The theory of prediction was proposed by Huu S. TIEU on March 25, 2019, and he hypothesized that any malfunctioning cell in the body could have a damaging effect. This paper discusses the prediction that Localized Oxygen Deprivation could be a contributing factor for a future epidemic or other viral pandemics that could affect body function. This paper is based on opinion and does not have sufficient evidence to support the claims made. Therefore, further in-depth study is needed to prove the findings. The author cites Hypoxia to support his idea, but he is not claiming that Hypoxia-Inducible Factor (HIF) has worked on his predictions. The author also tested a theory using cow blood curd for body function, but this test was not a structured test and the findings were not supported by other evidence. In the review and evaluation, it was requested by Golden Sunrise designated the new indications for this application under Serious or Life-threatening conditions or diseases. Discussions followed with the FDA, Huu S. TIEU, and Golden Sunrise for FDA approval on new products and new indications on existing new Medical Technology and Innovation. It was agreed in Year-2015 that the FDA would take the request for new indications to the United States Congress to establish into FDA regulation and law. Results: On December 13, 2016, H.R.34—114<sup>th</sup> United States Congress (2015-2016) 21<sup>st</sup> Century CURES Act was signed into law by President Barack H. Obama which included the Serious or Life-threatening indication to be written into the CURES Act. In summary, the 21<sup>st</sup> Century Cures Act is a landmark piece of legislation that enjoyed broad bipartisan support in United States Congress. The main goals of the Act are impactful and should transform future cancer, neurologic, and precision medicine or drug research as well as aid individuals with mental health is intended to facilitate the prompt approval of new agents and devices, clinicians should be aware of the types of data behind an approval and take this into consideration when developing illnesses and opioid dependence. However, some of the wording within the CURES Act regarding the drug and device approval process may bring pause to health care providers including pharmacists. Although this wording and implementing care plans and counseling patients. The 21<sup>st</sup> Century Cures Act was incorporated into laws and regulations by the FDA under § 3072 of the Act grants the Commissioner of Food and Drugs the authority to appoint and set the annual rate of pay for outstanding and qualified candidates to scientific, technical, or professional positions that support the development, review, and regulation of medical products.展开更多

The process can be measured in plant, animal, and human usage through a variety of experimental or testing forms. Animal studies were conducted for which, in the first day of the study all the animals consistently gained dramatic weight, even as a toxic substance was introduced as described in the introduction of the paper to harm animal subjects which induced weight loss through toxicity. Tests can be made by incorporating blood report results. Human patients were also observed to show improvement to their health as administration of the substance was introduced to the biological mechanism and plants were initially exposed to the substance to observe results. This is consistent with the Tiêu equation which provides that wave function is created as the introduction of the substance to the biological mechanism which supports Quantum Mechanics. The Tiêu equation demonstrates that Quantum Mechanics moves a particle by temperature producing energy thru the blood-brain barrier for example. Methods: The methods for the Tiêu equation incorporate animal studies to include the substance administered through laboratory standards using Good Laboratory Practices under Title 40 C.F.R. § 158. Human patients were treated with the substance by medical professionals who are experts in their field and have knowledge to the response of patients.
