China’s environmental governance strategy provides a distinctive pathway for integrating sustainable development into national policy.Understanding its policy trajectory is essential for assessing China’s contributi...China’s environmental governance strategy provides a distinctive pathway for integrating sustainable development into national policy.Understanding its policy trajectory is essential for assessing China’s contribution to global sustainable development and the United Nations Sustainable Development Goals(SDGs).This study constructs a comprehensive database of 425 national environmental governance policy documents issued between 1978 and 2022 and applies Latent Dirichlet Allocation(LDA)modeling to examine the evolution of policy themes and discourse.The results show that China’s environmental governance has undergone four stages-initial exploration,detailed development,transformative leap,and diverse prosperity-reflecting a progressive shift toward more integrated and coordinated governance.Policy priorities have evolved from a primary focus on pollution control and energy transition to an emphasis on institutional construction and organizational reform,thereby strengthening alignment with the SDGs.This transformation is characterized by recurring developmental themes and increasingly preventive,forward-looking,and system-oriented governance approaches.Moreover,the co-evolution of policy concepts and implementation has driven a transition from localized,end-of-pipe responses to comprehensive governance frameworks,alongside a shift from normative guidance towards effectiveness-oriented policy design.By employing a data-driven text analysis approach,this study offers a systematic framework for tracing long-term policy evolution and assessing its implications for sustainable development.展开更多

The circular economy is an innovative concept of both production and consumption.It can reduce wastage,preserve resources,and minimize environmental effects with the help of recycling,recovering resources,and extendin...The circular economy is an innovative concept of both production and consumption.It can reduce wastage,preserve resources,and minimize environmental effects with the help of recycling,recovering resources,and extending the life of products.It works as a pathway to reduce environmental footprints by redesigning production-consumption systems.This review critically examines global circular economy strategies,policy approaches,and persistent barriers that shape environmental footprint outcomes across major sectors.Drawing on a structured narrative review and thematic synthesis,we integrate findings on key circular economy practices,Eco-design,product life extension,reuse,re-manufacturing,recycling,and resource recovery,and assess how they interact with policy instruments such as extended producer responsibility,ecodesign requirements,and waste governance reforms.The analysis highlights that reported benefits(e.g.,reduced material throughput,waste generation,and emissions)are frequently constrained by technological limitations(complex material streams,low-quality recyclate,energy-intensive processing),economic conditions(high upfront costs,weak markets for secondary materials,commodity price volatility),and institutional and behavioral factors(regulatory fragmentation,limited enforcement capacity,low consumer acceptance).We further synthesize methodological challenges in measuring“circularity”and footprint reductions,emphasizing boundary choices,rebound effects,and trade-offs such as increased energy demand or land and water pressures in bio-based substitution.By linking circular economy strategies,barriers,and outcomes in an integrative conceptual framework,the review clarifies why circular transitions often deliver partial gains and identifies leverage points for scaling effective,evidence-based policy and practice.展开更多
The promotion of rural revitalization within the ecological conservation areas(“ECAs”) requires a careful balance between ecological protection and economic development and should be guided by the principle of ecolo...The promotion of rural revitalization within the ecological conservation areas(“ECAs”) requires a careful balance between ecological protection and economic development and should be guided by the principle of ecological priority. The cultivation of rural “Local Specialty Products”(“LSPs”) under a green-development framework aligns with the functional positioning of these areas, drives the revitalization of rural industries, and constitutes a fundamental strategy for addressing the unique challenges they face. Although ECAs possess inherent advantages in terms of developing LSPs, they are also confronted by multiple constraints. Accordingly, we propose development objectives that emphasize(a) driving rural industrial prosperity,(b) enhancing the appeal of agricultural heritage, and(c) ensuring inclusive prosperity in the farming communities. In selecting pathways for growth, priority should be given to improving the quality of products, fostering distinctiveness of the technologies, nurturing cultural identities, and upholding the principle of common prosperity. From a policy standpoint, the development of rural LSPs should be recognized as a key lever for advancing the comprehensiveness of rural revitalization in the ECAs. We recommend a set of supportive measures—namely, reinforcing the guidance for spatial planning, integrating the consolidation of factor inputs, and ensuring the robustness of organizational guarantees—to facilitate the high-quality development of LSPs in these areas.展开更多

