In the evolving global economy,China’s Outward Foreign Direct Investment(OFDI)holds increasing significance,specially within the context of the Belt and Road Initiative(BRI).Despite earlier studies have acknowledged ...In the evolving global economy,China’s Outward Foreign Direct Investment(OFDI)holds increasing significance,specially within the context of the Belt and Road Initiative(BRI).Despite earlier studies have acknowledged the role of governance quality in at-tracting Chinese OFDI,their explanatory capacity regarding human development has not received sufficient attention.This study ad-dresses this gap,investigating the relationship between Chinese OFDI and human development,emphasizing the governance quality’s moderating role.Using data from 122 BRI countries from 2004 to 2021,we employed the Panel Corrected Standard Error model through Prais-Winsten regression,complimented by robustness check via the Spatial Durbin Model.Our analysis revealed a significant positive relationship between Chinese OFDI and human development in BRI countries,indicating that Chinese investments act as cata-lysts for improved well-being.More importantly,governance quality plays a vital role in shaping this relationship,revealing that effect-ive governance enhanced the human development outcomes of OFDI.Post-hoc analysis of governance indicators,both as a composite index and individual dimensions,supported this finding.Regional heterogeneity analysis further showed that Chinese OFDI has stronger effects on Human Development Index(HDI)in Asia and Africa compared to Europe,Latin America,and Oceania.However,the moder-ating effect of governance quality seemed more prominent in Oceania and Latin America,indicating its role in fostering the benefits of Chinese investments in these regions.These findings hold implications for academia and policy,emphasizing the need for transparent,accountable,and effective governance to drive sustainable and inclusive human development within the BRI framework.展开更多

There is a growing recognition of the critical role of security governance in advancing democratic transition in the post-conflict environment.Despite such a recognition,the security sector reform concept has overshad...There is a growing recognition of the critical role of security governance in advancing democratic transition in the post-conflict environment.Despite such a recognition,the security sector reform concept has overshadowed the importance of the overarching strategic role of security governance in transition to democracy,particularly in Africa.This paper assesses the status and challenges facing security governance and how they thwarted the efforts to furthering the democratic transition in South Sudan.The paper shows a deterioration in security,safety and security governance outcomes since the independence of South Sudan in 2011 with such a trend unlikely to be abated in the near future without strategic interventions.Some of the challenges facing security governance in South Sudan include the legacies of some historical events including the“Big Tent Policy”,absence of strategic leadership,lack of overarching policy framework,impractical and tenuous security arrangements in the 2018 peace agreement,persistent postponement of the first elections,and dysfunctional justice sector.The paper provides some strategic and operational recommendations to improve security governance and advance democratic transition in South Sudan.These recommendations include formulation of an inclusive and people-centered national security policy,rigorous judicial reform,and early political agreement on new political infrastructure if conditions for holding the first national elections are not met in 2026.展开更多

