There is a growing recognition of the critical role of security governance in advancing democratic transition in the post-conflict environment.Despite such a recognition,the security sector reform concept has overshad...There is a growing recognition of the critical role of security governance in advancing democratic transition in the post-conflict environment.Despite such a recognition,the security sector reform concept has overshadowed the importance of the overarching strategic role of security governance in transition to democracy,particularly in Africa.This paper assesses the status and challenges facing security governance and how they thwarted the efforts to furthering the democratic transition in South Sudan.The paper shows a deterioration in security,safety and security governance outcomes since the independence of South Sudan in 2011 with such a trend unlikely to be abated in the near future without strategic interventions.Some of the challenges facing security governance in South Sudan include the legacies of some historical events including the“Big Tent Policy”,absence of strategic leadership,lack of overarching policy framework,impractical and tenuous security arrangements in the 2018 peace agreement,persistent postponement of the first elections,and dysfunctional justice sector.The paper provides some strategic and operational recommendations to improve security governance and advance democratic transition in South Sudan.These recommendations include formulation of an inclusive and people-centered national security policy,rigorous judicial reform,and early political agreement on new political infrastructure if conditions for holding the first national elections are not met in 2026.展开更多

Background Clinical brain-computer interface(BCI)for mental disorders is an emerging interdisciplinary research field,posing new ethical concerns and challenges,yet lacking practical ethical governance guidelines for ...Background Clinical brain-computer interface(BCI)for mental disorders is an emerging interdisciplinary research field,posing new ethical concerns and challenges,yet lacking practical ethical governance guidelines for stakeholders and the entire community.Aims This study aims to establish a multidisciplinary consensus of principles for ethical governance of clinical BCI research for mental disorders and offer practical ethical guidance to stakeholders involved.Methods A systematic literature review,symposium and roundtable discussions,and a pre-Delphi(round 0)survey were conducted to form the questionnaire for the three-round modified Delphi study.Two rounds of surveys,followed by a third round of independent interviews of 25 experts from BCI-related research domains,were involved.We conducted quantitative analysis of responses and agreements among experts to reveal the consensus and differences regarding the ethical governance of mental BCI research from a multidisciplinary perspective.Results The Delphi panel emphasised important concerns of ethical review practices and ethical principles within the BCI context,identified qualified and highly influential institutions and personnel in conducting and advancing clinical BCI research,and recognised prioritised aspects in the risk-benefit evaluation.Experts expressed diverse opinions on specific ethical concerns,including concerns about invasive technology,its impact on humanity and potential social consequences.Agreement was reached that the practices of ethical governance of clinical BCI for mental disorders should focus on patient voluntariness,autonomy,long-term effects and related assessments of BCI interventions,as well as privacy protection,transparent reporting and ensuring that the research is conducted in qualified institutions with strong data security.Conclusions Ethical governance of clinical research on BCI for mental disorders should include interdisciplinary experts to balance various needs and incorporate the expertise of different stakeholders to avoid serious ethical issues.It requires scientifically grounded approaches,continuous monitoring and interdisciplinary collaboration to ensure evidence-based policies,comprehensive risk assessments and transparency,thereby promoting responsible innovations and protecting patient rights and well-being.展开更多
Values of individuals and organizations involved in decision-making processes form the basis for prioritizing outcomes in water governance.The novelty of this study lies in applying values to a specific decision-makin...Values of individuals and organizations involved in decision-making processes form the basis for prioritizing outcomes in water governance.The novelty of this study lies in applying values to a specific decision-making context.It aims to assess the prioritized water governance outcomes and the underlying value systems shaping the actions of the primary water utility responsible for water governance in Delhi,the Delhi Jal Board(DJB).The paper will critically examine the policies and acts of the DJB that drive water governance in Delhi at present,utilizing a values-based framework in conjunction with secondary literature and expert interviews,to draw a picture of the values reflected.The study does not substantiate the notion of economic values dominating the water-related deci-sions;rather,recent policy guidelines indicate prioritization of equitable and fair distribution of water.Findings of this paper show that making the values explicit is largely disregarded in formulating water acts and policies,and values are never elucidated in the public domain,doing which can encourage water policies and practices that are socially,economically,and ecologically viable in the long run.It is expected that this paper will generate a discussion on water values being an integral part of water governance discourses.展开更多