Metaverse is a new emerging concept building up a virtual environment for the user using Virtual Reality(VR)and blockchain technology but introduces privacy risks.Now,a series of challenges arise in Metaverse security...Metaverse is a new emerging concept building up a virtual environment for the user using Virtual Reality(VR)and blockchain technology but introduces privacy risks.Now,a series of challenges arise in Metaverse security,including massive data traffic breaches,large-scale user tracking,analysis activities,unreliable Artificial Intelligence(AI)analysis results,and social engineering security for people.In this work,we concentrate on Decentraland and Sandbox,two well-known Metaverse applications in Web 3.0.Our experiments analyze,for the first time,the personal privacy data exposed by Metaverse applications and services from a combined perspective of network traffic and privacy policy.We develop a lightweight traffic processing approach suitable for the Web 3.0 environment,which does not rely on complex decryption or reverse engineering techniques.We propose a smart contract interaction traffic analysis method capable of retrieving user interactions with Metaverse applications and blockchain smart contracts.This method provides a new approach to de-anonymizing users'identities through Metaverse applications.Our system,METAseen,analyzes and compares network traffic with the privacy policies of Metaverse applications to identify controversial data collection practices.The consistency check experiment reveals that the data types exposed by Metaverse applications include Personal Identifiable Information(PII),device information,and Metaverse-related data.By comparing the data flows observed in the network traffic with assertions made in the privacy regulations of the Metaverse service provider,we discovered that far more than 49%of the Metaverse data flows needed to be disclosed appropriately.展开更多
Ciphertext-Policy Attribute-Based Encryption(CP-ABE)enables fine-grained access control on ciphertexts,making it a promising approach for managing data stored in the cloud-enabled Internet of Things.But existing schem...Ciphertext-Policy Attribute-Based Encryption(CP-ABE)enables fine-grained access control on ciphertexts,making it a promising approach for managing data stored in the cloud-enabled Internet of Things.But existing schemes often suffer from privacy breaches due to explicit attachment of access policies or partial hiding of critical attribute content.Additionally,resource-constrained IoT devices,especially those adopting wireless communication,frequently encounter affordability issues regarding decryption costs.In this paper,we propose an efficient and fine-grained access control scheme with fully hidden policies(named FHAC).FHAC conceals all attributes in the policy and utilizes bloom filters to efficiently locate them.A test phase before decryption is applied to assist authorized users in finding matches between their attributes and the access policy.Dictionary attacks are thwarted by providing unauthorized users with invalid values.The heavy computational overhead of both the test phase and most of the decryption phase is outsourced to two cloud servers.Additionally,users can verify the correctness of multiple outsourced decryption results simultaneously.Security analysis and performance comparisons demonstrate FHAC's effectiveness in protecting policy privacy and achieving efficient decryption.展开更多

Under the dual drivers of global climate governance and carbon neutrality goals,agricultural carbon emission reduction has become a pivotal component of regional green transformation.This study focuses on Guangdong,a ...Under the dual drivers of global climate governance and carbon neutrality goals,agricultural carbon emission reduction has become a pivotal component of regional green transformation.This study focuses on Guangdong,a major province,employing the LMDI decomposition mode to systematically analyze the driving mechanis of agricultural carbon emissions.It reveals that the low ecological compensation standard,industrial path dependence,and high-carbon energy lock-in consti-tute core constraints.The research finds that the absence of ecological compensation standards and the structural imbalance of traditional subsidy policies induce diminishing marginal benefits in carbon reduction due to structural imbalances,while persistent funding shortages in low-carbon technology R&D further weaken emission reduction efficacy,exacerbating compatibility contradictions between emission policies and production practices.Through the comparison of domestic and foreign experiences,it is found that under the global wave of low-carbon transformation in agriculture,the ecological compensation optimization layer should establish a calculation system for the carbon sink value of cultivated land and differentiated compensation standards;the fiscal and taxation policy coordination layer should implement a tiered carbon tax on agricultural inputs and carbon sink pledge financing incentives.Constructing a fiscal expenditure and fiscal and taxation coordination mechanism that suits regional characteristics is the key path to resolving the contradiction between the technical economy and ecological sustainability of emission reduction.展开更多

