The emissions of CO2, SO2, NO2 and particulate matters from maritime transportation have contributed to climate change and environmental degradation. Scientifically, analysts still have controversies regarding how to calculate the emissions and how to choose the baseline and methodologies. Three methods are generally used, namely the 'bottom up' approach, the 'top down' approach and the STEEM, which produce very different results, leading to various papers with great uncertainties. This, in turn, resuits in great difficulties to policy makers who attempt to regulate the emissions. A recent technique, the STEEM, is intended to combine the former two methods to reduce their drawbacks. However, the regulations based on its results may increase the costs of shipping companies and cause the competitiveness of the port states and coastal states. Quite a few papers have focused on this area and provided another fresh perspective for the air emission to be incorporated in maritime transportation regulations; these facts deserve more attention. This paper is to review the literature on the debates over air emission calculation, with particular attention given to the STEEM and the refined estimation methods. It also reviews related literature on the economic analysis of maritime transportation emission regulations, and provides an insight into such analysis. At the end of this paper, based on a review and analysis of previous literature, we conclude with the policy indications in the future and work that should be done. As the related regulations in maritime transportation emissions are still at their beginning stage in China, this paper provides specific suggestions on how China should regulate emissions in the maritime transportation sector.展开更多

To develop a sound ozone(O_3) pollution control strategy,it is important to well understand and characterize the source contribution due to the complex chemical and physical formation processes of O_3.Using the "Sh...To develop a sound ozone(O_3) pollution control strategy,it is important to well understand and characterize the source contribution due to the complex chemical and physical formation processes of O_3.Using the "Shunde" city as a pilot summer case study,we apply an innovative response surface modeling(RSM) methodology based on the Community Multi-Scale Air Quality(CMAQ) modeling simulations to identify the O_3 regime and provide dynamic analysis of the precursor contributions to effectively assess the O_3 impacts of volatile organic compound(VOC) control strategy.Our results show that Shunde is a typical VOC-limited urban O_3 polluted city.The "Jiangmen" city,as the main upper wind area during July 2014,its VOCs and nitrogen oxides(NO_x) emissions make up the largest contribution(9.06%).On the contrary,the contribution from local(Shunde) emission is lowest(6.35%) among the seven neighbor regions.The local VOCs industrial source emission has the largest contribution comparing to other precursor emission sectors in Shunde.The results of dynamic source contribution analysis further show that the local NO_x control could slightly increase the ground O_3 under low(10.00%) and medium(40.00%)reduction ratios,while it could start to turn positive to decrease ground O_3 under the high NO_x abatement ratio(75.00%).The real-time assessment of O_3 impacts from VOCs control strategies in Pearl River Delta(PRD) shows that the joint regional VOCs emission control policy will effectively reduce the ground O_3 concentration in Shunde.展开更多

This paper extends recent work on the compatibility or otherwise of the two attempts at policy monitoring by considering the categorization of individual policy instruments in Norway, Switzerland, the US, and the EU. The results show how the OECD dataset, particularly with respect to the link between direct payments and production requirements, complements that of the WTO. Many payments classified in the WTO Green Box require production, raising the possibility that they may distort production and trade. Though the issue of correct notifications to the WTO is the province of lawyers, the implications for modeling and policy analysis are of interest to economists, and the broader question of improving the consistency of the two datasets is of importance in the quest for transparency in the interpretation of changes in farm policies.展开更多

There axe many critiques of such arguments because they ignore the participation that is necessary for democracy. There is some hope that evidence-based policy-making can teach laypersons using evidence. However, evidence is too difficult to understand for many laypersons. In this paper, the author suggests limited participatory analysis to support evidence-based policy. In this system, only knowledge holders would be allowed to participate. If evidence-based policy meant that the formulation of policy relied only on narrower experts, it would not make a positive contribution. 文摘As a public policy,the Human Rights Action Plan of China provides a clear roadmap for achieving the phased goals of human rights education development.The evolution of human rights education policies over the four editions demonstrates a clear and distinct logic of progression:human rights education in primary and secondary schools has shifted from fostering students’awareness of human rights to establishing human rights values;human rights education in higher education has transitioned from the construction of single human rights course to the systematic development of human rights disciplines;human rights knowledge training has evolved from disseminating basic human rights knowledge among legal and political workers to cultivating a human rights mindset among public officials;and the popularization of human rights knowledge has moved from enhancing communication effectiveness to strengthening cultural confidence in human rights.These shifts reflect the characteristics of the policy evolution of human rights education,which are unified in their gradual and continuous nature,responsiveness and forward-looking nature,and value-oriented and contemporary nature.Fundamentally,the gap between the current state of human rights education development and policy goals serves as the intrinsic driving force for the evolution of human rights education policies.While the external factors influencing the evolution of policy content mainly include the human rights cause’s contemporary context,historical achievements,and current needs.Looking ahead to the future development of human rights education,it is essential to continuously innovate human rights teaching methods,enrich the content of human rights education,improve relevant institutional guarantee mechanisms,strengthen the construction of multi-stakeholder collaborative human rights education teams,compile and publish high-quality human rights textbooks,and increase the intensity of human rights knowledge training for journalists,in order to create a favorable public opinion atmosphere and cultural environment for the development of China’s human rights cause in the new era.