Background Clinical brain-computer interface(BCI)for mental disorders is an emerging interdisciplinary research field,posing new ethical concerns and challenges,yet lacking practical ethical governance guidelines for ...Background Clinical brain-computer interface(BCI)for mental disorders is an emerging interdisciplinary research field,posing new ethical concerns and challenges,yet lacking practical ethical governance guidelines for stakeholders and the entire community.Aims This study aims to establish a multidisciplinary consensus of principles for ethical governance of clinical BCI research for mental disorders and offer practical ethical guidance to stakeholders involved.Methods A systematic literature review,symposium and roundtable discussions,and a pre-Delphi(round 0)survey were conducted to form the questionnaire for the three-round modified Delphi study.Two rounds of surveys,followed by a third round of independent interviews of 25 experts from BCI-related research domains,were involved.We conducted quantitative analysis of responses and agreements among experts to reveal the consensus and differences regarding the ethical governance of mental BCI research from a multidisciplinary perspective.Results The Delphi panel emphasised important concerns of ethical review practices and ethical principles within the BCI context,identified qualified and highly influential institutions and personnel in conducting and advancing clinical BCI research,and recognised prioritised aspects in the risk-benefit evaluation.Experts expressed diverse opinions on specific ethical concerns,including concerns about invasive technology,its impact on humanity and potential social consequences.Agreement was reached that the practices of ethical governance of clinical BCI for mental disorders should focus on patient voluntariness,autonomy,long-term effects and related assessments of BCI interventions,as well as privacy protection,transparent reporting and ensuring that the research is conducted in qualified institutions with strong data security.Conclusions Ethical governance of clinical research on BCI for mental disorders should include interdisciplinary experts to balance various needs and incorporate the expertise of different stakeholders to avoid serious ethical issues.It requires scientifically grounded approaches,continuous monitoring and interdisciplinary collaboration to ensure evidence-based policies,comprehensive risk assessments and transparency,thereby promoting responsible innovations and protecting patient rights and well-being.展开更多
Values of individuals and organizations involved in decision-making processes form the basis for prioritizing outcomes in water governance.The novelty of this study lies in applying values to a specific decision-makin...Values of individuals and organizations involved in decision-making processes form the basis for prioritizing outcomes in water governance.The novelty of this study lies in applying values to a specific decision-making context.It aims to assess the prioritized water governance outcomes and the underlying value systems shaping the actions of the primary water utility responsible for water governance in Delhi,the Delhi Jal Board(DJB).The paper will critically examine the policies and acts of the DJB that drive water governance in Delhi at present,utilizing a values-based framework in conjunction with secondary literature and expert interviews,to draw a picture of the values reflected.The study does not substantiate the notion of economic values dominating the water-related deci-sions;rather,recent policy guidelines indicate prioritization of equitable and fair distribution of water.Findings of this paper show that making the values explicit is largely disregarded in formulating water acts and policies,and values are never elucidated in the public domain,doing which can encourage water policies and practices that are socially,economically,and ecologically viable in the long run.It is expected that this paper will generate a discussion on water values being an integral part of water governance discourses.展开更多

With the rapid development of Internet of things technology,the efficiency of data transmission between devices has been significantly improved.However,the open network environment also poses serious security risks.Th...With the rapid development of Internet of things technology,the efficiency of data transmission between devices has been significantly improved.However,the open network environment also poses serious security risks.This paper proposes an innovative fingerprint template protection scheme,which generates key streams through an improved fourdimensional superchaotic system(4CSCS),uses the space-filling property of Hilbert curves to achieve pixel scrambling,and introduces dynamic DNA encoding to improve encryption.Experimental results show that this scheme has a large key space 2^(528),encrypts image information entropy of more than 7.9970,and shows excellent performance in defending against statistical attacks and differential attacks.Compared with existing methods,this scheme has significant advantages in terms of encryption performance and security,and provides a reliable protection mechanism for fingerprint authentication systems in the Internet of things environment.展开更多

Background:Four-dimensional(4D)ultrasound is increasingly being used for prenatal diagnosis of congenital heart disease(CHD).We aimed to perform a systematic review and meta-analysis to evaluate its diagnostic accurac...Background:Four-dimensional(4D)ultrasound is increasingly being used for prenatal diagnosis of congenital heart disease(CHD).We aimed to perform a systematic review and meta-analysis to evaluate its diagnostic accuracy for fetal CHD.Methods:This systematic review was conducted in accordance with the PRISMA-DTA guidelines.We systematically searched eight databases for studies published up to July 22,2025.Data were extracted to calculate diagnostic accuracy metrics,study quality was assessed using QUADAS-2,and a bivariate random-effects model was used for the meta-analysis.Results:A total of 49 studies were included,comprising 45 retrospective and 4 prospective studies,which were mainly(91.8%)conducted in China.These studies involved 23,397 fetuses,among which 2115 were diagnosed with congenital heart disease.The pooled sensitivity of 4D ultrasound for diagnosing fetal congenital heart disease was 0.91(95%CI:0.89-0.93),the pooled specificity was 0.98(95%CI:0.97-0.99),and the area under the summary receiver operating characteristic(SROC)curve(AUC)was 0.98(95%CI:0.96-0.99).Although 4D ultrasound technology can be implemented as early as 11 weeks of gestation,its diagnostic sensitivity and specificity reached a superior level and stabilized at an average of 20 weeks of gestation(range 14-28 weeks).Meta-regression indicated that sample size and prior suspicion of fetal CHD were significant contributors to heterogeneity(p<0.05).Conclusion:Four-dimensional ultrasound has high diagnostic efficacy for fetal CHD and is suitable for prenatal screening of fetal CHD,and the diagnostic effect is optimal and stable at an average gestational age of 20 weeks(range 14-28 weeks).展开更多