Purpose:Policies have often,albeit inadvertently,overlooked certain scientific insights,especially in the handling of complex events.This study aims to systematically uncover and evaluate pivotal scientific insights t...Purpose:Policies have often,albeit inadvertently,overlooked certain scientific insights,especially in the handling of complex events.This study aims to systematically uncover and evaluate pivotal scientific insights that have been underrepresented in policy documents by leveraging extensive datasets from policy texts and scholarly publications.Design/methodology/approach:This article introduces a research framework aimed at excavating scientific insights that have been overlooked by policy,encompassing four integral parts:data acquisition and preprocessing,the identification of overlooked content through thematic analysis,the discovery of overlooked content via keyword analysis,and a comprehensive analysis and discussion of the overlooked content.Leveraging this framework,the research conducts an in-depth exploration of the scientific content overlooked by policies during the COVID-19 pandemic.Findings:During the COVID-19 pandemic,scientific information in four domains was overlooked by policy:psychological state of the populace,environmental issues,the role of computer technology,and public relations.These findings indicate a systematic underrepresentation of important scientific insights in policy.Research limitations:This study is subject to two key limitations.Firstly,the text analysis method—relying on pre-extracted keywords and thematic structures—may not fully capture the nuanced context and complexity of scientific insights in policy documents.Secondly,the focus on a limited set of case studies restricts the broader applicability of the conclusions across diverse situations.Practical implications:The study introduces a quantitative framework using text analysis to identify overlooked scientific content in policy,bridging the gap between science and policy.It also highlights overlooked scientific information during COVID-19,promoting more evidence-based and robust policies through improved science-policy integration.Originality/value:This paper provides new ideas and methods for excavating scientific information that has been overlooked by policy,further deepens the understanding of the interaction between policy and science during the COVID-19 period,and lays the foundation for the more rational use of scientific information in policy-making.展开更多
Sustainable ecological development is key to enhancing the life satisfaction of indigenous populations.However,comprehensive studies on the impact of ecological protection policies on life satisfaction from the perspe...Sustainable ecological development is key to enhancing the life satisfaction of indigenous populations.However,comprehensive studies on the impact of ecological protection policies on life satisfaction from the perspective of the indigenous populations of national parks are lacking.This study investigated the impact of national park ecological protection policies on the life satisfaction of 496 indigenous households in the Qilian Mountain National Park through a questionnaire survey conducted in 2021,employing an ordered multicategorical logistic regression model.The results showed that overall life satisfaction was high and 17.34%of indigenous populations are very satisfied with their current standard of living,with the highest satisfaction of herding households,followed by nonfarming households,half-farming and half-herding households,and farming households.Livelihood capital components had different impacts on life satisfaction.Policy satisfaction,perceived importance,and participation willingness had different impacts on life satisfaction.Key ecological policy instruments,such as ecological compensation,livelihood skills training,eco-stewardship positions,specialty town development,and natural grassland/forest conservation,significantly enhanced life satisfaction.Therefore,emphasizing the interests of indigenous populations,enhancing their willingness to participate in ecological policies,and improving their nonagricultural and pastoral employment abilities can help to improve overall life satisfaction.展开更多

文摘Since the 21 st century, both Chinese Mainland and the United States have formulated foreign language education policiesbased on their national needs. This paper makes a comparative study of the value orientations of foreign language education poli-cies in Chinese Mainland and the United States in the 21 st century and finds that both China and the United States have regardedtheir national interests as the essential value orientation of their foreign language education policies. To be specific,the core valueorientation of foreign language education policies in China is to enhance its cultural soft power.In contrast,the core value orienta-tion of foreign language education policies in the United States is to safeguard its national security. Through the comparison of thedifferent value orientations of foreign language education policies of the two countries, the paper provides some reference for the for-eign language education policy-making in Chinese Mainland.

