Connotation of land competitiveness is expatiated from both the narrow sense and broad sense.Evaluation index system of land competitiveness is established according to the 2008 China Statistical Yearbook and 2008 Chi...Connotation of land competitiveness is expatiated from both the narrow sense and broad sense.Evaluation index system of land competitiveness is established according to the 2008 China Statistical Yearbook and 2008 China Land Resources Statistical Yearbook.Efficiency Coefficient Method and Principal Component Analysis Method are used to evaluate the land competitiveness of 31 provincial units in China.Result shows that in the year 2007,land competitiveness gradually decreases from southeast to northwest.The land competitiveness and GDP per unit land have significant negative correlation.The rank of approved new construction land has low positive correlation with the rank of land competitiveness in China.This indicates that there is little correlation between the allocation of regional new construction land and the land use efficiency.Therefore,it is suggested that regional allocation of new construction land should be treated differently based on the evaluation result of land competitiveness.展开更多

To tackle the issues concerning agriculture,farmers,and rural areas,the central government of China initiated a new strategy called'new countryside construction'in 2005.For better understanding its actual effe...To tackle the issues concerning agriculture,farmers,and rural areas,the central government of China initiated a new strategy called'new countryside construction'in 2005.For better understanding its actual effect,this paper analyzes the regional diversity of peasant household response to this new countryside construction strategy based on Kruskal-Wallis H test and sampling survey data from 586 households in the Bohai Rim Region(BRR),Yangtze River Delta Region(YDR),and Pan Pearl River Delta Region(PPR).The result indicates that regional diversity in eastern coastal China(ECC)does exist in the form of recognized priority sequence,policy requirements,expected policy effects,and behavior response.As a result of the deviation between local policy practice and households'inherent demand,peasants fulfill their de facto demand via individual effort instead of government aid,and therefore the new countryside construction fails to carry out the expected target.It thus needs to shift the current policy priority,ensure the peasants'mainstay role,and formulate scientific'Rules for new countryside construction'.展开更多

The feasibility of the support is analyzed: firstly, agricultural policy-based finance boasts the status and position of the "primary drive" in new village construction; secondly, the nation continuously deepens the reform of rural financial system and policy-based banks and strengthens the functions of Agricultural Development Bank, which provides policies for agricultural policy-based finance to support new village construction; thirdly, the 14 years' reform and development of Agricultural Development Bank and the eleventh five year plan lay sound practical basis for the support of agricultural policy-based finance to new village construction. Based on the necessity and feasibility, the following six aspects are analyzed to fully display the function of the "first engine" of agricultural policy-related finance to new village construction. With the advent of the era of big data and artificial intelligence, new infrastructure construction(NIC) has attracted the attention of many countries. The development of NIC provides an opportunity to bridge the digi...With the advent of the era of big data and artificial intelligence, new infrastructure construction(NIC) has attracted the attention of many countries. The development of NIC provides an opportunity to bridge the digital divide and narrow the regional gap,providing continuous impetus to further promote economic development. Here, we considered 31 provincial-level administrative units in China(not including Hong Kong, Macao, and Taiwan of China due to data unavailable) and established comprehensive evaluation indicators for the development potential of NIC. Afterward, we used the entropy-weight TOPSIS model to determine the development potential of NIC and analyze its spatio-temporal evolution characteristics. Furthermore, the GeoDetector model was applied to explore the driving mechanism of the NIC development potential. The conclusions were as follows: (1) The Chinese NIC development potential is generally low. The eastern China was the region with the highest development potential year by year, while the development potential in the central China was found to be in an accelerating phase. (2) The evolution of the Chinese NIC development potential’s spatial pattern has been characterized by an inland extension and coastal agglomeration. Moreover, we identified a superior development zone, a rising development zone, an inferior development zone, and a declining development zone. (3) The scope of Chinese NIC development potential agglomeration areas has gradually expanded and its degree has gradually deepened. The range of high-value agglomeration in eastern area gradually expanded and its degree gradually deepened. (4) Investment in innovative talents appears as the core factor affecting the Chinese NIC development potential. Whether acting alone or synergistically with other factors, its promoting effect on Chinese NIC development potential is the strongest.展开更多

