This study analyzes the User Interface(UI)and User Experience(UX)of information systems that provide local government information.The systems analyzed are the Local Administrative Comprehensive Information Disclosure ...This study analyzes the User Interface(UI)and User Experience(UX)of information systems that provide local government information.The systems analyzed are the Local Administrative Comprehensive Information Disclosure System(Zheripan),the Integrated Local Financial Disclosure System(Qinching Online),and the Local Regulations Information System(12348 Zhejiang Legal Network).The Local Administrative Comprehensive Information Disclosure System offers public service and personnel information,while the Integrated Local Financial Disclosure System provides financial information,and the Local Regulations Information System offers legal information as its main content.The analysis framework utilized three elements:objective data,psychological factors,and heuristic evaluation.The results of the first objective data analysis show that approximately 70%of visits to Zheripan and Qinching Online are through search,and the time spent on the homepage is short.In contrast,about 70%of visits to the 12348 Zhejiang Legal Network are direct visits,with users browsing multiple pages with a clear purpose.In terms of data provision methods,Zheripan provides two types of data in three formats,Qinching Online offers 28 types of data in five formats,and 12348 Zhejiang Legal Network provides one type of information in a single format.The second psychological factor analysis found that all three websites had a number of menus suitable for short-term cognitive capacity.However,only one of the sites had a layout that considered the user’s eye movement.Finally,the heuristic evaluation revealed that most of the evaluation criteria were not met.While the design is relatively simple and follows standards,feedback for users,error prevention,and help options were lacking.Moreover,the user-specific usability was low,and the systems remained at the information-providing level.Based on these findings,both short-term and long-term improvement measures for creating an interactive system beyond simple information disclosure are proposed.展开更多

As China has become a major industrial power in the international economy, further improvements for these information systems are critical to the continued successes of China. To additionally improve these systems, China can draw upon the systems from other world economic leaders. With its fully developed capital markets, the United States offers development experience for the external reporting components of a fully integrated information system. This paper discusses a typical integrated information system in the United States and addresses the regulatory milestones that were instrumental in the development of those external components of accounting information systems. Purpose:This paper describes a comprehensive user survey carried out in China to investigate public needs for government information service in libraries.It is expected to provide insights into the ways to help public...Purpose:This paper describes a comprehensive user survey carried out in China to investigate public needs for government information service in libraries.It is expected to provide insights into the ways to help public libraries meet the user needs.Design/methodology/approach:The paper is founded on a survey among library users,librarians and non-library users.Paper questionnaires were distributed in the National Library of China and 32 provincial public libraries in China and electronic questionnaires were sent to non-library users.A total of 909 valid questionnaires were collected.Findings:A lot of attention is paid to policies,laws and regulations relating to common people’s work and lives such as science,technology,education,culture,finance,market supervision,health care,sports,urban construction and environment protection.A wide variety of government information resources is needed and information delivered to users shall be accurate and timely.Internet has become the main means of accessing government information and mobile phones the preferred Web access channel,while printed materials are considered important information sources.Users need assistance and training in the use of library information resources and services.Research limitations:The sample was limited to respondents from provincial-level public libraries,but city and county-level library users were not included.Practical implications:The survey results are beneficial for the Chinese public libraries to design service programs and improve their services.Originality/value:The paper is one of the comprehensive surveys on public needs for government information service in the Chinese libraries and some of die findings will be of wider interest for other libraries.展开更多

A national library law is currently being enacted while several local library legislations have already seen fruitful results. In the enactment of 'Regulations for the Protection of Information Network Dissemination Rights', the library professional participated for the first time in enacting a national copyright law, which led to unprecedented flourishing of library activities and copyright studies. The promulgation of another legal framework,'Government Information Disclosure Regulations' further advanced the research on related issues and pushed forward government information services in public libraries in the same way. A new landmark for library legislation in recent years is the promulgation of'Guidelines for Land Utilization for Public Library Construction' and 'Public Library Construction Standards', while the framing of 'Rules of Professional Ethics for Librarians in China(On trial)' and the 'Library Service Manifesto' give indication that a framework of self-disciplinary measures of library professionals is established.展开更多
This study investigated the impact of forward-looking information in local government work reports on investors'valuations of firms.Using local government work reports from China,it found that a positive tone in t...This study investigated the impact of forward-looking information in local government work reports on investors'valuations of firms.Using local government work reports from China,it found that a positive tone in the forward-looking content increased the cumulative abnormal returns of local listed firms significantly.The effect was more pronounced in regions with greater economic policy uncertainty,particularly among private enterprises and firms whose executives lacked a government or public-sector background.Investors reacted more positively to forward-looking information in reports that provided additional incremental information.As the positivity of local governments*forward-looking tone increased,local listed firms received more government grants,faced lower tax rates,made greater long-term investments,and exhibited better future performance.Investors responded positively to content regarding economic topics such as the business environment and resource allocation but showed no reaction to content related to social welfare and public well-being.Additional analyses indicated that the tone effect was associated positively with local government procurement activity and was more pronounced in infrastructure industries.展开更多