Digital rural governance is a micro-level governance practice within the broader framework of building a Digital China.It involves the integration of digital technology into rural governance to drive the digital trans...Digital rural governance is a micro-level governance practice within the broader framework of building a Digital China.It involves the integration of digital technology into rural governance to drive the digital transformation of rural governance.In recognition of the varied development stages of digital rural governance,the concept of“digital context”provides an analytical lens for exploring the differences in practical models of digital rural governance.By examining the contextual characteristics and differential mechanisms of digital rural governance,this paper delves into its social foundation and technological adaptation.The research finds that the context of digital rural governance primarily encompasses three dimensions:contextual foundation,contextual logic,and contextual optimization.First,the contextual foundation of digital rural governance manifests as the social basis,comprising the social structure of villages,the type of village development,and the age structure of villagers,which constitute the social stratification forms underlying digital rural governance.Second,the contextual logic of digital rural governance focuses on the adaptation of digital technology to rural governance,promoting the adaptation of digital technology to the rural governance foundation,village governance scenarios,and villagers’digital capabilities.Third,the contextual optimization of digital rural governance emphasizes integrating digital technology with both administrative and livelihood-oriented governance affairs at the village level.This approach leverages the governance value and functional potential of digital technology to streamline digital governance processes and enhance digital governance capabilities.As a developmental direction for the transformation of rural governance,digital rural governance must not only highlight the governance advantages of digital technology but also prioritize the inherent context of rural governance.It aims to enhance the effectiveness of rural governance through digital technology and advance high-quality digital village development tailored to local conditions.展开更多

文摘Background Clinical brain-computer interface(BCI)for mental disorders is an emerging interdisciplinary research field,posing new ethical concerns and challenges,yet lacking practical ethical governance guidelines for stakeholders and the entire community.Aims This study aims to establish a multidisciplinary consensus of principles for ethical governance of clinical BCI research for mental disorders and offer practical ethical guidance to stakeholders involved.Methods A systematic literature review,symposium and roundtable discussions,and a pre-Delphi(round 0)survey were conducted to form the questionnaire for the three-round modified Delphi study.Two rounds of surveys,followed by a third round of independent interviews of 25 experts from BCI-related research domains,were involved.We conducted quantitative analysis of responses and agreements among experts to reveal the consensus and differences regarding the ethical governance of mental BCI research from a multidisciplinary perspective.Results The Delphi panel emphasised important concerns of ethical review practices and ethical principles within the BCI context,identified qualified and highly influential institutions and personnel in conducting and advancing clinical BCI research,and recognised prioritised aspects in the risk-benefit evaluation.Experts expressed diverse opinions on specific ethical concerns,including concerns about invasive technology,its impact on humanity and potential social consequences.Agreement was reached that the practices of ethical governance of clinical BCI for mental disorders should focus on patient voluntariness,autonomy,long-term effects and related assessments of BCI interventions,as well as privacy protection,transparent reporting and ensuring that the research is conducted in qualified institutions with strong data security.Conclusions Ethical governance of clinical research on BCI for mental disorders should include interdisciplinary experts to balance various needs and incorporate the expertise of different stakeholders to avoid serious ethical issues.It requires scientifically grounded approaches,continuous monitoring and interdisciplinary collaboration to ensure evidence-based policies,comprehensive risk assessments and transparency,thereby promoting responsible innovations and protecting patient rights and well-being.

文摘Values of individuals and organizations involved in decision-making processes form the basis for prioritizing outcomes in water governance.The novelty of this study lies in applying values to a specific decision-making context.It aims to assess the prioritized water governance outcomes and the underlying value systems shaping the actions of the primary water utility responsible for water governance in Delhi,the Delhi Jal Board(DJB).The paper will critically examine the policies and acts of the DJB that drive water governance in Delhi at present,utilizing a values-based framework in conjunction with secondary literature and expert interviews,to draw a picture of the values reflected.The study does not substantiate the notion of economic values dominating the water-related deci-sions;rather,recent policy guidelines indicate prioritization of equitable and fair distribution of water.Findings of this paper show that making the values explicit is largely disregarded in formulating water acts and policies,and values are never elucidated in the public domain,doing which can encourage water policies and practices that are socially,economically,and ecologically viable in the long run.It is expected that this paper will generate a discussion on water values being an integral part of water governance discourses.