文摘Metaverse is a new emerging concept building up a virtual environment for the user using Virtual Reality(VR)and blockchain technology but introduces privacy risks.Now,a series of challenges arise in Metaverse security,including massive data traffic breaches,large-scale user tracking,analysis activities,unreliable Artificial Intelligence(AI)analysis results,and social engineering security for people.In this work,we concentrate on Decentraland and Sandbox,two well-known Metaverse applications in Web 3.0.Our experiments analyze,for the first time,the personal privacy data exposed by Metaverse applications and services from a combined perspective of network traffic and privacy policy.We develop a lightweight traffic processing approach suitable for the Web 3.0 environment,which does not rely on complex decryption or reverse engineering techniques.We propose a smart contract interaction traffic analysis method capable of retrieving user interactions with Metaverse applications and blockchain smart contracts.This method provides a new approach to de-anonymizing users'identities through Metaverse applications.Our system,METAseen,analyzes and compares network traffic with the privacy policies of Metaverse applications to identify controversial data collection practices.The consistency check experiment reveals that the data types exposed by Metaverse applications include Personal Identifiable Information(PII),device information,and Metaverse-related data.By comparing the data flows observed in the network traffic with assertions made in the privacy regulations of the Metaverse service provider,we discovered that far more than 49%of the Metaverse data flows needed to be disclosed appropriately.

文摘Ciphertext-Policy Attribute-Based Encryption(CP-ABE)enables fine-grained access control on ciphertexts,making it a promising approach for managing data stored in the cloud-enabled Internet of Things.But existing schemes often suffer from privacy breaches due to explicit attachment of access policies or partial hiding of critical attribute content.Additionally,resource-constrained IoT devices,especially those adopting wireless communication,frequently encounter affordability issues regarding decryption costs.In this paper,we propose an efficient and fine-grained access control scheme with fully hidden policies(named FHAC).FHAC conceals all attributes in the policy and utilizes bloom filters to efficiently locate them.A test phase before decryption is applied to assist authorized users in finding matches between their attributes and the access policy.Dictionary attacks are thwarted by providing unauthorized users with invalid values.The heavy computational overhead of both the test phase and most of the decryption phase is outsourced to two cloud servers.Additionally,users can verify the correctness of multiple outsourced decryption results simultaneously.Security analysis and performance comparisons demonstrate FHAC's effectiveness in protecting policy privacy and achieving efficient decryption.

文摘The increasingly severe aging problem in economically developed regions has created a pressing need for effective smart elderly care policies.This study takes Fujian Province as a case to systematically explore the characteristics and development trends of regional smart elderly care policies based on data-driven analysis,aiming to provide a rational and replicable framework for policy optimization in other regions.Using 59 policy documents from Fujian Province and its prefecture-level cities as the data source,this research employs quantitative methods combined with policy text mining techniques to examine the temporal distribution,content features,and keyword themes of these policies.The analysis reveals three core focus areas:the development and application of intelligent elderly care technologies,the construction and improvement of integrated healthcare and elderly care systems,and the enhancement of public elderly care services.This data-driven approach not only identifies key policy priorities and practical directions in Fujian Province but also offers a scientific tool for policy formulation and evaluation in similar contexts.While the study provides a systematic analysis framework based on empirical data,its findings are limited to Fujian Province and require further validation for broader applicability.Future research could extend to other regions and incorporate evaluations of policy implementation outcomes to refine the data-driven policy analysis system.

