Values of individuals and organizations involved in decision-making processes form the basis for prioritizing outcomes in water governance.The novelty of this study lies in applying values to a specific decision-makin...Values of individuals and organizations involved in decision-making processes form the basis for prioritizing outcomes in water governance.The novelty of this study lies in applying values to a specific decision-making context.It aims to assess the prioritized water governance outcomes and the underlying value systems shaping the actions of the primary water utility responsible for water governance in Delhi,the Delhi Jal Board(DJB).The paper will critically examine the policies and acts of the DJB that drive water governance in Delhi at present,utilizing a values-based framework in conjunction with secondary literature and expert interviews,to draw a picture of the values reflected.The study does not substantiate the notion of economic values dominating the water-related deci-sions;rather,recent policy guidelines indicate prioritization of equitable and fair distribution of water.Findings of this paper show that making the values explicit is largely disregarded in formulating water acts and policies,and values are never elucidated in the public domain,doing which can encourage water policies and practices that are socially,economically,and ecologically viable in the long run.It is expected that this paper will generate a discussion on water values being an integral part of water governance discourses.展开更多

This paper develops an economic growth model incorporating China’s Environmental Target Responsibility System(ETRS)to analyze its impact on both economic growth and social welfare.We find that the ETRS’s effect on e...This paper develops an economic growth model incorporating China’s Environmental Target Responsibility System(ETRS)to analyze its impact on both economic growth and social welfare.We find that the ETRS’s effect on economic growth is complex,resulting from the interplay of three key factors:its potential to improve environmental quality,its potential dampening effect on total factor productivity(TFP),and its influence on local government spending on environmental governance.A balanced ETRS can improve environmental quality,promote technological innovation,and enhance social welfare.However,excessively stringent targets and overly emphasized responsibility may lead to declines in both economic growth and social welfare.From the perspective of balancing economic growth and social welfare,we find that the ETRS that maximizes economic growth is less stringent than the ETRS that maximizes social welfare.Crucially,the economic growth cost of shifting from a growth-maximizing to a welfare-maximizing ETRS is minimal.In other words,significant improvements in environmental quality and public well-being can be achieved without substantially sacrificing economic dynamism.This paper attempts to model China’s unique environmental target assessment system within the framework of endogenous growth theory,offering a new perspective for understanding the dynamic relationship between economic growth and environmental quality in China.展开更多

This study aims to analyze the challenges and implications of implementing the accrual basis in governmental accounting through a literature review approach.The method used is a systematic review of 15 scientific jour...This study aims to analyze the challenges and implications of implementing the accrual basis in governmental accounting through a literature review approach.The method used is a systematic review of 15 scientific journals,consisting of 10 national and 5 international journals published within the last five years(2019-2024).The findings reveal that the implementation of the accrual basis in Indonesia still faces several obstacles,particularly in terms of the competency of public officials,the limitations of integrated financial information systems,and inconsistencies between regulations and financial reporting practices.Nevertheless,the accrual basis has been found to improve the quality of financial information,enhance budgetary accountability,and support more efficient and transparent public financial governance.These findings are in line with practices in several countries that have successfully adopted accrual accounting in the public sector.This study recommends improving the capacity of human resources,strengthening financial information systems,and harmonizing inter-agency policies to ensure that the implementation of accrual-based accounting provides optimal benefits for public sector financial management.展开更多
There is a growing recognition of the critical role of security governance in advancing democratic transition in the post-conflict environment.Despite such a recognition,the security sector reform concept has overshad...There is a growing recognition of the critical role of security governance in advancing democratic transition in the post-conflict environment.Despite such a recognition,the security sector reform concept has overshadowed the importance of the overarching strategic role of security governance in transition to democracy,particularly in Africa.This paper assesses the status and challenges facing security governance and how they thwarted the efforts to furthering the democratic transition in South Sudan.The paper shows a deterioration in security,safety and security governance outcomes since the independence of South Sudan in 2011 with such a trend unlikely to be abated in the near future without strategic interventions.Some of the challenges facing security governance in South Sudan include the legacies of some historical events including the“Big Tent Policy”,absence of strategic leadership,lack of overarching policy framework,impractical and tenuous security arrangements in the 2018 peace agreement,persistent postponement of the first elections,and dysfunctional justice sector.The paper provides some strategic and operational recommendations to improve security governance and advance democratic transition in South Sudan.These recommendations include formulation of an inclusive and people-centered national security policy,rigorous judicial reform,and early political agreement on new political infrastructure if conditions for holding the first national elections are not met in 2026.展开更多

