysis and visualization of the process. However, so far, few direct qonnections have been made between the newly developed methods and classic spatial development theories, which would be very helpful for the inter- pretation and understanding of regional spatiotemporal differentiation. Using basic concepts and academic principles of polarized growth theory and gradient transfer theory, this paper quantifies the concept of regional development space. It then proposes a method based on GIS to visually simulate and analyze regional development spatiotemporal differentiation through a case study of the Beijing-Tianjin-Hebei Metropolitan Region (BTHMR), China. The main research results are as follows. 1) The proposed method, built on classic theories and well-developed GIS technology, presents a good picture of regional development spatiotem- poral differentiation. 2) The levels of regional development, in terms of per capita GDP across BTHMR, diminished significantly with increased distances away from city propers (which can be seen as the regional growth poles), leading to the appearance of development valley zones between different cities. The development valley zones between each city coincided with their boundary areas, which indicates that administrative boundaries have some impact on regional development, if the regional division is based on administrative boundaries. 3) From 1993 to 2007, the development level in the whole BTHMR improved significantly, of which polarized growth was dominant, especially for Beijing and Tianjin. However, as the two economic development engines in BTHMR, the pull effects of both Beijing and Tianjin on their peripheral areas were comparatively weak, except for those on Tangshan. 4) The structure and pattern of gradient transfer and balanced development in the BTHMR had not been completely developed yet, and the sustained polarized development of the regional economy in BTHMR was still going to be the main trend in the next 5-10 years.展开更多

The nature and framework of the valley economy model are described and the development of the model, which is specific to the mountain areas of Beijing, is analyzed. Five different valley economy models applied in the Beijing mountain areas are compared. The major purpose of the valley economy model is to develop the regional economy, including the selection of appropriate industries, the allocation of industrial space, the establishment of supply chains and the integration of various industries. Pilot experiments using the valley economy model have been conducted in seven counties(districts) in Beijing: Pinggu, Huairou, Changping, Mentougou, and Fangshan districts, and Yanqing and Miyun counties. Five models for developing the Beijing mountain areas have been explored, including: creative cultural industries, characteristic industry clusters, the promotion of large tourist areas, natural scenic tourism and folk cultural tourism. Each model has its own unique features and potential to help in the regional development of mountain areas.展开更多

Additiona~ correlation analyses between RMDI values calculated using the polyhedron method and per capita gross domestic product (GDP) demonstrate that the latter is not a meaningful proxy for the level of regional multidimensional development.

文摘Considerable changes have taken place in commercial passenger air transport since the enactment of the 1978 Airline Deregulation Act in the US and the deregulation of airline networks that has occurred elsewhere. As an example, the assessment of the economic impacts of Cincinnati-Northern Kentucky International Airport (CVG), a major Delta Airlines hub, is introduced.
文摘Since the founding of the People’s Republic of China in 1949,China’s regional development strategy has experienced three stages-the balanced development strategy before reform and opening up in 1978,imbalanced development strategy since 1978,and the present coordinated development stage. Each stage has its own priorities and characteristics of historical context and offers valuable experience for China’s regional economic development.Reviewing the journey and historic characteristics of China’s regional economic development is of great theoretical and relevant significance to its balanced regional economic development in the new era.Experience shows that in the strategic choice of regional development, importance should be given to the proper handling of relationships between efficiency and fairness, government and market, equilibrium and disequilibrium, and central and local governments. In general,China’s regional economic development has achieved tremendous progress since 1949,particularly since 1978 as manifested in favorable regional development momentum and balanced regional development.Nevertheless, imbalanced and inadequate regional development remain prominent contradictions. In the new era,we must follow Xi Jinping thought on socialism with Chinese characteristics as guidance, implement the strategy of balanced regional development, and bring about a new development pattern characterized by equal access to basic public services, relatively balanced infrastructure accessibility and generally equal living standards.

文摘This article contributes to a small but growing body of multi-sited and multi-scalar research on the Belt and Road Initiative. We focus on relations at the national, regional and international scales, and present original research from China and Turkey,to show how the Istanbul-Ankara high-speed railway has served as a testing ground for China's Belt and Road Initiative(BRI).Its construction was initially funded by the European Investment Bank, but it is now part of the backbone of the Turkish Government's Middle Corridor plan which enhances west-east connectivity and integration with the Caucasus and Central Asia.We show that in contrast to multinational corporations from the OECD that seek to remain footloose,Chinese state-owned enterprises(SOEs)seek to adapt to,apprehend and ultimately shape local institutions. In the case of Turkey this proved difficult given its institutional alignment with the European Union. Thus, while the railway project was completed successfully by a consortium led by a Chinese SOE,Turkey's dynamic and complex regulatory environment discourages Chinese SOEs in the infrastructure sector. We conclude that the Turkish and Chinese governments are currently pursuing complementary territorial visions yet their cooperation is project-based and pragmatic.

