This study utilizes panel data from 293 Chinese cities at the prefecture level or above,spanning from 2013 to 2022,to empirically examine the net effects and underlying mechanisms of establishing pilot free trade zone...This study utilizes panel data from 293 Chinese cities at the prefecture level or above,spanning from 2013 to 2022,to empirically examine the net effects and underlying mechanisms of establishing pilot free trade zones(FTZs)on integration into the digital global value chain(DGVC).The results demonstrate that the establishment of pilot FTZs positively promotes integration into the DGVC and generates a spatial spillover effect.Compared to coastal areas and small-and medium-sized cities,pilot FTZs have a more significant impact on the integration of inland regions and large cities into the DGVC.Mechanism tests reveal that pilot FTZs drive integration into the DGVC primarily by promoting digital industry agglomeration and enhancing the technological content of exports.Furthermore,bilateral foreign direct investment and digital trade rules positively amplify the impact of pilot FTZs on integration into the DGVC.Therefore,this study recommends comprehensively deepening the development of pilot FTZs,consistently enhancing the technological content of exports,and proactively establishing a sound digital trade regulatory framework.These recommendations offer valuable insights for DGVC integration and the construction of a high-standard free trade network.展开更多

At the international level, th...As more and more Chinese and foreign-funded banks settle in the China(Shanghai) Pilot Free Trade Zone(CSPFTZ), it has become an imperative to enhance risk management of offshore banking. At the international level, the regulatory effort for offshore banking mainly focuses on tax evasion and money laundering.Existing regulatory frameworks have established standards to identify countries providing facilities for money laundering and developed punitive measures. In terms of strategy, it is suggested that, firstly, relevant regulatory measures should be improved in the short term, and it is necessary to define the scope of offshore banking and regulatory measures for Chinese banks and foreign-funded banks under a suitable legal framework. Secondly,it is necessary to establish risk exposure mechanism and risk evaluation system for the offshore banking in the CSPFTZ, while risk management measures are implemented based on on-site supervision. Thirdly, in the medium and long term, it is necessary to enhance management of potential risks which can be created by offshore banking due to deregulation. From the understanding of discourse as a social practice, this paper is based on the analysis of 265 parliamentary pronouncements, 19 numbers of an institutional magazine, and 626 news texts from the most important local newspaper, all published between 2007 and 2010. It reveals a shift in the discourse about the ZFM, guided by ecological modernization. The industries are now presented as responsible for preserving the rainforest： it is said that if the tax incentives stop, there will be unemployment and deforestation. This tragic story line does not recognize the role of traditional peoples and communities in forest conservation and neither is open to the public debate about other models of development for the Amazon.展开更多

文摘With the establishment of the Hainan Free Trade Zone(FTZ),the internationalization of English education has become a key element of the region’s educational reform efforts.As globalization intensifies,fostering an internationalized English education system is crucial for improving the competitiveness and global positioning of the Hainan FTZ.This study explores the multiple pathways and strategies for promoting the internationalization of English education in the Hainan FTZ,focusing on aspects such as policy support,curriculum reform,teacher training,international collaboration,and the effective allocation of educational resources.By examining the current state of English education in the region,identifying key challenges,and drawing insights from successful domestic and international cases-particularly from free trade zones elsewhere-this paper offers actionable recommendations.These suggestions aim to enhance the region’s educational outcomes,thereby bolstering the Hainan FTZ’s broader objectives of economic growth and enhanced global connectivity.The proposed strategies also seek to elevate the international stature of the Hainan FTZ as a regional hub for talent development,international exchange,and soft power enhancement.
文摘In recent years,the establishment and continuous promotion of the Hainan Free Trade Port has made its strategic position increasingly prominent.In order to cope with the opportunities and challenges brought by the free trade port,the demand for high-quality practitioners in Hainan Free Trade Port is imminent.As a highly open free trade port in the world,Singapore has promoted the rapid improvement of national strength by promoting the international development of vocational education,which provides important enlightenment for the research on the development path of the internationalization of vocational education in Hainan Free Trade Port.This study uses case analysis and comparative analysis to analyze the successful experience of the internationalization of vocational education in Singapore,clarify the current situation and shortcomings of Hainan Free Trade Port in the internationalization of vocational education,and suggest feasible development paths from four aspects:institutional environment,teaching system,teachers,and cooperation mode.

文摘As more and more Chinese and foreign-funded banks settle in the China(Shanghai) Pilot Free Trade Zone(CSPFTZ), it has become an imperative to enhance risk management of offshore banking. At the international level, the regulatory effort for offshore banking mainly focuses on tax evasion and money laundering.Existing regulatory frameworks have established standards to identify countries providing facilities for money laundering and developed punitive measures. In terms of strategy, it is suggested that, firstly, relevant regulatory measures should be improved in the short term, and it is necessary to define the scope of offshore banking and regulatory measures for Chinese banks and foreign-funded banks under a suitable legal framework. Secondly,it is necessary to establish risk exposure mechanism and risk evaluation system for the offshore banking in the CSPFTZ, while risk management measures are implemented based on on-site supervision. Thirdly, in the medium and long term, it is necessary to enhance management of potential risks which can be created by offshore banking due to deregulation. Fourthly, on the one hand, specific regulations should be formulated to provide a regulatory basis for taxation; on the other hand, tax informational exchange agreements(TIEAs) may be used as a reference for achieving effective tax regulation.

文摘The dispute settlement mechanism(DSM) has long been the focus of attention because of its significant role in the institutional construction of China's free trade agreements(FTAs). Thus, this paper is to make an analysis of the DSMs of China's established FTAs from a legal perspective of international regime study, which leads to the finding of a co-existence mode of formal and informal DSMs in China's FTAs. This paper also discusses the motivation and significance of such a choice.

文摘The issue of flee trade and employment has been aconcemed for many countries for a long time.It seems that there exists a tradeoffbetween them.This paper looks back at the theories from the classical economics and discusses the role of free trade in economics.It also discusses the relationship between free trade and a nation's wealth,and the problems of free trade we face today.The theory is not challenged in the paper;however,the multi-functional state engaged within the market for full employment is included.The statistics and data of ASEAN are utilized to explain and examine the theory.A few ways of government intervention are introduced and regulations that are detrimental to employment are also discussed.
文摘The Manaus Free Trade Area （ZFM） will end in 2023, but there is a proposal to amend the Brazilian Federal Constitution so that it lasts until 2073. From the understanding of discourse as a social practice, this paper is based on the analysis of 265 parliamentary pronouncements, 19 numbers of an institutional magazine, and 626 news texts from the most important local newspaper, all published between 2007 and 2010. It reveals a shift in the discourse about the ZFM, guided by ecological modernization. The industries are now presented as responsible for preserving the rainforest： it is said that if the tax incentives stop, there will be unemployment and deforestation. This tragic story line does not recognize the role of traditional peoples and communities in forest conservation and neither is open to the public debate about other models of development for the Amazon.