The addition of cold flow improvers(CFIs)is considered as the optimum strategy to improve the cold flow properties(CFPs)of diesel fuels,but this strategy is always limited by the required large dosage.To obtain low-do...The addition of cold flow improvers(CFIs)is considered as the optimum strategy to improve the cold flow properties(CFPs)of diesel fuels,but this strategy is always limited by the required large dosage.To obtain low-dosage and high-efficiency CFIs for diesel,1,2,3,6-tetrahydrophthalic anhydride(THPA)was introduced as a third and polar monomer to enhance the depressive effects of alkyl methacrylatetrans anethole copolymers(C_(14)MC-TA).The terpolymers of alkyl methacrylate-trans anethole-1,2,3,6-tetrahydrophthalic anhydride(C_(14)MC-TA-THPA)were synthesized and compared with the binary copolymers of C_(14)MC-TA and alkyl methacrylate-1,2,3,6-tetrahydrophthalic anhydride(C_(14)MC-THPA).Results showed that C_(14)MC-THPA achieved the best depressive effects on the cold filter plugging point(CFPP)and solid point(SP)by 11℃and 16℃at a dosage of 1250 mg/L and monomer ratio of 6:1,while 1500mg/L C_(14)MC-TA(1:1)reached the optimal depressive effects on the CFPP and SP by 12℃and 18℃.THPA introduction significantly improved the depressive effects of C_(14)MC-TA.Lower dosages of C_(14)MCTA-THPA in diesel exerted better improvement effects on the CFPP and SP than that of C_(14)MC-TA and C_(14)MC-THPA.When the monomer ratio and dosage were 6:0.6:0.4 and 1000 mg/L,the improvement effect of C_(14)MC-TA-THPA on diesel reached the optimum level,and the CFPP and SP were reduced by 13℃and 19℃,respectively.A 3D nonlinear surface diagram fitted by a mathematical model was also used for the first time to better understand the relationships of monomer ratios,dosages,and depressive effects of CFIs in diesel.Surface analysis results showed that C_(14)MC-TA-THPA achieved the optimum depressive effects at a monomer ratio of 6:0.66:0.34 and dosage of 1000 mg/L,and the CFPP and SP decreased by 14℃ and 19℃,respectively.The predicted results were consistent with the actual ones.Additionally,the improvement mechanism of these copolymers in diesel was also explored.展开更多
Sustainable land management is a pressing challenge in Morocco,where environmental pressures,rapid urbanization,and informal land practices undermine legal frameworks and planning efforts.Despite progress in service d...Sustainable land management is a pressing challenge in Morocco,where environmental pressures,rapid urbanization,and informal land practices undermine legal frameworks and planning efforts.Despite progress in service digitization,land governance remains weakened by inefficiency,overlapping claims,limited environmental oversight,and poor integration between cadastral data and ecological regulations.This paper examines the environmental and institutional shortcomings of Morocco’s land management system and advocates for a shift toward digitally enabled environmental governance.Current weaknesses in administration contribute to urban sprawl,land degradation,and climate vulnerability,particularly in peri-urban and rural zones.A review of legal frameworks and planning instruments reveals gaps in enforcing environmental regulations,protecting sensitive ecosystems,and securing tenure in high-risk areas.To address these challenges,we propose a governance-centered strategy that leverages digital tools—not as technical ends,but as enablers of sustainability.Innovations such as automated verification,spatial planning systems,and simplified registration workflows can enhance the enforcement of zoning laws,prevent unauthorized construction,and facilitate climate-resilient planning.We also assess Morocco’s commitments to environmental goals,including Nationally Determined Contributions and SDGs 11,13,and 15,demonstrating the central role of sustainable land governance in achieving them.The study concludes with a roadmap for institutional reform that balances tenure security,ecological resilience,and equitable land access.Findings aim to guide policymakers,land managers,and planners in Morocco and across the MENA region,offering an integrated and adaptable model that bridges land administration with environmental protection.展开更多

