According to the operational characteristics of the logistics networks for the third party logistics supplier (3PLS), the forward and reverse logistics networks together for 3PLS under the uncertain environment are designed. First, a fuzzy model is proposed by taking multiple customers, multiple commodities, capacitated facility location and integrated logistics facility layout into account. In the model, the fuzzy customer demands and transportation rates are illustrated by triangular fuzzy numbers. Secondly, the fuzzy model is converted into a crisp model by applying fuzzy chance constrained theory and possibility theory, and one hybrid genetic algorithm is designed for the crisp model. Finally, two different examples are designed to illustrate that the model and solution discussed are valid. 展开更多

This paper describes a bi-level programming model that seeks to simultaneously optimize location and design decisions of facilities in a distribution system in order to realize company's maximal total profit subject to the constraints on the facility capacity and the investment budget.In the upper-level problem,twoechelon integrated competitive/uncompetitive capacitated facility location model,which involves facility location and design,is presented.In the lower-level problem,customer is assumed to patronize store based on facility utility which is expressed by service time cost in the store and its travel cost to customer.Customer's facility choice behavior is presented by a stochastic user equilibrium assignment model with elastic demand.Since such a distribution system design problem belongs to a class of NP-hard problem,a genetic algorithm(GA)-based heuristic procedure is presented.Finally,a numerical example is used to illustrate the application of the proposed model and some parameter sensitivity analyses are presented. 展开更多

This article presents a comprehensive mathematical model for the design and analysis of Dynamic Cellular Manufacturing Systems (DCMS). The proposed DCMS model considers several manufacturing attributes such as multi period production planning, dynamic system reconfiguration, duplicate machines, machine capacity, the available time for workers, worker assignments, and machine procurement. The objective is to minimize total costs; consisting of holding cost, outsourcing cost, inter-cell material handling cost, maintenance and overhead cost, machine relocation cost. While a study of published articles in the area of Cellular Manufacturing Systems (CMS) shows that workforce management issues have not sufficiently been addressed in the literature, the model presented also incorporates CMS workforce management issues such as salaries, hiring and firing costs of workers in addition to the manufacturing attributes. In-depth discussions on the results for two numerical examples are presented to illustrate applications of the proposed model. The model developed aims to raise the envelope by expanding and improving several CMS models previously presented in the literature. 展开更多

This paper summarizes the findings of a study on green building policies that affect state funded,owned,or leased buildings.The original study was commissioned by Georgia Environmental Facilities Authority(GEFA)and resulted in recommendations for how best to encourage green building in State of Georgia facilities.While the ultimate purpose of the research effort was targeted at making recommendations for the State of Georgia,valuable information was garnered from the individuals who were generous with their time and provided information about the green building programs from their states.From this information,useful lessons can be concluded which have general applicability for all states and other public sector organizations interested in pursuing green building efforts.Interviews with key stakeholders from state agencies in nine of the eleven states that had formal green building policies at the time the study was conducted provided data that was essential to capturing lessons learned from those who have experienced LEED and other green building mandates within their organizations.The information collected during this interview process has been captured in the form of case studies summarizing the green building programs in the nine states that were assessed,and this paper presents a summary of common attributes and lesson learned across those cases.The paper presents a framework to describe how green building programs evolve in public agencies.The framework includes four major components:Inspiration—a phase that includes knowledge,awareness and persuasion that encourage adoption of a green building policy or practice;Motivation—a stage in which a formal or informal policy is developed to shape agency actions toward meeting green building goals;Implementation—where programs are developed to support the activities needed to meet the goals of the policy;and,Evaluation—where compliance with policy requirements and assessment of program performance is undertaken.These four elements provide a structure for mapping the different ways in which organizations have approached creating a green building program.The paper also discusses inhibitors(opposition to LEED certification,cost impacts and resistance to change)and enablers(presence of strong champions,capitalizing on external motivators,and stakeholder support)that affect the success of state-level green building policies. 展开更多