文摘Purpose:This paper provides a detailed analysis of inclusive education policies in the context of major system reform in Wales,United Kingdom.Wales is currently undergoing the most significant changes to its education system since political devolution from the U.K.Government in I999.Key to these changes is the new Curriculum for Wales and the Additional Learning Needs(ALN)regulations;alongside these and wider system-level reforms,there is an ambition to create an inclusive education system in Wales.This paper explores how inclusion is articulated and communicated within the key policy and guidance documents,using two continuums-"practice"and"values"to map and interpret these documents.Design/Approach/Methods:This paper uses critical policy analysis to make sense of these various inclusive education policy reforms in Wales.Findings:The analysis reveals that despite a foregrounded commitment to inclusion,there is disparity both within and between the policy and guidance documents.Originality/Value:The paper highlights the lack of coherence of key messages articulated through education policy documentation in Wales,providing insight into the emerging national education system reforms,as well as developing an approach for evaluating inclusive education systems inotherjurisdictions.
文摘This study conducted an in-depth analysis of the current tax preferential policies for small-scale individual businesses and compared them with similar policies both domestically and internationally,aiming to reveal the advantages and disadvantages of the current system.After examining the impact of these tax preferential policies on the economic status of individual business owners and the broader social economy,this article proposes a set of innovative tax preferential strategies based on theoretical foundations.By developing these innovative strategies and clarifying their implementation paths,the aim is to promote the sustainable and healthy development of small-scale individual businesses,thereby fostering comprehensive socio-economic progress.The conclusion of this study not only summarizes policy recommendations with practical significance but also provides theoretical support for the optimization and innovation of future related systems.

文摘To develop a sound ozone(O_3) pollution control strategy,it is important to well understand and characterize the source contribution due to the complex chemical and physical formation processes of O_3.Using the "Shunde" city as a pilot summer case study,we apply an innovative response surface modeling(RSM) methodology based on the Community Multi-Scale Air Quality(CMAQ) modeling simulations to identify the O_3 regime and provide dynamic analysis of the precursor contributions to effectively assess the O_3 impacts of volatile organic compound(VOC) control strategy.Our results show that Shunde is a typical VOC-limited urban O_3 polluted city.The "Jiangmen" city,as the main upper wind area during July 2014,its VOCs and nitrogen oxides(NO_x) emissions make up the largest contribution(9.06%).On the contrary,the contribution from local(Shunde) emission is lowest(6.35%) among the seven neighbor regions.The local VOCs industrial source emission has the largest contribution comparing to other precursor emission sectors in Shunde.The results of dynamic source contribution analysis further show that the local NO_x control could slightly increase the ground O_3 under low(10.00%) and medium(40.00%)reduction ratios,while it could start to turn positive to decrease ground O_3 under the high NO_x abatement ratio(75.00%).The real-time assessment of O_3 impacts from VOCs control strategies in Pearl River Delta(PRD) shows that the joint regional VOCs emission control policy will effectively reduce the ground O_3 concentration in Shunde.

文摘The global view of firewall policy conflict is important for administrators to optimize the policy.It has been lack of appropriate firewall policy global conflict analysis,existing methods focus on local conflict detection.We research the global conflict detection algorithm in this paper.We presented a semantic model that captures more complete classifications of the policy using knowledge concept in rough set.Based on this model,we presented the global conflict formal model,and represent it with OBDD(Ordered Binary Decision Diagram).Then we developed GFPCDA(Global Firewall Policy Conflict Detection Algorithm) algorithm to detect global conflict.In experiment,we evaluated the usability of our semantic model by eliminating the false positives and false negatives caused by incomplete policy semantic model,of a classical algorithm.We compared this algorithm with GFPCDA algorithm.The results show that GFPCDA detects conflicts more precisely and independently,and has better performance.
文摘The increasingly severe aging problem in economically developed regions has created a pressing need for effective smart elderly care policies.This study takes Fujian Province as a case to systematically explore the characteristics and development trends of regional smart elderly care policies based on data-driven analysis,aiming to provide a rational and replicable framework for policy optimization in other regions.Using 59 policy documents from Fujian Province and its prefecture-level cities as the data source,this research employs quantitative methods combined with policy text mining techniques to examine the temporal distribution,content features,and keyword themes of these policies.The analysis reveals three core focus areas:the development and application of intelligent elderly care technologies,the construction and improvement of integrated healthcare and elderly care systems,and the enhancement of public elderly care services.This data-driven approach not only identifies key policy priorities and practical directions in Fujian Province but also offers a scientific tool for policy formulation and evaluation in similar contexts.While the study provides a systematic analysis framework based on empirical data,its findings are limited to Fujian Province and require further validation for broader applicability.Future research could extend to other regions and incorporate evaluations of policy implementation outcomes to refine the data-driven policy analysis system.

