Innovation incentives play a crucial role in guiding the innovative development of technology-based enterprises.However,existing research has yet to systematically organize and construct the theoretical framework of i...Innovation incentives play a crucial role in guiding the innovative development of technology-based enterprises.However,existing research has yet to systematically organize and construct the theoretical framework of innovation incentives,making it an urgent issue for academia to present the developmental characteristics and theoretical system of innovation incentives.First,based on a review of classic literature on innovation incentives,this study clarifies the origins of incentives and summarizes the developmental characteristics of innovation incentives from different dimensions.Second,it explores the antecedents,consequences,and mechanisms of innovation incentives from perspectives such as organizational structure,innovation strategy,work challenges,and reputation mechanisms.A comprehensive research framework is constructed following the paradigm of“antecedents of innovation incentives-formation of innovation incentives-pathways of innovation incentives-realization of innovation incentives.”Third,this study analyzes the practical application of innovation incentives in enterprises and identifies key areas for applying innovation incentives.Finally,considering the practical needs of innovation management in China,this study proposes future research directions for innovation incentives in technology-based enterprises,aiming to promote further development of innovation incentives in both theory and practice.展开更多

As a major developing country, China should create a national innovation policy system to coordinate these incentives in order to promote economic transition and upgrade through corporate innovation. Innovation policies are determined by a country's technology level. The premise for most advanced economies to follow market-based incentives is a foundation of early-stage non-market policies, as their governments frequently resorted to non-market means such as state-owned enterprises in the early stage of development. This paper also concludes that technological uncertainty can well describe the technological characteristics of industries. For industries with less technological uncertainty, non-market means are more likely to succeed. Lastly, this paper employs the dimensions of both technology level and industrial technology characteristics for a quantitative analysis on the scope of industries to which the two incentive mechanisms are applicable, divides them into quadrants in order to discuss the boundary between market-based and non-market incentives, and explore ways to achieve effective interplay between government and market.展开更多
With the amendments to the Detailed Rules for the Implementation of the Patent Law of the People's Republic of China and the Guidelines for Patent Examination,China's patent open license system has been fully ...With the amendments to the Detailed Rules for the Implementation of the Patent Law of the People's Republic of China and the Guidelines for Patent Examination,China's patent open license system has been fully implemented.The two-year pilot programs have garnered valuable insights into addressing patent royalty pricing,platform operations,and reduction and exemption in annual fees within the patent open license system.From the perspective of diffusion of innovations theory,innovation attributes serve as a key criterion for evaluating the market value of patent open license.The diversified and dynamic innovation attributes lead patentees to adopt pricing models,either algorithmbased pricing or flexible pricing.Mass media and face-to-face interaction channels function as primary vehicles for innovation diffusion through open license information platforms.Specifically,efficient pairing of supply and demand can be done through novel algorithmic matching mechanisms.Furthermore,user feedback modules and real-life engagement strategies can be integrated to facilitate homogeneous communication,enhancing potential licensees'recognition of the patent open license system.Innovation adoption theory suggests that public policy incentives for patentees should target early adopters with higher risk tolerance rather than apply universally.This indicates that,in terms of the reduction and exemption in annual fees,a degressive structure achieves greater incentive efficacy in early stages compared to fixed-amount reduction and exemption.In later phases,it enables systematic pruning of valueless of patent open licenses,yielding superior overall cost-benefit outcomes.展开更多