文摘The rapid development of information technology in the digital era has led the development and reform in the field of education.Both the transformation and high-quality development of open universities have put forward higher requirements for open education governance.Focusing on the important field of open education governance,this study,from the perspective of university governance,deeply explores the practical dilemmas faced by open education governance,such as unclear development positioning,difficulties in transformation and development,inadequate learning support services,insufficient depth of teaching reform,and weak professional development of teachers.In the lifelong learning education ecology of universal education,open education governance should focus on“useful and easy learning”,focus on industry-education integration,take serving society as its purpose,and promote the transformation and development of open education.Under the concept of collaboration and co-governance,a multi-subject collaborative governance mechanism should be built,and governance thinking should be actively implemented in open education and teaching affairs to accelerate the modernization of open education governance.This aims to realize the sustainable development of open education governance and provide strong theoretical support and practical guidance for building a more fair,high-quality,and flexible open education governance system.

文摘Graphene,owing to its exceptional electronic,optical,thermal,and mechanical properties,has emerged as a highly promising material.Currently,the synthesis of large-area graphene films on metal substrates via chemical vapor deposition remains the predominant approach for producing high-quality graphene.To realize the potential applications of graphene,it is essential to transfer graphene films to target substrates in a manner that is non-destructive,clean,and efficient,as this significantly affects the performance of graphene devices.This review examines the current methods for graphene transfer from three perspectives:non-destructive transfer,clean transfer,and high-efficiency transfer.It analyzes and compares the advancements and limitations of various transfer techniques.Finally,the review identifies the key challenges faced by current graphene transfer methods and anticipates future developmental prospects.

文摘Today,the world is undergoing profound changes unseen in a century,and a host of global challenges continue to emerge.The international community urgently requires effective global governance.As Chinese President Xi Jinping has pointed out,multilateralism is the inevitable choice for addressing the world’s difficulties and challenges.1 However,various negative trends in international politics are undermining or impeding the effectiveness of multilateralism and aggravating the global governance deficit.Against this backdrop,it is essential to reassess the importance of multilateralism in global governance,identify the challenges it faces,and explore feasible pathways for collective action to advance global governance.
文摘Through literature analysis and case study, the introduction history, variety selection (high bush, half high bush, low bush) and regional cultivation techniques of blueberry in China were summarized, and the practical effects of precision cultivation (water and fertilizer integration, wild planting) and under-forest economic model (forest-blueberry-fungus system, ecological tourism) were evaluated. It provided a technical reference for expanding the planting scale of blueberry and improving the fruit quality.

文摘Digital rural governance is a micro-level governance practice within the broader framework of building a Digital China.It involves the integration of digital technology into rural governance to drive the digital transformation of rural governance.In recognition of the varied development stages of digital rural governance,the concept of“digital context”provides an analytical lens for exploring the differences in practical models of digital rural governance.By examining the contextual characteristics and differential mechanisms of digital rural governance,this paper delves into its social foundation and technological adaptation.The research finds that the context of digital rural governance primarily encompasses three dimensions:contextual foundation,contextual logic,and contextual optimization.First,the contextual foundation of digital rural governance manifests as the social basis,comprising the social structure of villages,the type of village development,and the age structure of villagers,which constitute the social stratification forms underlying digital rural governance.Second,the contextual logic of digital rural governance focuses on the adaptation of digital technology to rural governance,promoting the adaptation of digital technology to the rural governance foundation,village governance scenarios,and villagers’digital capabilities.Third,the contextual optimization of digital rural governance emphasizes integrating digital technology with both administrative and livelihood-oriented governance affairs at the village level.This approach leverages the governance value and functional potential of digital technology to streamline digital governance processes and enhance digital governance capabilities.As a developmental direction for the transformation of rural governance,digital rural governance must not only highlight the governance advantages of digital technology but also prioritize the inherent context of rural governance.It aims to enhance the effectiveness of rural governance through digital technology and advance high-quality digital village development tailored to local conditions.