This study analyzes the User Interface(UI)and User Experience(UX)of information systems that provide local government information.The systems analyzed are the Local Administrative Comprehensive Information Disclosure ...This study analyzes the User Interface(UI)and User Experience(UX)of information systems that provide local government information.The systems analyzed are the Local Administrative Comprehensive Information Disclosure System(Zheripan),the Integrated Local Financial Disclosure System(Qinching Online),and the Local Regulations Information System(12348 Zhejiang Legal Network).The Local Administrative Comprehensive Information Disclosure System offers public service and personnel information,while the Integrated Local Financial Disclosure System provides financial information,and the Local Regulations Information System offers legal information as its main content.The analysis framework utilized three elements:objective data,psychological factors,and heuristic evaluation.The results of the first objective data analysis show that approximately 70%of visits to Zheripan and Qinching Online are through search,and the time spent on the homepage is short.In contrast,about 70%of visits to the 12348 Zhejiang Legal Network are direct visits,with users browsing multiple pages with a clear purpose.In terms of data provision methods,Zheripan provides two types of data in three formats,Qinching Online offers 28 types of data in five formats,and 12348 Zhejiang Legal Network provides one type of information in a single format.The second psychological factor analysis found that all three websites had a number of menus suitable for short-term cognitive capacity.However,only one of the sites had a layout that considered the user’s eye movement.Finally,the heuristic evaluation revealed that most of the evaluation criteria were not met.While the design is relatively simple and follows standards,feedback for users,error prevention,and help options were lacking.Moreover,the user-specific usability was low,and the systems remained at the information-providing level.Based on these findings,both short-term and long-term improvement measures for creating an interactive system beyond simple information disclosure are proposed.展开更多
The advent and growth of social media has a considerable impact on governance and this has dramatically changed the entire political landscape not only in Nigeria,but throughout the world.The pervasiveness of social m...The advent and growth of social media has a considerable impact on governance and this has dramatically changed the entire political landscape not only in Nigeria,but throughout the world.The pervasiveness of social media has made it to become an integral part of public discourse and communication.Academic literature extensively documents the trend,and interrogates its manifestation,especially on the digital media space,the complications in conceptualisation,the basic motivations for creating and sharing it,and the various mitigation strategies.The paper anchors on the logic of trend analysis as it utilizes Rumour Theory and secondary data to interrogate the application of social media for rumour governance in Nigeria.Within this context,it is established that social media serve as a platform for rumour governance in Nigeria.Social media,such as Twitter,Facebook,among others have become the most important channel of public opinion diffusion in governance.Consequently,this study provides the basis to interrogate the manifestation of rumour governance within the context of Nigeria and highlight the concerns it poses.The study concludes that mitigating the scourge within the Nigerian context requires a careful implementation of the various strategies documented in the literature,conscious of their various strengths and limitations in context.On the whole,the study demonstrates that although rumour governance is a global phenomenon,geo-specific and contextual factors are critical towards understanding its manifestation,and have a lot to do with its effective mitigation.展开更多

文摘When the G20 was created in 1999 in the wake of the Asian financial crisis,few imagined it would one day become the nerve centre of global governance.Twenty-six years later,the G20 members,which represent 85 percent of the global GDP and two-thirds of the world population,are once again navigating a turbulent era marked by geopolitical rivalry,economic fragmentation and widening inequality.
文摘With the continuous breakthroughs in large model capabilities,the profound impact of artificial intelligence(AI)on national security,economy,and politics is becoming increasingly evident.Major countries are formulating national AI strategies to compete for future technological dominance.Against this backdrop,the European Union(EU)has chosen a path centered on norm-shaping and values leadership,attempting to dominate global AI governance through rule-setting and ethical initiatives.However,this strategy of“regulation first”faces increasingly prominent tensions and imbalances in the face of rapidly evolving technological innovation and intensifying geopolitical competition.To enhance its technological competitiveness while maintaining its advantage in norms,the EU is attempting to adjust its AI strategy,which will bring opportunities for the development of AI in the EU and China-EU AI governance cooperation.
文摘This study analyzes the User Interface(UI)and User Experience(UX)of information systems that provide local government information.The systems analyzed are the Local Administrative Comprehensive Information Disclosure System(Zheripan),the Integrated Local Financial Disclosure System(Qinching Online),and the Local Regulations Information System(12348 Zhejiang Legal Network).The Local Administrative Comprehensive Information Disclosure System offers public service and personnel information,while the Integrated Local Financial Disclosure System provides financial information,and the Local Regulations Information System offers legal information as its main content.The analysis framework utilized three elements:objective data,psychological factors,and heuristic evaluation.The results of the first objective data analysis show that approximately 70%of visits to Zheripan and Qinching Online are through search,and the time spent on the homepage is short.In contrast,about 70%of visits to the 12348 Zhejiang Legal Network are direct visits,with users browsing multiple pages with a clear purpose.In terms of data provision methods,Zheripan provides two types of data in three formats,Qinching Online offers 28 types of data in five formats,and 12348 Zhejiang Legal Network provides one type of information in a single format.The second psychological factor analysis found that all three websites had a number of menus suitable for short-term cognitive capacity.However,only one of the sites had a layout that considered the user’s eye movement.Finally,the heuristic evaluation revealed that most of the evaluation criteria were not met.While the design is relatively simple and follows standards,feedback for users,error prevention,and help options were lacking.Moreover,the user-specific usability was low,and the systems remained at the information-providing level.Based on these findings,both short-term and long-term improvement measures for creating an interactive system beyond simple information disclosure are proposed.
文摘The advent and growth of social media has a considerable impact on governance and this has dramatically changed the entire political landscape not only in Nigeria,but throughout the world.The pervasiveness of social media has made it to become an integral part of public discourse and communication.Academic literature extensively documents the trend,and interrogates its manifestation,especially on the digital media space,the complications in conceptualisation,the basic motivations for creating and sharing it,and the various mitigation strategies.The paper anchors on the logic of trend analysis as it utilizes Rumour Theory and secondary data to interrogate the application of social media for rumour governance in Nigeria.Within this context,it is established that social media serve as a platform for rumour governance in Nigeria.Social media,such as Twitter,Facebook,among others have become the most important channel of public opinion diffusion in governance.Consequently,this study provides the basis to interrogate the manifestation of rumour governance within the context of Nigeria and highlight the concerns it poses.The study concludes that mitigating the scourge within the Nigerian context requires a careful implementation of the various strategies documented in the literature,conscious of their various strengths and limitations in context.On the whole,the study demonstrates that although rumour governance is a global phenomenon,geo-specific and contextual factors are critical towards understanding its manifestation,and have a lot to do with its effective mitigation.
