The greenhouse gas (GHG) abatement mechanisms in Kyoto Protocol have served a remarkable function but also been questioned during the practices of past three years about its environmental effectiveness. A lot of new international GHG emission reduction proposals are proposed from many new a.spects, some of which especially impose pressure on developing countries. So it is of great importance to research on these new proposals in time for negotiation beyond Kyoto and institution of Chinese relevant climate policies. As this paper focutses on the way of commitment distribution of mechanisms, the mechanisms here are categorized in one of two types: those distribute commitment based on countries and those based on sectors. Aiming at the problem that a single correlation filter model is sensitive to complex scenes such as background interference and occlusion,a tracking algorithm based on multi-time-space perception and instance-specific...Aiming at the problem that a single correlation filter model is sensitive to complex scenes such as background interference and occlusion,a tracking algorithm based on multi-time-space perception and instance-specific proposals is proposed to optimize the mathematical model of the correlation filter(CF).Firstly,according to the consistency of the changes between the object frames and the filter frames,the mask matrix is introduced into the objective function of the filter,so as to extract the spatio-temporal information of the object with background awareness.Secondly,the object function of multi-feature fusion is constructed for the object location,which is optimized by the Lagrange method and solved by closed iteration.In the process of filter optimization,the constraints term of time-space perception is designed to enhance the learning ability of the CF to optimize the final track-ing results.Finally,when the tracking results fluctuate,the boundary suppres-sion factor is introduced into the instance-specific proposals to reduce the risk of model drift effectively.The accuracy and success rate of the proposed algorithm are verified by simulation analysis on two popular benchmarks,the object tracking benchmark 2015(OTB2015)and the temple color 128(TC-128).Extensive experimental results illustrate that the optimized appearance model of the proposed algorithm is effective.The distance precision rate and overlap success rate of the proposed algorithm are 0.756 and 0.656 on the OTB2015 benchmark,which are better than the results of other competing algorithms.The results of this study can solve the problem of real-time object tracking in the real traffic environment and provide a specific reference for the detection of traffic abnormalities.展开更多
Buildings represent a significant share of the world’s energy consumption,and the sector has drawn the attention of governments,which have adopted policies to reduce energy expenditure.The Certifications of Energy Ef...Buildings represent a significant share of the world’s energy consumption,and the sector has drawn the attention of governments,which have adopted policies to reduce energy expenditure.The Certifications of Energy Efficiency in Buildings stand out as one possible solution to achieve this goal,employed in several countries worldwide.The European Union presents advanced energy assessment programs for buildings,being a reference and model for several other regulations in the world.The Energy Certification System for Buildings(SCE)of Portugal is considered a success case,reflected in the significant number of energy certificates issued.The Brazilian Labeling Program for Building(PBE Edifica),first launched in 2009,does not find a broad application today in the Brazilian scenario.This work shows a synthesis of the European Energy Performance of Buildings Directive(EPBD)and the Brazilian and Portuguese regulations’history.A qualitative comparison is made between the SCE and the PBE Edifica to verify a European and a developing country’s regulations with a certain degree of cultural and climatic similarities.Through this comparison,proposals are made for improvements to Brazilian certification,seeking to improve its energy planning and energy policy concerning its building stock.The suggestions for improvement presented may also be appropriate for other developing countries that have started and have not yet successfully implemented their energy certification programs in buildings.展开更多

By analysing the efforts of Presidents Bill Clinton and Barack Obama to pass comprehensive healthcare reform, this paper argues that the ideological spread in the House of Representatives and the Senate, the influence wielded by interest groups, and the nuanced responses of both parties in Congress to presidential proposals are all of fundamental importance to the chances a presidential proposal has of eventually becoming law. Given the success of the Obama administration and the failure of the Clinton administration to succeed in passing fundamental healthcare reform, these two cases can provide the field of political science with a convincing account of what a presidential proposals eventual fate will be.展开更多