文摘The intensity allocation criteria of carbon emissions permits and its influence on China's regional development are analyzed through the 30-province/autonomous region computable general equilibrium(CGE)model.Simulation results show that:industrial intensity criteria without taking regional economic development into account deepen the unbalance of regional economic development;regional intensity criteria without taking industrial properties into account exert little negative impact on regional harmonious development, but relatively high negative influence on high-carbon emission industries. The two-step allocation scheme that the central government allocates emissions permits to provincial governments based on regional economic development and then provincial governments allocate emissions permits to emission resources or entities based on industrial properties is a feasible and operable choice.

文摘The study on relationship between eco-geographic environment (EGE) and regional development (RD) is of theoretical and practical significance to promote the comprehensive study on nature and human factors and regional coordination development. Relevant suggestions on development strategies were put forward according to the character of different type regions, and the key regions of macro-layout of RD in Xinjiang were pointed out.
文摘In China’s modernization drive, coordinated regional development and the building of a moderately prosperous society in all respects have been two mutually reinforcing dimensions. In striving to achieve the goal of building a moderately prosperous society, China has increased its economic base, balanced its regional development, narrowed regional disparities, and increased equal access to essential public services.

文摘Regional development differentiation is a complicated spatial and temporal dynamic process. 4) The structure and pattern of gradient transfer and balanced development in the BTHMR had not been completely developed yet, and the sustained polarized development of the regional economy in BTHMR was still going to be the main trend in the next 5-10 years.

文摘Promoting regional coordinated development strategy is one of the important strategies in the new period of China.Faced with the reality of unbalanced and insufficient regional development in China,it is objectively necessary to construct one or more main axes supporting the coordinated and balanced development of regions to become the identification line representing the pattern of coordinated regional development. The results show that the Bo-Tai line, the northwest-southeast axis connecting Bole of Xinjiang and Taipei of Taiwan, can be built into national development backbone line and regional balanced development line, just perpendicular to Hu Line.In 2016,the area of southwest half and northeast half of Bo-Tai Line accounts for 60%:40%,while the population accounts for 45%:55%,the economic aggregate accounts for 40%:60%,the per capita GDP ratio accounts for 44%:56%,the population density ratio accounts for 38%:62%,the economic density ratio accounts for 32%:68%,and the urbanization level ratio accounts for 48%:52%.The main average indicators are gradually tending to balanced development pattern.Further analysis shows that Bo-Tai Line is a strategic shoulder pole connecting two core zones of"the Belt and Road",and is the peaceful reunification line of China's national tranquility and Taiwan's return.Bo-Tai Line is also a solid line supported and connected by comprehensive transportation channels and a Pipa type symmetrical line for the development of cities and urban agglomerations. It is the backbone of the two-way opening up and the linkage development line between land and sea.It is also an important dividing line that promotes the coordinated development of the eastern, central and western regions, and addresses the imbalance and inadequacy of regional development.Bo-Tai Line plays an irreplaceable strategic role in promoting the coordinated and balanced regional development. It is suggested that the construction of Bo-Tai Line should be included in the national development strategy, and the development strategic plan of Bo-Tai Line should be formulated to fully release the multiple potential functions. We should build three strategic support points:the northwest endpoint, the central strategic node and the southeast endpoint;carry out a comprehensive scientific investigation of the Bo-Tai Line, and strengthen the scientific cognition and publicity;promote China's development in a higherlevel,higher-quality,more coordinated, safer and more civilized direction.Let Chinese know about the Bo-Tai Line, let the world know about the Bo-Tai Line, and let the Bo-Tai Line truly become the backbone of the great rejuvenation of the Chinese nation.

文摘A case study is presented of a regional development model for valley economies in the mountain areas of Beijing, China. Each model has its own unique features and potential to help in the regional development of mountain areas.

文摘Harmonious regional development poses difficult problems, especially in so far as the harmonious regional development of ecological resources is concerned. China has explored several eco-compensation models, and in each province eco-compensation has different characteristics. These methods have had significant impacts. The aim of this paper is first to examine the meaning of ecocompensation and to present a framework for analyzing it. Next the development of eco-compensation in China is examined. Finally, four typical models of eco-compensation are compared: the government financial transfer payment compensation model; the ecological resource exploiters′ payment compensation model; the ecological destruction compensation model; and the ecological resource tax collection compensation model. Each model has its own unique feature and potential to contribute to harmonious regional development.
