The Global Governance Initiative(GGI)is another important public good that China has provided for the international community,following the Global Development Initiative,the Global Security Initiative,and the Global C...The Global Governance Initiative(GGI)is another important public good that China has provided for the international community,following the Global Development Initiative,the Global Security Initiative,and the Global Civilization Initiative.As a sub-field of global governance,global climate governance has hitherto progressed slowly,exhibiting growing deficits in discourse,institutions,and actions.The governance paradigm is in desperate need of revamping,especially under the guidance of an innovative initiative.At the conceptual level,the GGI has gone beyond the Western governance discourse by outlining the institutional starting point,foundations of legitimacy,action orientations,ultimate goals,and practical support for good global climate governance through its five core concepts.At the practical level,the spillover effects of China's achievements in climate governance and the collective rise of the Global South have created favorable conditions,domestically and internationally,for the GGI to lead the way forward toward good global climate governance.However,the fact that the international political and economic order remains unjust and inequitable indicates that this will inevitably be a long-term process replete with rivalries in the pursuit of breakthroughs.展开更多

Values of individuals and organizations involved in decision-making processes form the basis for prioritizing outcomes in water governance.The novelty of this study lies in applying values to a specific decision-makin...Values of individuals and organizations involved in decision-making processes form the basis for prioritizing outcomes in water governance.The novelty of this study lies in applying values to a specific decision-making context.It aims to assess the prioritized water governance outcomes and the underlying value systems shaping the actions of the primary water utility responsible for water governance in Delhi,the Delhi Jal Board(DJB).The paper will critically examine the policies and acts of the DJB that drive water governance in Delhi at present,utilizing a values-based framework in conjunction with secondary literature and expert interviews,to draw a picture of the values reflected.The study does not substantiate the notion of economic values dominating the water-related deci-sions;rather,recent policy guidelines indicate prioritization of equitable and fair distribution of water.Findings of this paper show that making the values explicit is largely disregarded in formulating water acts and policies,and values are never elucidated in the public domain,doing which can encourage water policies and practices that are socially,economically,and ecologically viable in the long run.It is expected that this paper will generate a discussion on water values being an integral part of water governance discourses.展开更多

In the evolving global economy,China’s Outward Foreign Direct Investment(OFDI)holds increasing significance,specially within the context of the Belt and Road Initiative(BRI).Despite earlier studies have acknowledged ...In the evolving global economy,China’s Outward Foreign Direct Investment(OFDI)holds increasing significance,specially within the context of the Belt and Road Initiative(BRI).Despite earlier studies have acknowledged the role of governance quality in at-tracting Chinese OFDI,their explanatory capacity regarding human development has not received sufficient attention.This study ad-dresses this gap,investigating the relationship between Chinese OFDI and human development,emphasizing the governance quality’s moderating role.Using data from 122 BRI countries from 2004 to 2021,we employed the Panel Corrected Standard Error model through Prais-Winsten regression,complimented by robustness check via the Spatial Durbin Model.Our analysis revealed a significant positive relationship between Chinese OFDI and human development in BRI countries,indicating that Chinese investments act as cata-lysts for improved well-being.More importantly,governance quality plays a vital role in shaping this relationship,revealing that effect-ive governance enhanced the human development outcomes of OFDI.Post-hoc analysis of governance indicators,both as a composite index and individual dimensions,supported this finding.Regional heterogeneity analysis further showed that Chinese OFDI has stronger effects on Human Development Index(HDI)in Asia and Africa compared to Europe,Latin America,and Oceania.However,the moder-ating effect of governance quality seemed more prominent in Oceania and Latin America,indicating its role in fostering the benefits of Chinese investments in these regions.These findings hold implications for academia and policy,emphasizing the need for transparent,accountable,and effective governance to drive sustainable and inclusive human development within the BRI framework.展开更多

Sustainable land management is a pressing challenge in Morocco,where environmental pressures,rapid urbanization,and informal land practices undermine legal frameworks and planning efforts.Despite progress in service d...Sustainable land management is a pressing challenge in Morocco,where environmental pressures,rapid urbanization,and informal land practices undermine legal frameworks and planning efforts.Despite progress in service digitization,land governance remains weakened by inefficiency,overlapping claims,limited environmental oversight,and poor integration between cadastral data and ecological regulations.This paper examines the environmental and institutional shortcomings of Morocco’s land management system and advocates for a shift toward digitally enabled environmental governance.Current weaknesses in administration contribute to urban sprawl,land degradation,and climate vulnerability,particularly in peri-urban and rural zones.A review of legal frameworks and planning instruments reveals gaps in enforcing environmental regulations,protecting sensitive ecosystems,and securing tenure in high-risk areas.To address these challenges,we propose a governance-centered strategy that leverages digital tools—not as technical ends,but as enablers of sustainability.Innovations such as automated verification,spatial planning systems,and simplified registration workflows can enhance the enforcement of zoning laws,prevent unauthorized construction,and facilitate climate-resilient planning.We also assess Morocco’s commitments to environmental goals,including Nationally Determined Contributions and SDGs 11,13,and 15,demonstrating the central role of sustainable land governance in achieving them.The study concludes with a roadmap for institutional reform that balances tenure security,ecological resilience,and equitable land access.Findings aim to guide policymakers,land managers,and planners in Morocco and across the MENA region,offering an integrated and adaptable model that bridges land administration with environmental protection.展开更多

文摘This study examines the role of village regulations within China’s Litigation Source Governance(LSG)framework,specifically analyzing Tianjin Municipality’s 2023 Model Village Regulations.Employing legal analysis and Natural Language Processing(NLP)techniques,the research evaluates the effectiveness,enforceability,and thematic orientation of these regulations in grassroots dispute resolution.Findings reveal a pronounced reliance on moral governance provisions,limited judicial recognition,and significant implementation challenges due to the predominance of non-binding(soft)clauses.The study recommends enhancing judicial recognition through formal confirmation mechanisms,increasing legally binding clauses,and integrating village-level governance more closely with formal judicial processes.This approach not only strengthens local governance but also provides valuable insights for nationwide replication,supporting broader goals of rural stability and governance modernization.
文摘Sustainable land management is a pressing challenge in Morocco,where environmental pressures,rapid urbanization,and informal land practices undermine legal frameworks and planning efforts.Despite progress in service digitization,land governance remains weakened by inefficiency,overlapping claims,limited environmental oversight,and poor integration between cadastral data and ecological regulations.This paper examines the environmental and institutional shortcomings of Morocco’s land management system and advocates for a shift toward digitally enabled environmental governance.Current weaknesses in administration contribute to urban sprawl,land degradation,and climate vulnerability,particularly in peri-urban and rural zones.A review of legal frameworks and planning instruments reveals gaps in enforcing environmental regulations,protecting sensitive ecosystems,and securing tenure in high-risk areas.To address these challenges,we propose a governance-centered strategy that leverages digital tools—not as technical ends,but as enablers of sustainability.Innovations such as automated verification,spatial planning systems,and simplified registration workflows can enhance the enforcement of zoning laws,prevent unauthorized construction,and facilitate climate-resilient planning.We also assess Morocco’s commitments to environmental goals,including Nationally Determined Contributions and SDGs 11,13,and 15,demonstrating the central role of sustainable land governance in achieving them.The study concludes with a roadmap for institutional reform that balances tenure security,ecological resilience,and equitable land access.Findings aim to guide policymakers,land managers,and planners in Morocco and across the MENA region,offering an integrated and adaptable model that bridges land administration with environmental protection.