文摘The article used general equilibrium model to analyze the change of gross domestic product and industry output affected by water resources policies in Beijing City by using GEMPACK soft tool.The article researches on rules of water supply and demand,evaluating water resources,building water resources input and output table,establishing water computable general equilibrium model and stimulating water policy.The stimulation gives a scenario that increases water price by 10%.The result shows the following aspects.First,water resources policy infects gross domestic product and industry output in different ways.There are different behaviors in different industries as to the water policy. Agriculture industry has the same tendency as water price change and it has more sensitive to water quantity than to water price.For basic energy industries such as oil and chemistry and gas,they show diversity tendency.As to some high water consumer industry such as paper and textile etc.,water resource economic policy can infect them greatly and can promote them to accomplish more water-saving technology.Waste water and construction and service industries show the same tendency as to water policy.Second,government should pay more attention to water resource policy by macro economic administration.The simulation also shows that the output and supply and consumer price change more than expect as to water policy in a free market economic in water industry.So as to a government policy maker,one should be more carefully and prepare suitable forecast and plan to water policy and its negative impact.
文摘Both the OECD and the WTO have accumulated systematic data on the magnitude of support going to farmers as a result of farm policies. The datasets are collected for different purposes, but both give a detailed picture of the evolution of these policies. This paper extends recent work on the compatibility or otherwise of the two attempts at policy monitoring by considering the categorization of individual policy instruments in Norway, Switzerland, the US, and the EU. The results show how the OECD dataset, particularly with respect to the link between direct payments and production requirements, complements that of the WTO. Many payments classified in the WTO Green Box require production, raising the possibility that they may distort production and trade. Though the issue of correct notifications to the WTO is the province of lawyers, the implications for modeling and policy analysis are of interest to economists, and the broader question of improving the consistency of the two datasets is of importance in the quest for transparency in the interpretation of changes in farm policies.
文摘This paper focuses on evidence-based policy-making and democracy, along with political overreaction. In many countries, evidence-based policy-making is a prominent aspect of administration and aims to rationalize the policy-making process. Moreover, democracy is subject to many critiques nowadays because it cannot guaxmatee good public policy-making. Under such circumstances, some researchers have suggested that democracy should be limited, especially in public policy-making processes. There axe many critiques of such arguments because they ignore the participation that is necessary for democracy. There is some hope that evidence-based policy-making can teach laypersons using evidence. However, evidence is too difficult to understand for many laypersons. In this paper, the author suggests limited participatory analysis to support evidence-based policy. In this system, only knowledge holders would be allowed to participate. If evidence-based policy meant that the formulation of policy relied only on narrower experts, it would not make a positive contribution. However, if evidence-based policy were to adopt a participatory policy-creation process, it would offer greater potential

文摘Since China's reform and opening-up, Chinese enter- prises investing overseas have increased rapidly,expanding the scale of overseas investment. Ministry of Commerce data from the 2010 statistical bul- letin detailing China's foreign direct investment show that as of the end of 2010, more than 13,000 Chinese and foreign-invested enterprises in China have directly invested in more than 16,000 enterprises overseas, with cumulative net foreign direct investment of 317.21 billion U.S. Dollars.

文摘This paper examines project⁃based policies and regulations implemented globally to control and mitigate emissions from diesel⁃powered construction equipment.This study systematically reviews and analyzes various managerial,regulatory,and technical measures adopted across countries and regions,mostly of advanced economy.Key strategies of control include setting emission thresholds,idling restrictions,perform remote online monitoring,operational time limits,setting low emission zones,and enforced registration systems.The review highlights the rationale,implementation details,and experiences gained from these localized approaches,reduces localized emission sources,improve urban air quality and environmental management efficiency.

文摘Increasing attention is being paid to the reduction of emissions from non-road mobile machinery,and many policies to promote the reduction have been established in countries and regions around the world,including the United States,Canada,the European Union,and China.This paper reviews these policies and analyzes two successful grant programs in the USA.Depending on the findings from the research,it is suggested that the Chinese government should tighten emission standards,introduce more financial subsidies,and strengthen supervision.
