The public data serves as an important foundational resource and a key production factor for supporting digital transformation.Evaluating its impact on the integration of the digital economy and the real economy is es...The public data serves as an important foundational resource and a key production factor for supporting digital transformation.Evaluating its impact on the integration of the digital economy and the real economy is essential for informed governance.Based on a quasi-natural experiment involving the inauguration of a government data platform,a coupled evaluation model is used to gauge the degree of integration between the digital and real economies across 280 prefecture-level cities nationwide spanning from 2010 to 2021.Employing the difference-in-differences model with multiple time periods,this paper empirically scrutinizes the impact of opening public data,exemplified by the launch of the government data platform,on the integration of digital and real economies.There are four findings.(1)Opening public data significantly boosts the integration of the digital and real economies,and the conclusion is upheld by a series of robustness tests.(2)Opening public data primarily impacts the integration of the digital and real economies through cost effect,factor allocation effect,and technological innovation effect.(3)The enhancement effect of opening public data on the digital-real integration varies notably across cities with different administrative levels,market protections,and resource endowments,with more pronounced effects seen in cities with higher administrative levels and greater market integration as well as non-resource-based cities.(4)The opening of higher-quality government data correlates with a more pronounced enhancement effect on the digital-real integration.The quality of open data,the level of platform construction,and the extent of policy support influence the value creation effect of opening public data to some extent.Based on the above findings,this paper puts forth policy recommendations that center on prioritizing the cultivation of a comprehensive data element market,exploring multidimensional avenues to drive digital-real integration,and implementing customized policies in line with urban development characteristics.These suggestions serve as guiding principles to promote the digital-real integration.展开更多

Recently, a few schemes start to consider these two different aspects together. However, these schemes either only support plaintext data file or have been proved insecure. In this paper, we propose a public auditing scheme for cloud storage systems, in which deduplication of encrypted data and data integrity checking can be achieved within the same framework. The cloud server can correctly check the ownership for new owners and the auditor can correctly check the integrity of deduplicated data. Our scheme supports deduplication of encrypted data by using the method of proxy re-encryption and also achieves deduplication of data tags by aggregating the tags from different owners. Recent research has indicated the failure of existing sanitization techniques （e.g., k-anonymity） to provide rigorous privacy guarantees. Privacy- preserving multidimensional data publishing currently lacks a solid theoretical foundation. It is urgent to develop new techniques with provable privacy guarantees, e-Differential privacy is the only method that can provide such guarantees. In this paper, we propose a multidimensional data publishing scheme that ensures c-differential privacy while providing accurate results for query processing. The proposed solution applies nonstandard wavelet transforms on the raw multidimensional data and adds noise to guarantee c-differential privacy. Then, the scheme processes arbitrarily queries directly in the noisy wavelet- coefficient synopses of relational tables and expands the noisy wavelet coefficients back into noisy relational tuples until the end result of the query. Moreover, experimental results demonstrate the high accuracy and effectiveness of our approach.展开更多

In this paper, we propose an improved fairness and dynamic provable data possession scheme that supports public verification and batch auditing while preserves data privacy. The rb23Tree is utilized to facilitate data dynamics. Moreover, the fairness is considered to prevent a dishonest user from accusing the cloud service provider of manipulating the data. The scheme allows a third party auditor （TPA） to verify the data integrity without learning any information about the data content during the auditing process. Furthermore, our scheme also allows batch auditing, which greatly accelerates the auditing process when there are multiple auditing requests. Security analysis and extensive experimental evaluations show that our scheme is secure and efficient.展开更多

This study utilized bootstrapping data envelopment analysis（DEA） to evaluate the technical efficiency（TE） and productivity of county public hospitals in Eastern, Central, and Western China after the 2012 public hospital reform. Data from 127 county public hospitals（39, 45, and 43 in Eastern, Central, and Western China, respectively） were collected during 2012–2015. Changes of TE and productivity over time were estimated by bootstrapping DEA and bootstrapping Malmquist. The disparities in TE and productivity among public hospitals in the three regions of China were compared by Kruskal–Wallis H test and Mann–Whitney U test. The average bias-corrected TE values for the four-year period were 0.6442, 0.5785, 0.6099, and 0.6094 in Eastern, Central, and Western China, and the entire country respectively, with average non-technical efficiency, low pure technical efficiency（PTE）, and high scale efficiency found. Productivity increased by 8.12%, 0.25%, 12.11%, and 11.58% in China and its three regions during 2012–2015, and such increase in productivity resulted from progressive technological changes by 16.42%, 6.32%, 21.08%, and 21.42%, respectively. The TE and PTE of the county hospitals significantly differed among the three regions of China. Eastern and Western China showed significantly higher TE and PTE than Central China. More than 60% of county public hospitals in China and its three areas operated at decreasing return scales. There was a considerable space for TE improvement in county hospitals in China and its three regions. During 2012–2015, the hospitals experienced progressive productivity; however, the PTE changed adversely. Moreover, Central China continuously achieved a significantly lower efficiency score than Eastern and Western China. Decision makers and administrators in China should identify the causes of the observed inefficiencies and take appropriate measures to increase the efficiency of county public hospitals in the three areas of China, especially in Central China.展开更多