文摘With the rapid development of Internet of things technology,the efficiency of data transmission between devices has been significantly improved.However,the open network environment also poses serious security risks.This paper proposes an innovative fingerprint template protection scheme,which generates key streams through an improved fourdimensional superchaotic system(4CSCS),uses the space-filling property of Hilbert curves to achieve pixel scrambling,and introduces dynamic DNA encoding to improve encryption.Experimental results show that this scheme has a large key space 2^(528),encrypts image information entropy of more than 7.9970,and shows excellent performance in defending against statistical attacks and differential attacks.Compared with existing methods,this scheme has significant advantages in terms of encryption performance and security,and provides a reliable protection mechanism for fingerprint authentication systems in the Internet of things environment.

文摘Background:Four-dimensional(4D)ultrasound is increasingly being used for prenatal diagnosis of congenital heart disease(CHD).We aimed to perform a systematic review and meta-analysis to evaluate its diagnostic accuracy for fetal CHD.Methods:This systematic review was conducted in accordance with the PRISMA-DTA guidelines.We systematically searched eight databases for studies published up to July 22,2025.Data were extracted to calculate diagnostic accuracy metrics,study quality was assessed using QUADAS-2,and a bivariate random-effects model was used for the meta-analysis.Results:A total of 49 studies were included,comprising 45 retrospective and 4 prospective studies,which were mainly(91.8%)conducted in China.These studies involved 23,397 fetuses,among which 2115 were diagnosed with congenital heart disease.The pooled sensitivity of 4D ultrasound for diagnosing fetal congenital heart disease was 0.91(95%CI:0.89-0.93),the pooled specificity was 0.98(95%CI:0.97-0.99),and the area under the summary receiver operating characteristic(SROC)curve(AUC)was 0.98(95%CI:0.96-0.99).Although 4D ultrasound technology can be implemented as early as 11 weeks of gestation,its diagnostic sensitivity and specificity reached a superior level and stabilized at an average of 20 weeks of gestation(range 14-28 weeks).Meta-regression indicated that sample size and prior suspicion of fetal CHD were significant contributors to heterogeneity(p<0.05).Conclusion:Four-dimensional ultrasound has high diagnostic efficacy for fetal CHD and is suitable for prenatal screening of fetal CHD,and the diagnostic effect is optimal and stable at an average gestational age of 20 weeks(range 14-28 weeks).

文摘Leesmidt et al present a comprehensive analysis of abdominal vascular flow in children using four-dimensional(4D)flow magnetic resonance imaging(MRI),aim to establish normal hemodynamic values for the abdominal visceral organs and to assess the feasibility of 4D flow MRI(4D-f-MRI)in this population.The researchers performed 4D-f-MRI on 9 pediatric patients with a history or suspi-cion of bowel pathology.Flow velocities were measured in the abdominal aorta and superior and inferior mesenteric arteries.The quality of the 4D-f-MRI images was evaluated,and the agreement between the measured flow velocities and those obtained from Duplex ultrasound was established.However,due to the specific limitations of this work,future studies should address the issues of small sample size and the specific age group design.

文摘Digital rural governance is a micro-level governance practice within the broader framework of building a Digital China.It involves the integration of digital technology into rural governance to drive the digital transformation of rural governance.In recognition of the varied development stages of digital rural governance,the concept of“digital context”provides an analytical lens for exploring the differences in practical models of digital rural governance.By examining the contextual characteristics and differential mechanisms of digital rural governance,this paper delves into its social foundation and technological adaptation.The research finds that the context of digital rural governance primarily encompasses three dimensions:contextual foundation,contextual logic,and contextual optimization.First,the contextual foundation of digital rural governance manifests as the social basis,comprising the social structure of villages,the type of village development,and the age structure of villagers,which constitute the social stratification forms underlying digital rural governance.Second,the contextual logic of digital rural governance focuses on the adaptation of digital technology to rural governance,promoting the adaptation of digital technology to the rural governance foundation,village governance scenarios,and villagers’digital capabilities.Third,the contextual optimization of digital rural governance emphasizes integrating digital technology with both administrative and livelihood-oriented governance affairs at the village level.This approach leverages the governance value and functional potential of digital technology to streamline digital governance processes and enhance digital governance capabilities.As a developmental direction for the transformation of rural governance,digital rural governance must not only highlight the governance advantages of digital technology but also prioritize the inherent context of rural governance.It aims to enhance the effectiveness of rural governance through digital technology and advance high-quality digital village development tailored to local conditions.