Problems in the supply of Chinese rural public services are analyzed:the demand of rural public goods is enormous, governmental fiscal expenditure is insufficient; social organization is imperfect and public service capability is weak; urban-rural gap is large and the supply of pubic service is unequal; the system of rural public service is single and the functions are imperfect; the market degree of rural public service is low and the efficiency needs improving. 文摘On the basis of Marxist theories,from the perspective that the new farmers are the qualified main body,basic factors and internal motive force of constructing new village,this paper expounds the internal relevance between new farmers and new village construction.Firstly,the new farmers have insight into villages,with strong motive of constructing new village,which makes them become the qualified main body in new village construction.Secondly,the new farmers are the most basic factor of constructing new village;new farmers have close relationship with other factors,with prominent inseparability;the new farmers have strong ability to replace other factors,and the farmers can shatter capital bottleneck and policy restriction in order to promote rural development to some extent;the new farmers with strong mobility,can migrate between city and village or change vocation among different jobs,which breaks through the regional limitation of factors;there are myriad farmers in China,and we can transform traditional farmers into new farmers by fostering,which breaks through the limitation of quantity of factors,so it can guarantee the incessant factor supply for new village construction.Thirdly,the new farmers are the internal motive force for new village construction,because the literate farmers are equipped with technique skills and good at management,and they are the excellent talents among rural groups;the new farmers fathom the characteristics of rural areas,with active consciousness,intense motive and strong ability to construct new village;they pay close attention to new village construction with passion and participate in new village construction actively.
文摘With the advent of the era of big data and artificial intelligence, new infrastructure construction(NIC) has attracted the attention of many countries. The development of NIC provides an opportunity to bridge the digital divide and narrow the regional gap,providing continuous impetus to further promote economic development. Here, we considered 31 provincial-level administrative units in China(not including Hong Kong, Macao, and Taiwan of China due to data unavailable) and established comprehensive evaluation indicators for the development potential of NIC. Afterward, we used the entropy-weight TOPSIS model to determine the development potential of NIC and analyze its spatio-temporal evolution characteristics. Furthermore, the GeoDetector model was applied to explore the driving mechanism of the NIC development potential. The conclusions were as follows: (1) The Chinese NIC development potential is generally low. The eastern China was the region with the highest development potential year by year, while the development potential in the central China was found to be in an accelerating phase. (2) The evolution of the Chinese NIC development potential’s spatial pattern has been characterized by an inland extension and coastal agglomeration. Moreover, we identified a superior development zone, a rising development zone, an inferior development zone, and a declining development zone. (3) The scope of Chinese NIC development potential agglomeration areas has gradually expanded and its degree has gradually deepened. The range of high-value agglomeration in eastern area gradually expanded and its degree gradually deepened. (4) Investment in innovative talents appears as the core factor affecting the Chinese NIC development potential. Whether acting alone or synergistically with other factors, its promoting effect on Chinese NIC development potential is the strongest.
文摘Under the background of new village construction, the necessity of remodeling the supply mechanism of rural public service is expounded. It is conducive to improving the capability of public service to satisfy farmers' demand; to constructing a rural diversified public service system and improving the supply efficiency of rural public goods; to realizing the equalization of urban-rural public services to coordinate urban-rural development. Problems in the supply of Chinese rural public services are analyzed:the demand of rural public goods is enormous, governmental fiscal expenditure is insufficient; social organization is imperfect and public service capability is weak; urban-rural gap is large and the supply of pubic service is unequal; the system of rural public service is single and the functions are imperfect; the market degree of rural public service is low and the efficiency needs improving. In view of these problems, the strategies for remodeling the supply mechanism of rural public service are put forward, covering intensifying the input intensity of the government, expanding the coverage of public services; vigorously supporting the development of social organization and improving its capability of public goods; breaking through dual system and realizing the equalization of urban-rural public service; perfecting rural diversified public services and perfecting its public service functions; promoting the market progress of rural public services and improving the efficiency of public service.
文摘On the strength of the theory of agricultural circular economy, the mutual relation between the development of agricultural circular economy and new village construction is analyzed. The results show that developing agricultural circular economy and constructing new village is the mutual promotion; realizing agricultural circular economy is the main target of new agricultural construction and developing agricultural circular economy is the way of realizing new village construction. The major problems in the development of agricultural circular economy in Qinhuangdao City are pointed out, covering weak ideological foundation of developing agricultural circular economy; inadequate directions from the government and insufficient technical and financial support. The countermeasures on developing agricultural circular economy in new village construction are put forward, including cultivating people's awareness on circular economy; establishing the law and regulation system of agricultural circular economy; intensifying the technical and model innovation of agricultural circular economy and accelerating the maketization pace of agro-products.
文摘In the background of new socialist countryside construction,rural infrastructure construction is favorable to consolidating fundamental position of agriculture,expanding rural job opportunities,increasing farmers'income,and favorable to development of rural economy and the national economy.Rural infrastructure construction mainly includes construction of agricultural basic production conditions,construction of rural ecological environment,construction of agricultural service system,and construction of rural living facilities.Finally,we put forward approaches and methods for strengthening rural infrastructure construction:firstly,increase fund input to provide financial support for rural infrastructure construction;second ly,make scientific village planning to ensure sustainability of rural infrastructure construction;thirdly,arouse farmers'enthusiasm and initiative to promote stable development of rural infrastructure construction.

