In the context of economic globalization,while multinational enterprises from developed countries occupy a high-end position in the global value chain,enterprises from developing countries are often marginalized in th...In the context of economic globalization,while multinational enterprises from developed countries occupy a high-end position in the global value chain,enterprises from developing countries are often marginalized in the world market.In China,resource-based state-owned enterprises(SOEs)are tasked with the mission of safeguarding resource security,and their internationalization development ideas and strategic deployment are significantly and fundamentally different from those of other non-state-owned enterprises and large multinational corporations.This study provides ideas for the globalization policies of enterprises in developing countries.We consider J Group in western China as a case and discuss its productive investment and global production network development from 2010 to 2019.We found that J Group was‘Partly'globalized,and there are multiple core nodes with the characteristics of centralized and decentralized coexistence in the production network;in addition,the overall layout centre shifted to Southeast Asia and China;however,its global production was restricted by the enterprise's investment security considerations,support and restrictions of the home country,political security risk of the host country,and sanctions from the West.These findings provide insights for future research:under the wave of anti-globalization and'internal circulation as the main body',resource SOEs should consider the potential risk of investment,especially keeping the middle and downstream industrial chain in China as much as possible.展开更多

This study explores the interaction mechanism between language training and cultural transmission in Chinese second language teaching in the context of globalization.This paper analyzes the phenomenon of classroom cul...This study explores the interaction mechanism between language training and cultural transmission in Chinese second language teaching in the context of globalization.This paper analyzes the phenomenon of classroom cultural conflicts from an intercultural perspective,and proposes the teaching strategy to equip the teaching of language knowledge and the cultivation of cultural cognition.Based on the quantitative data of more than 300 learners and the qualitative materials of classroom observation and teacher interviews,the study revealed a significant positive correlation between cultural aptitude and language achievement(r=0.48).Classes with a culturally responsive approach saw a 27%increase in student engagement and a 34%decrease in cultural misreading.For example,after integrating calligraphy experience into Chinese character teaching,students'font memory accuracy increased by 19%.The research results provide an empirical basis for Chinese international educational institutions,and suggest adding intercultural teaching design modules into teacher training and developing a three-dimensional curriculum system including cultural scenario simulation.展开更多

At the global level two significant changes are of interest:(1) the shift from mo...Disaster risk management(DRM) is undergoing noteworthy changes, reflecting the broader shifts in global and local levels of governance. At the global level two significant changes are of interest:(1) the shift from monolithic structures of global governance to a wide range of organizations that can be brought together for specific purposes and(2) the emergence of a globalized system of DRM, with technological, organizational, and institutional capacities enhancing DRM’s ability as a unit in near real time across the globe. At the local level there is an increase in ability to govern and develop creative solutions for complex problems that follow rapid urbanization. The importance of getting the global–local interface to work in tandem has been highlighted by recent hazard events, such as the 2011 Tohoku Earthquake and Tsunami. From a broad view of global and local shifts, a strategic role is becoming clearer at the national level for enhancing the relationships between the global and local levels. Through the influence of a globalized system of DRM, the local level can significantly improve its capacity without the heavy investment that might have been required to develop these capacities in isolation. Visible and infrared(RGB-IR)fusion object detection plays an important role in security,disaster relief,etc.In recent years,deep-learning-based RGB-IR fusion detection methods have been developing rapidly,but still st...Visible and infrared(RGB-IR)fusion object detection plays an important role in security,disaster relief,etc.In recent years,deep-learning-based RGB-IR fusion detection methods have been developing rapidly,but still struggle to deal with the complex and changing scenarios captured by drones,mainly due to two reasons:(A)RGB-IR fusion detectors are susceptible to inferior inputs that degrade performance and stability.(B)RGB-IR fusion detectors are susceptible to redundant features that reduce accuracy and efficiency.In this paper,an innovative RGB-IR fusion detection framework based on global-local feature optimization,named GLFDet,is proposed to improve the detection performance and efficiency of drone-captured objects.The key components of GLFDet include a Global Feature Optimization(GFO)module,a Local Feature Optimization(LFO)module and a Channel Separation Fusion(CSF)module.Specifically,GFO calculates the information content of the input image from the frequency domain and optimizes the features holistically.Then,LFO dynamically selects high-value features and filters out low-value features before fusion,which significantly improves the efficiency of fusion.Finally,CSF fuses the RGB and IR features across the corresponding channels,which avoids the rearrangement of the channel relationships and enhances the model stability.Extensive experimental results show that the proposed method achieves the best performance on three popular RGB-IR datasets Drone Vehicle,VEDAI,and LLVIP.In addition,GLFDet is more lightweight than other comparable models,making it more appealing to edge devices such as drones.The code is available at https://github.com/lao chen330/GLFDet.展开更多

The Global Governance Initiative(GGI)is another important public good that China has provided for the international community,following the Global Development Initiative,the Global Security Initiative,and the Global C...The Global Governance Initiative(GGI)is another important public good that China has provided for the international community,following the Global Development Initiative,the Global Security Initiative,and the Global Civilization Initiative.As a sub-field of global governance,global climate governance has hitherto progressed slowly,exhibiting growing deficits in discourse,institutions,and actions.The governance paradigm is in desperate need of revamping,especially under the guidance of an innovative initiative.At the conceptual level,the GGI has gone beyond the Western governance discourse by outlining the institutional starting point,foundations of legitimacy,action orientations,ultimate goals,and practical support for good global climate governance through its five core concepts.At the practical level,the spillover effects of China's achievements in climate governance and the collective rise of the Global South have created favorable conditions,domestically and internationally,for the GGI to lead the way forward toward good global climate governance.However,the fact that the international political and economic order remains unjust and inequitable indicates that this will inevitably be a long-term process replete with rivalries in the pursuit of breakthroughs.展开更多

文摘The journal of Global Geology is sponsored by the International Center for Geoscience Research and Education in Northeast Asia,Jilin University of China(ISSN 1673-9736,CN 22-1371/P).The former name of the journal was Journal of Geoscientific Research in Northeast Asia.It was launched in 1998 and served the geologist,teachers and students in geosciences.The Editorial Board is composed of 69 scientists from different countries in the world,including Belgium,China,Canada,Democratic People’s Republic of Korea,Germany,Japan,Mongolia,Republic of Korea,Russia,UK and USA.It was originally biannual,and then changed to a quarterly since 2008.We hope that the readers worldwide will be more interested in and continue to support the journal by contributing more papers.
文摘As we enter the year 2026,the international system continues to receive shocks from Donald Trump,arguably the 21st century’s most disruptive US leader.His return to the White House in 2025 coincided with the 80th anniversary of the defeat of fascism and the establishment of the United Nations,the multilateral platform that carried the world’s hope for peace,restraint and collective security.The coincidence was unsettling.A world order designed to limit power now confronts a moment in which power is exercised openly,transactionally and unapologetically.