文摘The addition of cold flow improvers(CFIs)is considered as the optimum strategy to improve the cold flow properties(CFPs)of diesel fuels,but this strategy is always limited by the required large dosage.To obtain low-dosage and high-efficiency CFIs for diesel,1,2,3,6-tetrahydrophthalic anhydride(THPA)was introduced as a third and polar monomer to enhance the depressive effects of alkyl methacrylatetrans anethole copolymers(C_(14)MC-TA).The terpolymers of alkyl methacrylate-trans anethole-1,2,3,6-tetrahydrophthalic anhydride(C_(14)MC-TA-THPA)were synthesized and compared with the binary copolymers of C_(14)MC-TA and alkyl methacrylate-1,2,3,6-tetrahydrophthalic anhydride(C_(14)MC-THPA).Results showed that C_(14)MC-THPA achieved the best depressive effects on the cold filter plugging point(CFPP)and solid point(SP)by 11℃and 16℃at a dosage of 1250 mg/L and monomer ratio of 6:1,while 1500mg/L C_(14)MC-TA(1:1)reached the optimal depressive effects on the CFPP and SP by 12℃and 18℃.THPA introduction significantly improved the depressive effects of C_(14)MC-TA.Lower dosages of C_(14)MCTA-THPA in diesel exerted better improvement effects on the CFPP and SP than that of C_(14)MC-TA and C_(14)MC-THPA.When the monomer ratio and dosage were 6:0.6:0.4 and 1000 mg/L,the improvement effect of C_(14)MC-TA-THPA on diesel reached the optimum level,and the CFPP and SP were reduced by 13℃and 19℃,respectively.A 3D nonlinear surface diagram fitted by a mathematical model was also used for the first time to better understand the relationships of monomer ratios,dosages,and depressive effects of CFIs in diesel.Surface analysis results showed that C_(14)MC-TA-THPA achieved the optimum depressive effects at a monomer ratio of 6:0.66:0.34 and dosage of 1000 mg/L,and the CFPP and SP decreased by 14℃ and 19℃,respectively.The predicted results were consistent with the actual ones.Additionally,the improvement mechanism of these copolymers in diesel was also explored.
文摘Sustainable land management is a pressing challenge in Morocco,where environmental pressures,rapid urbanization,and informal land practices undermine legal frameworks and planning efforts.Despite progress in service digitization,land governance remains weakened by inefficiency,overlapping claims,limited environmental oversight,and poor integration between cadastral data and ecological regulations.This paper examines the environmental and institutional shortcomings of Morocco’s land management system and advocates for a shift toward digitally enabled environmental governance.Current weaknesses in administration contribute to urban sprawl,land degradation,and climate vulnerability,particularly in peri-urban and rural zones.A review of legal frameworks and planning instruments reveals gaps in enforcing environmental regulations,protecting sensitive ecosystems,and securing tenure in high-risk areas.To address these challenges,we propose a governance-centered strategy that leverages digital tools—not as technical ends,but as enablers of sustainability.Innovations such as automated verification,spatial planning systems,and simplified registration workflows can enhance the enforcement of zoning laws,prevent unauthorized construction,and facilitate climate-resilient planning.We also assess Morocco’s commitments to environmental goals,including Nationally Determined Contributions and SDGs 11,13,and 15,demonstrating the central role of sustainable land governance in achieving them.The study concludes with a roadmap for institutional reform that balances tenure security,ecological resilience,and equitable land access.Findings aim to guide policymakers,land managers,and planners in Morocco and across the MENA region,offering an integrated and adaptable model that bridges land administration with environmental protection.

文摘This study examines the role of village regulations within China’s Litigation Source Governance(LSG)framework,specifically analyzing Tianjin Municipality’s 2023 Model Village Regulations.Employing legal analysis and Natural Language Processing(NLP)techniques,the research evaluates the effectiveness,enforceability,and thematic orientation of these regulations in grassroots dispute resolution.Findings reveal a pronounced reliance on moral governance provisions,limited judicial recognition,and significant implementation challenges due to the predominance of non-binding(soft)clauses.The study recommends enhancing judicial recognition through formal confirmation mechanisms,increasing legally binding clauses,and integrating village-level governance more closely with formal judicial processes.This approach not only strengthens local governance but also provides valuable insights for nationwide replication,supporting broader goals of rural stability and governance modernization.
