This study analyzes the User Interface(UI)and User Experience(UX)of information systems that provide local government information.The systems analyzed are the Local Administrative Comprehensive Information Disclosure ...This study analyzes the User Interface(UI)and User Experience(UX)of information systems that provide local government information.The systems analyzed are the Local Administrative Comprehensive Information Disclosure System(Zheripan),the Integrated Local Financial Disclosure System(Qinching Online),and the Local Regulations Information System(12348 Zhejiang Legal Network).The Local Administrative Comprehensive Information Disclosure System offers public service and personnel information,while the Integrated Local Financial Disclosure System provides financial information,and the Local Regulations Information System offers legal information as its main content.The analysis framework utilized three elements:objective data,psychological factors,and heuristic evaluation.The results of the first objective data analysis show that approximately 70%of visits to Zheripan and Qinching Online are through search,and the time spent on the homepage is short.In contrast,about 70%of visits to the 12348 Zhejiang Legal Network are direct visits,with users browsing multiple pages with a clear purpose.In terms of data provision methods,Zheripan provides two types of data in three formats,Qinching Online offers 28 types of data in five formats,and 12348 Zhejiang Legal Network provides one type of information in a single format.The second psychological factor analysis found that all three websites had a number of menus suitable for short-term cognitive capacity.However,only one of the sites had a layout that considered the user’s eye movement.Finally,the heuristic evaluation revealed that most of the evaluation criteria were not met.While the design is relatively simple and follows standards,feedback for users,error prevention,and help options were lacking.Moreover,the user-specific usability was low,and the systems remained at the information-providing level.Based on these findings,both short-term and long-term improvement measures for creating an interactive system beyond simple information disclosure are proposed.展开更多

As an accelerating increase in the number of older persons and the proportion of the public aged 65 and older will now occur, planning for population aging has become ever more crucially important. A systematic review of Canadian provincial, territorial, and federal government documents was undertaken to search for the existence of population aging policies, and to determine the aims and other content of the most current policy documents. Documents were identified in all but two jurisdictions of Canada (two northern territories). Document developers, and the aims and content of the 14 reviewed documents varied considerably. Some similarities were identified, however, including some common stated purposes for these documents - to address current issues and challenges facing older people and to plan ahead for a preferred future with population aging.展开更多

Farmer-managed irrigation systems(FMIS) in the high altitude valleys of the Karakorum,Pakistan, continue to be managed effectively despite increased pressure on the social arrangements that sustain them. Colonial era ...Farmer-managed irrigation systems(FMIS) in the high altitude valleys of the Karakorum,Pakistan, continue to be managed effectively despite increased pressure on the social arrangements that sustain them. Colonial era records shows that over a century ago government agencies undertook irrigation support projects. In the past three decades,government agencies and the non-government agency Aga Khan Rural Support Programme(AKRSP), which channels foreign funds into the region, have actively engaged in the provision of irrigation support. This article seeks to explore whether such projects support or undermine farmer-managed irrigation systems and the complex institutional arrangements that underpin them. Field research using ethnographic and participatory methods was conducted in spring 2013 in the upper Shigar valley, Skardu district, GilgitBaltistan. The findings show that irrigation development is a political activity that involves village-based actors, religious leaders, local politicians,and government and non-government agencies.Government agencies operate in a largely top-down,engineering mode, their larger projects limited to villages suffering water scarcity. The local government provides small funds for renovation work of FMIS,though allocation of funds is highly politicized. Nongovernment agencies, for a variety of reasons including donor-funding cycles, apply a one-size-fitsall ‘participatory' model in an attempt to socially engineer rules and institutions. In communities divided by factionalism the use of such external models that stress formation of committees are unlikely to yield positive results, and could instead contribute to undermining the very systems they seek to support. This research argues that irrigation interventions should take care to build upon the rich and complex social arrangements that have sustained FMIS through the centuries.展开更多

Field research using ethnographic and participatory methods was conducted in spring 2013 in the upper Shigar valley, Skardu district, GilgitBaltistan. The findings show that irrigation development is a political activity that involves village-based actors, religious leaders, local politicians,and government and non-government agencies.Government agencies operate in a largely top-down,engineering mode, their larger projects limited to villages suffering water scarcity. The local government provides small funds for renovation work of FMIS,though allocation of funds is highly politicized. Nongovernment agencies, for a variety of reasons including donor-funding cycles, apply a one-size-fitsall ‘participatory' model in an attempt to socially engineer rules and institutions. In communities divided by factionalism the use of such external models that stress formation of committees are unlikely to yield positive results, and could instead contribute to undermining the very systems they seek to support. This research argues that irrigation interventions should take care to build upon the rich and complex social arrangements that have sustained FMIS through the centuries.

文摘At present, the overall economic and social development of our country is fast, but the rate of development of the remote land and territories in the land is still far behind the speed of the inland and the east. This has also triggered a series of frontier issues. This requires our frontier government to strengthen border governance, seize the opportunity to meet challenges, and at the same time we must also strengthen the assessment of the governance capacity of the frontier government. This article hopes that through the actual investigation and study of frontier counties and the consideration of border issues according to local conditions, a set of performance evaluation index system for frontier county-level governments will be proposed, which will help the frontier government in border control.

文摘Government-leading,multi-agent participation and coordinated co-governance are the original intentions of River Chief System governance policy design,the purpose is to really improve governance benefits of the River Chief System.Regrettably,the current research is still in its infancy,mainly based on theoretical analysis and case analysis.Whether government-leading,multi-agent participation and coordinated co-govemance can really improve the effectiveness of governance still lacks empirical testing.For this reason,based on the 241 questionnaires of the governance benefits of the River Chief System in Guangdong Province,this paper deeply analyzed the influence of the organizational level of the River Chief System on the governance benefits,and further studied the regulatory role of multi-agent participation.The results showed that there was an inverted“U”relationship between the organizational level of the River Chief System and the governance benefit,and multi-agent participation had no positive influence on the relationship between the organization level and the governance benefit.This paper has important enlightening significance for expanding the theory of River Chief System research and guiding the practice of government-leading governance policy of River Chief System.On the other hand,this paper can provide reasonable suggestions on environmental governance for Guangdong-Hong Kong-Macao Greater Bay Area’s high-quality development.
文摘With the establishment of the aim of public finance, the non-tax revenue management causes extensive concern of both academy and government in recent years, around which the policy of fee-to-tax reform and income-expenditure going different ways etc. was launched. How to manage the non-tax revenue, which constitutes an important part of the public revenue, plays an important role in the rationalization of public revenue and the building of the public finance system. This paper uses international experience as reference to analyze the situation of the current non-tax revenue management, and the innovation of non-tax revenue management mode from both theoretical and practical aspects.

文摘River ethics,a significant advancement inspired by Chinese President XI Jinping's ecological civilization thought,embodies the philosophical essence of river governance and represents a legacy of innovation by generations of water resources professionals.Rooted in river ecology,it offers a framework for advancing modern water governance systems and capabilities.This paper examines eight dimensions of river ethics to provide actionable recommendations:enhancing knowledge systems on water,rivers,and lakes;addressing critical challenges in water governance to strengthen the foundational role of water authorities in ensuring water security,resource management,ecological sustainability and environmental protection;optimizing water project planning to mitigate ecological impacts;ensuring high standards in the lifecycle management of water projects;refining water diversion strategies for precise scheduling;utilizing ecosystem complexity for river and lake restoration;implementing tiered management of water-related disasters;and driving reforms to modernize water governance systems and mechanisms.
