This lack of resources has an...The primary school system in Mexico is affected by serious shortfalls in the installation of related information and communication technologies resources in the teaching-learning process. This lack of resources has an impact of the context of the digital divide as well as in joining the knowledge society. The present article will deal with the outfitting of classrooms with the enciclomedia system in the 5tb and 6th grade in the State of Puebla. It will demonstrate important findings, demonstrating the deepening digital divide between the state capital and the rest of the municipalities in this state. In fact, the furthest (300 km far away from Puebla city) the less primary school equipped with the enciclomedia system. We will also demonstrate the resource distribution by school-type and inhabitants. Another finding is the influence in resource distribution by political party. This study should provide public policy decision-makers with valuable information for the apportionment of resources in all municipalities of the State of Puebla.展开更多

It compares political transformations in transition countries along the continuum between authori...This paper analyses core elements of political culture in post-Soviet Eurasia in the two decades between 1991 and 2010. It compares political transformations in transition countries along the continuum between authoritarian and democratic regimes in the years since the collapse of the Soviet Union in December 1991. It provides a general overview of findings on political support across certain post-communist nations by ordering them from most basic to more specific form of support. The broadest base of support is support for the political community, the next considered level is support for the democratic regime. The last two more specific levels are confidence in parliaments and confidence is expressed for political parties. Post-Soviet countries considered in the paper are Russia, Ukraine, Belarus, Armenia, Azerbaijan, Moldova and Georgia. WVS 1995, 2005 and EVS 2000, 2008 surveys are used as empirical basis of the analysis.展开更多

The major concentration of these unions was in Bratislava and Eastern Slovakia. All three countries share a similar modem history, democratic poli...The three Baltic states of Estonia, Latvia and Lithuania make for interesting comparative case studies in the rise of contemporary populism in Europe. All three countries share a similar modem history, democratic political system, level of economic development and are in the same western-oriented regional clubs (NATO, European Union, OSCE, European Council and, in the case of Estonia and Latvia, OECD, etc.). However, they do differ in the extent to which populism has played a role in their national politics. Populism has played a marginal role in Estonian politics, but has long been central to the Latvian party system and influential in Lithuanian politics. This article tackles two key issues in the study of populism. First, it focuses on political party institutionalisation as the key variable in explaining the differing impact of populist political parties across the Baltic states. It examines and explains the higher turnover of political party creation and destruction in Latvia and, to a lesser extent, Lithuania and argues that institutions--and par- ticularly the laws that frame party organisations and participation in elections-- create political opportunities for populist parties. The second part of the paper considers the different types of populist parties to have emerged in the Baltic states in recent decades. While previous studies of populism in the Baltic states (such as Auers and Kasekamp in J Contemp Eur Stud 17(2):241-254, 2009; Auers and Kasekamp, in: Wodak et al (eds) Right wing populism across/beyond Europe, Bloomsbury Academic Press, London 2013) have explicitly focused on Radical Right Populist parties, this article additionally identifies a number of parties in the region that are not explicitly radical right, but are certainly populist.展开更多
