As countries accelerate efforts to meet carbon neutrality targets,carbon capture and storage(CCS)is gaining renewed attention as a critical mitigation strategy.This review provides a structured synthesis of global CCS...As countries accelerate efforts to meet carbon neutrality targets,carbon capture and storage(CCS)is gaining renewed attention as a critical mitigation strategy.This review provides a structured synthesis of global CCS policy evolution,highlighting how incentive mechanisms have shifted from generic subsidies toward hybrid approaches integrating carbon pricing,green finance,and legal risk-sharing.Building on this,the paper introduces a policy classification framework that categorizes instruments into market-based tools,command-and-control regulations,and institutional support,offering analytical coherence for future cross-country comparisons.Beyond the industrial and power sectors,the review foregrounds an often-overlooked CCS application:addressing residual emissions in hard-to-abate sectors such as transportation.We emphasize the strategic role of CO 2 transport infrastructure-including pipelines,shipping routes,and port retrofitting-and introduce a dedicated section analyzing its cost-leveraging effects,infrastructure integration models,and life-cycle trade-offs.By embedding a life-cycle assessment(LCA)perspective,we demonstrate how different transport modes shape both economic and carbon efficiency.Drawing on case studies from the U.S.,EU,and China,we distill key governance lessons and identify the enabling conditions for scaling up CCS deployment.The paper also highlights governance gaps related to cross-border infrastructure coordination,carbon market integration,and just siting.Overall,this review contributes to literature on CCS governance and infrastructure transitions by offering a replicable analytical structure,expanding the scope beyond capture technology,and linking fragmented insights into an integrated policy roadmap for large-scale CCS commercialization.展开更多

The global climate crisis has become the focus of attention,and China vigorously pursues low-carbon economic development,for which the implementation of green finance is continuously enhanced,so does the development o...The global climate crisis has become the focus of attention,and China vigorously pursues low-carbon economic development,for which the implementation of green finance is continuously enhanced,so does the development of green finance contribute to low-carbon economic development?This paper constructs a green finance and low carbon economic development index system containing several indicators,and measures them using the entropy weight method of spatial-temporal extreme difference.This paper conducts an empirical study based on the data of 30 provinces and cities from 2005 to 2020,and the results of the study find that green finance has policy incentive effect and institutional incentive effect,and can significantly and positively affect the development of low-carbon economy,and the findings still hold after endogeneity test and robustness test.The mechanism test shows that green finance can influence low-carbon economic development by promoting industrial structure upgrading,green technology innovation and FDI inflow;moreover,the positive promotion effect of green finance is more obvious in the western region and non-Yangtze River Economic Zone region;finally,the moderating effect test reveals that the institutional environment and the level of technology market development can enhance the relationship between green finance and low-carbon economic development.展开更多

Thus the result of policy implementation is greatly reduced. With the increasing severity of urban traffic congestion and environmental pollution issues,Mobility-as-a-Service(MaaS)has garnered increasing attention as an emerging mode of transportation.Thus,how to motivate users...With the increasing severity of urban traffic congestion and environmental pollution issues,Mobility-as-a-Service(MaaS)has garnered increasing attention as an emerging mode of transportation.Thus,how to motivate users to participate in MaaS has become an important research issue.This study first classified the incentive policies into four aspects:financial incentive policy,non-financial incentive policy,information policy,and convenience policy.Then,through online questionnaires and field interviews,456 sets of data were collected in Beijing,and the data were analyzed by the structural equation model and latent class model.The results show that the four incentive policies are positively correlated with users'participation in MaaS,among which financial incentive policy and information policy have the greatest impact,that is,they can better encourage users by increasing direct financial subsidies and broadening the information about MaaS.In addition,Latent Class Analysis was performed to class different users and it was found that the personal characteristics of users had some influence on willingness to participate in MaaS.Therefore,incentive policies should be designed to consider the needs and characteristics of different user groups to improve their willingness to participate in MaaS.The results can provide theoretical suggestions for the government to promote the widespread application of MaaS in urban transportation.展开更多

The growing apprehension regarding environmental issues is driving global economies to adopt alternative fuel technology to mitigate the release of greenhouse gases from vehicles.Electric vehicles(EVs)provide a practi...The growing apprehension regarding environmental issues is driving global economies to adopt alternative fuel technology to mitigate the release of greenhouse gases from vehicles.Electric vehicles(EVs)provide a practical and eco-friendly solution that can help transition to a sustainable transportation system with minimal emissions,therefore conserving the environment.This study employed the theory of planned behavior(TPB)and incorporated additional factors such as price value,moral norms,and policy incentives(monetary and non-monetary)to examine consumers'intention to adopt EVs.A survey was administered to prospective consumers in March 2023 in Texas and a total of 743 responses were collected.The analysis results revealed that attitudes,perceived behavior control,subjective norms,moral norms,price value,and monetary incentives positively and significantly influenced consumers'intentions to adopt EVs;however,it was also revealed that non-monetary incentives do not have a significant effect on consumers’propensity to adopt EVs.Furthermore,the research findings from the moderation analysis indicate noteworthy differences in demographic factors along the consumer adoption intention.展开更多

