Values of individuals and organizations involved in decision-making processes form the basis for prioritizing outcomes in water governance.The novelty of this study lies in applying values to a specific decision-makin...Values of individuals and organizations involved in decision-making processes form the basis for prioritizing outcomes in water governance.The novelty of this study lies in applying values to a specific decision-making context.It aims to assess the prioritized water governance outcomes and the underlying value systems shaping the actions of the primary water utility responsible for water governance in Delhi,the Delhi Jal Board(DJB).The paper will critically examine the policies and acts of the DJB that drive water governance in Delhi at present,utilizing a values-based framework in conjunction with secondary literature and expert interviews,to draw a picture of the values reflected.The study does not substantiate the notion of economic values dominating the water-related deci-sions;rather,recent policy guidelines indicate prioritization of equitable and fair distribution of water.Findings of this paper show that making the values explicit is largely disregarded in formulating water acts and policies,and values are never elucidated in the public domain,doing which can encourage water policies and practices that are socially,economically,and ecologically viable in the long run.It is expected that this paper will generate a discussion on water values being an integral part of water governance discourses.展开更多

Sustainable land management is a pressing challenge in Morocco,where environmental pressures,rapid urbanization,and informal land practices undermine legal frameworks and planning efforts.Despite progress in service d...Sustainable land management is a pressing challenge in Morocco,where environmental pressures,rapid urbanization,and informal land practices undermine legal frameworks and planning efforts.Despite progress in service digitization,land governance remains weakened by inefficiency,overlapping claims,limited environmental oversight,and poor integration between cadastral data and ecological regulations.This paper examines the environmental and institutional shortcomings of Morocco’s land management system and advocates for a shift toward digitally enabled environmental governance.Current weaknesses in administration contribute to urban sprawl,land degradation,and climate vulnerability,particularly in peri-urban and rural zones.A review of legal frameworks and planning instruments reveals gaps in enforcing environmental regulations,protecting sensitive ecosystems,and securing tenure in high-risk areas.To address these challenges,we propose a governance-centered strategy that leverages digital tools—not as technical ends,but as enablers of sustainability.Innovations such as automated verification,spatial planning systems,and simplified registration workflows can enhance the enforcement of zoning laws,prevent unauthorized construction,and facilitate climate-resilient planning.We also assess Morocco’s commitments to environmental goals,including Nationally Determined Contributions and SDGs 11,13,and 15,demonstrating the central role of sustainable land governance in achieving them.The study concludes with a roadmap for institutional reform that balances tenure security,ecological resilience,and equitable land access.Findings aim to guide policymakers,land managers,and planners in Morocco and across the MENA region,offering an integrated and adaptable model that bridges land administration with environmental protection.展开更多

This paper develops an economic growth model incorporating China’s Environmental Target Responsibility System(ETRS)to analyze its impact on both economic growth and social welfare.We find that the ETRS’s effect on e...This paper develops an economic growth model incorporating China’s Environmental Target Responsibility System(ETRS)to analyze its impact on both economic growth and social welfare.We find that the ETRS’s effect on economic growth is complex,resulting from the interplay of three key factors:its potential to improve environmental quality,its potential dampening effect on total factor productivity(TFP),and its influence on local government spending on environmental governance.A balanced ETRS can improve environmental quality,promote technological innovation,and enhance social welfare.However,excessively stringent targets and overly emphasized responsibility may lead to declines in both economic growth and social welfare.From the perspective of balancing economic growth and social welfare,we find that the ETRS that maximizes economic growth is less stringent than the ETRS that maximizes social welfare.Crucially,the economic growth cost of shifting from a growth-maximizing to a welfare-maximizing ETRS is minimal.In other words,significant improvements in environmental quality and public well-being can be achieved without substantially sacrificing economic dynamism.This paper attempts to model China’s unique environmental target assessment system within the framework of endogenous growth theory,offering a new perspective for understanding the dynamic relationship between economic growth and environmental quality in China.展开更多

文摘With the rapid development of artificial intelligence technology,China has entered the era of artificial intelligence.It not only promotes social development and progress but also faces a series of ethical risks.In response,this article starts from ethical risks,first expounds on the ethical turn in the development of artificial intelligence technology,then clarifies the core challenges of scientific and technological ethics governance in the era of artificial intelligence,and finally,proposes a theoretical framework and practical path for scientific and technological ethics governance,hoping to provide some reference for relevant personnel to better cope with scientific and technological ethics risks in the era of artificial intelligence.

文摘This paper develops an economic growth model incorporating China’s Environmental Target Responsibility System(ETRS)to analyze its impact on both economic growth and social welfare.We find that the ETRS’s effect on economic growth is complex,resulting from the interplay of three key factors:its potential to improve environmental quality,its potential dampening effect on total factor productivity(TFP),and its influence on local government spending on environmental governance.A balanced ETRS can improve environmental quality,promote technological innovation,and enhance social welfare.However,excessively stringent targets and overly emphasized responsibility may lead to declines in both economic growth and social welfare.From the perspective of balancing economic growth and social welfare,we find that the ETRS that maximizes economic growth is less stringent than the ETRS that maximizes social welfare.Crucially,the economic growth cost of shifting from a growth-maximizing to a welfare-maximizing ETRS is minimal.In other words,significant improvements in environmental quality and public well-being can be achieved without substantially sacrificing economic dynamism.This paper attempts to model China’s unique environmental target assessment system within the framework of endogenous growth theory,offering a new perspective for understanding the dynamic relationship between economic growth and environmental quality in China.

文摘The rapid development of information technology in the digital era has led the development and reform in the field of education.Both the transformation and high-quality development of open universities have put forward higher requirements for open education governance.Focusing on the important field of open education governance,this study,from the perspective of university governance,deeply explores the practical dilemmas faced by open education governance,such as unclear development positioning,difficulties in transformation and development,inadequate learning support services,insufficient depth of teaching reform,and weak professional development of teachers.In the lifelong learning education ecology of universal education,open education governance should focus on“useful and easy learning”,focus on industry-education integration,take serving society as its purpose,and promote the transformation and development of open education.Under the concept of collaboration and co-governance,a multi-subject collaborative governance mechanism should be built,and governance thinking should be actively implemented in open education and teaching affairs to accelerate the modernization of open education governance.This aims to realize the sustainable development of open education governance and provide strong theoretical support and practical guidance for building a more fair,high-quality,and flexible open education governance system.