Members of the CPPCC National Committee put forward proposals to offer comments and suggestions on major po- litical and social issues of the country.A proposal can be raised by one member or a group of members;by one or more groups jointly;in the name of a party or non-government group that has joined the CPPCC;or in the name of a sub- committee of the CPPCC National Committee. Out of the proposals that were classified during the conference,1,863 or 41.16 percent were on economic matters;1,405 or 31.04 percent were on education,scientific research,entertainment,health care and sports;and 1,258 proposals or 27.8 percent were on legal affairs and social seeurity. During the pnst five years,the CPPCC National Committee handled over 23,000 proposals,of which 21,843 were sent to government branches in charge of the matters for solution. Purpose-When a large number of project proposals are evaluated to alocate available funds,grouping them based on their simiarites is benefciaL.Current approaches to group proposals are primarily based on manual matchi...Purpose-When a large number of project proposals are evaluated to alocate available funds,grouping them based on their simiarites is benefciaL.Current approaches to group proposals are primarily based on manual matching of similar topics,discipline areas and keywordls declared by project applicants.When the number of proposals increases,this task becomes complex and requires excessive time.This paper aims to demonstrate how to ffctively use the rich information in the titles and abstracts of Turkish project propsals to group them atmaially.Design/methodology/approach-This study proposes a model that effectively groups Turkish project proposals by combining word embedding,clustering and classification technigues.The proposed model uses FastText,BERT and term frequency/inverse document frequency(TF/IDF)word-embedding techniques to extract terms from the titles and abstracts of project proposals in Turkish.The extracted terms were grouped using both the clustering and classification techniques.Natural groups contained within the corpus were discovered using k-means,k-means++,k-medoids and agglomerative clustering algorithms,Additionally,this study employs classification approaches to predict the target class for each document in the corpus.To classify project proposals,var ious classifiers,including k nearest neighbors(KNN),support vector machines(SVM),artificial neural networks(ANN),cassftcation and regression trees(CART)and random forest(RF),are used.Empirical experiments were conducted to validate the effectiveness of the proposed method by using real data from the Istanbul Development Agency.Findings-The results show that the generated word embeddings an fftvely represent proposal texts as vectors,and can be used as inputs for dustering or casificatiomn algorithms.Using clustering algorithms,the document corpus is divided into five groups.In adition,the results demonstrate that the proposals can easily be categoried into predefmned categories using cassifiation algorithms.SVM-Linear achieved the highest prediction accuracy(89.2%)with the FastText word embedding.method.A comparison of mamual grouping with automatic casification and clutering results revealed that both classification and custering techniques have a high sucess rate.Research limitations/implications-The propsed mdelatomatically benefits fromthe rich information in project proposals and significantly reduces numerous time consuming tasks that managers must perform manually.Thus,it eliminates the drawbacks of the curent manual methods and yields significantly more acurate results.In the future,additional experiments should be conducted to validate the proposed method using data from other funding organizations.Originality/value-This study presents the application of word embedding methods to eftively use the rich information in the titles and abstracts of Turkish project proposals.Existing research studies focus on the automatice grouping of proposals;traditional frequency-based word embedding methods are used for feature extraction methods to represent project proposals.Unlike previous research,this study employs two outperforming neural network-based textual feature extraction techniques to obtain termns representing the proposals:BERT as a contextual word embedding method and F astText as a static word embedding method.Moreover,to the best of our knowledge,there has been no research conducted on the grouping of project proposals in Turkish.展开更多
In this paper,a two-stage light detection and ranging(LiDAR) three-dimensional(3D) object detection framework is presented,namely point-voxel dual transformer(PV-DT3D),which is a transformer-based method.In the propos...In this paper,a two-stage light detection and ranging(LiDAR) three-dimensional(3D) object detection framework is presented,namely point-voxel dual transformer(PV-DT3D),which is a transformer-based method.In the proposed PV-DT3D,point-voxel fusion features are used for proposal refinement.Specifically,keypoints are sampled from entire point cloud scene and used to encode representative scene features via a proposal-aware voxel set abstraction module.Subsequently,following the generation of proposals by the region proposal networks(RPN),the internal encoded keypoints are fed into the dual transformer encoder-decoder architecture.In 3D object detection,the proposed PV-DT3D takes advantage of both point-wise transformer and channel-wise architecture to capture contextual information from the spatial and channel dimensions.Experiments conducted on the highly competitive KITTI 3D car detection leaderboard show that the PV-DT3D achieves superior detection accuracy among state-of-the-art point-voxel-based methods.展开更多

文摘In this paper,a two-stage light detection and ranging(LiDAR) three-dimensional(3D) object detection framework is presented,namely point-voxel dual transformer(PV-DT3D),which is a transformer-based method.In the proposed PV-DT3D,point-voxel fusion features are used for proposal refinement.Specifically,keypoints are sampled from entire point cloud scene and used to encode representative scene features via a proposal-aware voxel set abstraction module.Subsequently,following the generation of proposals by the region proposal networks(RPN),the internal encoded keypoints are fed into the dual transformer encoder-decoder architecture.In 3D object detection,the proposed PV-DT3D takes advantage of both point-wise transformer and channel-wise architecture to capture contextual information from the spatial and channel dimensions.Experiments conducted on the highly competitive KITTI 3D car detection leaderboard show that the PV-DT3D achieves superior detection accuracy among state-of-the-art point-voxel-based methods.