In recent years,the promotion of nearly zero-energy buildings(NZEBs)in China has emerged as a crucial step for the building industry in shifting towards a green and low-carbon future.Starting from scratch,the developm...In recent years,the promotion of nearly zero-energy buildings(NZEBs)in China has emerged as a crucial step for the building industry in shifting towards a green and low-carbon future.Starting from scratch,the development of NZEBs in China has included the application and fundamental research,the compilation of national and local standards,and the rapid emergence of projects encompassing 23.89 million square meters nationwide.These efforts have yielded preliminary results in national standards,technology systems,technical roadmaps,and large-scale project demonstrations.However,challenges,including further reducing incremental costs,developing industries for retrotitting existing buildings into NZEBs,and expanding the range of policy incentives,remain to be addressed.This article provides an overview of the last decade's progress in NZEBs in China,covering key technological research,policy development,engineering demonstrations,and the current industrial development status.Finally,the prospects of the NZEB industry are discussed.展开更多

In this study, we develop a stylized model comprising a regulator and two representative drug producers to evaluate the effects of three incentive policies: Innovation subsides, inclusion new drugs in the health insurance plan, and the combination of the above two policies(also called hybrid policy). Our analysis shows that innovation subsidies and inclusion of new drugs in the health insurance plan can both promote pharmaceutical innovation, but their incentive effects vary in different policy objectives. Specifically, if the regulator aims to improve patient welfare, he should incorporate new drugs into the health insurance plan to expand the accessibility of new drug when the copayment level is low. However, if the regulator aims to improve social welfare, he should choose innovation subsidies when the copayment level is high, and the hybrid policy when the copayment level is low. In particular, with a sufficiently low copayment level, the hybrid policy allows the new drug producer, patients and the regulator to achieve Pareto improvement due to a lower regulator’s innovation subsidy expenditure, higher profits of the new drug producer and consumer surplus.展开更多

文摘Current status and the progress of PV in China are introduced with detailed data,covering PV manufacturing,market development,cost reduction and technology innovation.Fast growing of PV industry in China is due to series of incentive policies provided by the Chinese government,which are provided in this paper as well.To slow down the speed of PV development,the 5.31 new policy is issued on May 31,2018 by the Chinese government as a milestone.The affections of the new policy and future PV market are analyzed.The target of energy transition of China and the role of PV are provided.PV will have more broad space in development when it comes to grid parity in the future.

文摘In recent years,the promotion of nearly zero-energy buildings(NZEBs)in China has emerged as a crucial step for the building industry in shifting towards a green and low-carbon future.Starting from scratch,the development of NZEBs in China has included the application and fundamental research,the compilation of national and local standards,and the rapid emergence of projects encompassing 23.89 million square meters nationwide.These efforts have yielded preliminary results in national standards,technology systems,technical roadmaps,and large-scale project demonstrations.However,challenges,including further reducing incremental costs,developing industries for retrotitting existing buildings into NZEBs,and expanding the range of policy incentives,remain to be addressed.This article provides an overview of the last decade's progress in NZEBs in China,covering key technological research,policy development,engineering demonstrations,and the current industrial development status.Finally,the prospects of the NZEB industry are discussed.

文摘A critical problem plaguing regulators in promoting pharmaceutical innovation is to design and select efficient incentive policies. In this study, we develop a stylized model comprising a regulator and two representative drug producers to evaluate the effects of three incentive policies: Innovation subsides, inclusion new drugs in the health insurance plan, and the combination of the above two policies(also called hybrid policy). Our analysis shows that innovation subsidies and inclusion of new drugs in the health insurance plan can both promote pharmaceutical innovation, but their incentive effects vary in different policy objectives. Specifically, if the regulator aims to improve patient welfare, he should incorporate new drugs into the health insurance plan to expand the accessibility of new drug when the copayment level is low. However, if the regulator aims to improve social welfare, he should choose innovation subsidies when the copayment level is high, and the hybrid policy when the copayment level is low. In particular, with a sufficiently low copayment level, the hybrid policy allows the new drug producer, patients and the regulator to achieve Pareto improvement due to a lower regulator’s innovation subsidy expenditure, higher profits of the new drug producer and consumer surplus.
