China’s environmental governance strategy provides a distinctive pathway for integrating sustainable development into national policy.Understanding its policy trajectory is essential for assessing China’s contributi...China’s environmental governance strategy provides a distinctive pathway for integrating sustainable development into national policy.Understanding its policy trajectory is essential for assessing China’s contribution to global sustainable development and the United Nations Sustainable Development Goals(SDGs).This study constructs a comprehensive database of 425 national environmental governance policy documents issued between 1978 and 2022 and applies Latent Dirichlet Allocation(LDA)modeling to examine the evolution of policy themes and discourse.The results show that China’s environmental governance has undergone four stages-initial exploration,detailed development,transformative leap,and diverse prosperity-reflecting a progressive shift toward more integrated and coordinated governance.Policy priorities have evolved from a primary focus on pollution control and energy transition to an emphasis on institutional construction and organizational reform,thereby strengthening alignment with the SDGs.This transformation is characterized by recurring developmental themes and increasingly preventive,forward-looking,and system-oriented governance approaches.Moreover,the co-evolution of policy concepts and implementation has driven a transition from localized,end-of-pipe responses to comprehensive governance frameworks,alongside a shift from normative guidance towards effectiveness-oriented policy design.By employing a data-driven text analysis approach,this study offers a systematic framework for tracing long-term policy evolution and assessing its implications for sustainable development.展开更多

Such possible impact will cause a series of great effect on the state -- owned banking business, the blocked securities business and market, strict decentralized operation system, the efficiency of monetary policy tools and supervising, as well as the balance of international payment and capital flow. To lighten the impact and influence, make the economy keep developing continuously and steadily, and adapt to the new competitive surroundings, the finance business is demanded to have a series of structural adjustment and the related policy transforming, which includes the reform of equity policy, the opening of securities market, the developing of merged operation system, together with the supervising and equal treatment of China overseas finance business.展开更多
In February 2016, the Central Committee of the Communist Party of China and the State Council of China issued the "Several Opinions of the CPC Central Committee and the State Council on Further Strengthening the ...In February 2016, the Central Committee of the Communist Party of China and the State Council of China issued the "Several Opinions of the CPC Central Committee and the State Council on Further Strengthening the Management of Urban Planning and Construction", stating that, in principle, closed residential areas will no longer be constructed and will be replaced by the promotion of the block system. This change in policy has aroused a great deal of controversy in various circles of society in China. In 2017, Chengdu, the capital city of Sichuan province, made an innovative attempt to implement "small block regulations." In 2018, the first "block system" public rental housing district appeared in Beijing, the capital of China. These innovative practices have promoted the pace of block system reform in China, but in general, the implementation of block system reform is difficult. From the perspective of public opinion, it seems that many citizens misunderstand the block system. This may be due to the complex interactions among community environmental management, public security, privacy, and other factors where individual interests and public interests meet. This article, from the perspective of the protection of civil rights, analyses the advantages and disadvantages of the block system at the value level, distinguishes the differences between the block systems of China, the UK and the US and then puts forward the theory that the block system reforms for newly built and existing residences are different and should be implemented independently. Concerning the key point of the block system reforms, the "greater difficulty in the implementation of the block system reform in the existing residential quarters" is the proposal to expropriate the commonly owned internal roads and appropriately compensate the residents. Finally, to cope with the core issues effectively, this article advocates gradual implementation of the block system reforms in China, including legislation, policy transformation, cultural construction, and pilot trials to promote the success of the implementation.展开更多