文摘Several old problems in the new countryside construction at present are analyzed.For instance the land transfer mechanism is not flexible,land problems have restricted the development of agricultural industrialization;farmers still have serious problems in income increase and lack the rational investment and consumption awareness;farmers receive low level of education and their cultural qualities are general poor;for a long time,legalization and democratization process of rural grass-roots organizations has been lagged behind.Causations for problems in the new countryside construction are various,such as lacking the subject consciousness,a long-term mechanism,industrial support and capital input.Finally,several new ideas about the construction of socialist new countryside are put forward,including speeding up the development of modern agriculture and doing everything possible to increase the income of farmers;paying attention to the development of civilized villages and towns and doing everything possible to enrich the knowledge of farmers;accelerating the establishment of long-term mechanism and gathering the ideas of farmers to the maximum extent;fully integrating project funds and constructing the socialist new countryside.

文摘Hujiatai Village, Xiong County, Hebei Province was nominated as the experimental unit of new countryside construction by Hebei Province in 2008. In order to make Hujiatai Village become a new countryside model with friendly ecological and environmental conditions, local energy resources should be considered. In this study, a mode of 'geothermal energy extraction-heat exchange-space heating-reinjection' was adopted to supply heat to resident houses in Hujiatai Village cooperating with a geothermal development entity based on the abundant geothermal resources, thereby constructing a clean, economic and autarkic new countryside energy system, which avoids utilization of fossil-energy, reduces emission of greenhouse gases and generation of solid coal cinder, protecting air and land environment, improving life quality of the people and building a typical model for Hebei Province and even for the whole country.
文摘On the basis of defining related concepts concerning human resources in rural public service departments,this paper analyses the overall status quo of human resources in China's rural public service departments and points out the problems existing in human resources in China's rural public service departments during new countryside construction as follows:first,the constitution structure is not rational;second,the cultural quality of staff is universally low,and the business capacity remains to be promoted;third,the improvement of human resources development environment lags behind,and the supporting reform is short.In the context of new countryside construction,the opportunities faced by the human resources in China's rural public service departments are as follows:China has elevated strengthening new countryside construction and rural talents construction as important state development strategy;the ideas of service-oriented government and learning-oriented government are put forward;civil servant system is overhauled.Therefore,I advance the development strategy of human resources in China's rural public service departments as follows:implement elastic personnel system reform in public service departments(including civil servant positions in department),to form the public service personnel system of"able one comes in,mediocre one moves over and shiftless one steps down";audaciously promote young and middle-aged grass-roots cadres with strong business ability,high political quality,acute judgement and decision-making ability;build learning-oriented grass-roots public service organization,to make the staff in rural pubic service departments study assiduously and progress;broaden horizon,and build the human resources development system geared to international standards;in developed regions,the human resources in grass-roots public service departments should introduce enterprise competition model.

文摘On the basis of field investigation in 13 typical villages in Xinyu City, Jiangxi Province, and questionnaire survey over 45 local residents, this paper analyzed rural production and living environment, greening conditions, and villagers' consciousness about greening in the local area, and proposed 5 major principles for village greening: government plays the leading role, rural households are subjects; adopt unifi ed planning and coordinated development; choose suitable species for suitable land according to actual conditions; put ecology on the top priority, balance economic and ecological development; facilitate operation and management. In addition, the paper highlighted 5 characters in village greening, namely, cultural, ecological, practical, concise, and lifeconcerned.
文摘Firstly,definition of village administration is introduced.Then,through analysis of history,complexity and innovation characteristics of village administration,it points out that village administration plays a significant role in the reform of grass-roots government.Based on these,existing problems in village administration mode are discussed.It is believed that the administration subject(government),object(farmers),and administration measures have potential to explore.Finally,suggestions are put forward from perfecting village autonomy,role orientation of grass-roots government,and simplifying grass-roots government organs.

文摘Based on the theory of unbalanced growth,we analyze priority strategy of different regions in China.It is prior to enhance the quality of urbanization in the East,make a long-term planning for construction of small towns,focus on harmony between human and nature,so as to realize its development to integrate with international urbanization level.For the middle areas,urbanization and construction of new countryside should be developed simultaneously,take a road of interactive development of urban and rural areas,finally to raise the level of urbanization.As to the western areas,it is required to firstly build new countryside,focus on construction of infrastructural facilities,adjust and optimize structure of agricultural production,and push forward the agricultural industrialization.