文摘Under the dual drivers of global climate governance and carbon neutrality goals,agricultural carbon emission reduction has become a pivotal component of regional green transformation.This study focuses on Guangdong,a major province,employing the LMDI decomposition mode to systematically analyze the driving mechanis of agricultural carbon emissions.It reveals that the low ecological compensation standard,industrial path dependence,and high-carbon energy lock-in consti-tute core constraints.The research finds that the absence of ecological compensation standards and the structural imbalance of traditional subsidy policies induce diminishing marginal benefits in carbon reduction due to structural imbalances,while persistent funding shortages in low-carbon technology R&D further weaken emission reduction efficacy,exacerbating compatibility contradictions between emission policies and production practices.Through the comparison of domestic and foreign experiences,it is found that under the global wave of low-carbon transformation in agriculture,the ecological compensation optimization layer should establish a calculation system for the carbon sink value of cultivated land and differentiated compensation standards;the fiscal and taxation policy coordination layer should implement a tiered carbon tax on agricultural inputs and carbon sink pledge financing incentives.Constructing a fiscal expenditure and fiscal and taxation coordination mechanism that suits regional characteristics is the key path to resolving the contradiction between the technical economy and ecological sustainability of emission reduction.

文摘Purpose:Policies have often,albeit inadvertently,overlooked certain scientific insights,especially in the handling of complex events.This study aims to systematically uncover and evaluate pivotal scientific insights that have been underrepresented in policy documents by leveraging extensive datasets from policy texts and scholarly publications.Design/methodology/approach:This article introduces a research framework aimed at excavating scientific insights that have been overlooked by policy,encompassing four integral parts:data acquisition and preprocessing,the identification of overlooked content through thematic analysis,the discovery of overlooked content via keyword analysis,and a comprehensive analysis and discussion of the overlooked content.Leveraging this framework,the research conducts an in-depth exploration of the scientific content overlooked by policies during the COVID-19 pandemic.Findings:During the COVID-19 pandemic,scientific information in four domains was overlooked by policy:psychological state of the populace,environmental issues,the role of computer technology,and public relations.These findings indicate a systematic underrepresentation of important scientific insights in policy.Research limitations:This study is subject to two key limitations.Firstly,the text analysis method—relying on pre-extracted keywords and thematic structures—may not fully capture the nuanced context and complexity of scientific insights in policy documents.Secondly,the focus on a limited set of case studies restricts the broader applicability of the conclusions across diverse situations.Practical implications:The study introduces a quantitative framework using text analysis to identify overlooked scientific content in policy,bridging the gap between science and policy.It also highlights overlooked scientific information during COVID-19,promoting more evidence-based and robust policies through improved science-policy integration.Originality/value:This paper provides new ideas and methods for excavating scientific information that has been overlooked by policy,further deepens the understanding of the interaction between policy and science during the COVID-19 period,and lays the foundation for the more rational use of scientific information in policy-making.

文摘Sustainable ecological development is key to enhancing the life satisfaction of indigenous populations.However,comprehensive studies on the impact of ecological protection policies on life satisfaction from the perspective of the indigenous populations of national parks are lacking.This study investigated the impact of national park ecological protection policies on the life satisfaction of 496 indigenous households in the Qilian Mountain National Park through a questionnaire survey conducted in 2021,employing an ordered multicategorical logistic regression model.The results showed that overall life satisfaction was high and 17.34%of indigenous populations are very satisfied with their current standard of living,with the highest satisfaction of herding households,followed by nonfarming households,half-farming and half-herding households,and farming households.Livelihood capital components had different impacts on life satisfaction.Policy satisfaction,perceived importance,and participation willingness had different impacts on life satisfaction.Key ecological policy instruments,such as ecological compensation,livelihood skills training,eco-stewardship positions,specialty town development,and natural grassland/forest conservation,significantly enhanced life satisfaction.Therefore,emphasizing the interests of indigenous populations,enhancing their willingness to participate in ecological policies,and improving their nonagricultural and pastoral employment abilities can help to improve overall life satisfaction.
文摘In this paper, we tried to give health services marketing mix and raise patients' interest in health services with the contribution to highlighting the possible application mechanisms of different marketing policies on health services in Algeria. Because we see that, health foundations in Algeria like other foundations live in an environment marked with constantly economic, social, politic, and cultural changes. And to respond to change requirements, especially with the appearance of health services market liberation signs, these foundations are obliged to adapt to ensure their existence and development by giving best services to meet the patients' needs in order to gain their satisfaction and loyalty. These ones, who became more conscious about the quality of services they are given quantitatively, qualitatively, and timely.
